If we consider ergonomics to be an exercise in matching job demands to worker capabilities, one of the principal capabilities we must be concerned with is that of human strength. Our ability to evaluate different characteristics of muscular strength has increased dramatically over the past couple of decades with the development of new and increasingly sophisticated instrumentation. One would think that armed with such advanced techniques, we might be able to develop methods to conclusively identify workers at risk of injury in physically demanding jobs. Unfortunately, this has not yet proven to be the case. Instead, what these instruments have continued to point out is how intricate a function muscular strength really is, and how complicated and ambiguous its relationship is to musculoskeletal injury. While we cannot just use isolated tests of strength to specify precisely who may be at risk of injury, studies have indicated that strength testing can be a useful tool for job design and, under certain circumstances, selection of workers for demanding jobs. However, because strength is such a complex phenomenon, there has often been some confusion regarding the proper application and interpretation of strength tests in ergonomics, especially among persons not thoroughly familiar with the limitations and caveats associated with the available procedures. The purpose of this chapter is to discuss some of the fundamental principles of strength assessment in ergonomics, so that these procedures can be better applied to control the risk of musculoskeletal disorders in the workplace 1.1. What is Strength? (And what are we Measuring?) Many of the complications associated with strength assessment arise from the simple fact that even our most sophisticated machinery does not directly measure the force or tension developed by a muscle in a living person. Instead, we can only observe the consequences of force development by a contracting muscle, or more likely, by a combination of muscles There are many ways in which we can measure the effects of muscular contraction, and the techniques we use can have a dramatic impact on the strength readings we will obtain. Consider the situation illustrated in Figure 1. In this example, the muscle exerts a constant force of 1000 Newtons (N). However, the forces we measure can vary quite dramatically depending on where we place the force cuff - from 167 N if we place it near the wrist to 500 N if we place it near the elbow. Which value should we select as properly representing the muscular strength for this elbow flexion exertion? The preceding example illustrates some important points with regard to strength assessment. Perhaps the most important is that "muscular strength is what is measured by an instrument" (Kroemer et al. 1999). It should also be clear from this example [ ] that two researchers could perform an elbow flexion strength experiqent on the same group of subjects, but if each selected different force cuff positions, they might end up with wildly differing estimates of strength. Differences in the strengths of various muscle groups in the published literature may be the results of differences in the procedures and measurement methods used by the experimenters Thus, it is critical that any strength data presented be accompanied by a detailed account of the manner in which the data were obtained. A few additional points need to be made with regard to the testing of human strength. We must be clear that what we are obtaining in such tests are not a person's maximal strength capability, but their maximal voluntary strength. The voluntary nature of the exertion introduces an unknown, but surely substantial, amount of variability in our measurements of strength. One can imagine two subjects with identical muscular strength capabilities, but with varying levels of motivation or discomfort tolerance, for example. We are likely to observe considerable differences in the voluntary force exerted by the two, but it should be understood that such results may be largely the result of psychological factors, and not differences m muscular strength per se. The important point to be made here is that not only are we unable to directly measure muscular force, what we are able to measure is modified by an invisible filter - a filter subject to a wide variety of influences and which will differ considerably for every person we test To make matters worse, this filter would be expected to change even within a given individual on a given day. From the foregoing discussion, one can perhaps better appreciate some of the difficulties with establishing a definitive relationship between an individual's measured strength and that individual's risk of injury.

[Experimental studies were made to develop a laboratory technique for direct removal of cadmium and germanium from sphalerite concentrates. Cadmium- and germanium-bearing concentrates from the Illinois-Kentucky fluorspar field were sound to be, amenable to an inert atmosphere fuming process for removing these two moats in the form of gaseous sulfides. Treating the condensed fume by pyrometallurgical methods upgraded the material end provided a means of partly separating the constituents. Cadmium was concentrated about 35:1 arid germanium about 300:1. The extractive investigations were supplemented by vapor-pressure studies on the sulfides of germanium to obtain fundamental data for larger scale laboratory conditioning and control when treating the zinc concentrates. Vapor-pressure curves were developed for synthesized monosulfide and disulfide The results of these- investigations indicate the possibility of significantly increasing the recovery of cadmium from zinc concentrates. Comparison with present recovery of germanium cannot be made, since commercial recovery data arc not available.]

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

The Bureau of Mines has devised technology to recover cobalt, nickel, and byproduct copper from domestic lateritic material using an oxidative, ammoniacal ammonium sulfate leach. Nickel, cobalt, and copper were recovered by solvent extraction and electrowinning. To reduce the cost and complexity of cobalt recovery, an alternate method using lig-nite to extract Co3+ was investigated as reported herein. In the first 25 BV (bed volumes) of solution contacted with lignite, 97 wt pct of the Co3+ was extracted in & downflow column at pH 9.3. After 85 BV, the lignite was loaded to 1.5 wt pct Co3+ and further ex-traction was minimal. The lignite extracted cobaltic ammine complexes rather than cobalt ions and was nonselective as to other -metal cations and ammonium ions. Deleterious cations and 80 wt pct of the nonammine ammonium ions were removed prior to acid elution of the lignite. The removal of the ammines prior to elution to produce an ammonium-ion-freeCo3+ eluate was only partially successful. Thus Co3+ removal from ammoniacal solutions by lignite is technically difficult and economically unfeasible. It was also determined that reduction of Co3+ to Co2+ occurred during the extraction-elution process.

This U.S. Bureau of Mines report describes the research effort and results for a computer-assisted appendage control system of a Joy 14CM continuous mining machine. The cutter head (shear), gathering head, conveyor, and stabilizer jack are the appendages. Positional control of each appendage is accomplished by specifying the desired position to the appendage control computer, which uses appendage position sensor data. Appendage movement is actuated until the desired position is attained as determined by control algorithms. A description of the sensors, mechanical and electrical interfaces, data acquisition and control (DAC) system, experimental method to determine appendage response characteristics (range of motion, start and stop delay times, and movement rates), and their application to the position control loop algorithms are presented. Also, the test results for the shear in an unloaded (free space) and loaded (cutting) condition of the shear are presented.

"ORIGIN OF INVESTIGATIONThe Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States, July 24J 1946, contains the following provisions with regard to rock dusting: Article VI. - Section 2. Rock dusting.(a) All mines, except those mines or those locations in a mine which are too wet or too high in incombustible content to propagate an explosion, shall be rock-dusted to within 80 feet of the faces of rooms and entries; however, if the mine or any part of it is wet but becomes dry, the mine or portion of the mine so affected shall be rock-dusted as ·soon as it becomes dry. (b) In mines partially rock-dusted or in mines that are required to start rock dusting, haulageways and parallel entries connected thereto by open crosscuts shall be rock-dusted. Back entries shall be rock-dusted for at least 1,000 feet outby the junction with the first active entry. Inby this junction, the rooms, entries, and crosscuts shall be rock-dusted by generalized rock dusting as provided for in section 2(a).(c) Where rock dust is applied, it shall be distributed upon the top, floor, and sides of all open places and maintained in such quantity that the incombustible content of the mine dust will not be less than 65 percent. In trackless entries and air courses, protection in lieu of generalized rock dusting may be had by using bags filled with rock dust, if they are placed at regular intervals and staggered as described in Bureau of Mines Report of Investigations 3411."

The effect of oxygen content in the anode metal on titanium electrorefining characteristics was studied. Increasing quantities of oxygen in the anode resulted in increased anode scale formation, decreased anode and cathode current efficiencies, lower titanium recovery efficiencies, and higher oxygen content of the cathode products. The titanium electrorefining process performed best when the anodes did not contain more than 0.5 percent oxygen, although anode dissolution was recorded for alloys containing up to 25 percent oxygen. Back emf affords a useful index of an alloy to electrorefining.

Information is presented on the pressure and rate of pressure development during a dust explosion . The data were obtained in laboratory studies in a 75- cubic inch vessel with mineral , agricultural and chemical dusts . The factors investigated include dust concentration , oxygen concentration of the atmosphere , admixed inert powder , and admixed moisture . Information is given also on the effects of these factors on the composition of the atmosphere after the explosion .

"The health, comfort, and efficiency of men engaged in the mining industry may be impaired, in some instances very seriously, by abnormal physical conditions of the mine air or by variations in its composition. This is true in some of sheet metal mines of the West where high temperatures with varying humidities are encountered. Physiological studies have been made in some of these mines showing the effects of various temperatures end humidities. As it is difficult to carry out studies on many controlled temperatures, it was thought best to make the experiments in a laboratory and apply the results to the industry insofar as practicableThe effects of moderately high temperatures and humidities are more difficult to measure perhaps than the extreme conditions, but may be predisposing causes of fatigue, discomfort and disease, A cooperative study of the physioloical effects of heat and humidity is being conducted by the Bureau of Mines and the U. S. Public Health Service cooperative with the American Society of Heating and Ventilating Engineers, in the Research Laboratory of the Bureau of Mines at Pittsburgh, Pa."

Stimulative methods of production, whereby the total recovery of oil from natural reservoirs is increased, have come into considerable prominence during the past 15 years. In many oil-producing areas properties considered ready for abandonment by ordinary producing methods have responded to some form of stimulation, and their economic lives have been extended. The stimulative method having widest application is the injection of air or gas into the reservoir formations through selected input wells and is commonly referred to as the "gas drive." As a result of the many successful "gas-drive" operations operators are depending more and more upon this method for increasing the ultimate recovery of oil from their properties. A number of factors influence the efficacy of different gases as propulsive agents in recovering oil from sands. Gases of high density and viscosity show a tendency toward a slightly higher efficiency than those of lower density and viscosity. The solubility of the gas in the oil also affects the efficiency of oil recovery. Not only does dissolved gas decrease the viscosity of the oil, but dissolved gas that expands from solution in the oil tends to increase the effectiveness of a "gas drive." Interfacial tension between the oil and the gas and its effect upon the recovery of oil by gas injection are factors of which little is known. Dr. A. G. Loomis expressed the opinion that interfacial tension probably plays a minor role in the recovery of oil, except under conditions that produce a gas-oil foam. In connection with the above physical properties that influence the action of a pressure medium, control of the injected volume of the pressure medium is perhaps the major factor. The rate of gas injection determines to a great extent the amount of slippage and the resulting efficiency of the operation. The importance of volume control is realized when one considers that frequently it is the only factor that is under complete control of the operator.

High-quality sheet of electrowon molybdenum was attained by a sequence of procedure on pressed and arc-melted crystalline powders. The procedures included high-temperature, high-vacuum sintering treatments and the use of metal deoxidizers instead of carbon to improve the mechanical properties of the molybdenum sheet. Rolled sheet 60 mils thick was evaluated by tensile and bend tests, hardness measurements, microstructures, and recrystallization treatments. After stress relieving, yield strength ranged from 85,000 to 110,500 psi (0.2- percent offset) and ultimate strength ranged from 87,200 to 117,250 psi with 4.5- to 25-percent elongation observed for arc-melted sheet, and 5.0- to 23- percent elongation observed for powder metallurgy sheet. In room temperature bend tests the sheet yielded plastically, indicating that the ductile-brittle transition point was below room temperature. The diamond pyramid hardness (DPH) of the molybdenum sheet changed from 214 to 293 DPH for the stress-relieved condition to 177 to 185 DPH for the fully recrystallized condition. The brittleness of recrystallized molybdenum, reported by other investigators as characteristic of sheet prepared from commercial-grade hydrogen-reduced powders, was not in evidence. Recrystallized tensile specimens pulled at room temperature had an average elongation of 31 percent.

The Bureau of Mines studied toxic products produced by burning eight fire-resistant mines conveyor belts, a brattice cloth, and an electrical cable insulation obtained from laboratory-scale burning experiments under various air-flow conditions. Generally, CO product concentrations for most materials were noticeably higher then the NO2 and HC1 levels that were measured; also, no phosgene was detected. However, several of the fire-resistant belt samples yielded HC1 concentrations that were above the reported lethal level for 1/2 to 1-hour exposures, although these data were limited to flow conditions where air dilution effects were small; the belt materials that showed this behavior included samples of polyvinyl chloride, styrene butadiene, styrene butadiene blends, and a British neoprene which yielded the greatest amount of toxic vapor. In addition, some results are presented on the phosphoric acid concentrations that may be produced from the decomposition of ammonium dihydrogen phosphate when dispersed on a burning coalbed.

Coalbeds exhibit a directional permeability, with the maximum permeability oriented parallel to the face cleat. Thus, the most efficient pattern of vertical degasification holes for a coalbed is dependent upon cleat orientation. Surface joints, infrared photolinears, and Ronchi grating photolinears were investigated as potential estimators of subsurface cleat orientation. Cleat orientations were masured in 18 mines, in the Pittsburgh coalbed in southwestern Pennsylvania and northern West Virginia to be used as a standard against which prediction techniques would be evaluated. Two cleat systems with a strong geographic segregation were measured in the study area: N 67° W - N 28° E (95° separation) for the north, and N 76° W - N 17° E (93° separation) for the south. Directional data obtained from the three techniques investigated yielded satisfactory regional predictions of cleat orientation. Analysis of surface joints was the only technique considered sufficiently reliable on a local basis. Prediction of cleat orientation is based on the pairing of the principal directional sets into all reasonable combinations of fundamental systems. The system or systems composed of the most dominant sets nearest to 90° separation are likely to be a reliable prediction of cleat orientation. The most dominant set of the system selected is likely to be the face cleat.

This paper describing the mining practices at the Argonaut mine, Amador County, California, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described are those used in exploiting the low-grade gold ores in the heavy and swelling ground that occurs on the Mother Lode belt. The author acknowledges the assistance of E. Laboratory experiments were conducted to study the carbon deposition characteristics of a high-gravity, paraffin-base crude oil. The results of these experiments indicate that a fuel supply adequate to initiate a combustion wave can be deposited in high-gravity-oil reservoirs. These results are significant because there has been considerable doubt whether oils over 35° API gravity are able to deposit sufficient fuel. Considered in these studies were the effects of air flux, temperature, initial oil saturation, and time on carbon deposition. Conditions that maximized carbon deposition in the laboratory and an understanding of the nature of carbon formation are shown by graphical interpretation of the data. Statistical techniques were used to design and analyze the results of the retort tests. For the same amount of laboratory work, this approach yields more information about the systems that were studied than the classical method of research presently used in many laboratories. In addition, the accuracy of calculating the effect of each variable on carbon deposition is twice that of the classical approach. This paper develops the statistical approach to research without complex mathematics, thus enabling the reader to grasp the concept of how statistics can be applied to study many complicated problems.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

To date the commercial diamond bit setters have been principally interested in the speed with which they could produce a sharp, fast-cutting bit. Thus, a premium has been placed on setters who combine a high degree of manual dexterity with the ability quickly to select the Sharp points and edges of the diamonds and set them in the mold without lost motion. The premium on speed does not allow the setters the time, nor are they trained, to consider also the crystallographic structures of the diamonds which are the clues indicating the harder and more suitable working surfaces. Since early fall of 1949, the Bureau of Mines has been conducting a long-range series of experiments in which drill bort have been oriented in diamond bits in an effort to determine the effects and economic practicability of utilizing the hardest surfaces of the diamond crystal structure. The preliminary experiments completed to date indicate that a substantial saving in diamonds may be affected by using the harder areas of the diamonds as working surfaces in the crown of diamond bits. The experimental work is being conducted by the Bureau of Mines in the laboratories and full-scale mine of the Mining Research Branch, Minerals Technology Division, Region VIII, of the U. S. Bureau of Mines at the Mount Weather Station, Bluemont, Va.

"A New Mica Company in China A report has been received from the American Consulate at Chungking, China, to the affect that a new company has been organized to operate a mica mine north of Ta-chien-lu, in the province of Ssu-Chuan. The company, which is entirely under Chinese management and control, has a working capital of $10,000. While comparatively new, the mine has been worked before, and apparently with some success. The mica is said to be of good quality. It is claimed that the deposit will supply a limited amount of mica that will cut in pieces a foot square or over, and larger quantities of smaller sizes. The chief difficulty is transportation, for it is reported that a ten days' journey, part of it over mountain trails, will be necessary to transport the mica from the mine to Yachow, the nearest practical waterway. It is probable, therefore, that the output of the mine will be limited.Necessity for Careful Trimming and Grading of MicaA recent report to the Department of Trade and Commerce, Ottawa, Canada, by Acting Trade Commissioner C. G. Venus, London, England, contains information which is of vital interest to mica producers in the United States. It is pointed out that mica exports from Canada to England show a gradual decline dur¬ing recent years, the figures being as follows: 1913- 1,383 cwt: 1914 - 1,225 cwt: 1915 - 1,864 cwt: 1S16 - 879 cwt: 1917 444 cwt: 1918 - 480 cwt. Shipments from India to England, on the other hand, show a steady increase from 40,178 cwt. in 1913 to 66,401 cwt, in 1918."
