A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

This report presents nearly all structural data available from explosion tests of 20-psi mine ventilation seals and concrete-block ventilation stoppings that were conducted by the National Institute for Occupational Safety and Health during 1997?2008. Although the seals tested were designed to meet the former federal 20-psi pressure design standard, the structural information contained herein on these seal tests will facilitate the analysis and design of coal mine seals that meet the new explosion pressure design criteria of 50 and 120 psi as set forth in the Mine Safety and Health Administration (MSHA)?s final rule on ?Sealing of Abandoned Areas.? The seal testing data are organized into six broad categories of seal structures based on the materials used and the construction method for those 20-psi seals: 1. Concretelike materials with steel reinforcement and reinforcement bar anchorage to rock 2. Pumpable cementitious materials of varying compressive strengths with no steel reinforcement and no hitching 3. Articulated structures such as solid-concrete-block seals and ventilation stoppings made of solid and hollow-core concrete blocks 4. Polymer and aggregate materials without hitching 5. Wood-crib-block seals with or without hitching 6. Articulated structures such as lightweight blocks with or without hitching This summary contains data on 52 different structures in the above categories?44 seals and 8 ventilation stoppings. The structural data sets include the applied loading on the tested seal represented by a pressure-time curve and, when available, the measured seal response represented by a displacement-time curve. The structural data sets enable the calibration and verification of numerical models of seal behavior at the 20-psi level, which may then facilitate future structural analyses of seal designs for the new 50- and 120-psi explosion pressure design criteria.

The manual has been organized to gradually increase in level of detail as the reader progresses from beginning to end. Individuals interested in an overview of retreat mining can confine themselves to the first few chapters. Those interested in mine planning, should read the middle chapters as well. Those interested in the development of a foreman's handbook should read the entire manual.

The objective of this research by the Bureau of Mines was to determine the technical feasibility and associated pilot data for drying minus 1/4-in coal with microwave energy at a frequency of 2.45 GHz. The drying data were obtained experimentally on three coal types: bituminous, subbituminous, and lignite. The experiments were performed with a custom-designed conveyorized microwave oven having a continuous power capability of 12 kW. Drying efficiencies near the theoretical maximum of 1.54 kg of water per kilowatt hour of energy input were achieved for two coals and two sizes; overall drying efficiencies averaged 77 pct.

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

Stimulated by 4 years of continuous economic growth without inflation, demand for energy in the United States reached an alltime high in 1964. Total value of production of goods and services (gross national product--GNP) for the year was $629 billion, an increase of 6.8 percent from 1963. Allowing for price changes based on 1958 dollars, the gain in real terms was 5 percent. In 1964 the Federal Reserve Board Index of Industrial Production stood at 132, a rise of 6.2 percent. With the impetus provided by personal income and corporate tax reductions during the year, aggregate wages, profits, and consumption reached record levels. Even the persistent balance of payments problem improved. Against this background the national consumption of commercial energy increased 4.2 percent. Energy needs continued to be met largely from domestic resources with imports, mainly crude petroleum and refined petroleum products, accounting for but 7 percent of the total. Mineral energy resources, namely gas, coal, and petroleum, contributed 96 percent of the input of energy into the economy during the year. The remaining 4 percent came from hydropower and nuclear power.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. Recent studies indicate that the United States halt substantial reserves of ilmenite, one of the major titanium minerals. However, the studies showed that sources of rutile, another important source of titanium are limited. This paper summarizes and evaluates results and conclusions reached by the various investigations initiated by the Bureau of Mines and others pertaining to the titanium mineral resources of the Nation. Domestic occurrences of ilmenite that are economically exploitable by present-day beneficiation methods are found in Florida, New Jersey, New York, South Carolina, and Virginia. These deposits are estimated to contain 50.3 million tons of titanium dioxide (TiO2). Occurrences of ilmenite that cannot be processed economically under present technological conditions are found in California, Colorado, Minnesota, Montana, Oklahoma, Oregon, Rhode Island, and Wyoming. These reserves amount to 51.1 million tons of TiO2. Reserves of rutile found in the United States are estimated to be 1.8 to 2.1 million tons of TiO2. Other than occurrences in Florida and South Carolina, rutile is found either in small scattered bodies or in deposits where the mineral cannot be recovered economically by present beneficiation methods.

"INTRODUCTION Although the presence of sulfur causes many petroleum’s to be classified as ""low-grade"" because of the difficulties encountered in manufacturing products to meet rigid specifications, the petroleum industry is finding it necessary to use such crude oils to satisfy present needs. As the demand for petroleum products increases, and available reserves diminish, this utilization of high-sulfur crude oils will be accentuated. Programs designed to supplement the supplies of fuel available from petroleum by the manufacture of synthetic fuel from natural gas, shale oil, and coal are in progress. Such fuels, especially shale oil and, less so, oil from the hydrogenation of coal, also contain sulfur compounds which must be effectively removed. Thus, the need for fundamental research on the sulfur compounds that may be expected in petroleum and allied products is becoming greater as the industry is forced to call upon all available resources to meet the demand for petroleum products. In recognition of this need, the Bureau of Mines has inaugurated a long-range program assigned to furnish fundamental data concerning the presence, characteristics, and effects of sulfur compounds in petroleum and its products."

Nine organic derivatives of fluorine, silicon, boron, and aluminum were purified for thermodynamic studies using distillation, zone melting, and gas liquid chromatography, The unusual properties of these compounds required the development of special techniques for handling and purification. To determine purities of purified samples, new techniques for analyzing spectral data were developed.

Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal supports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

This report contains the papers presented at the Technology Transfer Seminar on Ground Control Aspects of Coal Mine Design held by the Bureau of Mines on March 6, 1973, in Lexington, Ky. Seminar attendance consisted of representatives from the coal mining industry, universities, mining consultants, instrument manufacturers, and local, State, and Federal Government. The purpose of this meeting, one of a series of Technology Transfer seminars, was to provide the coal mining industry with detailed information about recently developed techniques, equipment, and instruments which can be used in the solution of coal mine design problems and to discuss results and direction of research in mine design. The report includes opening remarks by Joseph J. Yancik, Acting Assistant Director--Mining; an overview of the Federal Bureau of mines approach to mine design; three papers an problems associated with the design of panels; five papers on coal mine roof problems; three papers on long wall problems; and the comments made by- the participants on the Bureau-industry panel discussion.

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.
