This article provides an overview for a series of leadership development workshops offered through the SME Young Leaders Program. The first of these workshops, “Accelerated Development Plan,” will be held at the upcoming SME Annual Meeting in St. Louis, MO on Sunday, March 26. How does a foundation of technical competencies relate to the development of social competencies necessary for management and leadership roles in the resource sectors? Technical competencies provide the foundation for a successful career. Social competencies provide the framework on that foundation. Successful leaders will be those who develop competencies in all areas.

Of the 345 km long Taiwan High Speed Rail Project, connecting the cities of Taipeiand Kaohsiung, the 23 km alignment on Contract C230 required the construction of5755 m of shallow mined tunnels ranging from 137 m to 1285 m in length. All nine of these tunnels were mined using NATM methodology. On September 6, 2002, a collapse occurred in Tunnel T08 that affected approximately 50 m of tunnel. There was little warning. However, the crew was evacuated approximately 45 minutes prior to failure and thus, no injuries or loss of equipment. This paper will discuss the mining methods, jet grouting ground support, and the instrumentation selected for the rehabilitation and monitoring of the tunnel.

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

Although only used in a few U.S. longwall mines, bleeder-less ventilation systems can be an effective spontaneous combustion control method in mines having a demonstrated history of spontaneous combustion. To provide insights for the optimization of bleederless ventilation systems for U.S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas using a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical longwall mine ventilation data were used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of using nitrogen injection to prevent spontaneous heating in the gob was also examined.1

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

INTRODUCTION The work described here refers to the Genesee River Interceptor Southeast Project. This project is a part of the Combined Sewer Overflow Abatement Program, Phase I, for the Rochester Pure Water District, Rochester, New York. Our contract required the design of a 13,200-feet long main tunnel, 14 feet finished diameter, approximately 100-120 Feet below ground; drop shafts and diversion tunnels to deliver surface flow to the main tunnel; a gate chamber whereby the main tunnel is dropped 35 feet, and provision made for connection to the future tunnel in Phase II, as well as a host of other surface structures. Cross sectional dimensions for the structures involved varied from 16 feet circular to a 20'x50' horseshoe, in a competent rock formation consisting of Lockport Dolomite and Rochester Shale. In the construction of a rock tunnel, the problems of the tunnel designers are as follows: 1. To evaluate stresses in the rock as a result of excavation. 2. Design a temporary support system to prevent any rock failure during the period of construction. Design of this temporary support system is empirical. Design loads given by empirical relations are dependent upon the rock quality and size of opening. Temporary support system may either be steel frames closely spaced along the length of tunnel and tied together, in the case of poor rock, or, an even spacing of rock bolts in the case of competent rock. 3. Design a final lining for the service loads. Service loads, in our case of a water-carrying tunnel, are hydrostatic pressure due to ground water, deadweight of lining) pressure of contained water and time dependent rock loading. The constitutive properties of the rock are extremely complex because of discontinuities, pre-existing stresses due to overburden, material symmetries and changes of initial state associated with the process of excavation. The changes of initial state may be changes of stress fields along with the consequent yield of the material or the extension of existing discontinuities.

The general theory for the description of seismic sources is briefly discussed. The effect of excavations on seismic radiation is considered. Expressions for seismic source mechanisms in terms of the geometrical and mechanical parameters of source processes are provided for the following cases: fault slip and shear failure in a confined environment, dynamic stress fracturing around a tunnel, rock fall, landslide and sudden subsidence. A classification of seismic events in mines based on source mechanisms is introduced. The classification separates blast-, slip- and crush-type events. Various approaches of analysis of source mechanisms involving forward modelling and inversion are discussed. The following examples demonstrating the utility of source mechanisms in mining are presented: forensic analysis of damaging seismic events, assessment of the increase in the depth of failure for dynamic stress fracturing around tunnels and its duration, examination of the rockmass deformation regime, assessment of deformation around tunnels using crush-type events, identification and parameterisation of weak geological structures, stress inversion from slip-type events. Finally, the requirements for seismic data to ensure high quality source mechanism solutions are briefly reviewed and future challenges in the interpretation and utilisation of seismic source mechanisms in mines are speculated on.

Shaft construction is assuming ever increasing importance when new mining enterprises are considered. The reasons for this increased emphasis is the much greater depths at which many new ore-bodies are being developed and the rapid depletion of near surface reserves requiring mines to go to greater depths on existing deposits. These greater depths increase the probability of exposure to unfavorable geologic conditions and it is more likely that high ground and/or water pressures will be experienced at these depths. The large capital costs involved and the critical position of a shaft in the overall mining program necessitate that this element of project development be given careful and critical consideration. The Henderson No. 2 Shaft is located in the Rocky Mountains of north central Colorado (See Figure I), about 55 miles west of Denver, near the community of Empire in Clear Creek County. At the 10, 442 foot collar elevation, winter arrives in late September and brings snow to contend with until May. The labor force for Shaft No. 2 is approximately 90 men. They are provided access to the project via all-weather U. S. Highway 40. SHAFT DESIGN The Henderson No. 2 Shaft is a 28-foot I. D. circular, concrete lined (1 foot thick) vertical shaft. The final depth will be approximately 3100 feet

Sustaining the region?s mobility needs, achieving projected economic growth, and maintain Midtown Manhattan as a center of regional, national and global importance has led to continued investment in commuter rail and transit infrastructure in New York City and resulted in design and construction of large underground caverns. The current plans for stations in Manhattan include New York Penn Station Expansion (NYPSE) caverns for Trans Hudson Express (THE) Tunnel Project for New Jersey Transit (NJ Transit) and the Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority Capital Construction Long Island Railroad (MTACC/LIRR) twin caverns for East Side Access (ESA) Project, and station caverns of the No. 7 Line Subway Extension Project and Second Avenue Subway Project for Metropolitan Transportation Authority Capital Construction/New York City Transit (MTACC/NYCT). This paper provides a general overview of these large caverns now in design or construction in Manhattan, the area?s geologic setting, the geotechnical factors considered and approaches commonly applied for cavern design.

A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

Mine worker exposure to respirable coal dust and silica dust can result in coal workers’ pneumoconiosis and silicosis which are occupational respiratory diseases that have no cure and are ultimately fatal. In 2021 the Mine Safety and Health Administration reported just over 11,000 operating metal/nonmetal mines with the potential for silica dust exposure for just under 200,000 miners. The National Institute for Occupational Safety and Health (NIOSH) conducts respirable coal and silica dust research associated with mining through its Office of Mine Safety and Health Research. NIOSH respirable coal and silica dust research began under the U.S. Bureau of Mines (USBM), which initially examined silica dust, progressing to include coal dust, with a stronger focus after 1969 with the passage of the Federal Coal Mine Health and Safety Act. A review of extramural research to develop real-time respirable silica dust monitor is presented along with a brief history of silica dust regulation.

Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983. The Bureau of Mines, U.S. Department of the Interior, is investigating chemical and biological decontamination of complex wastewaters such as tailings pond water containing 280 ppm CN and 5 ppm Se as well as significant concentrations of arsenic, copper, iron, silver, and zinc. The most effective chemical procedure involves cyanide oxidation using hydrogen peroxide or sodium hypochlorite followed by selenium reduction using ferrous hydroxide. The effluent contains ?1 ppm CN and 20 ppb Se; concentrations of other - major contaminants meet National Drinking Water Standards. Preliminary research indicates that biological cyanide oxidation is possible even in highly alkaline solutions (pH 10.5) containing high cyanide concentrations; indigenous bacteria destroyed 85% of the cyanide. Exploratory research shows that other bacteria removed up to 79% of the selenium from chemically oxidized, low- cyanide water. These promising results may lead to a final processing scheme that involves a combination of chemical and biological techniques.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

Nowadays, the HPGR (high-pressure grinding rolls) is an intermediate step between filtering and balling in the most modern iron ore pelletizing operation. The operation debottlenecks filtering process and reduces pressure over the typical milling process to control particle size to the balling. The present study evaluated aspects of microwave application to the iron ore concentrate fed to HPGR in a bench scale unit. Iron ore concentrate was irradiated varying the microwave exposure time and grinding efficiency was evaluated. The moisture influence in the HPGR efficiency was also assessed. The pellet feed blaine surface area (BSA) improved by 300 cm2/g and % < 325# fraction by 3%. Scanning electron microscope (SEM) images show the formation of micro-cracks onto the particle surface induced by microwave; the effect observed helped improve the milling process performance, in addition to the moisture reduction observed due to the temperature increase.
