Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Surface mining regulations together with mine and reclamation planning require collection of large amounts of geologic and hydrologic data for both new and existing mines. Recently developed microcomputer software facilitates the integration of this information from computer databases into ground-water flow models. The databases are used to identify areas which require dewatering and/or depressurizing and for generating contour maps of aquifer parameters. Gridded versions of these contour maps are incorporated into finite difference ground-water flow models which are used to design dewatering and depressurizing well fields and to estimate the effects of ground-water pumping and pit progression on local ground-water levels.

Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. The policies of different companies, in regard to annual physical examinations are different. All

INTRODUCTION There are now over twenty years since the radiological characteristics of the brazilian regions of Araxá, Tapira and Barreiros, three locations adjacent to each other, in the state of Minas Gerais, Brazil, started being surveyed by investigators from the Instituto de Biofísica da Universidade Federal do Rio de Janeiro (IB/UFRJ), Pontifícia Universidade Católica do Rio de Janeiro (PUC/RJ), and New York University (NYU) (Roser and Cullen, 1958; Cullen et al, 1980). The importance of the Araxá apatite – Ca5,(P04)3(OH, F, Cl) - and pyrochlore - NaCaNB206F - for the production of large quantities of fertilizers and niobium was early recognized (Roser and Cullen, 1958). Interesting data have been gathered and published throughout the years on the contents of naturally occurring radionuclides in geologic materials, soils, grass, foods and waters of the Araxá region (Eisenbud, et al., 1964; Penna Franca, et al., 1965a, b; Roser et al., 1966; Penna Franca et al., 1970; Cullen, 1977; Penna Franca, 1977; Cullen and Paschoa, 1978; and Cullen et al., 1980). The radioactivity of the Araxá region is associated with mineral deposits of niobium rich pyrochlore and phosphate rich apatite. There are in this region mineral ores with 3 to 5% pyrochlore with 2 to 2.5% Th as Th02 and 50 to 150 ppm U308 in the matrix, while the apatite deposits contain up to 150 ppm U308 and a thorium concentration similar to that of the pyrochlore deposits (Paschoa and Palacios, 1981). As an indication of the high thorium content of the Araxá soils the 228Ra and 224Ra activity concentrations were reported to range from 10.6±0.2 to 62.4±0.7 pCi228Ra/g soil in 7 samples and 2.1±0.1 to 104±1 pCi224Ra/g soil in 19 samples (Cullen, et al., 1966). The uptake of radium isotopes by edible roots vegatables and fruits growing in the soils of the Araxá region can be illustrated by the data listed in Table I. The biological availability of natural radium isotopes in some segments of the Araxá soil allows a large variation in the 228Ra, 224Ra and 226Ra concentrations in vegetables and edible roots, as can be seen in Table I. This fact makes quite difficult a quantitative local assessment of the radiological implications of mining the Araxá mineral deposits of pyrochlore and apatite for production of niobium and phosphate fertilizers, respectively; since one cannot easily separate the naturally occurring from the technogically enhanced radionuclide contents of foods. The position of the city of Araxá inside the contour of the state of Minas Gerais appears in the upper part of Figure 1, which shows the outlined map of Brazil with the positions of the cities Brasilia and Rio de Janeiro also indicated. The lower part of Figure 1 is a representation of the Araxá region in an expanded scale, which indicates the locations of the pyrochlore and apatite deposits in relation to the city of Araxá, as well as the nearby hydrographic basins. The distance between the city of Araxá and the pyrochlore deposit is about 8 km, and between the pyrochlore and apatite deposits is 4 km. This paper deals tentatively with the radiological implications of the industrial operations taking place in the Araxá region for the exploration of the pyrochlore and apatite deposits. However, one must bear in mind, firstly, that the radiological implications of these industrial activities are by far too complex to be covered adequately by the limited amount of data to be presented in this paper, and secondly, that such implications cannot be considered of local character only. INDUSTRIAL OPERATIONS The commercial exploration of the Araxá deposits of pyrochlore and apatite started only few years ago, motivated by the increasing demand of niobium and phosphate fertilizers in Brazil and the world. As a consequence of the industrial operations in Araxá, a redistribution of the uranium, thorium, and radium originally present in the local deposits of pyrochlore and apatite started occurring in the seventies, with possible radiological implications for the Araxá region and its immediate surroundings, not to mention the destinations of the end products of such industrial operations. A literature review on the radioactivity associated with the extration industries of selected minerals was made by the USEPA (Bliss, 1978). The low level radioactive wastes of the industries for copper ore mining and rare metals processing have been object of particular attention (Fitzgerald, Jr., 1976; Eng, et al., 1979), but the short and long term implications of the radioactivity associated with the niobium industry were also subjects of concern (Knight and Makepeace, 1978). Recently, high 232Th and 226Ra concentrations in samples from the tin mining industry in West Malaysia were reported (Hu et al., 1981). A great deal of attention has been dedicated to the implications of the redistribution of radionuclides originally present in the mineral ores used by the phosphate fertilizer industry (Moore, 1967; Menzel, 1968; Spalding and Sackett, 1972; Eisenbud, 1973; Guimond and Windham, 1975; Guimond, 1976; Roessler,

The purpose of this research is to examine the post-failure behavior of coal as a mass and examine the relationship between the results of this study and prior laboratory investigations of the post-failure behavior of coal as a material. Instrumentation to measure changes in stress and deformation was placed in a headgate yield pillar and will be monitored as the face passes the area. A battery powered, automated data acquisition system, capable of recording up to 9,000 data points, is currently used to remotely monitor changes in vertical and horizontal pillar stress.

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

The most important witwatersrand gold placers occur on extensive unconformity paleosurfaces that were produced during protracted periods of fluvial degradation. The erosional etches on what was generally unlithified substrate indicate that low sinuosity erosion patterns prevailed. The transport systems were dominantly braided fluvial with a minor debris-flow component. The placer sediments were non-cohesive sands and gravels which were evidently transported by fluctuating, yet perennial, discharges across extensive, low relief, bra1dplains, not far from littoral environments. Progress made in understanding heavy-mineral transport processes now emphasizes the importance that selective entrainment probably had in producing concentrations. Cognizance that these characteristics are not unique to the Witwatersrand should be taken into account when designing exploration models.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. The Deserado Mine, located in northwest Colorado, is an underground coal mine designed to produce 1.225 million tons (1.35 million short tons) of clean coal per year for the Bonanza Plant located in northeastern Utah. Coal is transported to the power plant via a 61 kilometer (38 mile) captive railroad. Most of the surface facilities and the stationary underground equipment is controlled and continuously monitored by the computers located at the surface control room. In addition to system control, the computer also continuously monitors vital environmental conditions using sensors located at various critical locations underground. The system's advantages are increased mine productivity and safety.

INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model

With the advent of faster micro-processors, the use of numerical methods to simulate complex fluid dynamic phenomena in three dimensions for use in design has become prevalent in the automotive, and turbo-machinery industries. The Computational Fluid Dynamics (CFD) method divides the region of interest into small control volumes which form the mesh representing the physical characteristics of the problem, and uses the finite volume method to intergrate the equations for the conservation of mass, momentum, energy and species over each control volume. Recent developments in CFD software expedite mesh generation, and enable the use of unstructured grids, comprised of tetrahedral volumes in three dimensions and triangular areas in two. CFD more accurately represents complex geometries and allows for relative movement of meshes enabling simulation of multiple moving bodies. 'ibis paper presents two examples of how CFD simulation can be used to assess mine and tunnel ventilation problems formerly addressed by application of analytical solutions which were developed assuming ideal incompressible conditions. CFD simulation is used to evaluate the impact of varying the airflow in a descentionally ventilated airway on the layering along the roof of smoke and hot gases resulting from a vehicle fire. Control of the smoke layer is required to enable safe egress from the vehicle, particularly if the vehicle is for personnel transport, and to ensure control of the fire contaminants throughout the ventilation system. The airflow required to prevent layering against the ventilation direction, calculated from the Bakke and Leach relations (Bakke and Leach, 1962), is compared with the CFD simulation results. An evaluation of the pressures, generated as a vehicle enters a tunnel portal, using CFD simulation, is also presented for unflared and flared portal configurations. These simulation results are compared with predictions derived using an analytical method which assumes one-dimensional and incompressible flow. Results of the CFD simulation are presented in an animated video format. SIMULATION OF BACKLAYERING In designing a ventilation system for a transit tunnel, the ability of the ventilating air to control and prevent backlayering of smoke and hot gases resulting from a vehicle fire is of prime concern. The buoyant nature of hot smoke causes it to rise relative to the colder, fresh air provided by the ventilation system. If the vehicle fire occurs in a descentionally ventilated tunnel, the smoke may tend to move upgrade in a layer above the incoming ventilation airflow. The layer may become thick enough to engulf a substatntial part of the tunnel cross-section upgrade of the incident that comprises the evacuation route. This effect is termed "backlayering' and it is similar to the development of methane layers in mines for which most studies related to backlayering have been done. Prediction Techniques Analytical A number of studies have been conducted (Bakke and Leach, 1962) to define the characteristics of this phenomena and as a result have produced relations which are used both in the mine and transit ventilation fields to define the air velocities required to control layering. In the transit industry the air velocity required to prevent the backlayering phenomena from occuring during a vehicle fire is called the "critical velocity" (Associated Engineers, 1975) and is dependent upon a number of factors: tunnel height, cross-sectional area and grade; ambient air temperature and density; and the heat release rate of the fire. Common practice in transit ventilation design is to provide an airflow which meets or exceeds the critical velocity. In order to determine whether or not the critical velocity can be achieved with a particular ventilation system, a one-dimensional simulation of the tunnel network is typically performed using programs such as the Subway Environment Simulation program (SES) originally developed in the late 1970's (Associated Engineers, 1980). The results obtained from SES are compared to the critical velocity to determine the adequacy of the ventilation system. Computational Fluid Dynamics For the backlayering simulations, a commercial CFD code which has been used successfully in a wide variety of engineering applications, was used. It provides numerous options for modeling laminar and turbulent flows, multiple turbulence models, definition of multiple species and chemical reactions between them, a variety of boundary conditions (including constant pressure and constant velocity inlets) and the ability to apply user-defined FORTRAN subroutines. It includes the ability to model conductive, convective, and radiative heat transfer. FLUENT also permits the use of "body-fitted coordinates" to match the computational mesh or grid to complex real-world geometries. Computational Fluid Dynamics Model The model developed to simulate the backlayering phenomena is comprised of an airway of rectangular cross-section, 4 meters wide, 4.5 meters high, and 200 meters long. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

Imported products and materials have been in the news over the last several years in a wide variety of industries. Certainly the mining and industrial minerals industry has not been exempt from this. Cement imports have received considerable attention in the press and a number of written articles. We are also seeing imported aggregates particularly along the gulf coast and east coast of the United states. We are now hearing increasing talk of bringing high brightness calcium carbonate from offshore sources into the U.s. domestic markets. This paper takes a look at the location of these sources, factors affecting their acceptance by U.S. industry and presents a general cost comparison of offshore and domestic calcium carbonate. In addition, the market response of U.S. suppliers and the impact of imports is also discussed.

INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

The formation of petroleum is normally thought of as a geologically lengthy process, involving the accumulation of organic matter, its gradual burial, diagenetic breakdown via geochemical reactions, maturation, heating within a 75-150'C "oil window" induced by normal geothermal gradients in the subsiding basin, and slow product migration into structural traps (Tissot and Welte, 1984, Hunt, 1979). The entire process can take millions of years and, indeed, most oil reservoirs probably formed in this manner. How-ever, today in sedimented, submarine rift basins (Fig. 1), Cl to >C40 hydrocarbons with the chemical and physical properties of crude oil are forming in demonstrably much shorter time by rapid thermal maturation of immature organic matter in hydrothermal regimes that are unusually high for sedimentary basins (Brault and Simoneit, 1988a, b; Didyk and Simoneit, 1988; Kawka and Simoneit, 1987; Peter et al., 1988; Simoneit, 1983; 1984; 1985a,b; 1988; Simoneit et al., 1984; 1987; 1988).

The search seems to be taking us full-circle to the time and motion studies of Taylor (Horn, 1987). It wasn't until the late 1970's, however, that systematic investigations were made in the mining industry. One of the first was a study by Sanders, Patterson, and Peay (1976). That project explored the relationship of attitudes and safety. Peay, Atkin, and Goodman (1977, then reviewed the whole area of Organizational Development, including the so-called Rushton experiment.

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. JIGGING Introduction In jigging, a mixture of ore particles, supported on a perforated plate or screen in a layer or "bed" with a depth many times the thickness of the largest particle, is subjected to an alternating rising and falling (pulsating) flow of fluid with the objective of causing all
