The efficient and safe design of room-and-pillar coal mines still remains as one of the pressing problems facing the mining industry in the United States. Although much research has been directed to stability of mine roofs and coal pillars, no generally-accepted design method has been formulated. This paper presents a concise procedure for an improved design of room-and-pillar coal mines. Developed as a result of a three-year research effort, the methodology includes essentially three aspects: (i) determination of stable roof spans; (ii) determination of the strength of coal pillars; and (iii) determination of safety factors for room-and pillar coal mining in the United States. It is shown that the presented approach will lead to a greater recovery of coal by a more economical, yet safe, mining operation. Design charts and tables are presented and a step-by-step design procedure for practical mining engineers is explained. Several examples are included demonstrating the use of the proposed design procedure for room-and-pillar coal mines.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. Multivariate cluster analysis, MANOVA, canonical analysis, and discriminant analysis of hydrochemistry data were used to investigate the directions of ground water movement in basalts in the vicinity of the Hanford Reservation, Washington. The statistical analyses indicate that the hydrochemistry of the ground waters in these basalt formations is distinctly different on each side of the Columbia River. This suggests that the river is a ground water divide or that the river is roughly coincident with a hydrogeologic barrier boundary. The statistical procedures used in this study constitute a quantitative means for differentiating ground waters according to hydrochemistry.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).

The effect of some of the reagents, namely hydrocarbon oil, Syntex (sulfated coconut oil surfactant), pine oil, sodium silicate, and lime, used at the Climax mill on the recovery and grade of molybdenite and gangue minerals has been investigated experimentally using factorially designed test approach in the laboratory. The results of the investigation are presented in two dimensional plots. The lower additions of lime (equivalent to a pH of 8 to 8.5) were desirable for maximizing recovery subject to constraints on grade. Higher additions of pine oil improved recovery, but only at the expense of grade. A mathematical model of the objectives of an operating plant was formulated and optimum reagent conditions obtained.

Today’s industrial technology offers to optimize and reutilize the resources available in terms of scum that remains after hot rolling in steel rerolling mills in Rajasthan, India. Vast reserves of low-grade coal exist and tons of mill scale are produced everyday after hot rolling in steel rerolling mills in Rajasthan, India. The present research work aimed to optimize the various parameters of solid-state reduction of mill scale using low-grade coal from Rajasthan, India. This study investigates the effect of reduction temperature (850–950 °C in steps of 50 °C), reduction time (60 to 180 min, in step of 60 min), mill scale size (800– 300 μm), and mill scale to coal ratio (1:1, 1:2 and 1:3) on achievable metallic iron percentage and its metallization. A higher percentage of iron content is obtained at a lower particle size of 300 μm. The structural analysis is carried out on 300 μm mill scales using XRD analysis, which shows the percentage of iron is approximately 63%, and metallization above 80% can be obtained under the reduction temperature at 900 °C for 180 min, for 1:3 ratio (mill scale to coal ratio). The chemical composition of the mill scale is obtained using X-ray fluorescence (XRF), and particle sizes as well as distribution of mill scale are determined by scanning electron microscopy (SEM). The elements present in the mill scale are also verified using EDS, which indicates the presence of a major portion of Fe, followed by Fe2O3, Si, and C, respectively.

The network of freight tunnels in Chicago consists of about 62 miles of horseshoeshaped tunnels constructed typically less than 50 feet below ground surface. These tunnels serve as repositories of much infrastructure and should remain serviceable. The tunnels are often impacted by adjacent excavations and the question arises as to the existing state of stress in the final liner. This paper discusses construction of these tunnels and presents the results of finite element analyses which were used to obtain ranges for axial forces and bending moments that have developed in the final liner of the freight tunnels since their construction.

This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

This paper presents the process methods of beneficiating various copper-cobalt and copper-zinc ores mined by Gecamines in Zaire. Geology and mineralization of both sedimentary and vein type deposits are described with special emphasis on the production of oxide, dolomitic and sulfide concentrates. Description of different types of concentrators and their treatment methods are discussed for the production of sulfide, oxide and dolomitic concentrates. Production of concentrates, their consumption and stocks are briefly reviewed. Modernization of the concentrators with substantial investments on grinding, classification, flotation methods and tailings treatments are also discussed to improve the metallurgical efficiency of the concentrators with a view to improve the production of concentrates both qualitatively and quantitatively.

In order to realize the resource utilization of spent hydrodesulfurization catalyst, a solvent extraction-oxalic acid precipitation process is studied in this paper for efficiently recovering vanadium, nickel, and aluminum from the acid leaching solution of spent hydrodesulfurization catalyst. The process conditions for extracting vanadium with Cyanex 272 and precipitating nickel using oxalic acid as a precipitation agent were explored in detail. The results show that vanadium (IV) in the sulfuric acid medium containing nickel and aluminum was efficiently and selectively extracted by Cyanex 272. After three-stage countercurrent extraction, the extraction efficiency of vanadium was 99.76%, and the co-extraction efficiencies of nickel and aluminum were only 2.47% and 1.87%, respectively. Thermodynamic calculation shows that the extraction of vanadium (IV) from the sulfuric acid medium with Cyanex 272 is an endothermic reaction. The innovative method of oxalic acid precipitation was used to recover nickel from the raffinate, achieving selective extraction of nickel from the solution containing a high concentration of aluminum. The precipitation efficiency of nickel was 98.58%, while that of aluminum was only 0.75% under optimal conditions. The proposed flowsheet for the separation of vanadium, nickel, and aluminum from acid leaching solution may provide a new idea for the comprehensive recovery of valuable metals from spent hydrodesulfurization catalyst.

Environmental regulation of the United States copper industry has evolved significantly over the past three decades and the pace of that evolution is expected to escalate dramatically during the 1990's. The paper examines, from a corporate perspective, current environmental regulation and expected trends including the development of Subtitle D regulations for mineral extraction, beneficiation and processing activities under the Resource Conservation and Recovery Act. The paper concludes by exploring existing and potential impacts on copper companies in complying with the changing environmental regulatory scheme and responsible and progressive precautionary measures companies should consider to address these issues while simultaneously addressing often competing socioeconomic demands.

The Middle Mississippi River extends from the mouth of the Ohio River to the mouth of the Missouri River, a distance of about 310 kilometers (km) measured along the river. From its founding in 1764 to the first steamboat arrival in 1817, the City of St. Louis was little more than a trading post. However, with the advent of the shallow-draft steamboat, the Middle Mississippi River rapidly became a major thoroughfare of commerce. In this regard, its importance has been reflected by the development of port facilities at St. Louis and by Federal activity relating to channel maintenance and improvement. First Federal work on the Middle Mississippi River was autho¬rized by Congress in 1824. This work was for snag removal and bank clearing and was directed at reducing the hazards to steamboat traffic, particularly during low-flow periods. During the 1820's and early 1830's, the main channel threatened to move toward the Illinois shore and abandon the St. Louis port facilities. In 1836 and 1837, Congress authorized construction of permanent improvements to keep-the river next to St. Louis (Missouri shore). As man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive --W ATE R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the united States was over 300 billion GPD (1) or more than 1,700 GPD per person (5). The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the united States by the year 2 000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). How, then, can we continue to wreak such havoc on that life-sustaining substance -W ATE R? It is necessary, indeed mandatory, that those engaged in the Engineering profession consider it their moral obligation, not only to conserve the quantity of water which their conceived projects may require, but also to treat the effluent in order that the eutro-phication of natural water courses not be abnormally accelerated. The International Nickel Company of Canada Limited consumes some 33-1/2 millions of gallons of fresh water daily at its nine town-sites, fourteen mines and eight plants throughout the Sudbury district of Ontario. The present daily reuse of water exceeds 100 millions of gallons in the same area. It is noteworthy to mention that the milling rate has increased from 46,000 to 70,000 tons per day during the past five years, with no increase in water consumption. In fact, there has been a reduction in fresh water requirements.

The dissolution behavior of palladium powder in thiourea solutions has been studied. The variables studied included temperature, stirring speed, and concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was found to be chemical reaction controlled with an apparent activation energy of about 2S.3 kJ/mol.

In 1982 the U.S. Congress passed the Nuclear Waste Policy Act (NWPA) to provide for the development of an underground repository for spent nuclear fuel. This development will be managed by the United States Department of Energy. In 1986, the President selected three areas for site characterization to determine their suitability for the development of an underground repository; those sites were: 1) A site in volcanic tuff located at Yucca Mountain in Nevada, 2) a site in bedded salt located in Deaf Smith County in Texas, and 3) a site in basalt located in Hanford, Washington. At present conceptual repository designs are being developed for each site. A key element of a repository design is the underground ventilation system required to support construction, nuclear waste emplacement, and potential waste retrieval. This paper describes the preliminary ventilation system designed for the repository in tuff. The concept provides separate ventilation systems for the construction and waste emplacement activities. The paper further describes the means by which acceptable environmental conditions will be re-established to allow re-entry into previously closed rooms for the purpose of inspection, maintenance or retrieval.

This study tries to predict blast-induced flyrock using intelligent modelling techniques. Flyrock is a site-specific phenomenon. Design variables and rock properties highly influence flyrock throw distance. Site investigations were conducted in a sandstone quarry. Fundamental operational parameters, blast dimensions, bench face condition, and rock mass structure were monitored. Stepwise regression technique was applied for variable selection. Burden–hole diameter ratio, in situ block size, and powder factor were determined as the most significant parameters. Considering output of stepwise regression, artificial neural network, ANFIS, and Gaussian process regression techniques were applied to predict flyrock throw. A comprehensive validation was performed using twelve different performance indices. Pre-determination of input parameters supported development of successful soft computing applications. Rock block size was found to be an appropriate input variable for flyrock modelling. In addition to classical performance indices, standardized and symmetric accuracy metrics were quite useful in model validation process. The intelligent models predict flyrock range with an error less than 6 m. The mean percentage errors are lower than 10%. ANFIS seems to be the best model for flyrock prediction. The calculated mean absolute error is 5.36 for ANFIS model.

The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Four methods to assess the relative flotability of fine coal have been tested: flotation with frother only, flotation with frother and collector, salt flotation, and timed-release analysis. A practical and simple criterion which combines the separation efficiency (capacity factor and kinetic rate constant (intensity factor) has been suggested. Five coal samples are chosen and tested. Based on test results, it is concluded that the flotability test with collector and frother is closer to practice, and, according to the suggested flotability criterion, coal fines can be classified into four categories of relative flotability: very easy, easy, moderate, and difficult.
