Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels at Cyprus Sierrita. The predictive program was initiated by Cyprus Sierrita and P&H Mining Equipment at the Cyprus Sierrita Mine in Tucson, Arizona during August of 1996 on the P&H model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

Sulfur containing collectors have been shown over the years to function as strong, selective and non-selective sulfide mineral collectors. Unfortunately, the majority of the widely known sulfur based collectors are of low molecular weight, volatile and subsequently, possess an objectionable odor. Higher molecular weight sulfur based collectors (C9 and higher) are significantly less odiferous due to lower volatility and lower vapor pressures. In this study, a specific proprietary higher carbon number collector, Orfom® MC 37, was blended and used successfully to recover 2-3% additional molybdenum in a laboratory flotation system, when compared to a standard collector blend. Copper recoveries were also positively affected. Further testing is required to give additional conditions favorable to increased copper and molybdenum recoveries, but indications at this time show the proprietary sulfur based collector blend to be a selective collector of molybdenum, while providing a significant increase in copper recoveries.

"A spatially-discretized heap leach simulation model was developed within the GoldSimTM modeling framework for the Coeur Rochester Mine, Nevada. The model is being evaluated by Rochester as a means of improving forecasting of silver and gold production on an actively loaded valley fill heap leach facility. Optimization of future heap leach operations and crusher product size is also being evaluated with this software. Simulation modeling incorporates metallurgical data such as mine planning, particle size distribution of placed ore, stacking plans, pad geometry, and leaching dynamics. The heap leach model is represented as a discretized matrix with lifts providing vertical separation to form 19,840 spatially discrete cells. Each cell is quantified with regard to ore properties and metal content. The model tracks solution and cyanide-complexed silver and gold within each cell as a function of time based on pad operations, unsaturated flow properties, and kinetic rates. Practical heap leach management and daily operation will be discussed as it relates to the simulation and forecasting model. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities, is an open-pit silver and gold mine located in Pershing County, Nevada. In 2015 Rochester produced approximately 4.6M troy oz silver (Ag) and 52K troy oz gold (Au) through combined cyanide heap leaching of the Stage II, III and IV heap leach pads with recovery via a Merrill Crowe process plant. Rochester is actively stacking and leaching ore on the Stage III Heap Leach Pad. The Stage III pad contains approximately 70M tons of ore in a valley fill configuration and is forecasted to receive an additional 20M tons of ore by the life-of-pad in 2019. The ultimate height of the pad is permitted to be 400 ft above the liner and solution collection system. Approximately 80 percent of the ore loaded on the Stage III pad is produced from tertiary crushing split from two crushing circuits that produce a nominal 80 percent passing 3/8” product. The remaining material consists of run-of-mine (ROM) from off loads of re-mined waste rock stockpiles. Metallurgical testing of the ore indicates low variability in geologic properties and high variability of both Ag and Au extraction rates for the various particle size distributions. Historically the valley fill configuration provided metal forecasting challenges that could not be predicted as the leach pads grew. Forecasting metal production and leach optimization of the Stage III pad became challenging due to the extreme variation in heap leach pad depth, application of available barren leach solution and the variability of Ag and Au extraction rates for the various ore particle size distributions. To assist with understanding and optimizing metal production forecasting with these factors for the Stage III pad, Hatch developed a spatially-discretized heap leach simulation model using GoldsimTM dynamic simulation software. The model incorporates metallurgical data such as mine planning (tonnages and grade), particle size distribution, ore crushing, ore stacking plan, pad geometry, and both leaching dynamics and kinetics to forecast metal production from a consolidated mine plan."

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

The rapid development of science and technology in Russia has been the result of well laid plans since 1918. At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver's side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator's field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. Annual production from 33 plants is 25,000,000 tons. Land consumption is at the rate of 300 to 400 acres annually. The distribution of material passing a screen, or a set of screens, is described by the equation [ ] where p = the probability that a single particle will pass the screen on a single presentation k = number of layers of screen cloth n = distance from head of screen expressed as number of screen openings. This model can be used to predict the performance of conventional screening operations (i.e., k = 1) as well as the so-called "statistical screening" operations. Using this technique, in which multiple identical layers of screen cloth are employed, screening can be carried out at a finer size than is possible with conventional techniques with no loss of separation efficiency.

The Vesta Preparation Plant of the Jones & Laughlin Steel Corporation is located on the Monongahela River, eight miles south of Brownsville, Pennsylvania. This plant is capable of cleaning 2400 NT/hr of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables. handle the -1/4" fraction of the raw coal feed. Cleaned -coal goes to boot classifiers where the +48 mesh material settles and is removed by bucket elevators. This 1/4 x 48 mesh material is then sent to centrifugal driers for dewatering. As designed, the minus 48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and dewatered by filtration. The-products of the heavy media circuit, the launder-table-boot-drier circuit and the cyclone-thickener-filter circuit are combined to constitute the shipped metallurgical coal. This Vesta-Shannopin mix is combined at J&L's Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke.

The Ontario Division of The International Nickel Company of Canada, Limited, operates five underground mines and one open pit on the rim of the Sudbury Basin located in the Province of Ontario, 230 miles northwest of Toronto. Four of the mines, Frood-Stobie, Creighton, Murray and Garson, lie on the South range of the Basin within a 10-mile radius of the City of Sudbury; the fifth mine, Levack, is on the North range, about 30 miles northwest of the city. The ores are mined primarily for nickel and copper, the principal minerals being pentlandite and chalcopyrite. Other elements recovered from the ores in varying quantities are platinum, palladium, ruthenium, iridium, rhodium, cobalt, selenium, tellurium, iron, sulphur, gold and silver. In 1962, the total underground ore production was over 10,800,000 tons which was mined mainly by blasthole and caving methods with the remainder by cut-and-fill, square set, and undercut-and-fill techniques.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a Continuous Elution Process is established and the development of a large-scale pilot plant is described. It is based on a Continuous Elution apparatus which has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra and other methods of elution. The performance of the Atmospheric Continuous Elution System (ACE) is concluded to have significant advantages over the batch process.

The latest resource estimate for the Caspiche gold/silver/copper project in the Maricunga region of Chile was released by gold explorer Exeter Resource Corp. The resource is low grade, but bulk minable and drilling to date has shown a NI 43-101 compliant inferred resource of 1,117 Mt (1.23 billion st) grading 0.55 g/t (0.016 oz/st) gold, 3.81 g/t (0.111 oz/st) silver and 0.22 percent copper. Exeter said these findings make the in situ metals amounts of 609 t (19.6 million oz) of gold, 4.4 kt (137 million oz) of silver and 4.84 billion lbs of copper, which the company relates as 33.7 million gold equivalent ounces using assumed metal prices of $23.33/g ($800/oz) for gold, 35 cents/g ($12/oz) for silver and $2/lb for copper. The deposit is almost midway between Barrick?s Cerro Casale gold deposit and Kinross? Refugio Mine. In a statement Exeter chairman Yale Simpson said ?This updated resource estimate places Caspiche firmly among the world?s largest gold-copper discoveries in recent years and clearly supports our decision to aggressively drill the property, despite the global economic decline. ?We expect that the very substantial copper and silver credits will be extremely important, and will markedly impact the potential viability of Caspiche. Specifically, using metal prices of US$2/lb copper, $23.33/g ($800/oz) gold and 35 cents/g ($12/oz) silver, the 4.84 billion lbs of copper and 4.2 kt (137 million oz) of silver are equivalent to 376 kt and 62 t (12.1 and 2 million oz) of gold, respectively. ?Our recent drilling has defined what appears to be a coherent higher grade central zone associated with a definable early stage diorite intrusion. We expect this zone will be important in developing various mining and economic models for the project,? Simpson said. Exeter is still drilling the deposit to expand the re-source estimate further to the southeast and at depth and to upgrade the higher grade central zone to the indicated category. Simpson said, ?Exeter intends to enhance the value of Caspiche by continuing to de-risk the project through ongoing exploration, metallurgy, engineering, water and environmental studies. These studies will continue through the next 12 months and will lead to a conceptual development study. A timeline for the release of that study is being formulated. The project budget for the next 12 months is C$14 million.? Mineweb reported that Caspiche is likely too big of a deposit and at too high of altitude for Exeter to handle alone. Exeter will be looking to other majors, or perhaps the Chinese, to help develop this huge orebody. But, in the meantime, it also has its high grade Cerro Moro deposit in Argentina, which could be brought to production relatively quickly and at relatively low cost.

Recent research by the investigators has evaluated the oxidation roasting of refractory gold concentrates in the presence of hydrated lime. (Taylor, 1990, 1991, 1992, 1993). These results have indicated that it may be possible to roast concentrates in such a way as to contain nearly all of the sulfur and arsenic in the roaster calcine and that cyanidation may be possible. To further evaluate the behavior of this type of roasting system a laboratory cyclone reactor was built and operated using pyrite and hydrated lime as a .model system. Approximately 50 years ago, the principle of cyclone firing entered practical boiler construction. The appeal of the cyclone configuration was that it afforded the flash combustion process greater efficiency due to turbulence-induced increased mass transfer, heat exchange, and combustion rates.

"INTRODUCTIONProject-related studies showed that lab tests are a helpful tool for the planning of EPB tunneling and soil conditioning in cohesionless soils. This type of ground commonly represents the extended application range for EPB shields, which demands for a treatment with additives. Considering soil conditioning with foam, so far, approaches exist for the investigation of the foam quality and of the conditioning behavior of soils (e.g. (EFNARC GUIDELINES 2001 2003)), but not any standards for testing procedures related to soil conditioning. State-of-the-art research on the topic is and was conducted for example in Bochum (Germany) cf. (Budach 2012; Maidl 1995), in Lyon (France) cf. (Quebaud et al. 1998), in Oxford and Cambridge (Great Britain) cf. (Borghi 2006; Peña Duarte 2007), in Delft (Netherlands) cf. (Bezuijen and Schaminée 2001), in Turin (Italy) cf. (Borio 2010; Peila et al. 2013; Vinai 2006), and in Aachen (Germany) cf. (Vennekötter 2012). Additionally, applied science is reported by the tunneling practice and suppliers of conditioning agents. Although the research focus in all these and further studies varied, similar test methods and test series were applied. A standardization of essential properties and testing methods (setup and procedures) however did not take place. The results from laboratory testing can only function as index values for practice because in the studies, production and application of the conditioning agents mainly takes place under atmospheric conditions. Nevertheless, the tests enable basic understanding of feasibility as well as processes and interactions going on during soil conditioning. For recommendations for standardized and reproducible testing see (Budach 2012; Budach and Thewes 2015).The most extensive investigations on the flow behavior of soil-foam mixtures have been performed by using the slump test from concrete engineering, cf. (DIN EN 12350-2 2009-08), which originally is applied on evaluating the workability of fresh concrete. Although this test does not describe the actual flow behavior, it rather represents an index on the workability, very much experience exists with this test method. Besides others, the workability – or flow behavior – of the EPB support medium certainly is a major factor of influence on the properties of the material in the excavation chamber and thus, for effective tunneling with EPB shields, cf. (Galli and Thewes 2014). For a summary of various investigations on the workability of conditioned soils using the slump test and resulting recommended slump ranges see (Budach 2012; Vinai 2006). Thereof, slumps between 10 and 20 cm have been reported as suitable workability for EPB applications. However, there is actually not much known about the real flow behavior of soil-foam mixtures related to rheological properties such as the viscosity (?) or potential yield stresses (t0). These physical values are necessary for a realistic determination of face pressure, for the design of required torques, and for an evaluation of the material flow at different locations in the excavation chamber, in the screw conveyor or on the conveyor belt.
