The 1990 Clean Air Act Amendments specify national objectives for reducing sulfur dioxide emissions from coal-fired power plants System-wide reductions can be achieved by combining various emissions controls technologies and allowances, or compliance credits, that can be purchased, sold, or traded. As part of the Coal Quality Expert development project funded by U.S. Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). ARA allows the user to develop integrated system-wide compliance plans by comparing the costs and emissions reduction benefits for emissions allowances and various SO2 control technologies such as coal cleaning, fuel switching, and scrubber retrofits.

"This study aimed to determine the optimum operating parameters of a continuous bioleaching system to leach arsenic (As) from mine tailings using a mixed mesophilic bacterial culture. The microbial consortium, previously adapted for effective growth at high pulp density and metal concentrations, was mainly composed of Leptospirillum ferriphilum, and Acidithiobacillus caldus. The mine tailings, collected from the Janggun mine (South Korea) contained 11% (w/w) of As. The tests were performed in a laboratory-scale unit composed of three reactors connected in series following a cascade configuration. Agitation speed, air supply, solid concentration, residence time and temperature were systematically optimized by assessing the leaching activity. Several parameters were monitored on a daily basis, including the As released into solution, iron oxidation rates, pH, cell concentration, dissolved oxygen and redox potential. Overall, improvement of oxygen transfer, by optimizing the agitation speed and air supply, presented the most tangible impact on the leaching performance. The highest As leaching efficiency observed in this study was 82%, which supports the feasibility of the process. INTRODUCTION Worldwide, around of 65 billion tons of mine tailings are produced every year (Jones & Boger, 2012). These materials comprise the waste minerals produced after ore beneficiation. Mine tailings usually contain heavy metals (e.g., Cobalt (Co), Lead (Pb), Zinc (Zn) and Arsenic (As) (Falagán, Grail, & Johnson, 2016; Nguyen, Lee, Park, & Lee, 2014). The exposure of these materials to the environment can produce serious health damage and environmental degradation (Martin, Dowling, Pearce, Sillitoe, & Florentine, 2014). Mine tailings management represents a major issue in South Korea. There are more than 1,000 abandoned mines containing stockpiled mine tailings within the territory (Choi, Park, Hong, Park, & Kim, 2013; Kim, Kim, Ahn, Ko, & Lee, 2005; Lee, Lee, & Kim, 1998). These tailings comprise high concentration of arsenic. Therefore, the Korean Government has directed its efforts to developing eco-friendly technologies, for the arsenic detoxification of mine tailings Continuous bioleaching is explored as a remediation technology (Borja et al., 2016). The present study aimed to develop a mixed mesophilic bacterial culture for optimal growth at high metal and solid concentration; and optimize the operating conditions of a continuous bioleaching unit. This investigation forms part of a larger study aimed to develop a bioleaching technique to treat Janggun mine tailings (Borja et al., 2017; Ngoma et al., 2017)."

The use of chemical additives in ultrafine grinding will be reviewed in this paper for the case of grinding of quartz in solutions of surfactants and inorganic electrolytes including some dispersants under different conditions of pH and ionic strength. Mechanisms are examined by correlating the grinding effects with those obtained for the influence of these chemicals on zeta potential, pulp fluidity and flocculation/dispersion characteristics. The analysis suggests grinding depends mainly on the state of aggregation of the ground products in- side the mill and the pulp fluidity. Implications of the observed effects on ultrafine grinding in general are discussed.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

In parallel work, the cyanide/silver impregnated activated carbon system was studied for the purpose of developing an alternate cyanide removal system. It was found that free cyanide can be reduced from 20 ppm to below 10 ppb with a fixed bed of silver impregnated activated carbon, since such cyanide removal might be applicable to gold mill effluents, the investigation was extended to the cyanide/gold impregnated activated carbon (GIAC) system. Batch tests were conducted varying the gold content of activated carbon, carbon/CN ratio, stirring speed, pH of the initial solution, and the reaction temperature. The adsorption isotherm of cyanide/gold impregnated activated carbon system was also studied. The results of these batch tests show that the behaviour of the cyanide/GIAC system is very similar to the cyanide/silver impregnated activated carbon system variation of the gold content of the impregnated activated carbon has some influence on the cyanide adsorption rate. The latter is mainly increased, however, by increasing the GIAC/CN ratio. The activation energy was determined to be 3.12 kca1/mole (13.08 kj/mole) and the Au(CN)2 saturation at 194 µ M/g NORIT ROX O.B. The experimental results of reaction temperature and stirring speed show that the adsorption of free cyanide on such activated carbon is controlled by pore diffusion inside the activated carbon particle or by surface reaction. The adsorption isotherm follows the linear model and it is favourable for the cyanide/gold impregnated activated carbon system.

The adsorption behavior of gold in ammoniacal solutions on to activated carbon has been studied. The gold loading capacity of the activated carbon used in the system and the recovery efficiency by the adsorption were examined. The parameters affecting the adsorption of gold on to activated carbon included temperature, agitation speed, concentration of 'cation and anion as well as that of ammonia. It was found that the maximum gold loading on activated carbon used was about 10 kg of gold per ton of carbon. The recovery of gold by the adsorption from ammoniacal solutions was dependent upon the initial gold concentration in the solution. A recovery of 98% of gold was obtained on to the activated carbon under experimental conditions after 120 hour adsorption. It was also found that the initial adsorption rate was relatively fast compared to the whole period of the adsorption. The apparent activation energy for the adsorption was measured to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on activated carbon was controlled by pore diffusion.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

Since 1955 Gaspe Mines has produced 144 million tonnes of ore, averaging 0.87% Cu, mined from two open pits and underground workings. In 1994, four exploration drill holes discovered a buried porphyry/skarn Cu-Mo deposit at depths of between 1000 m and 1700 m below the top of Porphyry Mountain. The mineralization and alteration associated with the Porphyry mountain quartz monzonite does not outcrop. A total of 19,500 m of drilling in 12 drill holes has outlined 200 million tonnes grading 0.73% Cu and 0.08% Mo. Mineralization occurs as veins and disseminations of chalcopyrite and molybdenite. Drilling and feasibility studies continue.

This paper describes the results of a series of comparative studies in which polygonal, IDS, and kriging were compared for their local estimation accuracy. The specific objective of this study was to determine the impact that the particular nature of the mineralization has on the results of such comparative studies. The study was performed on simulated coal deposits and the evaluation parameter chosen was the coal thickness. For this study, many conditionally simulated deposits having different degrees of seam thickness continuity were first developed. Each simulated deposit covered an area of 30,000 ft x 30,000 ft which was, in turn, subdivided into 100 mine planning blocks of 3,000 ft x 3,000 ft in size. Thickness estimation was made for these mine planning blocks using surrounding DDH assays. In all cases tested, e.g., from a perfect continuity to a complete lack of continuity in coal seam thickness, kriging gave the best estimates among the three, followed by IDS and polygonal methods. As expected, the relative efficiency (i.e., superiority) of kriging over other estimators was highly dependent on the nature of mineralization.

In December 2013, the Colorado Department of Transportation (CDOT) completed the widening of the eastbound tunnel on Interstate 70 (I-70) from two lanes to three. Work on the westbound tunnel began earlier this year and is scheduled for completion in December. The Twin Tunnels project is located in the mountains about 55 km (35 miles) west of Denver. They were bored during the 1960s when I-70 was being built and became the main access to Colorado?s growing number of ski areas and the state?s Western Slope. Throughout the decades following their construction, traffic on I-70 continued to increase and now the tunnels have a major bottleneck. Com-mutes to and from the mountain resorts, particularly on weekends, have become long and slow. Adding a third lane through the tunnels will help alleviate the congestion. (A complete report on the project can be found in T&UC, December 2013, page 61.) Once the eastbound tunnel was completed late last year, CDOT authorized the funding to begin work on the westbound side. That made economic sense, as the equipment used on the eastbound tunnel needed to only be shifted across I-70 to begin work on the westbound side, rather than removing it in December and bringing it back in March when construction began on the westbound tunnel. Work on the westbound tunnel uses essentially the methods that were used on the eastbound tunnel ? removal of the existing concrete lining and using drill-and-blast methods for tunneling widening. The main difference between the two tunnels is that the westbound side requires more blasting on both ends to widen I-70 to three lanes.

Bound water plays an important role in the processing and utilization of numerous materials and mineral processing systems. The fundamental nature of this near surface bound (vicinal) water is yet to be understood in its complete detail. The objective of this paper is to use dielectric measurements to characterize the bound water near hydrophobic and hydrophilic oxide surfaces. It is anticipated that a combination of dielectric property measurements and characteristic relaxation times will allow for more effective analysis of the interfacial water.

This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. Research investigations on the chemistry of the adsorption of gold cyanide on activated carbon have mostly reduced the role of activated carbon as the provider of the large surface area needed for adsorption. Most do not go beyond suggesting that oxygen functional groups on carbon play a key role in the adsorption process. Our research shows that the nature of the material, specifically its structure, is a crucial factor in the adsorption equation. To delineate the effect of adsorbent properties, gold cyanide was adsorbed on a series of carbonaceous adsorbents, including lignite, coals, anthracites, carbon blacks, graphite and activated carbon, which covers wide variations of composition, surface acid group content, and degree of graphitization. The results show that the adsorption of gold cyanide per unit area of adsorbent is not related to the amount of oxygen groups on the surface or even the total oxygen content of the material. However, they show very strong correlation with the degree of graphitization of the adsorbent, which indicates that the graphitic plates of activated carbon play the most important role. The findings suggest that majority of the adsorption occurs on the plate faces of the graphite crystallites of activated carbon.

For decades, open-pit mine planning algorithms have incorporated geological uncertainty and other elements or characteristics for increasingly realistic representations. Among these complexities is the detailing of downstream processes that occur inside processing plants. Previous studies have demonstrated that the strategic mine plan and mineral concentrator design are coupled, and should therefore be optimized simultaneously within the same quantitative framework. However, existing frameworks offer limited representation of operational modes. This work demonstrates an approach to resolving this gap, in an optimization based on a parallelized Variable Neighborhood Descent (VND). The resulting algorithm embeds mass-balancing linear programming (LP) using a DantzigWolfe decomposition. A case study of a Zn-Pb deposit is presented to show the performance reached.

Efficient performance of EPB TBMs in clayey ground is primarily dominated by the flow capability of the excavated muck in the cutterhead and screw conveyor. Currently, Consistency Index approach is used to evaluate clay clogging potential, but it does not include the effects of surcharge pressure on clay behavior. In this paper, a macro-scale soil rheometer is introduced to assess the clogging potential under various water content and surcharge loading conditions. The results show that, in addition to water content, surcharge pressure has clear impact on clay clogging too. In practice, Consistency Index chart can be refined to incorporate the impact of face pressure to better simulate the EPB tunneling conditions.

The Tintaya mine of BHP Copper, located in Southern Peru, includes a copper oxide deposit hosted in a mineralized skarn zone. The ore contains large amounts of clays and high acid consuming species resulting in low heap leaching performance. A treatment scheme was proposed that included a wet screening separation. The coarse fraction would be treated by heap and the fines by agitation leaching. The dissolved copper would then be recovered through solvent extraction and electrowinning (SXEW). Testwork determined the optimum heap leaching conditions to treat the oxide in on/off pads of 3 meter height with an initial acid cure followed by variable acid strength during irrigation. The method resulted in a reduced acid consumption and good copper recoveries.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.
