In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

A recent analysis completed by the United States Department of Commerce predicts that the 1968 Gross National Product will reach a record high of 864 billion dollars. As our nation annually increases its total output of goods and services, as has been the trend, the consumption of steel and its most basic raw material - iron ore - also must increase, To deliver the most economical unit of iron ore to the blast furnace, each segment of the transportation system must be co-ordinated and utilized to its highest degree of efficiency. In some cases, such as with the water segment of the system, a new investment in capacity will be required.

During the meeting of the Institute last year at Port Pirie, the opportunity was taken to sample the lead bullion coming from the blast furnace and various stages during the refining process. Also, in the desilverising section, the upper zinc rich phase was sampled as the silver content built up and in the cupellation operation a series of samples was taken as the silver content of the bullion increased. In these two cases, the samples were taken under the supervision of a member of the staff of the Broken Hill AssociatedSmelters.In the following account of the microstructure of the samples taken, only the main phases present have received attention. In this connection deduction from phase diagrams of binary alloys has been used in conjunction with the assays carried out on duplicate samples taken at the same time as those for micro examination.

Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.

The work described was conducted to develop standards for the application of wire rope clips on wire rope. These standards include optimum number of clips and clip nut torques for wire rope sizes 1/4 through 2-1/4 inches, when used for forming an eye attachment in wire rope. Wire rope test specimens with clip attachments were load tested on tensile testing machines to determine an effective combination of clip nut torques and number of clips for each size of wire rope to develop efficiencies above 90 percent of the catalog ultimate rope strength.

Powder and spherical pellets of MoO2 were oxidised under controlled conditions in the temperature range 674-791 K at oxygen partial pressures of 8.1-30.4 kPa. Weight increase during the reaction was determined by thermogravimetric analysis. It was concluded that the reaction is 0.6th order with respect to oxygen concentation and that the activation energy is 148 kJ/mole. In experiments conducted with powder, fast transfer of reaction heat to the gas phase created isothermal conditions, but the temperature of pellets rose by a maximum of 54 K at 674 K and 105 K at 791 K. The rise in temperature caused structural changes such as sintering and crack formation, which had a considerable effect on the reaction rate. The findings should be taken into account in the design of equipment and choice of operating conditions for roasting MoS2

The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

I moved to Australia some 10 years ago and have not looked back. This unique island continent with its mix of Indigenous and diverse immigrants ? many still proud of their convict ancestry ? has offered life long memories both professionally and personally.

The Bureau of Mines evaluated the properties of zinc alloys containing 25 to 40 wt pet Al and 0 to 0.7 pet Mg. Microstructures, hardness, and tensile properties were evaluated for material as extruded at 285° C, solution treated at 300° to 400° C, and subsequently aged at 100° to 200° C. The alloys without magnesium are characterized by low hardness and strength with high tensile elongation and reduction in area. It was verified that magnesium effectively retards the Zn-Al eutectoid transformation below 275° C and markedly increases hardness and strength with decreases in ductility. Solution treating at 350° C results in large grain sizes and gross embrittlement. Subsequent aging of the Zn-Al-Mg alloys at 200° C restores ductility substantially and stabilizes the structures, but strengths are considerably reduced. Combined strength and ductility properties are better for the as-extruded condition than for any heat-treated condition. There is usually little advantage in overall tensile properties from increasing magnesium above 0.1 pct.

This paper covers the application of a systematic maintenance plan by the Plant Engineering Department of Rio Algom Mines Limited, Milliken Division. The plan established the function of work study, developed and installed formal work planning and labour cost control procedures, and extended the existing preventive maintenance routines. In June, 1961, assisted by management consultants, a more scientific approach to maintenance was instituted. The emphasis was placed on the control of labour. The development and application of the primary control system was established with-in six months. Since then, the Department has operated for a year, consolidating the system. The procedure of the installation, the results achieved and the results to be expected will be discussed. JNTRODUCTION THE Milliken Division of Rio Algom Mines Limited operates a 3,000-ton-per-day uranium mine, in the Elliot Lake district of Ontario, which went into production in April of 1958. The lowest operating level is 3,000 feet below surface. Mining is carried out by open stopping, with planned pillar support and footwall haulage on rail.

Bacterial leaching of low grade quartz felspar porphyry copper ore was studied in large-scale laboratory percolation leaching columns.Limitations in the release of soluble copper showed up before fifty per cent recovery, due to occluding precipitates of iron oxides and hydroxides. Precipitates were removed by increasing the acidity of irrigation feed four-fold with respect to sulphuric acid. However, irrigation at low pH (pH 1.5) inhibited copper leaching. Resumption of bacterial leaching at pH2 was achieved by introducing a period of non-irrigation. The results suggest a 'direct' attack by bacteria on the chalcopyrite substrate rather than an 'indirect' ferric-leach mechanism.

This publication contains analyses and related source data for 675 natural gas samples from wells and pipelines in 24 States and 5 foreign countries. The samples obtained and analyzed during calendar year 1980 are included in tables 1-4. Those samples included in tables 5-7 were collected during the years 1960 through 1979. However, permission to publish the analyses of those samples was not given until the past year when the operators were again contacted to seek release of the information. All of these samples were collected as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576. The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Twenty-two previous publications have presented the results of 12,152 gas analyses made prior to 1980. ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. Responsible management of cyanide solutions and tailings on gold processing plants worldwide is an important aspect to these operations and is regulated via guidelines provided by the International Cyanide Management Code, an industry initiative designed to minimise cyanide risk to operators and the environment. Here we demonstrate the unprecedented causal relationships surrounding the saline (>14 000 mg/L total dissolved solids - TDS) and hypersaline (>50 000 mg/L TDS) cyanide solutions in gold plant tailings in the Central Goldfields of Western Australia, resulting in zero wildlife mortalities on three sites over the study period of almost one year. Wildlife interaction and ingestion is significantly lower than that experienced at other gold mine sites, with more rapid degradation of weak-acid dissociable (WAD) cyanide within the tailings storage facility (TSF). A rigorous chemical sampling using a novel æminimal accessÆ robotic sampler device and wildlife observation exercise was carried out at two hypersaline mine sites: Barrick Kanowna Belle (BKB) and Gold Fields St Ives (GSI) and one saline site, Barrick Granny Smith (BGS). The data was compared with available reported chemical sampling and wildlife observation data from a previously operational fresh water site (<2000 mg/L TDS) that had experienced wildlife mortalities, Case Study D (CSD). The comprehensive body of work, along with cyanide degradation test work carried out in the laboratory, was analysed via hypothesis development and testing, causation analysis and dynamic chemical modelling. The non-mortality effect on these sites appears to hold over a further four years of routine wildlife and cyanide monitoring by site personnel. This study has helped these three mine sites achieve and maintain full Compliance Cyanide Code status over a significant period while removing the need for operating the detoxification plants they would otherwise have required.CITATION:Adams, M D, Donato, D B, Schulz, R S, Smith, G B, Gibbons, T, Davies, S and Hillier, D, 2013. Paper presented at the conference Risk assessment in the extractive industries, held in Exeter, 23-24 March 1994, and first published London: IMM, 1994, preprint volume. 18pp., 12 refs. (Originally entitled: Tunnel roof diagnosis using a robotic sensor test bed.) An integral roof diagnosis method is proposed to assist in assessment of risk regarding the stability of an excavation. A Robotic Sensor Test Bed (RSTB) is being developed for the characterisation of roof stability. The sensor test bed consists of a sonic/ultrasonic wave response sensor, a laser surface profiler and a surface temperature sensor. These sensors are mounted on an articulated robot manipulator for performing remote-controlled or fully automated diagnoses. A number of laboratory and field sonic/ultrasonic tests were conducted. A high-energy ultrasonic transducer and an impact device were used to resonate rock slabs. The fracture depths of the slabs were found to be inversely related to the measured resonance frequencies. The agreement between identified and actual dimensions was acceptable. Field tests also showed that loose rock on the surface can be clearly distinguished from solid formation by comparing their wave responses. The robotic laser profiler part of the RSTB was used to measure surface geometry. Different scanning methods are being developed to achieve the fastest and most precise measurements and to provide pertinent information about rock joints and major fractures

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

The Antamina Mine is located in the mountainous region of the Ancash Department of Peru at an elevation of approximately 4200m.The 120 km main access road crosses the headwaters of numerous high-value trout streams and is adjacent to pristine lakes, some of very high ecological and scenic value. In addition, the mine discharges mine water and tailings supernatant to the Antamina and Ayash watersheds. These streams provide the primary water supply for irrigation by local residents and provide excellent fishery habitat. The rock walls and earthen diversions constructed by historic and current indigenous residents of Peru are world-renowned and local residents continue this tradition, passed down from the Inca Civilization, for both agricultural purposes and water distribution. The key elements of sustainable development – economic, environmental and social development have been incorporated into Antamina’s sustainable development program through integration of indigenous knowledge and capabilities into enhanced storm water, erosion reduction and sediment control systems. Examples of incorporating indigenous technologies and knowledge into cost-effective and environmentally sound environmental controls are:(1) placement of rock walls on steep terrain to reduce slope length and erosion, (2) installation of rock walls (porous rock check dams) within elongated sediment ponds to increase detention time, (3) construction of rock-lined ditches to convey clean water (4)use of rock walls, with or without geotextile, to function as a seep berm, and (5) appropriate selection and usage of native Andean species for protection of canals and sediment ponds, and steep slopes.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

The forecasting of floating earth inrush into the working is to a great extent connected with the investigation of the rock mass stressed-deformed state around the working. The aim of such investigations is to estimate the carrier ability of the protective layer (which is stabilized by the physico-chemical mode of fixing) and to determine it's thickness, which is to be sufficient to present the floating earth inrush into the working. We consider the protective layer to have exhausted it's carrier ability if the rocks of this layer reached the overlimit phase of deformation and it's greater part (section), which adjoins the working. is destroyed up to the limit of the remaining strength. So, the aim of investigations is to determine the size of the rocks inelastic deformation zone in the roof of the working. It is necessary to take into account the presence of water saturated seam in the roof and the overlimit characteristics of the rocks, their ability to lower the carrier capacity up to the level of the remaining strength.

The study explores a novel process to sinter porous iron ore with improved productivity and quality. The iron ore is pre-processed with calcined lime to temporarily close pores, preventing water absorption during granulation. This enhances reaction kinetics and early slag formation during sintering, resulting in significant improvements in sinter productivity, product yield, and cold strength property.
