RECENTLY, cases of coexisting ordered and disordered phase equilibria have been reported among face-centered cubic metals,1"3 but not on body-centered cubic systems.4 McQueen and Kuczynski5 showed a single line as the boundary between ordered solid solution of Fe3Al type and corresponding disordered solution in the Fe-A1 phase diagram based mainly on dilatometric and magnetic measurements. Such a single line would indicate a second or higher order transition. or an absence of coexisting order and disorder. The writer found previously a two-phase equilibrium region at 800°C consisting of ordered and disordered solid solutions of Fe3Si in a matrix of approximately 1-6 wt pct Si (Fe3Si is of 14.3 wt pct Si). A similar two-phase region of ordered and disordered Fe3Al solid solutions might be expected if the similarity between Fe3Si and Fe3Si structures hold true. In the present investigation, a wire of 22 at. pct Al, balance Fe and 0.0513 cm in diameter was subjected to electrical resistivity measurement in vacuum as a function of temperature between 300 and 800°C, see Fig. 1. There was excellent agreement between data taken on heating and on cooling: no hysteresis was observed. The Curie temperature was determined to be 640 °C which agrees with the finding by McQueen and Kuczynski.5 But in addition, there were two transitional points in the resistance-temperature plot at 510oC and 400 "C. The former is thought to be a connection with the transition from disordered state to a coexisting order and disordered equilibrium state; while the latter, from such coexisting state to ordered state. Fig. 2 shows a phase diagram where the suggested two-phase region lies between dotted lines. The solid lines are those of McQueen and Kuczynski.5 Since these authors found only a single-phase boundary between ordered and disordered Fe3 Al, it would seem likely that the dilatometric method used by these authors was not sufficiently sensitive to resolve the ordering reaction into the two-phase boundaries. In addition, their phase diagram conflicts with the statement they make on P. 1 of their paper: "The sharpness of the peaks indicates that ordering to Fe3A1 is a first order reaction." The suggestion of coexisting order plus disorder in Fe3A1 must be considered tentative until confirmed by high-temperature X-ray examination. If

ZnxHg1-xTe and GUPxAS1-x crystals have been grown from solution by a traveling heater method (THM). In a floating zone type fashion a solution zone sandwich of liquidus composition is made to migrate through feed material of solidus composition by a slow-speed movement of <0.25 mm per hr of the total charge through a stationary radiation or rf heater. ZnxHg1-xTe of composition 0 < x < 0.3 and GUPxAS1-x of composition 0.5 < x < 0.7 have thus been grown from their solution in liquid tellurium and gallium, respectively. A simplified analysis of heat and material transport is given. In this method, Proper adjustment of the temperature distribution along the liquid solution zone axis eliminates instability of the crystal growth front and constitutional supercooling. 1) ZnxHg1—xTe: The solid-solution telluride was grown in sealed quartz tubes at a temperature of 500 to 650°C. For first Preparations mechanical mixtures SINGLE crystals of solid solutions of III-V and II-VI compounds have been grown by various techniques from the melt, from the gaseous phase, or from solutions in of ZnTe and HgTe were used. X-ray determinations showed the resulting crystals to be homogeneous throughout their entire length, except for the end sections. The homogeneity is greatly improved by reusing the ingots obtained from first Preparations as feed material in subsequent crystal growth runs. Ingots of up to 4.5 cm have thus been obtained. 2) GaPxAs1-x: Crystals were grown in a EN crucible at a temperature of 1050°C. For first Preparation a mechanical mixture of Gap and GaAs was cemented together by a minimum amount of liquid gallium through "wet" grinding of Gap and GaAs crystals in the liquid metal and subsequent exuding of excess gallium by compacting of the charge in the EN crucible. Electron microprobe measurements using P-Ka and As-Ka radiation showed uniformity over a length of 0.4 cm. [Two of the most useful and important equations available to the metallurgist for the study of plastic deformation of metals are the Huber-von Mises-Hencky1-3 and the St. Venant7-10 equations. HUBER-VON MISES-HENCKY EQUATION The Huber-von Mises-Hencky equation answers the question: When does plastic flow occur in metal that is subjected to a multi-axial stress? It occurs, according to this equation, when the three principal stresses,? al, a2, and a3 satisfy the equation: (s1 - s2)2 + (s 2 - s 3)2 + (s 1 ? s3)2 = 2K2 [I] Here K is the yield strength of the material as determined in an ordinary tensile test. If the quantities a1, a2, and a3 are assigned to the coordinates of a Cartesian three-dimensional system, this expression describes a cylinder whose axis of symmetry is inclined at equal angles to the three coordinate axes4,5 (Fig. I). The radius of this cylinder is v2/3K. For the purpose of simplicity, it is sometimes advantageous to ascribe the values s 1/K = si, s 2/K = s2, s 2/K = s3 to the three coordinate axes instead of the principal stress alone. In this case, Eq. I becomes (s1 - S2)2 + (S2 - S3)2 + (Sl - S3)2 = 2 [2] and the radius of the cylinder becomes 2/3v. In the latter method of representation, a point lying inside the cylinder indicates that the metal will react elastically, whereas a point lying on the cylindrical surface indicates that the metal will behave plastically. Some of the geometric features of this cylinder are worthy of study. Let us inquire first as to what interpretation may be placed upon what we will choose to call the "circles of latitude" of the cylinder (L in Fig. I) and the "meridians" of the cylinder (M in Fig. I). Circles of Latitude Circles of latitude are formed by allowing a plane, passing perpendicular to the cylinder axis, to intersect with the cylinder. Any point, P, on this circle is presumed to have the coordinates s1, s2, and s3. The coordinates of the point resulting from the intersection of the plane and the cylinder axis will be a, a, and a (since the cylinder axis is equally inclined to the three coordi¬nate axes). In the Kaernthner Zeitschrift, No. 2, 1881, p. 53, et seq., Prof. Ledebur details some experiments on the power of various silicates of lime and alumina, magnesia and alumina, and lime, magnesia and alumina, to remove sulphur from pig-iron, from which it appears (as has long been recognized in practice) that the more basic the silicate the greater the quantity of sulphur it will take up; but also that for the same grade of silicate, this quantity is greatest for the lime-alumina silicate and least for the magnesia-alumina silicate, the lime-magnesia-alumina silicate occupying an intermediate position, and he concluded therefrom (p. 59) that, for the production of pig-iron low in sulphur, pure limestones are to be preferred to those containing magnesia. INTRODUCTION Besides the European export credit agencies covered in Ted Rides&apos; paper in this Chapter, other agencies are also active (see Appendix) but the most notable for mining projects are The Export-Import Bank of the United States ("US Exim") and the Export Development Corporation ("EDC") of Canada. Mexico&apos;s Fomex is basically a short-term trade-finance fund administered by the Central Bank. US Exim This independent agency can provide loans, guarantees, and insurance. Like all export-credit agencies, its mandate is to support the export of goods and services from the US as a means of competing against other countries&apos; products. If a piece of mining equipment can only he made in the US, the US Exim may very well not provide any financial assistance. (It is important not to place the order for any item for which export credit is sought because, once ordered, the situation is no longer competitive in US Exim&apos;s eyes.) Direct Credits and financial guarantees ("buyer credits") are commonly in amounts greater than 85 million and for terms longer than six years. An example here is the $48.5 million provided to PT International Nickel Indonesia (see Robert de Gavre&apos;s paper in Chapter 12). US Exim usually requires a 15% downpayment and, therefore, finances up to 857 of the goods; less if the US content is lower. The dollar funding can he US prime, London Interbank Offered Rate (LIBOR), or other sources. Exim can fund in either or both of the following ways: 1. Under a US bank Letter of Credit ("L/C") 2. Reimbursement to the buyer/borrower via a US bank account. US Exim will, without charge, issue a preliminary commitment. It will, however, need to approve the various credit agreements and prefers to tie other parallel financings into one loan agreement. US Exim&apos;s total commitments are large, up to $5R billion in aggregate under various programs. US Exim has been the world&apos;s leader in medium-to long-term minerals project financings/ co-financings but suffers from (i) aggressive foreign export-credit competition whereby other nations mix in soft-loans or aid programs ("mixed credits") to increase the percentage financed and lower the interest margin and (ii) an imbalance in its own cost of funds. A common US Exim package would be as follows: 15% Banks under US Exim guarantee, floating rate over prime or LIBOR. 35% US Exim funding, fixed rate 35% Pefco funding, fixed rate 857 Drawn down pro-rata under US bank L/C 15% Cash down payment (may have been financed within a project/corporate credit) 100% Repayment usually begins six months after planned start-up in equal semi-annual instalments, with the banks usually paid out first, Pefco next, and US Exim last. Medium-term credits ("supplier credits") are issued for US equipment exports for terms up to five years, again for 85% of the equipment costs although the exporter is expected to bear at least 10% out of that 857 for its own risk. The buyer is required to be a first-class credit such as some governments or highly credit-worthy companies. Otherwise a bank L/C would be required. (This may be wrapped into an overall project-finance package for a minerals development. The project-finance banks provide an L/C to US Exim instead of funding that portion themselves.) US Exim guarantees 100% of the political risk and either 85% or 95% of the commercial risk for

The iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. Previous Work In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the time Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. Dr. Kimball published on his return two papers, the first important descriptions which we have of the local geology.1 It is

The activities of nickel in liquid iron-nickel solutions containing from 10 to 90 at. pct Ni were measured over the temperature range .1510° to 1600°C. A special function was devised whereby activities can be computed by a graphical integration using the results of chemical analyses on the vapor phase alone. The liquid solutions studied exhibit negative deviation from Raoult&apos;s law, but they approach ideality as the temperature is raised from 1510° to 1600°C. The maximum heat of solution is less than -8.0 kcal per mole. The entropy of solution is less than —2.5 kcal per mole deg at 1510°C, and changes negligibly as the temperature is raised. The liquid iron-nickel solutions do not follow regular solution behavior. In commonly used to prepare the surface of the mineral to be floated so that attachment to air takes place. The quantity of agent required to make the mineral hydrophobic is usually very small, of the order of 0.1 to 0.25 lb per ton of mineral. Details of the mechanism of pyrite collection are for the most part unsettled. Adsorption of collector has long been believed to involve an ion exchange mechanism as demonstrated for galena&apos; and for chalcocite. In the work on chalcocite it was also demonstrated that a film of xanthate radicals unleachable in solvents that dissolve alkali xanthates, copper xanthate, or dixanthogen was formed at the surface of the mineral. The unleachable product increased with increasing addition of xanthate up to a maximum corresponding to an oriented monolayer of xanthate radicals. Pyrite is extremely floatable with xanthate if its surface is fresh,,&apos; but the floatability decreases rapidly as oxide coatings increase in abundance. Pyrite shows zero contact angle when in contact with ethyl xanthate solution at pH higher than about 10.5; at neutrality. a contact angle of 60° is obtained at a reagent concentration of 25 mg per liter. Alkali sulfides and cyanides are pyrite depressants.

Dynamic elastic properties of dry and water-saturated Green River shale samples were computed from compressional- and shear-wave velocity measurements. P- and 5-wave velocity measurements were made in three mutually perpendicular directions with respect to the bedding planes. Measurements were also made in several different directions by varying the angle between the bedding planes and the direction of propagation of the wave for angles of 0, 30, 45, 60 and 909 The oriented samples were subjected to both confining pressure and axial loads, in excess of the confining stress, in the direction of propagation. In general, P- and S-wave velocities increased with increasing stress levels, with a corresponding increase in Young&apos;s modulus. Water saturation caused the P-wave velocity to increase and the S-wave velocity to decrease. Elastic moduli decreased upon saturation, except for Pois son&apos;s ratio, which increased, indicating some degree of weakening of the material. The samples showed a moderate degree of anisotropy; this was to be expected from the laminated nature and shallow occurrence of Green River shale. INTRODUCTION This paper presents some results of an experimental determination of the elastic coefficients of anisotropic materials (in particular, finely layered rocks and minerals such as Green River shale) from measurements of dilatational and shear-ultrasonic-wave velocities. Ultrasonic techniques have been used extensively in nondestructive testing. Several methods have been proposed by Mcskimmin, 1 and some of these have been used successfully to measure ultrasonic velocities in rocks. Hughes and Cross, 2 Wyllie et al., 3 and Birch 4,5 developed pulse first-arrival techniques for the measurement of dilatational and shear velocities. Williams and Lamb 6 used the method of cancellation of a traveling wave, which was later modified by Myers et al.&apos; and perfected by McSkimmin. 8 Although this method is highly accurate, it has not been used as widely as the pulse-transmission methods recently reported by Jamieson and Hoskins 9 King,10 and Mattaboni and Schreiber. 11 It has been common practice to use some form of crystal transducers, either quartz or ceramic, that has been cut or polarized in different directions in order to generate either compressional or shear waves. However, accurate determination of shear wave velocities has been difficult due to problems that arise in obtaining a pure shear wave from cross-polarized crystals, which usually also generate a small amount of compressional energy. As reported by Gregory, 12 this energy can be seen as a long precursor preceding the sharp break of the shear first arrival. The need for generating pure shear waves led to interest in mode-conversion techniques, which are based upon conversion of the mode of vibration through wave reflection or refraction at a discontinuity. Arenberg13 showed that for certain materials and for certain angles of incidence it is possible to generate pure shear modes by reflection at a boundary. Jamieson and Hoskins 9 used a pyrex glass-air interface for generating pure shear waves, and King 10 used this method successfully for measuring shear-wave velocities in rocks. Gregory l4 arrived at a similar result by refraction of a wave at an aluminum-oil interface. A plane compressional wave, traveling in the oil phase, is incident on the aluminum at an angle larger than the critical angle for compressional waves, and thereby generates a purely transverse, plane-polarized wave in the aluminum. During the last few years methods have been developed that allow the simultaneous determination of shear and compressional velocities in solids.

Frederick Forscher (Nuclear Materials and Equipment Gorp.)—It is gratifying to see another series of experimental results that essentially reconfirms our reported observations of "Strain-Induced Hydrogen Embrittlement in Zirconium" (F. Forscher: AIME Trans., 1956, vol. 206, p. 536, noted as Ref. 3 of paper). However, several important considerations may have been overlooked, or—at least—have not been specifically pointed out. It is the purpose of this discussion to present some of these considerations. The statement is made that "the equilibrium concentration of hydrogen in solution at 20°C in zirconium is approximately 10 ppm; i.e., no zirconium hydride precipitates are formed at or below this hydrogen content." This is perhaps the case in the unstressed condition. In the presence of triaxial (plastic) strain however, even as little as 1.4 ppm H2 (Forscher&apos;s Figs. 6 and 11) will cause porosity near fracture in 20°C tests. The necked-down region that develops during a tensile test provides the triaxiality necessary for these pores to open. Both Beevers&apos; and Forscher&apos;s micrographs show that porosity is concentrated in the necked region. So-called "pure zirconium" containing about 10 ppm H2 also shows pronounced porosity near fracture (Beevers&apos; Fig. 3). Since it is generally agreed that such porosity is

Infrared spectroscopy, employing the internal reflection method in conjunction with solvent extraction techniques, was used to study surface reactions between aqueous potassium ethyl xanthate and both sphalerite and precipitated zinc sulfide, each activated with aqueous copper sulfate. It was determined that reactions occurring on the sphalerite and zinc sulfide surfaces produce the reaction products ethyl dixanthogen and cuprous ethyl xanthate, some of which are adsorbed on the mineral surfaces. As the pH of the xanthate solution increased from 5.6 to 11.0, the amount of cuprous ethyl xanthate on powdered sphalerite surfaces decreased and the amount of ethyl dixanthogen first increased and then decreased. It is generally accepted that the collector potassium ethyl xanthate will not float the mineral sphalerite (ZnS). However, Gaudin1 showed that sphalerite readily floats if activated with certain metal cations before exposure to the xanthate. Copper sulfate (CuSO4) was found to be the best activator for sphalerite. The over-all flotation reagent reaction, as given by Gaudin,3 is as follows: While this is the over-all reaction, the exact mechanism of the reaction and the intermediate compounds that may be formed are not yet known with certainty. The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

The Minas de Matahambre No. 2 shaft, vertical, four-compartment lined with steel sets and hardwood lagging, has been sunk 2057 ft. On account of rock structure, over-all cross-section dimensions are 23 by 6 ft. Certain sections have been concreted. Two compartments are for handling ore and men, one for supplies and men, and one for manway, cables and counterweight. Two 250-ton capacity skip pockets with air-operated gates and steel cartridge pockets have been installed underground. A steel "A" headframe, a 250-ton steel receiving bin, and skip-to-man-cage changing equipment have been provided. Skip capacity is 102½ cu. ft. The hoist is a Nordberg double-drum 10 ft. by 6 ft. 6 in. geared, electrically driven, with parallel grooving for 1-?in. cables. Maximum hoisting speed is 1600 ft. per minute. The motor-generator set, control panel, slip regulator and hoist accumulator are housed in the basement of the hoist house. The electrical equipment is General Electric. The direct-current hoist motor is 800 hp. Control is of the Ward-Leonard-Ilgner type. The motor-generator flywheel set, normal speed 720 r.p.m., consists of an 800-hp. induction motor, a 22-ton flywheel (dia. 117 in.) and a 650-kw. generator.

MIXED emotions were produced by the announcement that the buildup of weapons will be stretched out till mid-1954 instead of the previous 1953 deadline. Reason: government assistance programs will be tougher to get but there will be easement in materials allocations. Earlier in February, DPA had announced that tightening up on regulations governing rapid tax -amortization would become effective March 1. In the future, DPA will have to certify amortization contracts for all construction and permanent installations costing more than $100,000. This action was necessary according to DPA&apos;s James F. King, so that new industrial expansions already approved could be assessed in the light of the changing critical mineral picture. When DMPA inherited the backlog of government assistance, requests from DMA, it moved in fast. The results of DMPA&apos;s work is described in the article on p. 351 by James K. Richardson; The speed with which these requests were approved and the lengthening of the military program have made a reappraisal of the critical mineral list necessary. It looks as though the consumer industries will be getting more metal soon and, led by steel, there is an industry push toward the abandonment of CMP. Relaxing of materials controls appears imminent but discontinuing CMP is in the "let&apos;s talk this thing over" stage.

Investigations of the Zr-Pt system, by metallography, incipient melting, and X-ray diffraction, determined the phase relationshifis from 0 to 50 at. pct Pt. Phase fields in the Pt-~ich region were outlined, and three intermetallics (ZrPt, Zr2Pt, and ZrPtd were located. A eutectic between Zr and Zr2Pt, and a eutectoid veaction between Zr and a Zr + Zr2Pt, were established. The maximum solubility of Pt in P Zr was approximately 13.5 wt pct, as opposed to less than 1 wt pct solubility in a Zr. EARLIER work on the Zr-Pt system was limited to an X-ray study on the intermetallic compound, ZrPt3, by H. J. Wallbaum,1 It was reported that ZrPt3 existed at 86.52 wt pct Pt, and had a hexagonal structure, isomorphous with TiNi3. Wallbaum&apos;s data revealed the following structural particulars: a = 5.633A, c = 9.21A, and c/a = 1.635A. Other studies allied to Zr-Pt alloys concerned only 1) Pt-rich alloys (0.05 to 5.0 pct Zr) for corrosion resistance,2 2) a Zr-base alloy with 5 pct Pt and 0.124 pct C for oxidation resistance,3 and 3) electroclad-ding of Zr with Pt for in-pile corrosion resistance of Zr to uranyl sulphate. 4 Metallographic, incipient melting, and X-ray diffraction techniques were applied to accurately resolve the phase relationships in the 0 to 50 at. pct (68.2 wt pct) Pt region, and to outline the phase fields in the Pt-rich area. Three intermediate phases: Zr2Pt, ZrPt, and ZrPt3, were also established by the same methods. PROCEDURE Melting stock for this program was of the highest purity obtainable. The Zr was iodide crystal bar with a low hafnium content of about 0.05 wt pct (Westinghouse "Grade 3"). The as-received Zr was treated to remove the surface film of corrosion product that resulted from a standard autoclave grade designation test. A common method of classifying non-water- impounding mine waste structures is necessary to facilitate professional comnunications within the industry and between representatives of industry and government. Three categories for classification presented in this paper include: (1) configuration and location with respect to existing topography. (2) material characteristics of waste, and (3) environmental sensitivity or characteristic; of the disposal area. Configuration and location classification involve terminologies typically utilized for waste dumps over the past several years. General classification categories for non-impounding structures include: (a) valley-fill, (b) cross-valley, (c) side-hill, (d) ridge, and (e) heaped. Material characteristics can govern the location, engineering details, and environmental sensitivity of the waste structure. Material classification includes: (a) hazardous, (b) non-hazardous, (c) inert, (d) fugitive dust susceptible and (e) leachate susceptible. A1 though many characteristics are potentially applicable, this paper will focus on the categories mentioned above. Environmental sensitivity of a waste structure encompasses many objective and subjective evaluations plus many multi-disciplinary considerations. Environmental sensitivity incorporates numerous factors in addition to those highlighted in configuration and location, and material characteristic classifications. A few examples of how this categorization can govern the engineering design and location of waste dumps are provided in this paper. In addition to the verbal descriptions of classifications, a simplified version of the combined classifications with an alphanumeric format and its methodology is discussed in this paper. Surface water controls often govern the classification or vice versa. In order to maintain a non- impounding status, water must be prevented from collecting behind the structures. Depending on material characteristics, water inflow to or over the site can cause significant environmental or human consequences. Finally, the access of water to the waste dumps can play a large role in the degree of environmental sensitivity to the site. This paper provides a framework in which to discuss the other aspects of this conference and also provides insights as to how the framework is based on actual practice.
