THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. It is a great privilege to address you as President and it is an occasion for my wife and family, and I am most grateful for your inviting them to the buffet dinner. An efficient stores organisation is essential for an efficient undertaking. Unless the stores organisation is able to meet the requirements of its requisitioners promptly and economically, the undertaking as a whole cannot function efficiently.Delays or errors in supply of material, or substitution due to lack of material availability from the stores are costly and must be eliminated. This then makes the objective of a store, to supply on demand at the cheapest possible price, those items of stock which it is organised to carry, also to procure as quickly as possible and at the lowest price those special items required which are not normally carried in stock. To do this it is necessary to set up a stores organisation consistent with the size and requirements of the undertaking. Stores organisations vary with the nature of the undertaking they are designed to serve. In the case of the Broken Hill Associated Smelters Pty. Ltd., an organisation has been established to meet the operating and maintenance requirements of the Port Pirie Works. These embrace the particularly wide range 0:1; activities associated with roasting" blast furnacing and refining the lead concentrates from the Broken Hill Mines in a continuous metallurgical process producing a variety of refined metals; also many associated activities including power production and engineering maintenance and construction.

In recent years a large amount of work has been done at various plants overseas, and also at Broken Hill Associated Smelters, Port Pirie, South Australia, on the use of Dwight Lloyd sintering plant gases for sulphuric acid manufacture by the contact process.Several plants have modified their sintering machines and operating procedure, and some have adopted gas recirculation techniques, to obtain a relatively high proportion of the sintering plant gas at an S02 concentration acceptable to a contact acid plant 1.These adaptations were investigated at Port Pirie, and it was found that gases of suitable S02 concentration could be obtained. The results justified installation of a contact acid plant and a decision was accordingly made in 1949 to construct such a plant.However, the local conditions presented some difficulties not generally encountered at other plants, the chief differences being:a. For maintenance of production of 98% H2S04 , an unusually high S02 concentration is required, because of the prevailing high temperature 'of the purification train cooling water.b. The entire sintering operation is conducted on two large machines, 55ft. x 10ft., operating in series as "First" and "Second over" machines (a two-pass roast.) Any interruption" to either machine causes a complete interruption of plant operation and gas flow.

In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Since the introduction of the pocket calculator, electronic measuring equipment, lasers and computers, the mine surveyor's approach to his work has changed. Where he once used steel bands he now uses infra-red, visible light or radio waves. The reading and storing of angles is done automatically and he now has to be familiar with the facilities that a computer can offer, instead of plotting and calculating manually. This highly sophisticated equipment is continually being upgraded, modified and fine tuned. This paper will attempt to highlight some of the equipment at present in use by the surveying profession and research currently being conducted by the WA School of Mines. The various options in EDM will be considered including the latest unit capable of measuring distance without the benefit of a reflector, thus enabling the surveyor to co-ordinate points that were previously thought inaccessible. The School is currently working on changes to the GAK1 Gyro Theodolite which may improve results and enable the operator to have more control and confidence in his observations. Areas under consideration are improved lighting, binocular viewing and interfacing the instrument to a stopwatch. In the last few years the computer is being used not only for surface pickups and control but also for underground work. We will highlight the underground options in this area and the software available.

When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Energy Resources of Australia Ltd - Ranger Mine is located about 255 kilometres east of Darwin in the Alligator Rivers Region of the Northern Territory. The Ranger project is surrounded by Kakadu National Park which is on the UNESCO World Heritage list. . Ranger Mine operates the largest uranium mine and processing plant in Australia. It is designed to produce 3000 tonnes of uranium oxide per year, but presently is producing a little less than one half that figure due to the depressed uranium market. The safety performance of the employees and Ranger as a whole continues to improve. The lost time injuries (LTI) have significantly reduced from 74 in 1985 to five in 1994. The total days lost due to LTIs have gone from 1543 to 14. These significant improvements have reflected directly on workers' compensation premiums in which a four-fold reduction has occurred. It is estimated that the actual monetary saving to the company is about $1.3 million per year and directly reports to the profit of the company. There is also an obvious and significant reduction in the less quantifiable costs such as the suffering of the injured employees and cost to society. The paper will review the various initiatives introduced and assess their effectiveness. Performance improvement is primarily dependent on the commitment, introduction of various initiatives and the subsequent change in workplace culture.

The effects of detonation of downlines and downline-booster systems on lodse-poured charges of 94% porous prilled ammonium nitrate/6% fuel oil (AN/FO) were determined. Detonation stability was indicated by the initiation-failure pattern of detonating fuse witness lines located at intervals along the charge. Steel tubing was used as the confining medium. Charge diameters (d) varied between 2-21/32 and 8.1/8 in. and specific charge weights (w) of downlines between 4.0 and 93.2gr/ft. The axes of charge and downline were colinear. The minimum value of w required to cause initiation of AN/FO increased with d. When initiated by a downline only, the charge'underwentlowòorder detonation. When downline-booster systems are used, the detonation wave in the downline cuts all equatorial planes in the charge before the detonation wave in the surrounding AN/FO. If the downline itself does not cause initiation, therefore, the explosive ahead of the main detonation wave is crushed, and hence desensitised, by the radially-expanding compression wave and gases generated by the downline. In a given equatorial plane, the fraction gftharge undergoing detonation decreases with an increase in the booster-plane distance. Australian contract mining as it is known today had its origins in the early-1980s. Before this time there were numerous examples of underground mine development, and specifically shaft sinking being carried out by contractors. However, these were typically international contracting companies who came to Australia for specific projects. Growth in the underground mining industry in the 1980s opened up the opportunity for contractors. Mine owners had a need for contractors who could bring technical and operational capabilities to a project combined with capital in the form of equipment. In the early years the contracting industry was dominated by smaller players who focussed on mine development. The relationship between mine owner and contractor was loose and typically contract documents were rarely referred to. Through the 1980s and 1990s the underground contracting industry in Australia grew to where today there are over 20 underground contracting companies operating in an industry with an estimated annual value in excess of $1 billion. Of these 20 companies approximately five dominate with annual turnovers exceeding $100 million. Underground contractors now provide all facets of underground mining including development and production. Over the last 20 years the underground contracting industry has been able to consistently lower costs to mine owners through a combination of:equipment productivity, labour productivity, and technical innovation.

The zinc-nickel alloy process, TECHNIGALVA, was developed for the control of the thicknesses of zinc -coatings on reactive silicon-killed steels. These are steels containing between 0.04 and 0.15 per cent silicon which have become more common in recent years as more steel is produced by continuous casting. The introduction to this paper will review the current status of this process in Europe, North America and Australasia. It is well known that the presence of silicon at certain levels in steel can cause sufficient growth of intermetallic phases during galvanising to form a grey coating of excessive thickness. This type of coating is undesirable because it is brittle and has poor adhesion to the steel base. Since the early-1980s a widely accepted practice for suppressing the reactivity of steels containing silicon during general galvanising has been the addition of approximately 0.1 mass per cent nickel to the galvanising bath ie the TECHNIGALVA process. The paper will also discuss metallurgical aspects of the use of nickel in galvanising such as the mechanisms by which nickel suppresses reactivity, the structure and composition of the ternary Zn-Fe-Ni drosses formed when using nickel and the use of nickel in the galvanising bath at a level of about 500 ppm to give thinner, smoother and brighter coatings on steel.

The development of low displacement, moderate to high-angle reverse faults during the formation of the Argo gold deposit within a tholeiitic gabbro host-rock involved a four stage evolution of deformation and associated hydrothermal alteration. Fault zone evolution and Au mineralisation were associated with high fluid flux, fault-valve behaviour in a severely misoriented fault zone. The far-field maximum principal stress was approximately east-west and horizontal, and the far-field minimum principal stress was subvertical. The fault system developed at approximately 400¦C in a transitional brittle-ductile regime. Initial Stage 1 deformation involved ductile shear and the development of potassic (biotite-rich) alteration assemblages and associated reaction-weakening in shear zones; minor quartz extension veins were formed. Stage 2 is marked by the onset of predominantly brittle shear failure, the widespread development ofmatrix-supported breccias in fault zones and a change to sodic (albite-carbonate-quartz) alteration styles. Extension veins have limited development. Stage 3 is also dominated by brittle shear failure and characterised by a change to quartz-carbonate assemblages in fault-fill veins and breccias. However, large arrays of extension veins are also well-developed adjacent to faults. In Stage 4, widespread subhorizontal quartz-carbonate-biotite extension veins were developed, but shear failure was limited. This is an ABSTRACT only. A full-length paper was not prepared for this presentation.

The Middle Proterozoic metasedimentary rocks of the Belt Supergroup contain important metallic mineral deposits like the diagenetic sediment-hosted stratiform copper mineralization, including the Troy (Spar Lake) deposit and the epigenetic hydrothermal veins in the lower Belt and Ravalli Group in the Coeur d'Alene district. Magnetite (Fe3O4) is a common and widespread accessory mineral in these rocks and can have multiple origins including ore stage in deposits, mobilization stage in source rocks, metamorphism of red beds and alteration mineral in thin halos enveloping Ag-rich veins in the Coeur dÆAlene district. As shown in several classic studies, the composition of magnetite from igneous rocks varies significantly in response to controlling factors such as melt composition, temperature, silica activity, and oxygen and sulphur fugacity. Therefore, the distinctively different geologic settings within the Belt Supergroup strongly suggest that there may be differences in the magnetite compositions. However, initial microprobe analyses detected no variation in magnetite composition.   Three possibilities may give an adequate explanation for these initial results: 1.      the magnetite formed primarily as pure Fe3O4, 2.      one or more tectonothermal events led to regional scale re-equilibration that affected all rocks in the field area, and 3.      the variations in the composition are below the detection limit of the microprobe.

An innovative, biological treatment process has been designed by MSE Technology Applications, Inc to treat and control acid mine drainage (AMD). A field-scale demonstration is being conducted under the Mine Waste Technology Program using water flowing from a historic mine in Montana. A successful demonstration of an in situ process will allow it to be employed at numerous other abandoned or remote mines, which discharge AMD, an acidic, metal-contaminated water. Conventional treatment methods are costly and are often impossible to use at remote locations. MSEÆs technology uses a biological system to clean up AMD. The In situ Passive Biological Treatment Process utilises nonpathogenic bacteria, which are able to neutralise acidic mine water and remove contained toxic metals. These bacteria live within a series of pile-type reactors inside the mine. The bacteria are fed inexpensive waste products. The resulting discharge is clean water flowing from the mine. This presentation will show that this technology offers a natural cleanup method for the nationÆs numerous abandoned mines. Work on this project was conducted under Interagency Agreement No DW899388-70-01-1 between the US Environmental Protection Agency and the US Department of Energy (DOE), and was performed at the Western Environmental Technology Office through the DOE National Environmental Technology Laboratory (DOE Contract No. DE-AC22-96EW96405).

The Dampier Port Upgrade was completed in 2007 and is the largest project in Rio Tinto Iron Ore's expansion program. The project doubled Dampier Port's iron ore shipping capacity over a five year period. Sinclair Knight Merz (SKM) was appointed by Rio Tinto as the Engineering, Procurement and Construction Management (EPCM) contractor to manage Phase A and Phase B of the Dampier Port Upgrade. The aim of the project was to increase the Dampier Port capacity from 74 to 140 million tonnes per annum (Mt/a). This increase in shipping capacity tripled the capacity of the Parker Point facility from 34 to 94 Mt/a, whilst the East Intercourse Island facility increased from 40 to 46 Mt/a. The Dampier port remained fully operational throughout construction and achieved record yearly export tonnages over the period of the project. The $US1.4B project was completed ahead of schedule, on budget and with an outstanding safety record. Significantly the project team set an industry benchmark by achieving five million man-hours Lost Time Injury (LTI) free. The project has been recognised by the Engineers Australia 2008 Western Australian Engineering Excellence awards as category winner in resources and the overall winner in WA, and went on to win a National Engineering Excellence award. This paper provides an overview of the EPCM project management and an insight into some of the key drivers that have delivered this outstanding project.

Since the advent of plate tectonic modelling, the Ramu-Markham valley has been thought the site of a classical island-arc/conti- nent collision zone. In this interpretation the units south of the Markham Valley are held to be island are / micrcontinental mate- rial accreted to Australia and those north of the valley are thought to represent a separate Finisterre island-arc terrane. Recent remapping by the Geological Survey of Papua New Guinea shows: (1) there is no terrane boundary along the Ramu-Markham valley (2) the Finisterre Volcanics are probably part of either a fore-arc sequence or oceanic plateau obducted onto a microcontinent/ volcanic-arc composite terrane, accreted to the continental Australian plate. A new tectonic model is proposed for northern PNG and involves: (I) Eocene to Late Oligocene subduction below a microcontinent remote from Australia to produce the Sepik are and related intrusives, the Finisterre Volcanics (fore-arc or possible oce- anic plateau), together with the Alife blueschist. (2) obduction of the Sepik arc in Late Oligocene-Early Miocene times over the advancing Australian plate. This resulted in crustal melting, some of the products of which are the Mid- dle to Late Miocene Akuna and Bismarck intrusive complexes of the Maramuni arc. (3) obduction of the Finisterre Volcanics began in Early Pliocene times and continues today. (4) post-Middle Miocene mineralisation is the result of melting after obduction of the Sepik microcontinent.

At 4 MPa gas pres ure and 30°C the sorptive capacity of 10 selected Australian dried coal ranges from 17 to 23 m3/tonne of CH4 and 27 to 36 m3/tonne of CO2. Values for moist coals are about 25 per cent less. At 20°C, sorptive capacities are about 18 per cent greater. No clear relationship between coal rank and sorptive capacity was established.The permeability of coal to gas is dramatically reduced by progressive hydrostatic confinement. No single 'permeability' for a coal can be established because of relative affinities of coals and the gases (Ar, CH4 and CO2) used in experiments. Bedding plane permeability is significantly greater than permeability normal to bedding. Dependent on gas/coal combinations, permeabilities without confinement ranged from 150 to 0.05 millidarcies, and with 8 MPa hydrostatic confinement from 1.0 to 0.001 md. Generally, permeability is increased by reduction in temperature, and reduced by increase in moisture as one changes from Ar through CH4 to CO2. In retrospect, it is preferable to ubject permeability sample to 8 MPa hydrostatic stress only once, because changes occur in the samples and it is difficult to use other gases successively.The initial rate of desorption, DP, does not appear to be a reliable index of proneness to instantaneou outbursts for Australian coals.The methods used for determining quantitative gas-coal properties appear suitable and reliable for testing other coals.

The use of dolomite as a refractory began in England about 1870 when the basic Bessemer process for the removal of phosphorus from steel was developed by Thomas and Gilchrist.Knowledge of dolomite as a refractory in this country goes back to the early part of this century, at the time when the Hoskins Brothers took over the Lithgow Iron and Steel Works from W. Sandford. The practice then was toimport burned dolomite in casks from England. It is reported that much of the material was powdered when received, but was still serviceable. The earliest. used sources of local stone were in the Bathurst and Mudgee areas of New South Wales, and these dolomites were first used raw. Later, dolomite was burned in cupolas at Havilah near Mudgee, coke being obtained from the South Coast of New South Wales. This plant supplied burned dolomite to the Lithgow steel plant, later to the Australil1n Iron and Steel plant at Port Kembla, and also to the electric steel furnaces at Newcastle, Sydney and Melbourne until the plant was closed down in 1946.The Broken Hill Proprietary Company first obtained its dolomite from George's Plains near Bathurst (this was, really a magnesium limestone) and later from Mount Knowles, a deposit near Mudgee, which was eventually taken over by the CO:plpany in 1918. The electrical conductivity of electrolytes is very important in metal electrowinning and electrorefining processes as it has a very large influence on the energy consumption. There are few measurements of the electrical conductivity of zinc electrowinning electrolytes available. The electrical conductivity of zinc electrowinning electrolytes were measured over the following range of concentrations, 100 to 200 g/L H2SO4, 0 to 80 g/L Zn and 0 to 20 g/L Mg, at temperatures from 25 to 60 C. The specific conductivity of zinc electrowinning electrolytes may be expressed as a function of concentrations of sulphuric acid, zinc and magnesium and temperature by the following equation: k(S/cm) = 0.004 + 0.00115 t + 0.00282 [H2SO4] t - 0.00114 [M] t + 0.3442 [H2SO4] - 0.0451 [1-12SO4]2 - 0.1058 [M]ò[H2SO4] - 0.0224 (M] + 0.0286 [M] 2 where t is temperature (C), [H2S04](moI/L) is sulphuric acid concentration and [M](mol/L) is a sum of zinc and magnesium concentrations, ([Zn]+[Mg]). The specific conductivity of zinc electrolytes is a function of the concentrations of the hydrogen ion and free water molecule, which are calculated by taking into account the second ionisation constant of sulphuric acid and the stability- constants of zinc-sulphate and magnesium-sulphate complexes at 25 C.
