A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

Some thirty ore minerals occur in the Mount Morgan orebody. Pyrite is the dominant mineral with chalcopyrite, magnetite and pyrrhotite major components. Gold and gold tellurides, in accessory amounts, are economic- ally important. The prevalence of volcanic rocks in the mine area and the presence of trace amounts of such minerals as cassiterite, gold, native bismuth and rutile suggest a voicanogenetic origin for the ore. The ore occurs in a breccia pipe which cuts through the volcanic and associated strata but the former existence of a syngenetic stratiform ore bed is evidenced by the presence of occasional masses of perfectly banded sulphide ore including a barite-rich "black shale" with sulphide layers exhibiting slump structures. Mineralization is thus both _ syngenetic and epigenetic. The orebody (breccia pipe) is intruded by small stock-like bodies of quartz latite which is believed to have been the upward rising magma invading the orebody of which it is the parent. This has resulted in the annealing recrystallization of the ore minerals and the quartzose gangue with a low strain rate due to magma drag and dilation during intrusion.

Deep lead mining by methods other thanconventional open-cut techniques has not been effectively employed in Australia in -the second half of this century. The reasons for this are essentially economic, and are related particularly to the labour intensive nature of the methods involved as well as the high consumption of support materials. These methods have been adapted in recent times to undertake bulk sampling programmes in deep leads. Although some consideration is given to surface-oriented hydraulic and solution mining applications, the prime function of this paper is to investigate the possible application of modern underground methods to deep lead exploitation. As deep leads are not currently being worked (with the exception of some minor operations on the Eastern seaboard), these applications remain essentially untested. They have, however, been conceptually developed following several years of small scale deep lead development. Current mineral economics, particularly with respect to gold, combined with the known extent of partially - or totally - unexploited mineralised leads demonstrates the necessity to investigate all possible means of ore extraction.

It has become increasingly clear in recent years that human kind has developed the capacity to alter the environment of the Earth on a global scale. The changes are often subtle. This is particularly true in the case of stratospheric ozone. Ozone is produced primarily in the stratosphere, at altitudes in excess of 20 km, initially through the action of ultraviolet sunlight dissociating molecular oxygen. According to theory as it existed up to a few years ago, ozone is removed mainly by reaction with atomic oxygen. In the unperturbed environment, this reaction proceeds both directly, and by paths catalyzed by trace quantities of nitrogen radicals. Molina and Rowland [Nature, 249, 810, 1974] pointed out that decomposition of industrial chloroflurocarbons could in-troduce an additional source of radicals to the strato-sphere. Chlorine radicals are even more efficient than nitrogen in catalyzing recombination of oxygen atoms with ozone; models suggested that we might expect reductions in the vertical column density of ozone of as much as a few per cent over the next several decades. A reduction in ozone of x¦/a, by increasing the flux of ultraviolet sunlight reaching the surface, was predicted to result in an increase of about 2x% in the number of cases of skin cancer, with other less well defined impacts on the non-human environment for life.

The cement industry requires large quan- tities of limestone, its main raw material. It is the major consumer of this mineral. Limestone is widely distributed throughout Australia but location in relation to major markets, and transport considerations render most deposits of no economic value. Of those which are sufficiently close to the major me- tropolitan markets many are rejected as being unsuitable on grounds of quality, inadequate size for major development, or other reasons such as environmental considerations. Detailed geological investigations are necessary, not only to prove raw material sources prior to establishment of a cement works but also to permit planned extraction programmes and satisfactory grade control during subsequent development. Conventional field techniques have generally proved adequate for raw material exploration. Data assessment and reserves estimation also are by conventional methods although the specific requirements of the industry relating to raw material and cement quality, the type of manufacturing process and fuel used are relevant. There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

Anglo Platinum recognised with its expanded operations the need to change its evaluation strategy due to increased sample volumes and the pressure it created at laboratories. The sender/receiver analytical scenarios had to change in order to curb costs and to prevent substantial investments in new sampling and analytical facilities. Given the high cost associated with correct sampling systems and sampling protocols and the shortage of technical resources a strategy of single point sampling and analysis was introduced. The analysis was then done at an ISO17025 accredited laboratory with ten per cent checks, subjected to careful statistical scrutiny. Logistical problems increased with respect to weighbridge congestion, maintaining sampling quality, throughput of samples in the sample preparation areas, manual quality control systems in place, audit trails and analytical capacity throughout all operations. This required the expedited improvement of existing sampling practices and the development of new sampling methods and equipment. Anglo Platinum is classifying and standardising sampling equipment, sample preparation and analytical procedures for all process streams with the view to minimise overall uncertainties. Major investments were made into a customised LIMS and automated equipment for data management, reduction of manual transcription errors and streamlining of sample processing. Anglo Platinum is committed in rolling out the enhancements to all sites as priority dictates.

Dilution and ore loss have an important bearing on the success of open pit mining projects. Their impacts on production costs, revenues and production rate require that they are correctly modelled in the long-term mine plan. The estimation of dilution and ore loss is therefore an essential part of any Ore Reserve estimate or mine schedule. Large open pit mines are driven by the economies of scale that are achieved at the cost of less selectivity in the discrimination of ore and waste. Planning for these mines is facilitated by the use of block models for mine design, scheduling and the conversion of Mineral Resources into Ore Reserves. This paper reviews various approaches to the estimation of dilution and ore loss, as implemented in computer block models. In the case of orebodies with well-defined sharp boundaries, rather than irregular stockwork mineralisation, the geological interpretation is a critical factor. Variability in the geometry of orebodies is common within large open pits and must be taken into account when estimating dilution and ore loss. A method of regularisation, controlled by the wireframed geological model, is demonstrated, using examples from large open pit stratiform copper and magnetite deposits. This can be carried out without special computer software modules.

A fundamental model, which considers the subprocesses of particle collection by bubbles in flotation, is applied to two comprehensive flotation surveys in the rougher stages of C3 concentrator, PT Freeport Indonesia. The flotation surveys focused on the collection of: cell-by-cell and size-by-size metallurgical, cell hydrodynamic, and pulp and surface chemistry information.The two surveys were conducted at significantly different feed tonnages, giving rise to significantly different feed particle size distributions, pulp densities and mean pulp residence times. A series of model simulations are performed with the aim of quantifying changes in copper recovery, on both a size-by-size and unsized basis, with changes in values of the hydrodynamic parameters and hydrophobicity of the copper sulfide mineral. This was carried out in an effort to identify the most promising route to increase overall copper recovery in roughing. It was found that by increasing the hydrophobicity of the copper sulfide mineral surfaces it became possible to optimise cell hydrodynamics, which targeted increased fine (-12 ¦m) copper sulfide mineral recovery but without adversely affecting coarse (+150 ¦m) copper sulfide mineral recovery.

SASOL Synthetic Fuels has recently completed the design of sampling systems for raw and blended coal feeding the gasifiers at Secunda, South Africa. The new systems will replace manual, stopped belt sampling and have been designed to achieve specific accuracy targets on a daily basis. The sampling system is unusual in the coal industry in that the fines content (-5.5 mm nominal) of the coal is very critical and is to be determined with high accuracy.The sampling system was designed to meet carefully considered target accuracies using methods of modern sampling theory. The heterogeneity of the coal streams involved with respect to the critical analytes was determined by appropriate sampling and sample analysis. The statistical characterisation of the time variation of analytes in the process streams was based on variograms derived from on-line ash gauges. From this point, the design was completed using fundamental statistical sampling theory and some simulation studies. The paper discusses the development of the sampling system design in detail as well as the plans to use the data stream to provide timely alarms when the coal quality deviates from the target specification.

With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

Acidic drainage has long been recognised as the largest environmental liability facing the mining industry, and to a lesser extent, the public, through abandoned mines. The Canadian Mine Environment Neutral Drainage (MEND) initiative was the first international multi-stakeholder program to develop scientifically based technologies to reduce the effect of acidic drainage. The original MEND Program extended over a nine-year time frame ending in 1997, with technology transfer activities continuing to the end of year 2000 under the MEND 2000 program. Both programs have contributed enormously to the understanding of acidic drainage and how to prevent it. MEND3, launched in 2001, intends to further this effort with a strong, research-driven program. The successes of the MEND initiative have come through the collaborative efforts of the partners, the sharing of experiences, the thorough evaluation of technologies and their incremental improvements. As a result, the knowledge base on acidic drainage has grown considerably. An international model of alliance between the various worldwide initiative involved in acidic drainage is being formalised at this conference. This global alliance will enhance technology transfer capabilities and will lead to improved environmental performance for the industry. It is through collaboration that we have achieved the most progress in environmental performance, and this formal relationship will further expand these benefits.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Bridging of production stopes in narrow vein gold deposits contributes to significant financial losses and production delays. Bridging is caused when underbreak in the stope production blast occurs, resulting in less than the designed stope blast volume breaking out during blasting. Jundee Operations in the Northern Goldfields of Western Australia extracts ore from its expansive narrow vein orebodies utilising longhole open stoping. In 2006 it experienced bridging in ten panels, or 8.77 per cent of all panels, as well as multiple bridging in 30 per cent of these bridged panels. The Jundee orebodies are west dipping with the bridged panels dipping between 44¦ and 62¦. This paper examines some solutions from the drill and blast design perspective to minimise bridging occurrences. It was found that the then current drill patterns and number of holes were adequate from a longhole stope design perspective. However, changes to the blasting design, specifically modifications to the blast delay initiation sequencing, primer positioning and blasthole dump combined with timely stope surveying and back analysis, were implemented with the aim of preventing bridging in this narrow vein operation.

The development, design, construction and operation of the new Solvent Extraction/BCA process plant at Copper Refineries Pty. Ltd., Townsville is described.The process offers substantial savings in electrical power costs, improvements in plant hygiene, and a lowering of materials handling costs compared with conventional electrowinning technology.The solvent extraction process extracts arsenic from copper Tank House electrolyte using a tributyl phosphate (TBP) - kerosene solvent. The plant incorporates fourextraction stages, two scrub stages, and three stripping stages to produce an arsenic-bearing low-acid strip liquor. This strip liquor is mixed with copper sulphate, and neutralized with ammonia to form a copper (II) arsenic (V) crystalline product, bicupric arsenate (BCA). This product is then used in the manufacture of chromated copper arsenate timber preservatives (Royston 1982).

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

Northeast of Brazil is situated in the polygon of drought. It covers some very important states like Bahia,Pernam- buco, Paraiba, Rio Grande do Norte, Cea- ra and Piaui , which have a potential for mineral production. Of them the main contributions that comes from Rio Grande do Nor to , Ceara and Paraiba are the scheelite and im portant quantities of granitic pegmatite mine- rals like tantalite-columbites, micas, beryls, precious stones, lithium minerals etc. On the other hand flourishing mineral economy in gold, tin, emeralds, chromium, lead, apatite is most- ly from Bahia; and potassium, salts, and petro- leum are from Sergipe, Alagoas and Bahia res; pectively. The most interesting aspect coninues to be the nucleus of the drought zone constituted of the Rio Grande do Norte, Paraiba and Ceara sta- tes.The first two authors have worked for twel- ve years in the region and have dedicated atten tion and time to two systems, namely skarns and granitic pegmatites. Their mineralogy,petrogra- phy, geochemistry, origin and economy is being worked upon from time to time to accompany the progress that is being achieved both in the sec tors of geology and economy. Besides, during the field campaigns, evidences have been sought to find the best guide horizons for mineralisa- tion and options for the location of target areas and prospection methods for scheelite, tantalites and other pegmatite minerals.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA).
