"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" "INTRODUCTION Burning refuse dumps are a common and by no means pleasant sight in most coal-mining distracts; they have been and largely continue to be accepted as a necessary, if undesirable, adjunct to coal-mining operations. The odor, smoke, and fumes emanating from the burning dumps have caused much property damage, as well as aroused unfavorable public sentiment in the areas thus affected; and there is reason to believe that, in at least some cases, they have had an adverse effect on the health of certain communities, adjacent to mines. In some instances such communities have been owned or controlled by the mining companies and in others they are incorporated towns.After the start of World War II, it was necessary for Great Britain to take prompt and effective measures to extinguish or at least blanket the burning refuse dumps at collieries, since the fires served as beacons for the enemy planes; the problem thus became a matter of national security rather than one of local inconvenience. If the United States should become involved in a bombing war, these dumps might became a source of national danger, hence now is a propitious time to at least make a start on available methods of solving this problem. Much progress was made in Great Britain in extinguishing the dump fires that had burned for years and in preventing newly made dumps from taking fire.Burning refuse dumps have not been a national problem in the United States, but they are a nuisance and frequently a danger and often a fruitful cause of poor public relations on account of the odor and fumes. Many progressive coal-mining companies are taking effective and positive action in trying to extinguish old dump fires and to build new dumps so they are less likely to fire.The purpose of this paper is to provide information about the problem as well as on ways to extinguish refuse dump fires, to describe methods of constructing dumps that probably will prevent them from firing, and to point out some of the danger that exists when dumps are improperly built and when they are on fire."

To evaluate the potential use of battery-powered vehicles, the Bureau of Mines studied the performance of a battery-powered truck propelled by a 9.6 kw dc motor in considerable detail under various driving conditions. Some of the factors investigated were: Gear ratios, payload (1,468 lb maximum), road grade, stops made per mile, and charging time. With the exception of some difficulty with brush wear, operation and maintenance of the truck was generally trouble-free. On range tests carrying an 868-lb payload a distance of about 50 miles at an average speed of about 19 mph in normal driving, the Bureau's battery-powered truck averaged 1.6 to 1.9 miles per ac kwhr input. Stop-and-go tests indicated that prospects for the use of battery-powered trucks in house delivery service within city limits are good; performance of the Bureau truck was sufficiently high for that type of service. The estimated power cost of 2.65 cents per mile while making 10 stops per mile was attractively low from the standpoint of fuel costs.

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

A system capable of monitoring mine electrical power systems and detecting impending component .failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing? motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10-to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

A high accuracy Burnett apparatus for use at 12,000 psi and 0° to 65° C has been constructed at the Bureau of Mines Helium Research Center. The apparatus is patterned after Burnett's original apparatus, but the working pressure is much higher and elastic distortion can be essentially eliminated. An operating procedure to permit faster experimental measurements is suggested.

Briefly, this swelling test consists in heating 1 gram of pulverized coal in a silica crucible over a gas flame under prescribed conditions to form a coke button which is compared in size and shape with a series of standard profiles numbered 1 to 9. These profiles are intended to cover the size and shape of buttons obtained from coals covering a wide range in plastic properties. The number of the standard profile with which the maximum cross-sectional area of the button most nearly corresponds is recorded as the swelling index. Although the swelling test showed poor relationships with the various tests that were used for measuring expansion or contraction of coal during carbonization, it gave indications of having value in measuring free-swelling and coking properties of coals when burned on fuel tests. An opportunity to investigate this occurred when an engineering company reported pronounced differences in burning characteristics on grates of various shipments of Pocahontas coal. Some of these coals gave trouble by swelling excessively and clogging the grate. Samples were obtained, and it was found that the troublesome coals gave radically higher free-swelling numbers than did the coals that performed satisfactorily. Also, it was found that the free-swelling index test gave better differentiation between coals than could be obtained from the coke buttons from the standard volatile-matter test or iron agglutination-value results. The results of the free-swelling test were confirmed by the Subcommittee on Plasticity and Swelling, Coal, a special group of the Subcommittee, under the chairmanship of R.A. Shuman, worked along with the test method. Estberg, Limacher, and Shuman of the Battelle Memorial Institute investigated the various factors affecting the test and found that the swelling index was a good indication of the suitability of coal for performance on residential-type stokers from the swelling characteristics of the coal. Data were presented that also showed that the index was helpful in the selection of coal for industrial underfeed stokers.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. The Bureau of Mines conducted laboratory studies on low-grade vanadiferous silicates from the Pumpkin Buttes and Nine Mile Lake deposits of Wyoming to examine techniques for extracting vanadium and uranium. Recovery from low-grade sources such as these could contribute to future vanadium production and reduce reliance on vanadium imports. The Pumpkin Buttes samples contained 0.03 to 0.04 pct V205 and 0.06 to 0.12 pct U308; the Nine Mile Lake samples contained 0.02 to 1.0 pct V205 and 0.06 to 0.19 pct U308" Leaching the Pumpkin Buttes samples for 18 h at 800 C with addition of 200 lb/ton H2S04 resulted in recoverey of 80 pct of the vanadium contained in the samples. The Nine Mile Lake samples were readily leached, yielding 78 to 94 pct of the vanadium after 3 h at 800 C with addition of 100 lb/ton H2S04, A solvent extraction procedure was used to selectively recover urani-um from Pumpkin Buttes and Nine Mile Lake leach solutions and to recover vanadium from the raffinates. In batch shakeout tests, Alamine 336 recovered over 95 pct of the uranium from leach solution adjusted to pH 1. Di-2-ethylhexyl phosphoric acid and Cyanex 272 recovered vanadium from the uranium raffinate after reduction and adjustment to pH 2; vanadium extractions of up to 96 pet and 92 pct, respectively, were achieved.

This paper is one of a series being prepared by the U. S. Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States, end deals directly with methods and costs at the quarry and mill of the North American Cement Corporation at Catskill, N. Y. The process of manufacturing cement is described only as far as the final grinding of the raw materials. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to individual producers, as well as to the industry as a Whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding; of the scone of the cost tabulations may ensue.

The purpose of this investigation was to determine the feasibility of designing and testing the elements of a small charge blasting system which will eliminate, or reduce to acceptable levels, most of the undesirable features of current underground drill and blast systems, i.e., 1) air blast, 2) ground vibrations, 3) flying fragments, 4) overbreak and fracture of surrounding rock, and 5) the cyclic nature of drill and blast operations. The experimentation was conducted in tunnels in granite and the results indicate that the basic technical concepts of the project were achieved. The next step is to design, construct, and test a prototype machine.

An improved parachute-type stopping for changing the course of mine ventilation air during mine emergencies has been developed by Goodyear Aerospace Corporation for The Bureau of Mines. The stopping can be quickly deployed by one man from a single attachment point and provides excellent stopping performance with the flow in the design direction. Adding pin and foam attachments between its skirt and the passage-way surfaces improves its performance with flow in the design direction and maintains the stopping with zero or reverse air flows. Stopping performance results for a range of airway sizes including 7.5 X 10 ft simulated airway with pressure differentials of up to 3.0 inches of water are presented. Predicted performance values for this stopping design for larger passageways are also presented.

The Bureau of Mines recently investigated dust generation and methane liberation during half-and full-web cutting at a double-drum shearer longwall face. This study was conducted to ascertain the health and safety aspects of wider web shearing at longwalls. Results from these underground tests showed that deeper web cutting reduced dust generation and methane liberation per ton of coal mined, while significantly improving shearer production rates. When cutting with the airflow (head-to-tail cut pass) full-web cutting decreased dust generation per ton by 16 pct at the shearer and 6 pct at the tailgate, with an increase in shearer production rate of 72 pct. Methane liberation per short ton also deere~sed by 36 pet at the shearer and 22 pct at the tailgate. Full-web cutting against the airflow (tail-to-head cut pass) decreased dust generation per ton by 41 pct at the shearer and 37 pct at the tail-gate over half-web cutting, with an increase in shearer production rate of 61 pct. Methane liberation per ton also decreased by 35 pct at the shearer and 41 pct at the tailgate. These improvements for full-web cutting are a reflection of improved cutting efficiency (less dust and methane produced from cutting) and less new face area exposed per ton of coal mined (less methane liberated from face per short ton of coal mined).

As part of the Federal effort to help maintain an adequate supply of fertilizer materials, the Bureau of Mines conducted research to characterize complex low-grade Michigan phosphate materials and to devise methods for recovering fertilizer-grade phosphate concentrates. The rock is from middle Precambrian sedimentary formations in the Marquette Range located in the central part of the Upper Peninsula of Michigan. Occurrence of phosphate-bearing sediments in Precambrian rocks is rare. This deposit, containing 12 to 15 pct P205, is believed to be the richest Precambrian phosphate deposit in the United States. Petrographic examination showed that the conglomeritic rock contains crystalline apatite both in "black pebbles" and in quartz matrix. Attrition scrubbing and sizing tests showed that there is no tendency for phosphate to concentrate in any of the sized fractions. In beneficiation tests, which included grinding to minus 325 mesh followed by phosphate mineral flotation using a fatty acid-fuel oil collector, a phosphate concentrate was obtained that had a grade of 30 pct P205 and a P205 recovery of 72 pct. This concentrate should be suitable for fertilizer manufacture.

This report presents results of recent Bureau of Mines research to establish the probability of spark ignition as a function of current (or voltage, for capacitor circuits) for resistive, inductive, and ca-pacitive circuits in 8.3% methane-air atmospheres. The data presented quantify the explosion hazard created when low-power electronic devices catastrophically fail in an explosive mine atmosphere. Previous litera-ture dealt with levels of probability between 10-3 and 10-4. This re-port extends the probability data to levels as low as 10-7. This study has verified that when the probability of ignition, PI, is plotted on a log-log coordinate system versus the current (or voltage), a continuous, straight-line relationship is formed. An interesting result that can be statistically hypothesized is that at some low level of igniting current the ignition process ceases altogether.
