Accidental contact of overhead electrical power lines by mobile equipment is a leading cause of occupational fatalities in the United States, accounting for 20% of on-the-job electrocutions. Overhead electrical power line proximity warning devices (PWDs) are intended to warn personnel if mobile equipment moves within some preselected minimum distance of an energized overhead electrical power line. Two commercially available PWDs were tested at the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). The objective of the tests was to document performance capabilities and limitations for these PWDs by identifying factors that can influence their operation. The two PWDs evaluated in this research are the SIGALARM Model 210 marketed by Allied Safety Systems, LLC, and the ASE Model 2100 from Allied Safety Engineering. Both of these devices operate by measuring the electric field present around energized power lines. The PWDs were installed on a government-owned 22-st (20-mt) rough terrain crane. A purpose-built test site used for this research at PRL allowed operation of the crane near a variety of power line configurations operating at up to 25 kV. Most of the tests involved positioning the crane adjacent to one or more overhead power lines, adjusting sensitivities of the PWDs to alarm when the crane boom was approximately 20 ft (6.1 m) from the power lines, swinging the crane boom toward the lines under a wide variety of test conditions, and finally, for each unique set of test conditions, documenting the deviation from 20 ft (6.1 m) for actual alarm activation. Test results show that several factors can adversely affect PWD performance. PWD alarm accuracy generally deteriorated when operating with a boom position significantly different than that used for the device?s last sensitivity adjustment. Another factor that can affect PWD performance is configuration of the overhead power line(s) involved. Accuracy of alarm activa­tion distances was best for simple single-circuit installations, but degraded for multiple circuits on the same poles. This degradation was slightly greater for installations with different voltage levels and/or a combination of vertical and horizontal conductor arrangements. Performance also degraded for crane operation between two intersecting power line installations, especially for intersecting lines at different voltages. An additional aspect of power line configuration shown to influence PWD accuracy was phase sequence on the power line circuit(s). Specific phase con­ductor arrangements and combinations, particularly in multiple circuit installations, resulted in either improved or degraded accuracy.

Physiol. 13): L165-Ll 70, 1995.-Infiammation and fibrosis subsequent to the inhalation of certain mineral dust particles has been suggested to result from the activation of eicosanoid synthesis by the alveolar macrophage (AM). To determine if surfactant modifies dust-induced generation of eicosanoids by the AM, we evaluated the effect of the surfactant lipid dipalmitoyl lecithin (DPL) on the production of eicosanoids by rat AM exposed to respirable silica dust in vitro. During the first 24-h exposure period, DPL alone significantly increased basal production of eicosanoids but completely inhibited silica-induced thromboxane A2 synthesis. In contrast, leukotriene B4 (LTB4 ) production was only partially reduced by DPL. During a second 24-h exposure period, LTB4 production in response to the highest dose of silica remained significantly elevated in the presence of DPL. Similar results were obtained when the surfactant preparation Survanta was evaluated. These results suggest that 1 ) DPL and Survanta independently activate AM eicosanoid production, 2) DPL and Survanta modulate the response of the AM to silica dust, and 3) L TB4 may be the most important eicosanoid mediator of the long-term effects of silica dust exposure on lung pathophysiology. THE OXYGENATED METABOLITES of arachidonic acid (AA) (here collectively termed eicosanoids) have been implicated as important regulators of lung physiology and are thought to be involved in pathophysiological sequelae such as acute respiratory distress syndrome, asthma, and the pulmonary complications of sepsis (20). This role is manifested through both direct effects on lung physiology as well as through an indirect modulatory effect on the release of other mediators of lung injury, in particular profibrotic cytokines such as the interleukins and tumor necrosis factor (15). Recently, exaggerated eicosanoid production by both the alveolar macrophage (AM) and the type II epithelial cell has been demonstrated to result from the exposure of these cells to several particulates, including crystalline silica (quartz) dust (5, 9, 17). These observations have led to the suggestion that eicosanoids play a major role in the etiology of pneumoconioses.Another secretory component of the pulmonary environment, surfactant, has been shown to modulate crucial AM functions, such as bactericidal activity and the recruitment of circulating immune cells (25). Indeed, an important feature of the lung's reaction to inhaled mineral dust is an increase in surfactant production, perhaps as a compensatory or protective response (1, 16). In addition, the alteration of the surface properties of mineral dust by surfactant or its components has been shown to influence the biochemical response of the AM to the dust, perhaps by altering the surface charge of the dust particle (11, 29, 32). And recently, Wallace et al. (28) have shown that the coating of mineral dust with surfactant, and its subsequent removal by lysosomal phospholipase, unmasks differences in dust cytotoxicity that are not apparent when AM are exposed to uncoated dust. Thus it appears that the inclusion of surfactant in in vitro exposure studies may be important in evaluating both the absolute levels of eicosanoid production by the normal and dust-exposed AM and the temporal relationship between dust exposure and the production of inflammatory mediators by the AM. Therefore, we characterized the effects of the surfactants dipalmitoyl lecithin (DPL; the primary lipid component of natural surfactant) and Survanta (a commercially available surfactant derived from bovine lung) on basal and silica-induced AM eicosanoid production during two 24-h periods after exposure to dust particles to both allow the enzymatic removal of surfactant from the particle surface and evaluate the k"

Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. According to reports received by the United States Bureau of Mines , Department of Commerce , as of January 1 , 1930 , there were 412 completed refineries in the United States with a daily crude oil capacity of 3,755,585 barrels . This compares with 413 refineries of 3,509,540 barrels capacity on January 1 , 1929 , which indicates that whereas the number of refineries was practically unchanged , the total capacity increased 8 per cent during the past year . Of the completed plants as of January 1 , 1930 , 358 plants , of 3,634,825 barrels total capacity , were operating and 54 , with a capacity of 130,760 barrels , were shut down . Compared with a year ago , this indicates a decline in the percentage of the total refinery capacity that is inoperative . There has been a decided decrease in the number of shut-down plants since 1924 and 1925 , when one plant in every three was inoperative . Many of the inoperative plants of 1924 and 1925 were constructed soon after the boom times of 1920. Some of these were operated for a time but were unable to show a profit during 1923 and 1924 , when an overproduction of crude petroleum was accompanied by demoralized markets for refined products . Prices for refined products improved in 1925 and 1926 , but only a comparatively few of the shut -down plants , then partly obsolete , were able to obtain or renew their crude connections and compete successfully with the larger , more firmly established refineries . After five years or more of continuous idleness , a refinery would be rendered practically useless through corrosion and obsolescence . Consequently , most plants now being carried as " shut -down " have operated intermittently since 1923 . struction . This decline was due to the fact that the construction program in west Texas , which was at or near its height on January 1 , 1929 , was completed prior to January 1 , 1930 .

The value of brine analyses in the study of petroleum-engineering problems was recognized early in the history of petroleum. The Bureau of Mines before 1928 had indicated in several reports.3/ ways in which analyses might be used. Because of the confusion resulting from attempts to correlate the work of different chemists using greatly varying methods of analysis and systems of computation and expression of results, a paper presenting the methods used by the Bureau of Mines was prepared and published in 1928. This system of determining the characteristic constituents of oil-field waters and of calculating and reporting results has been widely adopted by the petroleum industry. The earliest and most obvious use of water analyses is determination of the source of water infiltrating into petroleum and natural-gas wells. For this purpose it is necessary that an analysis of the connate water of the formation from which the oil is produced be available and that an analysis of the contaminated water be made. By comparing these analyses with those of connate waters from formations higher in the structure, the formation from which the infiltrating water comes may be identified.

Mercury was produced originally at the Idaho Almaden mine from 1939 to 1942. When the ;.nine was shut down, more than 100,000 tons of ore, containing from 2.5 to 3 pounds of mercury per ton, was known to be adjacent to old workings but had been considered too low grade for commercial operation. Later, detailed, systematic exploration by Rare Metals Corporation of America increased and delimited enough minable reserves for further operation to be foreseen for several years. The average grade of the ore is estimated at slightly more than 3.5 pounds of mercury per ton. Open-pit mining and installation of the largest rotary kiln in the United States furnacing mercury ore have made possible profitable exploitation of these reserves (fig. 1). The bulk of the exploration was by percussion drilling, although some diamond drilling was done to check the results. When enough reserves were indicated to assure a successful operation, stripping and plant construction were started simultaneously. Figure 2 is a general view of the plant. The ore bodies, although irregular in size, shape, and grade and covered by essentially barren cap rock, are amenable to low-cost, trackless, open-pit mining. Development consists of stripping the overburden and removing, barren cap rock. Ore is being mined at approximately [5],000 tons per month and treated in a 175-ton-per-day furnacing plant.

A PRELIMINARY PROGRAM, dated April 25, 1974, was prepared for Development Engineering, Incorporated (DEI) on research and development laboratory, field and other engineering studies for the disposal of retorted oil-shale materials. This PRELIMINARY PROGRAM included a discussion on the peculiarities of the retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The PRELIMINARY PROGRAM was divided into eight work phases as follows: I -- Program Development II -- Exploratory laboratory tests on old USBM retorted shale III -- Laboratory tests on pilot plant retorted shale. IV -- Laboratory tests on retorted shale from the semi-works plant and field test plots and ponds. V -- Field compaction tests. VI -- Infiltration pond tests VII -- Bureau of Mines special tests.

The Carson-Iceberg RARE II study area, consisting o; 209,990 acres (134,983 ha), is on the crest of the Sierra Nevada in California, about 35 mi (56 km) south of Lake Tahoe. The area is divided into four parts: C4-986; C5-986; and B5-986, north and south portions. No mineral production has been recorded for the area. However, gold, silver, and tungsten resources and potential for additional resources have been estimated for the area and just north of area C4-986.

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

Several methods were investigated for the preparation of high- purity elemental boron in an attempt to develop a feasible process for producing boron on a large scale . In the work described in this report , the metal was prepared by metering boron trichloride gas into a crucible containing molten metal reductants . It was necessary to remove reaction byproducts by acid and aqueous leaching . Magnesium and sodium were tested as reductants , but best results were achieved using lithium or zinc as reductants . Contaminants originating from the materials of construction were the chief impurities in boron made by this method . Impurities ranged from 0.5 to 5.0 percent . Impure boron ( 85 to 90 percent ) was also prepared by the magnesium reduction of boron trioxide in a thermite - type reaction . This product contained magnesium as the chief contaminant . Impure boron made in this way could be upgraded by fusing with potassium fluoborate or potassium acid fluoride . After acid leaching the fusion cake , a product containing 95 to 97 percent boron was obtained . Analytical techniques for accurate determination of impurities in elemental boron are a major problem , requiring solution before a valid comparison can be made of the quality of boron prepared by these various methods .

The Birmingham coal-mining district of Alabama has many local physical conditions that contribute largely to the proble of preventing coalmine fatalities . Coal : nes of Alabama have been under the supervision of the State mine inspector since 1892 , and reports have been made with increasing completeness since that time . The U. S. Bureau of Mines has maintained a station of the safety division in the district since 1912 to cooperate with operators and the State in the advancement of safety in mining . A description of conditions in regard to fatal accidents as they have been and as they now are in Alabama , compared with the entire United States , will indicate the progress that has been made and that should still be made in reducing fatal mine accidents .

Numerous alternative processes have been proposed as being potentially more economical or less polluting than the traditional smelting of copper sulfide concentrates. One such process as recently developed in the laboratory by the Bureau of Mines is composed of a two-stage fluid-bed, oxidation-reduction roasting followed by ammoniacal leaching, solvent extraction, and electrowinning. A copper-leaching recovery of 97.4 percent was obtained, and electrolysis of the acid strip solution deposited metal assaying 99.99 percent copper. The roaster gases contain over 95 percent of the sulfur at a concentration of 12 percent which is better suited for acid making or elemental sulfur production than conventional smelter gas. When considering byproduct recovery, a preliminary estimate indicates copper production costs are com-parable to the conventional smelters.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

Electrolytic deposition at 1,000 ° C in an electrolyte essentially consisting of 7 parts sodium pyrophosphate , 2 parts sodium chloride , and 1 part sodium tetraborate yielded tungsten of 99.9 percent purity . Scheelite concentrates containing 25 to 73 percent WO, and varying quantities of iron , lime , and silica were used as feed materials for the electrolysis . The metal contained less than 0.01 weight - percent each of iron , calcium , silicon , aluminum , carbon , and oxygen . Modification of the electrolyte permitted deposition of equal - quality metal from scheelite concentrates containing higher quantities of iron , calcium , and silica . The electrolytic separation of molybdenum and tungsten was accomplished by minor variations in the operating procedures .

The objective of this rare-earth oxalate study by the Bureau of Mines was to determine systematically by radiochemical techniques what effects, if any, could be attributed to the several variables--temperature, digestion time, acid concentration, rare-earth concentration, oxalic acid concentration, stirring, and the presence of other rare-earth ions. A Latin Square experimental design was used to evaluate statistically some of the variables. Precipitation losses ranged from near zero to about 7 percent, and mineral acid and rare-earth concentration were the predominant factors affecting completeness of precipitation. Quantitative oxalate precipitation of the rare-earth elements was achieved by controlling the experimental conditions as follows: (1) Maintaining rare-earth concentrations above 0.01M; (2) stirring the mixture several minutes after precipitation; (3) using an adequate (two to five-fold) excess of oxalic acid; (4) precipitating at room or iced temperature and digesting for at least 1 hour; (5) avoiding an excess of mineral acid and, if possible, maintaining the pH above 2.0; and (6) avoiding excess complexing agents such as EDTA (ethylenediaminetetraacetic acid). In the past 20 years research aimed at developing more efficient separation and purification techniques applicable to the rare-earth elements and yttrium has been extensive. Common to most of these procedures has been the use of oxalic acid to precipitate this group of elements selectively. However, this particular use of oxalic acid has a much earlier origin; its application in precipitating yttrium was first reported by Mosander (8)4 in 1843. Despite long and popular employment of this technique, only limited and somewhat conflicting data are available regarding the many factors affecting the degree of rare-earth oxalate precipitations.

A computer based accident cost indicator model (ACIM) for estimating tangible costs of occupational injuries, illnesses, and fatalities in the U.S. mining industry is described. Studies performed to expand the scope of the ACIM to all mining sectors are presented. Validation of ACIM cost element estimation algorithms with actual costs of mining-related injuries and illnesses are presented. A study of the effect of a fatal accident on production in surface coal and metal/nonmetal mines is presented. The study is based on a sample of 15 fatalities in underground and surface mines. Evidence of significant long- term decline in postfatality production at 6 of 8 underground samples is presented. The average loss is shown to be 1.8% of annual mine production. A study of accident costs in U.S. mining from 1975 through 1981 using the ACIM is presented. The study shows that total annual costs increased from $180,000,000 in 1975 to $379,000,000 in 1981, a 15% annual increase after adjusting for inflation, with mining companies bearing 45% of the total and expected wage losses to mining families accounting for 42%. The study shows total costs of $12,400 per accident and $674,000 per fatal accident for 1981.

The principle of explosive crushing depends upon the fact that an expandable substance contained within the pores of a solid body will disrupt such a body upon expansion. Such expansion may be obtained by the detonation of an explosive or by the sudden release of pressure of a superheated liquid. That this principle of disruption may be applied to minerals rests on the fact that cracks, cleavage planes, and pores exist in all mineral to an extent hardly conceived possible heretofore. Crushing by this method takes advantage of force applied from within the mineral rather than from forces applied from without. The application of a force from within would appear to be more effective. A consideration of the possibilities of such a method for crushing led to some experimental work of a preliminary nature, the results of which are embodied in this paper. No systematic program was followed in the work and the results are, therefore, not final and far from complete. The success attained so far, with the mediocre apparatus available seems to warrant a preliminary report, with the expressed hope that the work may be carried on as well-outline program covering such phases as have been impossible to investigate at this time.

The Burgin shaft of Bear Creek Mining Co. near Eureka, Utah, was sunk during 1956 and 1957 as part of an exploratory program, searching for lead, zinc, copper, silver, and gold ore bodies hidden from the surface by several hundred feet of volcanic rocks. This paper describes the sinking methods and operating practices of Centennial Development Co., contracting firm for Bear Creek Mining Co., in sinking a 3-compartment vertical shaft 1,100 feet. The operation featured the Cryderman positive-action, clam-type shaft mucker. The shaft was completed in 142 days by a shaft crew of 10 men and a top force of 10 men, including supervision.
