This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Mining-related wastes, which are increasing, are being utilized more and more as valuable resources in Virginia. The Environmental Protection Agency (EPA) divides mining-related wastes into two categories: those generated from mineral extraction and beneficiation and those generated from mineral processing. Materials from both categories are produced in Virginia, where waste (by-product) materials are present at a variety of mining sites and processing plants; some of which have been exploited for various uses in the past and/or present. These materials include: used concrete recycled for roadbase material; pyrite coated with magnetite for use in portland cement; minor amounts of fly ash for use in concrete block, lightweight aggregate, and flowable structural fills; granite and diabase quarry fines for use as agricultural and asphalt filler; lime kiln dust for use in neutralizing and stabilizing coal refuse; soapstone aggregate for use in terrazzo heat retention panels; kaolin for use as a filler product and as an ingredient in white cement; slate quarry fines used as landcover and combined with aggregate for crusher run and as a filler in asphalt; and coal refuse for use as fuel in a lightweight aggregate plant. There are some materials available that have never been utilized, although several ideas were investigated to turn them into usable commodities. One such material is a high-alumina scrap produced as a by-product at a ferrovanadium processing plant. However, large quantities of waste materials from metal mining, industrial mineral, and fossil fuel operations remain to be disposed of in an environmentally safe and economic manner. In 1989, almost one million tons of fly ash were produced from burning of coal at eight coal-fired power plants in Virginia. Present uses for this waste such as an ingredient in concrete block, concrete aggregate, and in structural fills cannot dispose of all the available material; however, increased use of fly ash as a soil/rock substitute for structural fills and embankments may solve the problem of its disposal. Another waste material is calcium carbonate precipitate paste produced at a lithium carbonate processing plant and presently being used for back filling an on-site inactive underground limestone mine. Flue gas desulfurization (FGD) wastes in the form of CaS04 will probably increase threefold. If this material contains a minimum of 95 percent gypsum and negligible chloride, it may have a value to a wallboard manufacturer as we move toward the year 2000. Thought must be given how this increasing waste can be disposed of in an environmentally safe manner.

The long and arduous process of bringing aggregate produced in Mexico to the Gulf Coast of the United States really began in the 1970s when the first exploratory trips were taken by Vulcan's geologists. It was not until the middle of the 1980s that all of the elements of the project seemed favorable and the largest capital investment in Vulcan's history was given the green light. The history of the project will be covered along with a discussion of the role that market forecasting played in the process. Is this the first of many or a once in a lifetime project? In July 1987, Vulcan and its joint venture partner broke ground in Mexico for a world-class limestone quarry and crushed stone production facility. This project is the largest ever undertaken by Vulcan's Construction Materials Group, with a total cost of over 200 million dollars -a cost shared equally by Vulcan and its joint venture partner, Ingenieros Civiles Associados, or ICA, a diversified Mexican company which is also the largest construction firm in Latin America.

"Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

SOLA-DM is a three-dimensional finite-difference computer code designed to model the dynamics of an incompressible fluid and the transport of discrete particulate material around obstacles impervious to flow. The numerical methods used in this code are described. SOLA-DM was used to predict the particle flux sampled by the 10-mm Dorr-Oliver Cyclone and MINIRAM dust monitors. Various geometric and dynamic variations of monitor and airflow combinations were tested. The code predictions are shown in computer-generated graphic plots.

The Goldstrike autoclave plant is designed for the pressure oxidation of 1363 t/d (1500 stpd) of refractory gold ore. The plant was commissioned in early February 1990 over a one week period - an unusually short period for a plant of this complexity. The rapid plant start-up is attributed to certain detailed design and control aspects of the plant. This paper discusses key features of the autoclave plant with emphasis on the design of the splash/flash system of heat recovery and the control systems. Commissioning and plant operations over the first three months are reviewed.

Engineering programs usually do not provide sufficient opportunities for students to develop written communication skills. The responsibility for developing those skills is frequently delegated to the humanities faculty, who in a single technical writing course are supposed to transform engineering students into proficient communicators. A general template which was developed for report writing in our senior level capstone design courses is discussed. Students have improved their writing skills by using the template. The writing assignments have provided the students the opportunity to write and revise more technical reports that communicate their design.

BHP Iron Ore initiated research programs in January of 1995 to develop long term plans for decommissioning of the waste rock material at their Mt. Whaleback operation. More than 2 billion tonnes of waste rock were deposited during the past 30 years. Ultimately, the operators will deposit a total of approximately 5 billion tonnes in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semi-arid climate adjacent to Newman, Western Australia, approximately 1200km north-northeast of Perth, Western Australia. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. A laboratory program and the soil-atmosphere modelling completed to design the horizontal field test plots are described. The construction of the horizontal surface field test plots are discussed together with the field instruments installed to monitor performance. The key components of the instrumentation program are the design and installation of large scale field lysimeters to measure the unsaturated flow of moisture into the waste rock from the base of the cover layer. The cover system is designed to maximize infiltration during wet periods for subsequent evapo-transpiration while minimizing surface runoff. The result is a near zero net infiltration to the underlying waste material. A key feature of the design is the use of pit run waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long term performance.

Available literature on the topic is reviewed. Methods are suggested to improve the presently available techniques to perform probabilistic modeling of shear strength parameters for rock discontinuities. The Mohr-Coulomb model and a power law model are used as strength criteria to model shear strength of rock discontinuities. Use of various regression techniques for point estimation of shear strength parameters from direct shear data are discussed. Goodness-of-fit tests for bivariate beta and bivariate normal distributions are developed, and the applicability of them to represent the distribution of shear strength parameters is tested through examples. Both distributions seem to have potential to represent the statistical distribution of strength parameters.

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

Mining can be categorized as a hazardous activity, considering some factors such as environmental conditions with a considerable presence of humidity, suspended particles, or falling rocks have affected the severity and number of accidents compared with other economic sectors. The industry analyzes incident reports to narrow the rate of severe injuries and fatalities, conducting root cause analysis and identifying leading indicators. As the International Council on Mining and Metals noted, the vast trove of incident data is not analyzed as much as possible due to a lack of analytics expertise at mine sites. However, machine learning could solve the problem of analyzing all the incident data in a no-timeconsuming way, considering the abundant data, and without using expert personnel in data science. Thus, a Convolutional Neural Network and a Naïve Bayes model were introduced to perform classification in the MSHA database. The database from 2020 consists of 60 fields to describe safety incidents; these fields include mine I.D., accident date, subunit (mill, surface), material extracted, and other metadata.

United Nations (UN) has been leading an international committee to define the guidelines in reporting resources and reserves. The system proposed by UN is very similar to the guidelines currently in use in Australia known as JORC guidelines (Joint Organisation Reserves Committee). The JORC guidelines show major differences in relation to the Brazilian system current in practice. The important aspects differing JORC from the current Brazilian guidelines for reporting reserves is the required sampling spacing. The JORC system requires the points of observation to be closer spaced than the Brazilian system for any class of resources. All classification systems share some common aspects in terms of defining the classes of resources based on distance separating samples and on the degree of confidence or accuracy associated with the results reported. Despite of being very clear in terms of stating sample distances, all the systems of classification do not provide clear definitions on how confidence limits should be calculated. This paper proposes a geostatistical framework to measure the uncertainty associated with the reported tonnages and grades. Results demonstrate that the error associated with an estimate can be approximated using multiple simulated deposits to define confidence limits. The methodology is illustrated in a large Brazilian coal deposit and proved to be appropriate to address the issue of quantifying the uncertainty necessary to be incorporated in the systems of reserves classification.

Mesozoic and Tertiary mineral deposits in west-central Arizona are commonly associated with Mesozoic thrust faults and Tertiary detachment faults, respectively. Quartz-kyanite rocks and pyritic quartz-sericite schists with local anomalous gold are the product of probable Jurassic argillic alteration of Jurassic volcanic, sedimentary, and plutonic rocks followed by Cretaceous thrust burial and associated metamorphism. Slivers and sheets of Paleozoic carbonates along Mesozoic thrust faults were locally sites of syn-and post-thrust mineralization. Widespread brecciation along Tertiary detachment faults resulted in increased permeability along fault zones. Elevated thermal gradients also resulted from detachment faulting and apparently caused convective aqueous-fluid circulation along detachment faults and associated Fe+Cu±Au mineralization.

In Chinese coal mines, extraction of deep, highly gassy soft coal seams sandwiched between soft floor and soft roof in complicated geology is commonly encountered. How to safely and efficiently excavate such seams is a very significant and important problem. It has been a focused research area in recent years. By combining the characteristics of fully mechanized longwall mining methods such as large cutting height and mining along the dip, an integrated method and technologies for the Zhangji Coal Mine were developed. This technology includes the design of a complicated geological exploration system, optimization of mining method and working face parameters, control of rock pressure and high levels of gas, reliability model of the production system, and selection and compatibility of equipment. Engineering practice shows that the integrated technology was successful in mining these complicated seams. This study not only enriches the mining method, but also improves the coal mining practice, especially ensuring both safety and productivity under complicated geological conditions.

Mining activity is important for the development of humanity. This development must be understood from the Academy where it allows showing alternatives for the industry performance. Likewise, these mining companies need to improve their results. Historically, a few years ago the application of the ESG (Environmental, Social and Governance) criterion was verified, which is positioned as a factor/regulator in the design of the performance of industries in general. ESG as an integral part of the concept of sustainability serves as a tool to conceive mining without conflicts and with a reputation based on trust in the interrelation of the university, industry and society. Therefore, the academy must strive for new knowledge in a way that allows it to continue in the virtuous circle of constantly feeding it. In this context, the best mining practices are implemented in constant questioning of their activities. The scientific essence of the industry supported by the academy developed in an operational dynamic is addressed. Finally, the objective of this research work is to interrelate 3 variables: ESG, Academia, and the Mining Industry, where the transition of knowledge and the role of each variable in relation to each one can be understood. This allows for an additional understanding of mining in the future with new mental attention.
