The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Understanding and managing risk is of increasing concern for the mining industry. Although methods exist to model geologic uncertainty based on stochastic modeling techniques and multiple realizations, there are few approaches to manage this geologic uncertainty in pit optimization. Block values can be penalized if the block uncertainty is high, but the goal here is to consider the reserve risk within the pit. This paper presents an approach for pit optimization that considers all realizations simultaneously with a heuristic pit optimizer. The heuristic algorithm maximizes value and also penalizes reserve risk. The inclusion of multiple realizations provides access to the risk or uncertainty in the total pit value. Considering this information permits an active risk management approach that can manage the uncertainty in the reserves within the entire pit.

The effects of the operating parameters of media filling ratio, solid mass fraction, grinding media size and grinding time on the stirred media milling of talc were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw) and energy consumption (Em). Furthermore, after determining the optimum grinding conditions, Box-Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio significantly affects d50 size decrease compared with solid mass fraction and grinding time. The minimum d50 size was also achieved under optimum grinding conditions.

The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. Data transmission, communication, tracking, and the connection of equipment such as gas detectors, cameras, and collision avoidance systems in today's tunnel industry are critical pieces of the constructor's infrastructure. Reliability, flexibility, redundancy, and cost-effectiveness are key in selecting and implementing inte- grated systems. Both wired and wireless components are used to deliver custom solutions and can involve interconnectivity between backbones. Systems integration is important as industry adopts proven technologies from other industries. Case stud- ies are given showing how tailor-made approaches deliver needed functionality, with varying degrees of com- plexity, in various classifications of environment, in order to meet a project need.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

A petrographic study was made of the type and sources of mineral contamination occurring on phosphate rock products from Florida. Emphasis was placed on contaminants in the screened rock (+1 mm) since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum con- tent of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clayballs. Iron occurred as phosphates in the overburden, and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination were derived from the Hawthorne formation underlying the phosphate matrix.

Innovation plays a critical role in the mining industry not only as a tool to improve the efficiency of its processes and to reduce costs but also to meet the increasing social and environmental concerns among communities and authorities. Technological progress has also been crucial to allow the exploitation of new deposits in more complex scenarios, such as lower ore grades, extreme weather conditions, deeper deposits, harder rock mass and high-stress environments.

"The Northgate Link Extension project is the third phase of the Sound Transit master plan to extend light rail throughout the greater Seattle metropolitan area. When completed, the Northgate Link Extension will extend the existing light rail system north by about 7 km (4.3 miles) from the University of Washington to the Northgate neighborhood. A general overview of the project alignment is provided as Fig. 1. The project was funded by a combination of federal grants and allocations from local taxes. The general contractor on the project was JCM Northlink LLC (JCM), a joint venture between Jay Dee Contractors, Frank Coluccio Construction Company and Michels Corp. SoilFreeze, Inc. was retained as a subcontractor to provide ground freezing design and construction services.The project involved the construction of two parallel 5.5-m, 25-cm (18-ft, 10-in.) (inside) diameter tunnels using earth pressure balance (EPB) tunnel boring machines (TBM) and precast segmental concrete tunnel liners. The two tunnels maintained roughly the same elevation along the alignment and were spaced roughly 12 m (40 ft) apart (centerline to centerline). A total of 23 cross-passages connecting the two tunnels were included at approximate 244-m (800-ft) intervals. Cross passage excavations were elliptical in shape with dimensions of approximately 5.6 m (18.5 ft) in height and 5.3 m (17 ft) in width. The cross-passages were 5.8 to 6.1 m (19 to 20 ft) long as measured between the exterior of the tunnels at springline elevation. Cross passages were intentionally located directly beneath public right-of-ways thus avoiding buildings. Many of the cross passages were located beneath narrow roads in residential neighborhoods with mature vegetation, existing utility structures and piping and limited parking areas. Excavation and support for each cross passage was completed using the sequential excavation method (SEM).The subsurface soil and ground water conditions at the cross-passage locations were described in the Northgate Link Geotechnical Baseline Report (GBR) prepared by Jacobs Associates and the Northgate Link Geotechnical Data Report (GDR) prepared by Shannon and Wilson, Inc. Soils along the project alignment were glacially overridden and characterized as very dense or hard. Subsurface soils consisted of cohesionless sand and gravel (CSG), cohesionless silt and fine sand (CSF), cohesive clay and silt (CCS) and till and till-like deposits (TLD)."

The control of respirable dust in mines has been given paramount importance due to the health and safety implications associated with fine dust. The understanding of the temporal and spatial behavior of dust has been recognized as essential for increasing the efficiencies of the existing control techniques and for developing new control strategies. Mining-related studies in this area are, in general, limited. They are also mostly experimental. Some mathematical and computer analyses have been attempted. In this paper, first a review of the mathematical studies performed in the last three decades in this area is presented. Second, a mathematical model for analyzing dust flow in mines is proposed. The model takes into account a number of factors affecting dust transport. It incorporates varying dust generation source strengths and dispersion, deposition, and coagulation of dust in mine airways. Finally, application areas for the model are discussed. A computer program based on the mathematical model has been developed. The program will output the dust concentration in the mine atmosphere as a function of time and distance from the source. The amount of dust deposited on the sides, roof, and floor of the airway is also determined.

This paper concerns the development and application of a high throughput multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyzes the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air blast rejection devices to remove from the feed certain particles selected by the analyzing process. Typical throughput per machine ranges from 50 tons/hour for a-2 ½? + 1 ¼? feed to 200 tons/hour for -6" +2 ¾ " material.

The conventional Froude number is blind to the presence of solids, their density and their concentration in a stream of slurry mixture such as tailings flowing in an open channel. This often leads to rough approximations of subcritical, critical and supercritical regimes, based on one phase flow Froude number, limiting subcritical to a value smaller than 0.8 and supercritical to values above 1.4, as proposed in the past by Green, Abulnaga and other authors. While acceptable for small flows, such approximations can be uneconomical for the larger flows encountered in some modern plants that treat up to half a million t/day. A review of concepts of a densimetric Froude number sheds some light on the effect of solids on stratification prior and subsequent to a hydraulic jump. While the approach is heavily borrowed from modern sedimentology, it provides a useful tool to designers of large launders or open channel tailings systems. These concepts are reviewed with some practical examples.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

The results of the electrokinetic study of the activation of quartz by divalent cations showed that the charge reversal was related to the point at which the cation hydrolyzed. The reversal was not due to the presence of solid hydroxide at the surface of the quartz but due to the charged ions in the solutions. The charge reversal for beryllium at a log molar concentration of 1x10-4 was observed at pH 5 and 9. The quartz was positively charged between a pH reading of 5 to 10. Magnesium at the same log molar concentration did not show a charge reversal from pH 2 to 12. The probable cause of the charge reversal was due to the ionized Be3 (OH)3+3 or Mg (OH)+ . Variations in the electrokinetics of quartz were minimized by heating the sample to 300° C.

The East Bay Municipal Utility District (EBMUD) delivers water to the San Francisco Bay Area through an aqueduct system extending from the Sierra Nevada Mountains to the East Bay. This aqueduct system, the Mokelumne Aqueducts, are comprised of three 82-mile long steel pipelines. The portion of the aqueducts crossing the Sacramento-San Joaquin River Delta is recognized to be vulnerable to seismic and flooding hazards. Previous studies evaluated alternatives for mitigating these hazards and increasing the reliability of the aqueducts for the next 100 years. The preferred solution involves construction of a 16.5-mile tunnel across the Delta and re-routing the existing aqueducts through this tunnel

Although more than 100 thorium-rare earth minerals are known, only a few have any commercial significance. Monazite, thorite, bastnasite, and some exotic thorium rare earth ores are reviewed Commercial interest is presently centered on monazite from the Union of South Africa, and thorite from this country. Thorium became commercially important with the development of the incandescent gas mantle about 75 years ago, Gas mantles consist of thorium oxide with small amounts of cerium oxide. The thorium nitrate used to make gas mantles was first obtained from rare thorium minerals, As a matter of fact, this use of thorium is still important and is one of the largest commercial uses for thorium materials. The discovery of monazite sand placer deposits along the coasts of Travancore, India, and in some Brazilian beach s .s, and the development of the old North and South Carolina monazite stream placers gave the mantle industry of 30 to 40 years ago a comfortable inventory of thorium ore. Even today, the thorium industry depends largely upon monazite ores for its source of thorium. This paper will briefly describe some of the major thorium ores and their principal deposits insofar as they relate to the thorium industry in this country. Because of similar chemical and physical properties, thorium always occurs with the rare earth elements and with varying amounts of yttrium. Thorium may predominate over rare earths, as in thorite-type minerals, or may represent only a fraction of the rare earth content. Typical ratios of thorium to rare earths in various minerals are given in Table 1, The average thorium content of the earth's crust is about 12 grams per ton, and in this respect thorium approximates lead, molybdenum, and some of the rare earths in abundance. The ore minerals of greatest importance to the-thorium-rare earth industry are monazite, thorite-type minerals, bastnasite-type- ores, and the family of minerals which is characterized by a preponderance of the heavy rare earths and yttrium. The latter classification includes xenotime, gadolinite, samarskite, euxenite, etc, The first two, monazite and thorite, are of greatest significance.

The Bureau of Mines designed, constructed, and operated an 18-inch- diameter, fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8 percent. Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coefficients from the bed (-20 + 50 mesh mullite) to a water-cooled tube were about 75 Btu/hr-ft2- °F.

The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt.
