Introduction Groundwater resource evaluation has historically required extensive field investigative work, usually at great cost. More recently, the advent of the microcomputer has made difficult aquifer and groundwater evaluations comparatively simple and less expensive. A groundwater model is a numeric solution to a set of equations that calculates the water level in an aquifer or other types of water bearing strata. A computer will execute the solution of the set of equations rapidly and thereby permit evaluation of large amounts of hydrogeologic data rapidly. Computer modeling of groundwater resources is very often used to forecast the effects of multiple uses of a single groundwater resource. Modeling of heavily used aquifers has proven to be beneficial for averting problems arising from competitive use of a groundwater resource. This paper describes the work tasks performed in order to evaluate a large alluvial aquifer and thereby predict the hydrologic impact of additional groundwater withdrawal. Purpose and Scope Neyer, Tiseo & Hindo, Ltd. (NTH) was retained to evaluate the groundwater supply potential of the Missouri River alluvium underlying the Fairfax District in Kansas City, Kansas (Figure 1). The proposed groundwater supply is being considered for industrial use as non-contact process water and a heat exchange medium for plant climate control. The anticipated peak groundwater demand is estimated to exceed 30 million gallons per day (MGD) during the summer months, with an average daily demand of nearly 25 MGD. The proposed groundwater supply was to be developed from 15 large-diameter production wells located at positions that would minimize potential interference.

INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Avoid overlapping authority if at all possible. You must have a planner as a staff position. A foreman cannot effectively plan and

INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. INTRODUCTION The discovery of oil and gas reserves in the North American Arctic has led to substantial thought being given to their development. Systems adequate for exploration are not always, or even often, suitable for permanent installations. Combinations of offshore pipeline, drilling ships, platforms, sub-sea systems, sand islands and -ice island bases have been proposed. However, conditions in the Arctic are such that these methods may be difficult or impossible to implement. Problems exist with (1) the freezing of the Arctic Ocean surface for 9 - 10 months per year, (2) the movement of sea ice, (3) scouring of bottom sediments by ice islands and icebergs to great depths below the ocean bottom and (4) deep water channels. Any method which can avoid the problems associated with surface construction in these very adverse conditions merits detailed examination. One of the proposed solutions is to tunnel from a convenient or available access point to a point within the field, construct a chamber large enough to accommodate the drilling equipment and drill the development wells in a protected environment. Service and delivery lines would use the access tunnel and further tunnels and chambers would be constructed in a radiating pattern to develop the whole field. In order to determine the feasibility of underground construction in the North American Arctic, it is first necessary to understand the geologic and environmental factors which would affect such construction, to be knowledgeable concerning the problems and then to consider the techniques appropriate to the conditions which will be encountered, bearing in mind the need to minimize both con-

Several types of tunnel supports are being investigated experimentally and analytically at the University of Illinois at Urbana-Champaign under the sponsorship of the Federal Railroad Administration, Department of Transportation. The results of work on two types will be discussed here. These are steel sets and continuous, monolithic steel-fiber-reinforced concrete liners. The latter is a model of a short length of liner that might result from a continuous slip-forming operation in a tunnel excavated with a boring machine. Tests have been performed on both types of support and analyses are being developed which will greatly broaden the scope of the test program. The objective of these studies is to improve the understanding of basic behavior of these supports, and to develop techniques for their analysis. The analyses will then be used to perform parameter studies that will lead to more rational procedures for structural design. The tests provide a check on the accuracy of the analysis and demonstrate the overall behavior and modes of failure. Another part of the project is concerned with the interaction of support and medium, and thus prediction of loads for the supports. These studies are presented in greater detail in a recent report (1). A brief outline of results obtained to date are presented in this paper. Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

The Filblast Cyanidation Process incorporating intense high shear mixing, high gas mass transfer efficiency and high oxygen concentrations under conditions of elevated pressure has now been been successfully applied in gold cyanidation mills since May 1993. The first commercial unit had a slurry capacity of 110 cubic metres per hour. Since then 230 and 450 cubic metre per hour units have been installed and a 1,000 cubic metre per hour unit has been designed. Laboratory and pilot plant Filblasts have also been built. The reactor is a robust, compact in-line or end-of-line device and may be constructed out of a wide range of materials including wear and corrosion resistant alloys and ceramics. The Filblast Process may be applied to high temperature leaching of refractory gold ores and base metal concentrates. The development and application of the Filblast Gas Shear Reactor as a cyanidation tool has removed the constraints of plant size in cyanidation applications in mobile or readily transportable gold plants. A 250,000 tonne per annum fully modularised gold ore treatment plant with the Filblast and AARL Pump Cell as core technologies is nearing completion. This plant includes several novel features which are predicted to achieve widespread adaptation in modem cyanidation plants. This paper presents a briefreview of the development of the technology and the principles incorporated in the Filblast system. A number of case studies are presented which show significant financial benefits due to more efficient reagent utilisation, higher recovery and increased through-put.

Two aspects of tunnel support design are considered, and for both particular attention is paid to the influence of rock failure around the tunnel on the loads developed on the supports. 1) In general it has not been possible to extend analytical methods for the study of rock failure around tunnels to three dimensions. As a consequence it was not possible to calculate either the influence of the face or the actual sequence of support loading as the face advanced. The finite element method made this extension possible. A simplified analysis of the influence of the face and of the sequence of support installation has been made. The influence of the original stress field and of the rock behaviour on the length of tunnel which can be left unsupported (related to the stand-up time) is shown. The degree to which a 2-dimensional analysis can be used to approximate the final support load is shown to be dependent upon the post-failure behaviour of the rock. 2) Tunnel support design requires a knowledge of the forces and of the -rock displacements which cause stressing and deformation of the support system. A 2-dimensional model incorporating a detailed representation of several support systems, of the rock behaviour in the broken zone and of the interaction between rock and support is given. The model allows the calculation of the stress distribution in the support. The significance of the relative stiffness of support and rock on the stresses developed in the support is shown.

The lithium review did not arrive in time for publication in the June issue The estimated consumption of lithium minerals as raw materials to the glass, ceramic and metallurgical industries in 1992 was 85.5 kt (94,200 st). That equates to about 12 kt (13,200 st) of lithium carbonate equivalent (LCE). An additional 150 kt to 200 kt (165,000 to 220,000 st), or 7.5 kt to 10 kt (8200 to 1100 st LCE), were used in the production of lithium chemicals. The 1992 consumption represents an overall decrease of 3.5 kt (3800 st), or 500 t (550 st) LCE, from 1991. This was a direct result of a worldwide reduction in glass demand due to the economic recession. There are three major producers of lithium minerals. Gwalia Consolidated Ltd. (formerly Lithium Australia Ltd.) in Western Australia and Tantalum Mining Corp. (Tanco) in Manitoba, Canada, both produce spodumene ore. Bikita Minerals, in Zimbabwe, is the largest producer of petalite. Bikita also has the capacity to produce small volumes of spodumene concentrate. The Cyprus Foote spodumene operation at Kings Mountain, NC, ceased production in 1992. It once produced about 2 kt/a (2200 stpy) of "high iron spodumene" for uses other than in the manufacture of lithium chemicals. The lithium products of the major producers are shown in Table 1. The current resources of 13 Mt (14.3 million st) of LCE in the western world will supply demand for more than 50 years.

Ball clay production in 1991 amounted to about 800 kt (880,000 st), about the same as in 1990. 1992 estimates show a 5% decrease to 750 kt (827,000 st). This decrease continued a trend of reduced production that began after the peak of 900 kt (1 million st) that occurred in 1988. Use of ball clay in sanitary ware was about 2% less in 1992, although levels of use in floors and wall tile, dinner ware and pottery remained constant. Filler, extender and binder applications continued to be important end uses, accounting for about 17% of total market. Refractory uses maintained their market share of about 17 kt (18,700 st). Use of clay liners in toxic and waste dumps is an application widely found in Germany. However, its use has not been fully exploited in the United States. This could represent an opportunity for domestic clay producers. Tennessee remained the leading source of ball clays. Other producers were Indiana, Kentucky, Mississippi and Texas. Tennessee's production, however, decreased about 3% in tonnage produced and its value dropped from 68% to 65% of total production. The ceramics division of Southern Clay Products, Inc., was bought from LaPorte plc by United Clays of Texas, Inc., a US subsidiary of Watts Blake Bearne & Co. The purchase included ball clay reserves at Troup, TX. The acquisition makes United Clays the second largest ball clay producer in the United Sates. United is also the only company mining clay in Texas. Fire clay production decreased 5%

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Water gels and dynamites share the remaining 20 percent. Water gel explosives based on ammonium nitrate have also been developed during the past quarter century. These explosives contain

INTRODUCTION The Symposium on the Development of Underground Space, held in Seattle, Washington, from October 1 through 3, 1980, was organized by the "Deep Space" subcommittee of the ASCE's Underground Research Technology Council. The primary objective of the symposium was the exploration of the interfaces between the investigation, design and construction of large underground facilities in "deep space" which, for the purposes of the committee, has been defined as starting at 100m below ground surface. The meeting focussed primarily on tunnels, caverns and shafts in hard rock; the meeting format comprised a number of brief presentations concerned with the technical aspects of investigation, design and construction, followed by an open discussion, and concluded with the assembly of recommendations regarding the interface problem by the symposium participants. The principal considerations brought out during the symposium, and a general review of the conclusions, are briefly presented in the following paragraphs. INVESTIGATION The sessions dealing with "Investigation" were chaired by Dr. H. Pratt. Presentations were made by Dr. D.C. Banks, Dr. W.A. Hustrulid and Dr. Pratt. The extent of the interface of the investigation phase with the other (design and construction) phases of an underground facility will depend in large measure upon the nature of the facility; at one end of the spectrum, the investigation must be in continuous and closely coupled relationship with the design of a radwaste facility. At the other end of the spectrum, for (say) a small mining operation, the interface is largely associated with the initial development, with only minor on-going involvement.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. At some point, the incremental increase in the level of capital expenditure would not adequately compensate for the lower

Salinity in Effluents carries a high penalty as a result of toxic­ity, corrosion, limited re-use potential, scaling and environmental impact. Although the high TDS, such as Calcium sulfate, other than metals are still being dealt with a low key non issue basis, they are receiving more and more attention from regulators. Traditional solutions to solve these problems are costly and inefficient and create therefore severe constraints on the prof­itability of mining operations and out-price in general the finan­cial resources for environmental clean up operations. Going up the technology versus cost curve the most econom­ic solution to pollution is dilution but which is difficult in a coun­t1y shoti of water. If this can't be done, the second best, at least in sunny areas, is, to pump the whole effluent on a tailings dam for evaporation. Depending on the contaminants, one may have to pond the efflu­ent to avoid re-dissolution and seepage into the ground. The next most common solution to pollution is the addition of lime to remove and concentrate any dissolved metals and then dump the product, hidden in a mass of gypsum in a convenient place. Again ponding may be required to avoid ground pollution. However the treatment costs start to rise steeply if it is not allowed to discharge the limed overflow solution because of its high calcium sulphate content. Further treatment is then required in the form of high cost and high tech membrane process tech­nology such as reverse osmosis or dialysis or even mechanical driven evaporation.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. Mineralogical and optical studies have demonstrated that the siltstones, sandstone and shale beds all contain relatively barren and discrete particles of quartz (25%), feldspar and mica, bonded with

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,
