A long recognized goal in high speed tunneling and mining has been the development of a continuous drill and blast excavation capability. Both the advance rate and the economy of drill and blast tunneling can be significantly improved if the conventional cyclic process can be carried out continuously. Obviously, any continuous drill and blast tunneling machine must be an "all function" device, performing drilling, explosive loading, initiation, mucking, ventilation, roof support (if necessary), and perhaps other functions, essentially simultaneously, while remaining at the face throughout. Furthermore, such a machine must do all these things under remote control. THE SPIRAL BLAST PATTERN Several continuous drill and blast tunneling concepts have been proposed. Of these the Rapidex spiral blast pattern, taking advantage of a partially self-shielding geometry, seems to require the least shielding and hence offers the maximum access for mucking, although from the outset it was clear that remote mucking would present a major design challenge. The Rapidex continuous spiral blast concept uses an unusual blasting pattern that, under the geological conditions tested, has proven to be an effective and efficient means of fragmentation. The concept has a self-shielding characteristic which permits a lightly shielded machine to remain at the face during blasting. The pattern produces a spirally proceeding tunnel face, much like one turn of an auger. The leading portion of the spiral surface is connected to the trailing portion by an axially extending plane surface or bench. The ideal geometry is illustrated in Figure 1 for a horseshoe tunnel section.

INTRODUCTION Towards the end of the 1890s the attention of a prospector by the name of Thomas Cullinan was drawn to the occurrence of alluvial diamonds east of Pretoria. Persistent prospecting work by Cullinan led to the loca¬tion of the source of these diamonds-a kimberlite pipe on the Elandsfontein farm. Cullinan eventually acquired the property in 1902, and during an extensive evaluation program outlined the largest diamondiferous pipe in South Africa on which the Premier mine was established. Worldwide attention was drawn to this mine in 1905 when the Cullinan diamond, which weighed 3106 carats and is by far the largest gem diamond ever discovered, was recovered. Premier mine operated with varying success until 1932 when the worldwide depression forced it to close. In 1945 the mine was reopened and since then has been a major producer of gem and industrial diamonds. During the early 1950s exploratory drilling revealed that below the 370-m level the pipe had been completely cut off by a younger gabbro sill. This sill has created major mining and metallurgical problems but the existence of vast reserves of high grade ore below it justi¬fied the establishment of virtually a new mine below the sill. Detailed planning of below-the-sill mining is nearing completion and the development of the first mining block (the L1 block) is well advanced. A full discus¬sion of this block follows. GEOLOGY OF PREMIER MINE Pipe Morphology and Country-Rock Geology As can be seen in Fig. 1, Premier mine is an elon¬gated oval shape with a long axis of 900 m on the surface and a short axis of 450 m. The pipe has a surface area of 32 hectares which decreases progres¬sively with increasing depth, so that 500 m below the surface the area is reduced to 22 hectares. The contact between the kimberlite and the surrounding country rock is sharp, with an average angle of dip of 1.48 rad (85°). From the surface down to approximately 350 m, the country rock is a felsite which grades downwards into a norite. In general both rock types are hard and massive, the felsite in particular being poorly jointed. This characteristic combined with other factors results in an extremely stable open pit, and near-vertical side¬walls are currently being maintained. The norite in general is competent but is heavily jointed in some areas resulting in very blocky ground which creates localized tunnel support problems. In the southeastern area below the sill a zone of highly altered and very unstable norite, which has also created localized sup¬port and development difficulties, lies adjacent to the pipe contact. Kimberlite Geology The Premier pipe is a complex multiple intrusion which contains in the region of 15 separate types of kimberlite, most of which are volumetrically insignifi¬cant. On a simplified basis three major types can be identified which correspond to three separate phases of intrusion. They are: Brown Kimberlite: This represents the first phase of intrusion and now occupies the eastern part of the pipe. In plan the brown kimberlite has a crescentric shape resulting from the intrusive relationship with the younger gray kimberlite which lies to the west. The brown kimberlite increases in relative area with increas¬ing depth which is a favorable factor for future mining operations since this kimberlite is the richest area of the mine, having an average grade of 70 carats/ 100 t. Below the sill this rock disintegrates extremely rapidly when exposed to air or water, to form a fine gravel-like material. This characteristic is due to a high montmorilonite clay content. As is common with clay minerals of this type, water can be absorbed into the crystal lattice with a resultant increase in volume which causes the physical decomposition of the rock. The presence of this decomposing kimberlite was a major factor governing the choice of a mining method, as well as development and tunnel support techniques. Gray Kimberlite: This is the most abundant type and represents the second major phase of intrusion. The diamond content is variable depending on the amount of waste rock dilution, and in general the rock is stable and non-decomposing. At the time of formation of Premier, the surface rock type was Waterberg quartzite, a rock formation which has subsequently been removed from this area by erosion. The explosive extrusion of the gray kimberlite caused extensive brecciation of this rock and while the kimberlite was in a mobile state huge masses of quartz¬ite, amounting to tens of millions of tons, slumped into the pipe. This quartzite became concentrated in the central area of the mine and has been a major mining problem throughout the history of Premier since, due to the irregular distribution of the quartzite, effective selective mining has never been possible. The quartzite is therefore extracted with the ore and has a significant dilution effect on the overall grade. Black Kimberlite: In the western part of the pipe a circular, pluglike body of kimberlite is intruded into the gray kimberlite. This plug consists mainly of a hard, dark-colored rock known as black kimberlite, but also contains a number of minor kimberlite variet.ies as well as nonkimberlite carbonate dikes. The Gabbro Sill The sill averages 75 m in thickness and within the confines of the pipe consists of 52 million t of rock. On average the major dip is 0.34 rad (20°) to the northeast which is across the short axis of the pipe, the range of dip being from near horizontal up to 0.52 rad (30°). Due to the pronounced dip, the sill is encount¬ered over a vertical distance of 175 m with the highest upper contacts on the 355-m horizon and the lowest bottom contact on the 530-m horizon.

INTRODUCTION The Magmont mine is a joint venture of Cominco American Inc. (operator) and Dresser Minerals, Inc. The mine-mill operation is located approximately 160 km (100 miles) southwest of St. Louis, MO, in what is commonly referred to as the "Viburnum Trend.” The Magmont mine is designed for a production rate of 3810.2 t/d (4200 stpd) on a 5-day week, three shifts per day basis. Initial production began in 1968. The mine is open stope, room-and-pillar, and essentially horizontal along the trend of the ore body. Briefly, the main geological structure can be described as a brecciated graben bounded by reverse faults. The ore body in cross section is shaped like a bell curve with some lateral extension at the lower part. Presently outlined ore is 609.6 to 762 m (2000 to 2500 ft) in width and 2133.6 m (7000 ft) in length. The ore varies in thickness from 4.87 m (16 ft) on the fringes to an average of 27 m (90 ft) in the high ore areas bounded by the reverse faults. Lead is the primary metal with zinc and copper secondary. MINE DESIGN The basic design of open stope, room-and-pillar mines has been described by several writers and need not be repeated here. (Anon., 1970; Bullock, 1973; Casteel, 1972; Christiansen et a]., 1970; and Lane, 1964) This discussion covers the mining sequence as applied to the particular problems at the Magmont mine, the use of equipment, and deployment of the work force. In the upper portion of the Magmont ore body is a layer locally called the False Davis shale. This layer lies below the true Davis shale, is normally interbedded with dolomite, is of varying thickness, and if mineralized, is included in the top pass of the mining sequence. In thick ore areas this layer will be 2.13 to 2.43 m (7 to 8 ft) in thickness and will occur in the upper portion of the pillars. Due to its incompetency the presence of this False Davis layer is of primary concern in mine planning and operation. Mining areas are divided into three basic groups by ore thickness. First are areas of ore up to 6.09 m (20 ft) in thickness. These areas are below the False Davis shale and are mined single pass with drill jumbo. Second are those areas up 13.71 to 15.24 m (45 to 50 ft) in height. The first 4.87-111 (16-ft) Pass is taken at the top of the ore and the back and pillars secured. Benching the lower portion(s) in 4.57 to 4.87-m (15 to 16-ft) passes is then done with either a drill jumbo drilling horizontally or a crawler drill drilling vertically. Normally these areas are below the Table 1. Productivities per Manshift False Davis shale. These areas may also be mined by back slashing, or overhand benching, where the first 4.87-m (16-ft) pass is taken at the base of the ore and successive 4.87- m (16-ft) passes are taken upward. A minimum amount of back slashing is done at Magmont since it requires repetition of roof control on each pass and roof control is the single largest stoping cost at Magmont. Ore left to provide a working platform oxidizes and is coated by oil spills thus reducing metallurgical recoveries. The third mining area is over 15.24 m (50 ft) in height UP to a maximum of 40.23 m (132 ft) and will encompass the False Davis shale. These areas are mined by first driving +15% inclines to the top of the ore body. The top pass is mined and the back is bolted and roof mats installed as a matter of standard practice to minimize roof problems as mining progresses downward. Once the back and pillars on the top pass are secured, benching begins on successive passes with either the drill jumbo or crawler drill. Pillars on all successive passes below the top pass are secured as necessary. While benching progresses below the top pass, the pass at the base of the ore body is mined leaving a sill of 4.57 to 7.62 m (15 to 25 ft) in thickness to be removed with the crawler drill in a retreating manner. Rooms are mined on a 1.57 rad (90") grid pattern to insure alignment of pillars where multiple passes are taken. Pillars are designed on a 17.98-m (59-ft) spacing with rooms up to 10.66 m (35 ft) in width. Heading widths are wide enough for the mobile equipment to turn without additional allowance for curves. The result is a flexible layout which provides a maximum number of headings available for high extraction rates and grade control. PRODUCTION Incentive Bonus Incentive bonuses play an important part in the mine production at Magmont. Production crews are trained to perform only one of the mining functions of drilling, blasting, mucking. or roof bolting. This specialization, or functionalization, is augmented by development to open all possible stoping areas as early as possible in the life of the mine. This insures that each crew will have enough headings to perform its specialty. The incentive bonuses increase exponentially as output increases. The lucrative incentive bonus coupled with the specialization of the production crews and proper mine development have combined to give the high productivities shown in Table 1. Development crews perform all mining functions in their area. The incentive bonus is paid on a per foot basis, Crews on different shifts working the same heading share equally in the bonus proportional to their contract hours worked.

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Refractories, called the Hidden Industry by The Refractories Institute, provide the temperature and chemically resistant linings for the multitude of vessels that are used today in high temperature processes ranging from giant iron-making blast furnaces to industrial incinerators to petrochemical cracking units to the smallest furnaces used by the jewelry trade. While these refractory linings are absolutely essential to the proper functioning of these processes, the linings are almost always on the inside of the vessels and thus hidden from the eyes of the public. Refractories are defined in Standard C71 of the American Society for Testing and Materials (ASTM), titled "Standard Definitions of Terms Relating to Refractories," as "nonmetallic materials having those chemical and physical properties that make them applicable for structures, or as components of systems, that are exposed to environments above 1 000°F (538°C)." This criterion of ability to withstand exposure to environments above 538OC is the critical distinction separating refractories from other ceramics, fibers, and coatings applicable only at lower temperatures. In addition to resisting temperature, the refractories must with- stand abrasion, chemical and slag attack, resist thermal shock, and carry sustained structural stresses at high operating temperatures for as long as years. The most common methods of classifying refractories are by forming method and composition. First are the traditional formed and fired bricks, batts, and the associated multitude of special shapes. These refractories are usually formed at room temperature, dried, and then fired to high temperatures to develop the final properties desired. Other formed refractories are chemically bonded or resin or tar bonded. To complete the formed refractory matrix, some fired refractory bricks and shapes are subsequently impregnated with resins or tars. Physical dimensions of these formed refractories are classified into two general categories: standard sizes and special shapes. The standard sizes are those in common usage in the United States described in ASTM Standard C909 "Dimensions of a Modular Series of Refractory Brick and Shapes" based on the 38 mm basic module as described in ASTM Standard C861 "Determining Metric Dimensions of Standard Series Refractory Brick and Shapes." The most common size is the "9-inch straight" 228 x 114 x 64 mm (9 x 4 ½ x 2 ½ in.) of the "2 ½ -inch" series or 228 x 114 x 76 mm (9 x 4 ½ x 3 in.) of the "3-inch" series. Bricks of nonstandard sizes are referred to as special shapes. Their use is required in specific furnaces for particular requirements or applications. In addition there is the large and growing group of refractories sold as unshaped mixtures that may be formed into their final shapes at the application site. These unshaped mixtures are sometimes referred to as specialties. The mixtures are prepared to be hydraulically cast, plastic or wet rammed, dry rammed, or dry vibrated into their final shapes. Some are designed to be projected through nozzles (or gunned) onto their forms. The refractory mortars used to lay up the shaped refractories fall into this group referred to as specialties. Prepared refractory grains also are sold. These are usually calcined or fused materials that are subsequently crushed and sized to a variety of specific carefully controlled grain sizes or size distributions. These grains include calcined fire clay, dead burned magnesite, periclase (fused magnesia), dead burned dolomite, kyanite, tabular and fused aluminas, fused zirconia, fused mullite, and calcined alumina-magnesia spinel. The primary composition groups of refractories are the 1) alumino-silicate refractories made largely from fire clay and high- alumina materials, 2) silica refractories made from quartzites and ganisters, and 3) basic refractories from magnesia (or magnesite) and chromia (also referred to as chrome ore), alone and in combination, and dolomite. Special refractories include carbon, zirconia, zircon, high purity alumina, mullite, silicon carbide, silicon nitride, and some borides. In addition there are groups of special insulating refractories.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

Metal production has traditionally been a cyclical industry. 1977 in the base metals industry has highlighted that fact with a steady decline in the market place for base metals. Corporate aggregate planning is based on good forecasting and when changing conditions make that forecasting inaccurate, alternate analysis of schedules must be accomplished quickly. The computer is the only medium powerful enough to answer management's questions within an acceptable time frame. Worldwide communications networks now make it possible for the many multinational mining companies to arrive at coordinated corporate production plans based on similar basic data from several producing divisions. The Ontario Div. of Inco Metals Co., a unit of Inco Ltd., encompassed during 1977 14 producing mines, 2 nonproducing mines, 1 nonproducing open pit, 5 flotation mills, I smelter, 2 nickel refineries, 1 copper refinery, and an iron ore recovery plant. Several new mines are under development. Mine production approximates 63 500 tpd (70,000 stpd) from some 1000 workplaces. The need for longrange mine planning and scheduling is obvious and until recently has been satisfied by manual methods. However, while manual methods are often quite practical for a small number of mines, or for mines with relatively short lives, or for mines with only one mining method, the situation in the Ontario Div. is too complex and long-term to allow effective, timely planning by such methods. In 1967, a year after the first computer was installed in the division, work was begun on the computerization of the more than 30,000 borehole logs kept in the mines exploration files with a view to speeding up the assessment of mineral resources. Also in 1967 one of the first substantial systems developed on the main business systems computer was the monthly scheduling of development and production for all mines. This system encompassed tons productions per workplace, feet development per workplace, auxiliary and service activities and the requisite labor for each of these. These two dates are mentioned to show that concurrently with the acquisition of computers in the division there was an early understanding of the importance of automating mine scheduling and planning and of the potential for effective and useful computerization of such activities. In 1970, a pilot program was developed in one of the mines containing a large number of workplaces (350) to schedule the production on a network basis. Varying degrees of interest were shown by the individual mine engineers based on the complexity of the production planning problem at each mine. In an evolutionary process, mines were added to the system as its value became obvious in terms of time saving, flexibility, and accuracy. In 1975, the central mine engineering department decided that the system should be extended to all mines so that a complete division-wide long-range scheduling system would be available upon which to base development and production planning. This system would use basic ore data, allow the addition of scheduling commands, and calculate a schedule for the life of the mine. Many reports could be produced for each mine and all-mine summaries would also be available. The significance of the system can be stated in one phrase-speed, accuracy, and flexibility. Whereas in the past a long-range all mines schedule might have been done once a year, taking from two to three months, now it can be done in a day. The chief mines engineer can incorporate changes in input data and external constraints and call for a "new look" at the long-range schedule to assist him and mines production management in their decision-making processes. Using previous manual methods this could not be done quickly enough to be useful.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. Hydraulic Power System Today, all shuttle cars are equipped with an hy¬draulic power system. Introduction Fire assaying is an ancient method of determining the amount of gold and silver in geological materials. Today's commercial, mining, school, and private fire assaying laboratories still use this basic assaying method. One of the primary reagents used to collect gold and silver from the ore is litharge (PbO), or lead oxide. The Federal Occupational Safety and Health Administration's (OSHA) and the Nevada Division of Occupational Safety and Health's (OSH) have a lead standard. It states that a person exposed to airborne lead at concentrations greater than 50 µg/m3 (1.4 µg per cu ft) of air over an eight-hour period has gone beyond the permissible limit for health safety. It is not uncommon to get airborne lead concentrations of 1400 µg/m3 (40 µg per cu ft) in the flux/sampling area or 900 µg/m3 (25 µg per cu ft) around the gas/ electric furnaces during the fusion and cupelling phases. Therefore, any individual working in these areas for more than 30 days per year without proper protection is a likely candidate for lead poisoning. Lead In A Human Lead enters the body as a toxic substance by breathing it into the lungs and upper respiratory tract and by getting lead particles into the digestive system through ingestion. Smoking, eating, drinking, chewing tobacco and gum, or wiping a lead-contaminated hand across the mouth are all potential ways forgetting lead into the body. Lead taken in large quantities can actually kill a person in a matter of days. This is rare, however. The real hazard of lead overexposure is for the unsuspecting person who works in an unsafe lead environment for months or years. This individual can slowly receive damage, sometimes permanent, to the central nervous system, gastrointestinal tract, kidneys, blood, gums, and reproductive system. Safe Blood-Lead Level The Lead Standard states that the maximum safe blood-lead level is 40 µg/100 g (40 µg per 3.5 oz) of whole blood. It recommends 30 µg/100 g (30 µg per 3.5 oz) if a person is of child-bearing age. People not working around lead products normally have a blood level of less than 10 µg/100 g (10 µg per 3.5 oz). A person not adequately protected can exceed 40 µg/100 g (40 µg per 3.5 oz) in a few weeks by fire assaying only 100 samples per day per week. Studies show that some individuals have developed lead-related diseases with blood-lead levels less than 80 µg/m3 (2.3 µg per cu ft). Lead Poisoning Symptoms There is a long list of symptoms associated with lead poisoning. The most common are: a prolonged, sweet, metallic taste in the mouth; loss of appetite; anxiety and irritability; weakness and dizziness; nausea and tremors; and insomnia. Preventive Measures Based on the lead standard, a number of preventive measures can be taken to ensure that fire assay laboratory personnel frequently exposed to lead are protected against overexposure. First, the actual lead concentration within the assaying area should be determined. In Nevada, one can contact the Department of Industrial Relations, Division of Occupational Safety and Health for assistance in monitoring any laboratory. The agency will also recommend ways to protect against lead. This agency does the monitoring and provides an educational class on lead safety. This type of agency can be found in other states. Commercial consulting firms are also available, but they are expensive. Regardless of the technique used to determine lead concentrations, it is most likely that the average fire assay area exceeds the 50 µg/m3 (1.4 µg per cu ft) lead concentration limit. This is considered unsafe.

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Introduction As the US and world population increases, so does the problem of supplying expanding energy needs. Early requirements worldwide were mostly met by abundant forest vegetation. Man's large scale use of minerals-energy resources is a fairly recent development. It occurred only during the past 200 years. Coal was the first mineral fuel to be used extensively. It was not a large factor in US energy production until the beginning of the 19th century. Petroleum and natural gas use is about 125-years-old. Electricity generation by falling water is about a century old. Atomic energy is only about 30-years-old. Extensive use of it is still in the future. Solar energy is in its infancy. Other energy sources such as wind, peat, and geothermal energy are minor and primarily of local importance. There were three main features of the fuel supply picture during the past 125 years. By 1900 coal replaced wood as the principal energy source. Since 1900, oil and gas have captured many coal markets. And after the mid-1970s, there was a resurgence of coal usage. (Figs. 1 and 2). Wood Until the advent of mineral fuels for energy, the major global energy source was wood. But populations increased and became centered in towns and cities. The problem of a sufficient energy supply first developed as nearby, easily obtained wood was exhausted. This problem became more acute as industries such as shipbuilding, smelting, and pottery making, became more widespread. Results of wood use as an energy source and building material are starkly evident in areas of the world where civilization is oldest. Entire forests were consumed and have never been replaced. In the US, wood supplied 90% of all fuel requirements until about 1850; and more than 50% until after 1880. By 1900, wood still supplied 20% of all energy uses. In the mid-1970s, energy costs increased, due largely to the oil embargo. This increase resulted in an increased wood demand for domestic heating. While large quantities of wood were being used, its share of the total energy market was still less than 3%. By 1983, wood was becoming increasingly scarce and more costly near most large US cities. Wind Wind powered ocean vessels for many centuries. Sailing ships were still common in 1900. Windmills provided an early, cheap energy source and continue to be used today on farms. Design and development of windmills for electricity generation is being conducted. Interest in wind power is growing worldwide where availability of wind currents warrants the investment. Also, US regulation requires power companies to "buy back" electricity generated by windpower in excess of that used by the windmill owner. Coal By the 1600s, England was producing, 900 kt/a (1 million stpy) of coal for heating and other uses. The first coal-fired blast furnace for iron smelting was developed in 1621. Coke-making was developed in 1755, and Watt invented the steam engine in 1769. Illuminating gas made from coal was introduced in London in 1800. During this same 200-year period, France and Germany developed coal production, but on a smaller scale than England. US, bituminous coal was mined near Richmond, VA, as early as 1748. Major bituminous coal-producing states in the early period were Pennsylvania, Virginia, Ohio, Kentucky, Illinois, and Maryland. West Virginia replaced Virginia as a major producer, when that state was formed in 1863. As the US expanded west, new coal deposits were found and exploited. Indiana, Alabama, Tennessee, Iowa, Kansas, Missouri, Washington, Colorado, Wyoming, Arkansas, Oklahoma (Indian Territory), Montana, New Mexico, and Texas had significant coal mining operations by 1900. Today the eight major coal producing states are Kentucky, West Virginia, Pennsylvania, Illinois, Ohio, Virginia, Wyoming, and Montana. These states accounted for about 80% of all coal (lignite, bituminous, and anthracite) produced in the US during the past several years.

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology's adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. The specific properties of the conveyor belt then assert a considerable influence on the design and sizing of most other components in a

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. INTRODUCTION In 1974 two of the present authors reported the results of a pilot study indicating an increase of lung cancer risk in Ontario uranium miners. (Muller, Wheeler, 1973, 1974) The study was based on data contained in a computerized Mining Master File maintained by the Ontario Workmen's Compensation Board that contained information on miners examined in Ontario who had either 60 months of dust exposure in mines or had signs of pneumoconiosis or tuberculosis. Including the above conditions the definition of uranium miners added the condition of one month or more of uranium mining experience in Ontario. This list of Ontario uranium miners contained 8,649 names. Following the results of this first pilot study, we embarked on creating a file of uranium miners containing information on men with one month or more of uranium mining experience in Ontario without any further conditions. This file was used by the Royal Commission on the Health and Safety of Workers in Mines in their study of risk in Ontario uranium miners. (Hewitt 1976) This file contained 15,094 names. In this report we give an outline and progress report on a study of Ontario miners that we are conducting at present. It was felt that the male population of Ontario is not necessarily an adequate control population for uranium miners. A preliminary examination of the work history of uranium miners indicated that the majority of them (about 90 percent) had other mining experience in addition to their exposure in uranium mines. We therefore considered it useful to evaluate the possible effects of non-uranium mining on risk, and for this reason decided to make the Uranium Miners Study part of a study dealing with the mortality of Ontario miners in general. Aims of the Study The aims of the Study include the evaluation of: 1) the risk of dying by cause in non-uranium miners as compared to the male population of Ontario and Northern Ontario. 2) any differences that might exist in the death experience of non-uranium miners by cause according to ore mined. 3) the effect of length of exposure in non-uranium mines on age-specific risk by cause. 4) the dose-response function for primary cancer of the trachea, bronchus and lung from exposure to radon and its short-lived daughters. 5) the possible effect of the mining environment on deaths from causes other than cancer of the trachea, bronchus and lung. The study will address itself to a number of other factors that might well affect the dose-response function. These include: a) factors in the mine environment - other than radon daughters - that might affect lung cancer mortality. b) the effect of non-uranium mining on lung cancer risk in uranium miners. c) the effect of age as well as age at time of exposure on lung cancer risk. d) questions of latency and the possible dependence of latency on age at time of exposure. e) smoking as an important factor in lung cancer risk. f) Histological type of cancer in relation to the various parameters of exposure and age. MATERIALS AND METHODS The Study is making use of existing computerized data files and has set up certain new files. These include the Mining Master File and the Model Development File. The Mining Master File This file is a computerized record of data on individual miners obtained at yearly miners' examinations that have been carried out since the mid 1920's. The conditions for inclusion in the Mining Master File have been indicated above. Information contained in the file includes: (1) Identifying information: a) Surname and given names b) Date and place of birth c) Miners Certificate Number d) Social Insurance Number if available. (2) Updated Employment data obtained at each miner's examination: a) Year of first dust exposure in Ontario b) Year of first dust exposure outside Ontario c) Number of months worked in mining d) Ores mined e) Mining areas and mines f) Occupations

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

The asbestiform habit is most commonly developed in certain amphiboles and chrysotile, but other minerals also may crystallize with this unusual habit. The habit may be characterized by (1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 pm), which have grown with a common fiber axis direction, but are disoriented in the other crystallographic directions; (2) anomalous optical properties, primarily parallel extinction; (3) unusual tensile strength; (4) high aspect ratio; and (51 flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties. ASBESTOS AND THE ASBESTIFORM HABIT Asbestos is defined as a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation, and therefore are suitable for uses where in- combustible, nonconducting, or chemically resistant material is required (Gary, et al., 1974). The most common minerals that may occur with the asbestiform habit are chrysotile, grunerite (amosite], riebeckite (crocidolite), actinolite, anthophyllite, and tremolite; although the development of this habit among these minerals is rare. Other minerals, most notably other amphiboles, can occur in this habit, but no others have been mined commercially as asbestos. All asbestos is confined to metamorphic rocks, even though other habits of the amphiboles are common in igneous rocks. Slip fiber veins are the most common deposits (South African amosite, Canadian chrysotile, etc.), but mass fiber deposits also may occur such as California chrysotile or mountain leather. Field relations and experimental data support the hypothesis that metasomatism is the dominant process in the formation of asbestos fibers, amphibole as well as serpentine. The crystal habit of a mineral is the shape or form a crystal or aggregate of crystals take on during crystallization. The asbestiform habit has a number of characteristics that differentiate it from other habits. Chief among these is the fibril structure.Afibri1 is a single or twinned crystal with a very small width, generally less than 0.5 pm, and an extremely high aspect ratio; bundles of fibrils may have lengths reaching into the cm. Fibrils share a common crystal growth direction along the long axis of the fiber, but appear to be disoriented with respect to one another in the other crystallographic directions. The structure of the individual fibrils, and the organization of fibrils within a fiber may differ among the various types of asbestos. The fibril structure of asbestos is probably a factor in controlling a number of secondary properties that include high tensile strength, flexibility sufficient for weaving, and anomalous optical properties. The high tensile strength of asbestos is quite remarkable, exceeding that of the ordinary varieties by a thousand fold (Zoltai, 1978). In part, this may be attributed to the lack of defect on the fibril surfaces (Zoltai, 19781, but some contribution also must come from the existance of bundles and the nature of the ordering of and forces among the fibrils. The flexibility is not only enhanced by the fact that the fibrils may slip past one another, but by their small widths and extreme aspect ratios. However, structural defects parallel to the fiber axis also may contribute to this property. Among the common commercial asbestos types, the greatest flexibility is found in chrysotile and the least in grunerite asbestos (amosite), varying inversely with fibril thick- ness. In addition, at least for chrysotile, composition also may affect the flexibility of the fibers. Finally, most asbestos minerals are mono- clinic, but optically display parallel extinction (Heinrich, 1965, and Wylie, 1978). The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining.
