This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

LABOR shortages, rising wages, and changes in moisture and fines content of the ore necessitated a review of the flowsheet at Warren Foundry & Pipe Co's. Mt. Hope, N. J. Mines Div. This plant had been designed prior to World War II, and started operations in January 1945. When this operation was designed there was an oversupply of labor in the area, wages were at a reasonable level, the run-of-mine ore was low in moisture, and there was a limited amount of fines. These factors all favored use of hand picking for cleaning rougher lump concentrate. Since that time, many changes have occurred. The proximity of defense industries and large military installations, has created one of the most acute labor shortages in the country. This labor shortage together with present wage levels, and the increase in moisture and fines in the ore created several problems. The increase in moisture and fines may be attributed to changed mining methods, the extensive use of sprays, and the opening of new mining areas bringing an increase in ground water. [ ] Two problems were presented by the increase in moisture and fines. The first was that lump ore arrived at the open hearth in an unacceptable condition, due to the segregation enroute of the large amount of fines that had adhered to the lumps. The second problem was that high magnetite content fines coated the large lumps, making it difficult for pickers to distinguish middling by other than the relative weight. [ ]

La méthode d?exploitation traditionnelle de la mine est le chantier chambre-magasin. Cependant, lors de l?exploitation d?un chantier, nous avons été confrontés à un problème de soutirage. Le minerai abattu est resté accroché à l?intérieur du chantier ce qui nous obligea à soutirer environ 200 wagons, représentant 700 tonnes. Suite à l?ampleur de la situation, nous avons décidé de finir l?exploitation du chantier par la méthode sous-niveau long trou retraité. Cette première expérience de récupération de piliers ayant été réalisée avec succès, nous avons décidé de continuer avec deux autres récupérations de piliers afin de pouvoir augmenter notre expertise autant au niveau technique qu?au niveau économique.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

Bench stoping operations at the Isa Lead mine have been underway for over 11 years. They were implemented to address safety, productivity and mining cost concerns noted with cut and fill mining operations which were then being used to extract ore from the Racecourse orebodies. This paper describes the main features of benching operations at the Isa Lead mine and identifies the key elements for the success of the method. Four case histories are presented which highlight several of these factors.

This paper discusses the challenges to complete the construction of two large underground Metro stations and connecting tunnels in the Tren Urbano system. The completion work includes the installation of specialized mechanical and electrical systems, extensive architectural finishing as well as coordination with systemwide power and controls installed by others. A unique feature of this project was the simultaneous design and construction of the structural/civil/architectural/mechanical/electrical works by KKZ separately from the power and control systems under the management of the Owner, its consultants and other contractors. Completion of this project comes after almost six years of continuous design and construction in a dense urban environment. The project was confronted by many challenges that could only be met with the combined efforts of the Joint Venture team in close cooperation with the Owner and its System wide Contractor. This paper will also address many of the major design and construction changes implemented to suit the Owner’s requirements.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. "This paper deals with the repairs made on two damaged mills. It investigates briefly the causes of the damage, explain its nature and the design of the repair. It explains the detrimental effect on operation and the solutions implemented to reduce them. Finally, to review the follow-up required for such repairs. LOCATIONThe Holt McDermott Mine is located 75 kilometers Northeast of Kirkland Lake and 30 kilometres west of the Quebec border in Northeastern Ontario. The town of Kirkland Lake is located approximately 500 kilometres north of Toronto. HISTORYThe discovery of gold in Holloway Township dates back to early 1920. In 1984 Barrick Resources, which amalgamated with Camflo Mines, acquired more claims on the property and initiated an extensive drilling program. By 1985, the drills indicated reserve increased to 2,500,000 tonnes grading 6.8 g/mt. In 1986 a production decision was made and in 1988 the mine was officially opened.As of December 31, 1998, 4,691,507 tonnes grading 5,66 g/tonnes have been milled from 4 ore-bodies. The mill started up in June 1988."

"The effect of two refining slags (A: 1.0–1.8 CaO/Al2O3 ratio, 11–20 wt% SiO2; and B: 1.0–1.2 CaO/SiO2 ratio, 25–35 wt% Al2O3) on the inclusion morphology of a carbon structural steel (Q235B) was studied by controlling the balance between the steel and the refining slag at 1600ºC in a Si–Mo resistance laboratory furnace. The results showed that most of the inclusions in the molten steel balanced with slag A were formed by a lowmelting CaO–MgO–Al2O3–SiO2 system with a total oxygen content (T[O]) being fixed at 6–13 ppm. The inclusions in liquid steel balanced with the slag B were mostly formed by the CaO–MnO–Al2O3–SiO2 system, with T[O] controlled to 19–26 ppm. The overall size of the inclusions under balance conditions was higher in the steel reacted with the slag B than that reacted with slag A, with the latter showing more inclusions smaller than 3 um. In order to generate a large number of spherical CaO–MgO–Al2O3–SiO2 inclusions smaller than 3 ??m while decreasing the T[O] in the resulting steel, the composition of slag A should be used. This composition allowed improving the cleanliness of the slab, and is also advantageous for the castability of the molten steel. IntroductionThe sample used in this study was a typical carbon steel manufactured by CQ Steel. The galvanized, tinned, and plastic composite steel plates made of the original plates are used extensively for decorative panels, general dust pipes, drums, instrument cases, switchboxes, and train cars, among other uses. The target control composition is shown in Table I. The S and P contents are usually fixed during production below 0.020 and 0.025 wt%, respectively, with the aim of reducing longitudinal cracks on the slab surface."

This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNIIzarubezhgeologia, VNIIoceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of theRussian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deepsea drilling (leg 1-130),  thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

Many advances have been made concerning the automation of heavy equipment teleoperators such as those found in mining. Complete automation, however, is not achieved yet and the operation of these vehicles still relies on the presence of a human operator. Fortunately, a lot of research has been done in order to improve the performance of these human-machine systems. This paper presents the characteristics of different control modes and input devices used for the control interface of those telemanipulators. We describe the benefits and drawbacks of each particular control interface on the overall system performance, based on a review of research in the field. We conclude with some recommendations and a discussion of future research needs, given the new potential advances offered by virtual environment technology and embedded computing.

More than 95 percent of all the barite mined and produced is used in the petroleum industry as “drillers mud.” The remaining barite is used in the industrial and medical markets. Therefore, the amount of drilling activity is a good indicator of the health and growth of the barite industry. The four major barite-producing countries in the world are China, the United States, India and Morocco. In 2005, the average number of drilling rigs exploring for oil and gas increased by about 15 percent over the average number in 2004. This increase in oil and gas exploration has resulted in a higher demand for barite and an increase in barite production.

The intention of the paper is to give an open and honest view of who could benefit from moving to an automated system, what you can expect from such a system, and what you should be aware of. Many companies feel that moving to an automated mine planning solution will allow the mine scheduling engineer to push a button and walk away, but the reality is that is hardly ever the case. Part of that awareness comes from understanding what is meant by ?automated mine scheduling?, and this paper address that. By contrasting what is meant by ?manual scheduling? and ?automated scheduling? it is hoped that the reader can gain an appreciation of the entire process.

The now well–recognized concept of sustainable development holds that society’s pursuit of development that meets current needs should not compromise the ability of future generations to meet their own needs. Sustainability, then, contemplates multigenerational enjoyment of a quality of life that includes social and economic benefits and a healthy environment in which to live. In this sense, the benefits of our activities must always exceed the risks. Many other companies are also making significant inroads along the path to sustainability.
