[Because of the limited space in this volume and the fact that a description covering the oil recovery buildings and equipment (see page 4, Technical Publication No. 144) will be given in a forthcomnig U. S. Bureau of Mines publication, and because the paper was published in detail as Technical Publication No. 144, and is available as a separate at the Institute, it is impossible to include here more than the following brief extract.] Problems Being Studied The selection of the first problems to be studied was based largely upon the following very practical questions asked by several of the largest operators in the Mid-Continent field. 1. What are the causes for the formation of excessive amounts of bad thick oil on properties that are being repressured with compressed air and how can this trouble be prevented? 2. Why, in some areas, does the oxygen in the air injected into an oil sand during repressuring operations apparently change to carbon dioxide? Is carbon dioxide formed by the oxidation of some of the oil in the sand'? How can the formation of inert or low B.t.u. casinghead gas, loaded with nitrogen, carbon dioxide and oxygen, be prevented? 3. What percentage of the oil originally present in an oil sand can be recovered by the ordinary methods of operation when the gas originally dissolved in the oil is the main propulsive agent? 4. What percentage of the amount of oil produced by ordinary methods can be recovered under average conditions by repressuring a so-called depleted oil sand? 5. What are the relative propulsive efficiencies of compressed air and natural gas in repressuring operations? 6. What are the practical advantages of pressure maintenance and early repressuring as compared with late repressuring?

Pine Point Mines is located in the Canadian Northwest Territories about 1,200 kilometers north of Edmonton, Alberta, close to the south shore of Great Slave Lake. Originally staked in 1898 by prospectors en route to the Dondike gold rush, it was not until the mid-1940's that large scale exploration was undertaken and Pine Point Mines Limited was formed. Work was suspended in 1954 while studies were made to resolve one of the main problems, transportation. In 1961, under the Canadian Government "Roads to Resources" program, agreement was reached for the construction of the Great Slave Lake Railroad and plans made to put the property into production. A townsite was established in 1963 and plant construction commenced. The first production was in the form of high grade ore which was shipped to Kimberley, B.C. for concentration starting in late 1964. The Pine Point concentrator started up in late 1965 when hydroelectric power became available. Initially designed for 4,540 metric ton per day, facilities were expanded to a designed 7,250 metric ton per day in 1969. Problems associated with mining operations at Pine Point are not unique but are augmented by the isolation, climatic conditions, topography, high water table and spread out nature of the operation. Maintenance of a reasonably stable work force is the number one problem but this is gradually being overcome as more local people are trained and oriented from a nomadic type life to an industrial society. The purpose of this paper is to give a general description of the mining operations of Pine Point Mines Limited and to review some of the problems encountered in the operation along with problems associated with northern operations.

The mining methods adopted in Japanese mines are less known to the mining world than those of other countries, owing to the geographical remoteness, but they present many features of interest to mining engineers. The Ashio copper mine is at the town of Ashio, in Tochigiken, about 109 mi. (175 km.) from Tokyo by the Imperial Government railroad. The area of the concession owned by the Furukawa Mining Co. is 5000 acres (5023 ha.). The mine was formerly divided into three, viz. Hon-ean, Kotaki, and Tsudo, which are distant 3 mi. (4.8 km.) from each other as shown in Fig. 1. However, in 1914, when the writer was general manager, the three mining plants were amalgamated into one with the result of simplifying the working projects and increasing the operating efficiency. The mine was visited by the Institute party in November, 1911, when K. Inouye was the general manager. Shortly afterward, the writer was appointed manager, and, in 1915, he was succeeded by Dr. K. Asano. At the end of 1917, K. Kibe became general manager and, after two years, was succeeded by the present manager, I. Sugimoto. For some time Dr. J. Kojima was acting general manager. It is necdless to say that the gentlemen mentioned are all members of the Institute, as is also Baron T. Furukawa, president of the company. Since the discovery of the enormous masses, called "kajika" or "bullhead" deposits, which the writer has described elsewhere,' the mining methods have been varied to meet the different conditions presented by these deposits. The Ashio Ore The country rock of this mine consists of the middle Chichibian slate and quartzite into which has been intruded a post-Tertiary plagio-liparite neck more than 2 mi. in diameter, in the shape of an inverted cone which narrows downward to a relatively small diameter in depth.

I wish to present to you a few thoughts on some of the phenomena and laws of iron smelting. Owing to the great complexity of the subject, to the great variety of points to be taken into consideration, many of which are very poorly understood, and to the meagreness and even conflictoriness of our information with regard to some of the most important laws which govern the subject, the fruits of such thoughts as I venture to offer you must be received as speculations, not as facts. Nevertheless, in discussing old phenomena from new standpoints, thus furnishing a metallurgical parallax, if I may say so, these theoretical speculations may have their value in helping to a clearer comprehension of the phenomena and laws we now know, and in suggesting new lines of inquiry. While an increase of height in blast furnaces is not always followed by increase in their power of production, experience proves that it tends to increase it; for while we have many cases of short furnaces producing more iron than longer ones, yet enormous productions, such as those of the Lucy and Isabella furnaces of Pittsburgh, and of the furnaces of Esch sur l'Alzette, in Luxembourg, have never been reached in short furnaces. We may safely infer that height is an element essential to great production, though of course not the only essential element, and that, in the case of high furnaces which are not capable of great production, some other essential element is wanting. Moreover, experience teaches that within limits increase of height tends to increase the producing power in a still higher ratio. Thus, in the Esch furnace, which is 19.8 meters (65 feet) high, 393 tonnes (or 387 gross tons) of 31 1/2 per cent. Ore

Many investigations have shown that the manganese enhances the deoxidation power of silicon. Here it is suggested that this phenomenon could be explained in terms of the formation of impure silica. Data of Hilty and Crafts on the Fe-Mn-Si-O System has been evaluated on the basis of the reaction S_i + 20 = (SiO2) where (SiO2) denotes silica of variable activity. The activity of silica in this system is a function of aMn/aSi and the temperature, and can be described by the equation 12700 l°gaSiOz = -6.85+ - - 0.5 log aMn /asi PRACTICAL melting experience has shown that it is helpful to maintain a certain range of Mn/Si ratio in deoxidizing quality alloy steels. Herty,1 as early as 1932, reported a strong association between manganese and silicon as did schenck2 and Korber and Oelsen3 in later work. More recently, Hilty and crafts4 have studied the solubility of oxygen in the Fe-Si-O system, both with and without manganese. Their study confirmed the marked ability of manganese to increase the deoxidizing power of silicon. This phenomenon has remained unexplained in the liter,ature5 since it has been shown that manganese has virtually no influence on the activity coefficients of silicon or oxygen.= In this paper, an explanation for the role of manganese is suggested and equations are devised for quantitatively describing this influence. DISCUSSION Hilty and crafts4 equilibrated their melts under an argon atmosphere and the system established equilibrium with a self-generated slag which was not always the oxide of lowest free energy. Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. For a very brief description of the North Texas area and the general geological features with which it is associated, the reader is referred to the summary for 1935. As in previous years, the authors have been unable to undertakc the almost impossible task of isolating statistics for the hundreds of productive "spots" which are included within the generally productive areas of the several counties. However, pools that appear to be definitely isolated—as, for example, the Foard County production and the new pool recently developed southeast of Gainesville in Cooke County—are covered separately. During the year 1936, both routine development in proven or scmi-proven areas and exploratory drilling showed a decrease over the year 1935, there having been a total of 1453 wells drilled in the district during 1936, as compared to 1619 in 1935. It is also of interest to note that abandonments exceeded completions in 1936. Developments during 1936 While a number of local productive spots were found in Wilbarger, Archer and Wichita Counties, and numerous minor local extensions to older producing areas were developed in practically all the producing countics in the district, only two discoveries of sufficient importance to justify special mention were made. Anderson and Kerr No. 1 Bruhlmeyer, about two miles southeast of Gainesville in Cooke County, was completed in April, at a total depth of 2014 ft., for an initial production of 315 bbl. daily from a sand of Pennsylvanian (Canyon) age. Development has been rapid and the field is about drilled up. During November the 100 wells in the field averaged about 40 bbl daily. The structure appears to be a small fold associated with the northeast flank of the main uplift, which extends in a northwest-southeast direction across Cooke and Montague Counties.

J. L. JONES,* Pittsburgh, Pa.-If a nickel anode is cast under commer-cial conditions, will it contain nickel oxide? Will the nickel oxide affect the rate of corrosion in a double sulfate solution; or will the nickel oxide dissolve in a double sulfate solution? I would also like to ask whether a 98 per cent. pure nickel anode will corrode as fast as a 96 per cent. nickel anode; whether electrolytic nickel will corrode less rapidly than nickel containing a small amount of carbon; and whether the materials some-times used in coating molds for casting nickel anodes will affect the rate of corrosion of the anode? In other words, whether an electrically non conducting coating is likely to be present that will prevent the nickel anode from corroding rapidly. JOHN F. THOMPSON.-The nickel oxide will not dissolve in the double sulfate solution, as far as we know. We do not make the ordinary nickel anode of commerce, but we supply nickel to the nickel anode makers. Those makers almost invariably buy a high-carbon nickel shot, ranging around 0.45 per cent. carbon. In their process, they even further, car-burize it so as to get nickel that will melt easily and be fluid enough to fill the mold, so that the ordinary cast anode on the market is unquestion-ably oxide free. The only time that such an anode will have oxide will be through an error in melting. Some cupola makers of anodes have had trouble with oxidation, but as a rule the anodes are thoroughly carburized; so much so that they probably carry a couple of per cent. of carbon of which around. 1.6 per cent. is graphite.

In extension of a suggestion already made to account for certain features observed in the Juneau gold-belt in southeastern Alaska,' it is the object of the present paper to indicate in detail certain conditions in which deformation of rocks under their own weight might lead to the production of fractures in which veins could be deposited. A direct, uniformly-distributed pressure of sufficient intensity, applied to an elastic brittle mass offering strung resistance to deformation, produces rupture. In a material of ideal properties the surfaces of rupture under such pressure would be shearing planes inclined at 45' to the line of force, unless there be preliminary deformation, in which case this angle would be greater than 45. This general conclusion, resting upon analytical mechanics, is completely supported by the results obtained by DaubrBe2 in experiments upon the deformation of wax and resin prisms under compression. Let us then first consider one of Daubree's diagrams. In the case illustrated in Fig. 1, four sets of fractures in two approximately right-angled pairs (that is to say, in conjugate sets) were produced by endwise compression of a square cross-sectioned prism. These fractures cut the axis of compression at approximately equal angles, not varying greatly from 45o. The location of the four sets of fractures is obviously determined by the shape of the prism, since the material in each corner acts in a way as a buttress, permitting the bulging to take place most readily on the sides. FRED HELLMAN, New York.-My experience with shovel mining has been restricted almost entirely to Chuquicamata as far as operation is concerned. We had there an unusual condition in that the rock is cohesive because of the salts in it, so that you can probably work higher banks than is possible in most places. Recently they have reduced the height of the banks and have found that lower bank affords better working condition than the higher bank. It took two years of experimentation to determine the best height of bank for that particular mine. Each mine should be considered by itself and, to state off hand the best height of bank. for any given mine is impossible. We worked the high banks in Chile without much trouble. We adopted high banks in the beginning in order to obtain the minimum expense in railway approaches at that time. The first plan was for 50 ft.; then to get production started with the smallest possible expenditure of money, the approach to the deposit was changed and the first bank had an ultimate height of about 180 ft. We worked that bank; quite success-fully, but I do not think that it could be done anywhere else.

ALL phases of plant operation must be synchronized so that the number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shutdown. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable organization interconnected with the mine organization. A typical organization chart for companies operating in the Pennsylvania anthracite region is shown in Fig. 1. Many of the sedimentary rocks contain small amounts of radioactive constituents. These vary in quantity in different layers. Some recent deposits show rather high activity as; for example, the deep sea oozes and some lake deposits.lv2 Measurements made in boreholes have also shown considerable changes in activity from horizon to horizon. The first to publish data on this fact was Ambronn,3 and recently Russian geophysicists have shown remarkable variations of activity from one layer to the next in various wells. Spak4 felt even that he was able to line up horizons from data measured in two neighboring wells.‡ The measuring of radioactive radiation is fairly difficult. Large errors are possible by the circulation of gaseous emanations in the well and porous strata. It is, therefore, never certain whether the activity of the layer where the instrumental device or collector is located will be measured, or that of some adjacent layer. For this reason it seemed to be advantageous to take samples of rocks into the laboratory and test them there for their contents of radioactive material. Such a method has been followed in the past to distinguish radioactive ore from other rocks. Radioactivity of rocks, especially of the igneous type, was also determined in the laboratory by numerous authors for absolute age investigations.= Corresponding data from studies of sedimentary formations are scarce. Specimens taken from a core of the Bradford oil sandstone were tested by Landsberg and Ingham,7 with the results illustrated in Fig. 1, which shows that within relatively small vertical distances the differences of relative activity were considerable. If one assumes that the distribution of radioactive material is fairly uniform throughout a layer, measurements of radioactive radiation in various horizons would offer additional information for stratigraphic

With each year bringing the exploration of deeper and deeper producing horizons in the effort to maintain production, the problem of lifting the oil to the surface is continually becoming more difficult. Flowing and gas-lift wells eventually decline to such a point that pumping is necessary. The increasing loads on sucker rods resulting from deeper pumping operations are approaching the ultimate strength of the rods with consequent reduction in the factor of safety. With this diminishing factor of safety, the vibratory stresses causing fatigue, crystallization, and ultimate fracture become more important. These vibratory stresses are the result of varied pumping conditions which, if properly understood and investigated, may be eliminated to a great extent. To accomplish this purpose, a recording dynameter has been developed which gives an indicator card showing the actual load on the polished rod at each point of the pumping cycle. Recording Dynamometer The instrument consists of a dynamometer head of the piston and cylinder type filled with castor oil, and a recording device, the movable card holder being connected with the dynamometer through a system of levers and the hollow spring gage connected with the fluid chamber of the dynamometer by a high-pressure flexible tube. The dynamometer head is hung from the beam with an ordinary hanger and lugs on the cylinder, while the piston is attached to the polished rod. The movable card holder actuated through levers moves in a vertical direction pro-portionate to the movement of the polished rod. The recording arm of the hollow spring gage inscribes on the card the pressure at all times. Thus by proper scales, the indicator card gives the load on the polished rod at all points in the pumping cycle. Fig. 1 shows the hookup of the recording dynamometer at a pumping well.

The Subcommittee on Manganese, of the A.I.M.E. Committee on Industrial Preparedness, prepared under date of Jan. 24, 1924, for and at the request of the War Department, a confidential report on manganese as an element in the problem of national defense. This report was later released and published, in slightly modified form, as a separate pamphlet. After the lapse of eight years, in view of the vital position of manganese in the problem of industrial preparedness agenist a war emergency, the War Department made a request to have the onclusions of 1924 reviewed and brought up to date. To comply wi' this request the manganese subcommittee was reconvened and ex' tive studies were once more made of the entire subject of mang? . A new report, with specific recommendations, was submitted + War Department in February, 1932. This second report, with 4. L specific conclusions and recomrnendations expressed to the War Department omitted, has now been released and is hereby published. Following a rather brief discussion of uses of manganese and classification of manganese ores, requirements and sources are dealt with at some length. Domestic ferro-grade reserves are estimated on the basis of price and are shown by means of a curve where tons of metallic manganese are plotted cumulatively against prices ranging from 50¢ to $1.00 per unit; thereby indicating at a glance the tonnage which the Committee believes would become commercially available at any particular price per unit. Foreign sources of ore are described and foreign prices which the domestic producer must meet are considered. The question of a war-emergency reserve is then analyzed, requirements are balanced against apparent resources, and the principal conclusion that emerges is that a war reserve or stockpile is still vital to national defense.

E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. E. R. JETTE—1 am quite sure they do not have to be parallel. You cannot tell from this work in which direction they go. E. A. Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

'"THE Federal Coal Mine Safety Act (public Law T. 552. 82nd Congress) was approved oil July 16, 1952. It incorporates, as Title I, the Coal Mine Inspectio1.1 and Investigation Act of May 7. 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter. coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title 11 contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires. inundations. and man-trip 01. man-hoist accidents. At this point a brief account of events that preceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Govermment as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coalmine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small folce of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations aftel mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia. Ill., disaster of March 25. 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act. The act is a compromise measure. Senator Matthew M. Neely of West Virginia and Congressman Melvin Priec of Illinois introduced almost identical versions in the 82nd Congress, but they were considered too drastic. The final version was introduced by Congressman Samuel K. McConnel, Jr., of Pennsylvania, after considerable discussion and amendment in committee hearings. It was passed by the Congress and became effective when signed by the President on July 16, 1952. The act is somewhat limited in scope because it applies only to approximately 2000 coal mines in the United States and Alaska that employ regularly 15 or more individuals underground. It exempts approximately 5300 mines employing regularly fewer than 15 individuals underground and all strip mines, of which there are about 800. Moreover, it covers only conditions and practices that may lead to major disasters from explosion, fire, inundation, or man-trip or man-hoist accidents. According to Bureau records, such accidents have resulted in less than 10 pct of all the fatalities in coal mines. It is important to mention that the law is not designed to prevent the day-to-day type of accidents that have caused the remaining 90 pct or more of the fatalities, because it was the specific intention of the Congress to reserve the hazards which caused them to the jurisdiction of the coal-producing states. Many who opposed any Federal legislation that would give the Federal inspectors authority to require compliance with mine safety regulations claimed that such legislation would usurp or infringe upon States' rights. To assure that the principle of States' rights would be preserved, the act provides for joint Federal-State inspections when a state desires to cooperate in such activities. The Director of the Bureau of Mines is required by the act to cooperate with the official mine-inspection or safety agencies of the coal-producing states. The act provides further that any state desiring to cooperate in making joint inspections may submit a State plan for carrying out the purposes of this part of the act. Certain requirements are listed: these must be met by a state before the plan can be accepted. The Director of the Bureau of Mines, however, is required to approve any State plan which complies with the specified provisions. The Director may withdraw his approval and declare such a plan inoperative if he finds that the State agency is not complying with the spirit and intent of any provision of the State plan. When this paper was prepared, agreements for joint Federal-State inspections had been entered into with Wyoming and Washington. A few other states have indicated their desire to submit a State plan and negotiations toward that end are now under way. Reluctance to enter into such agreements may be due to the mine operators' knowledge that in the states that adopt a cooperative plan they are prohibited from applying to the Director of the Bureau of Mines for annulment or revision of an order issued by a Federal inspector and must appeal directly to the Federal Coal Mine Safety Board of Review for such action. Experience has proved that review by the Director as provided in the act is a less expensive and time-consuming procedure to all concerned than applying to the Board. Reluctance also may stem from the fact that joint Federal-State inspections somewhat restrict the movements of the State mine inspectors and tend to reduce the number of inspections of mines. Where a State plan is not adopted, the Federal coal mine inspector is responsible under the law to take one of two courses of action if he finds certain hazardous conditions during his inspections. The first action involves imminent danger. If a Federal inspector finds danger that a mine explosion, mine fire, mine inundation, or man-trip or man-hoist accident will occur in a mine immediately or before the imminence of such danger can be elim-

THE method of making coke that has been adopted at the Kaiping and other collieries in northern China resembles, to some extent, the familiar bee-hive oven process of the United States, except that a kiln with permanent sides is used instead of a closed oven, and the products of combustion are drawn off at the bottom, In building coke-kilns in China, two circular holes, 8 ft. 6 in. in diameter at the bottom and 13 ft. in diameter at the top, are excavated in the ground, both being .connected at the bottom by a flue as shown in Fig. 1. The sides and bottom of the kiln are lined with fire-bricks, and covered with a layer of fire-clay, and a rectangular opening, 6 in. by 8 in., connects the bottom of each kiln with the main flue. Around the edge of the hole, and overlapping the lining, is a wall of fire-brick extending .2 ft. 6 in. above the level of the ground. An open space 5 ft. wide is left in this wall, through which the coal is carried into the kiln and the resultant coke removed. This space, of course, is bricked up during the time that the coking operation is being carried on. The wall is pierced with nine flue-openings uniformly placed around the circumference, each intervening space in the wall being strengthened with a brick buttress, as is shown in Figs. 2 and 4. The floor of the kiln, as well as the main flue, is lined with fire-brick. Before charging the coal, it is first placed in shallow bamboo sieves, 2 ft. in diameter, and immersed in a trough 10 ft. long, and 3 ft. wide, fed with pit-water; in which it is washed by hand. Fig. 3 shows the manner in which the washing is done. From 25 tons of good " dust" coal, 22.5 tons of washed coal are obtained.
