In a recent paper, Floreen and Hayden report that additions of the noble metals iridium, rhodium, ruthenium, and platinum to Fe-C alloys containing 0.03 to 0.08 wt pct C act to significantly reduce the ductile-to-brittle transition temperature in a notched-bar impact test. They compare these results with the similar, well-known effects of nickel and manganese additions, and they note that this supports the hypothesis that addition of austenite stabilizers enhances notch toughness. Although not attempting to offer an explanation for this, they suggest that it might be found in an alteration of the bonding characteristics of the bcc lattice of iron by additions of elements which tend to stabilize the fcc lattice. While this suggestion appears to have some merit, it should perhaps be held in abeyance until two more likely possibilities have been explored. It is now fairly clear that the beneficial effect of manganese derives from its ability to promote a globular carbide morphology instead of the platelike form found in grain boundaries and pearlite patches in Fe-C al10~s.' Previous work14 has also shown that cleavage fracture in Fe-C alloys of the type tested by Floreen and Hayden originates almost exclusively in the cracking of cementite platelets, and that the ductile-brittle transition temperature is very sensitive to the volume density and size of these carbides. Treatments which lead to development of nonlamellar carbides or fine dispersions of carbides, such as quenching and tempering or appropriate alloy additions, promote toughness by removing the primary mode of cleavage initiation. The effectiveness of manganese in this regard has long been known. Nickel appears to behave in a similar manner, though the effect is perhaps not as dramatic as with manganese.15 However, nickel additions do lead to a definite refinement of ferrite grain size following a given transformation heat treatment, and this in itself acts to greatly enhance notch toughness.'' (The grain sizes of the various heats tested by Floreen and Hayden were not reported, so it is not known how much influence this factor exerted in their results.) In conclusion, it is suggested that one should consider the well-established effects of alloying elements on carbide morphology and ferrite grain size before resorting to more complex possibilities, such as modification of interatomic bonding.

MOST metallurgists appreciate the great need of a process for the extraction and recovery of valuable metals from complex ore, where the presence of one metal increases the cost of extracting the other metals to such an extent that not any of the metals can be extracted at a profit. We need only refer to some of the mines in Colorado, Utah, and New Mexico, where oxidation has taken place and the sulphur, zinc, copper, and some of the iron and other metals have been leached out, large bodies of oxidized ore remaining, rich in lead, silver, and sometimes gold. These metals have been concentrated by the removal of the other metals, leaving a very desirable ore for treatment in the blast-furnace for the production of lead bullion, and recovery of the silver and gold. If lead is not present, the gold and silver are usually recovered by some method of milling, or the ore is shipped to a smelter, where it is mixed with lead ore or copper-iron sulphide ore from some other mine. In these same mines, when developed to greater depth below the leached or oxidized zone, the ore is found to contain the original mixture of sulphur, zinc, copper, etc., added to, or I should say left with, the lead, silver, and gold values; but instead of adding to the value of the ore, the presence of these elements, especially zinc, makes the copper, silver, and gold of less value, and often worthless. Such was the experience of the oldest mines in Leadville, Colo., until methods of mechanical separation of the lead from the zinc were developed sufficiently to allow of some profit by the making of a concentrate rich in zinc to be shipped to the zinc smelter, and sometimes a lead concentrate which could be shipped to the lead smelter; but even in these cases the waste of the different metals is a very serious matter. In the very best concentrating plants some zinc will be left in the lead concentrate, to be lost and to give considerable trouble in the lead-smelting furnace. On the other hand, some of the lead, with a large percentage of the copper and silver, will follow the zinc into the zinc concentrate, to be, perhaps, recovered y smelting the cinder or clinker left in the re-

In adding one more to the list of papers that have been presented on the subject of steel rails, I wish to explain at the beginning that in enumerating the steps in the manufacture which, I think, have an all-important effect on the wearing-qualities of the rail produced, I do so with no little hesitation. As a student in the field, I am anxious for the opinions of others, and have finally decided to ask for it in this way. I have not stated everything which I think affects, in one way or another, the life of rails, but have confined myself to those steps in the manufacture which I felt most sure did do so. Recognizing the danger of being carried away by enthusiasm, I have endeavored to make my assertions with caution, and to understate my case rather than to overstate it; but if I have succeeded in throwing a ray of light on this vexed question and placed it in the eyes of some railroad men in an aspect which they have not fully considered, my boldness will be more than justified. I. Uniformity in the quality of the material charged into the converter assists the attainment of uniformity in the steel produced.— This is the argument which is used by the champions of the cupolamelting or indirect process, and has considerable weight. It takes vastly more skill to make good steel if there is a great irregularity in the iron charged into the vessel than if there is not this irregularity ; but on the other hand, there are certain advantages in the direct method, such as a lower sulphur-percentage from the same furnace-iron, while it is possible to get as great uniformity in the iron charged by having the furnace-capacity enough in excess of the demands from the converting department, to allow for occasional " slips " in the furnaces, and permit the mixing of the iron from two furnaces which are respectively too " hot" and too "cold." 11. Care in pouring ingots at the proper temperature into warm moulds, and the treatment of ingots before rolling, have important effects on the rails made from them. WHEN, after years of troublous experiences in roasting sulfide ores with heavy dust and fume losses resulting from the equipment and methods first available, there appeared on the scene of metallurgy that revolutionary process known as sintering, it was felt that at last there had been found the ideal method for preparing sulfide ores for blastfurnace reduction. Not only were the sulfides roasted but also the fine oxidized ores were bound together with them in strong porous cellular masses which were in the best possible condition for reduction. With the experiences gained in the manipulation of the Huntington-Heberlein, Carmichael-Bradford, and Dwight & Lloyd processes there developed a refinement of detail which brought the whole plan of roasting by sintering to a high plane of perfection. But that metallurgy is never stationary is revealed by the fact that changes in milling practice, particularly the development of flotation, have introduced a new set of problems in sintering itself. Inasmuch as it is felt that these problems have not yet been solved in an entirely satisfactory manner this paper is written to record the present practice of the Salt Lake Valley smelters with the hope that there will be brought forth such discussios as may perhaps lead to still better practice. By far the greater proportion of the sulfides smelted today are flotation concentrates. Usually they are high grade, sometimes as high as 70 per cent. and more in lead. They are extremely fine, many mills grinding the ore so that from 60 to 80 per cent. will pass through screens of 200 mesh. The physical condition in which many of these concentrates reach the smelters is disconcerting to the metallurgists. Some are of about the consistency of putty. Others are of a sticky, slimy nature. Others again, dried to the limit, are veritable powders. Remembering that the down-draft sintering charge for the best results must be porous enough to let air be drawn through it reasonably well, must be thoroughly mixed, and must have some coarse material in it to segregate out and form a layer on the grates, it will be understood that the advent of this extremely fine material has made necessary still further elaboration in the equipment and processes of preparing sulfides for the blast furnaces,

WE are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to be-come confused or even overwhelmed. To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

Dr. Wadsworth's discussion of leaching is straightforward and certainly points out some of the critical areas in regards to the fundamental aspects of leaching. I will address myself to the more practical aspects of leaching. As a couple of general comments, very fine particles are often dealt with only when necessary. In many processing applications the sands and slimes are separated with the sand portion being treated by common metallurgical techniques and the slime portion being treated essentially by any technology that will recover some of the values. Ore treatment techniques such as leach/precipitate/float (LPF) have been used in the copper industry to take advantage of leachable copper preferentially reporting to the fine fraction. The second advantage, of course, is the improved metallurgy associated with the treatment of the sand fraction. Cases can be made for sand/slime separations in the aluminum and uranium industry where most of the value reports to the slime fraction and the sand fraction is rejected In the agitated leach systems, fine particles are often the most readily attacked and leached. In dump, vat and in-situ leaching, fine particles cause considerable problems. The fines will tend to restrict the solution flow from portions of the leach feed. This either causes a significantly reduced solution flow or, more probably, the solution will channel, by-passing much of the ore. In either case the result is a decreased metal recovery from ore. The fine particles of principal concern are clays of a flat plate-like shape which can very effectively compact, swell and cause a decreased solution flow. Discrete silica grains or sulfide grains due to their shape, even though they may be very fine, will not cause nearly the problems clays and secondary precipitates can cause.

E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. RACKLESS equipment is being used by the T Coplay Cement Manufacturing Co. to develop a folded limestone deposit economically and safely with inexperienced men. Cost and quality of development stone results in a saving when it is used instead of outside sources of limestone. This favorable cost has been attained by following a methods development and training program described in this paper. It is expected that further savings in favor of the mined stone will be made when stopes now being prepared are in production. The present equipment will be used for loading from stope draw points. The limestone is blended with quarried cement rock to serve as raw material for Portland cement, first produced in this country by Coplay Cement Manufacturing Co. from a process developed by its president, David 0. Saylor, in 1873. For many years the cement rock alone or with a small amount of added limestone was used for raw materials. Later as specifications were raised and the richer portions of quarries were depleted, limestone from outside sources was required in increasing amounts. In 1925 D. J. Uhle, the general manager, began to prospect company property for limestone. It was known that the argillaceous cement rock was underlain by crystalline high calcium limestone. After an extensive drilling program it was found that there were large reserves of limestone underlying a recumbent syncline exposed in the south wall of the company's No. 3 cement rock quarry. A quarry was started on the vertical limb of this fold in 1927, and by 1930 the full requirement of the plant was met. After 1945 production diminished because of the occurrence of dolomite beds in the south wall. The quarry floor was then 135 ft below the cement rock level and 285 ft below surface. (communication to the Secretary*).¬If anyone advocates the abolition of the antecedent mineral discovery requirement for the purpose of making it easier to secure title to public land, I hasten to say that I am not of that number. I am in Hearty accord with all that Mr. Gardner has to say in regard to easy patenting as a handicap to small camps, and that in general it acts to retard the mining industry. And the following sentences I want to repeat in order to emphasize and endorse them, "None of the writers on this subject seem to have taken into consideration the effect amending the law pertaining to mineral discovery will have upon the Government's administration of the public land. It must be borne in mind that this land belongs absolutely to the people of the United States as a whole, and their interest must be considered. It is not a no-man's land, as some people would appear to believe." However, I believe that the discovery prerequisite should be abolished, because it fails to effect the protection for which it was designed, and I look for other provisions that will better serve the purpose. We propose to abolish the law of apex not because the theory is objectionable but because the question of physical fact gives rise to never ending litigation. Now the design of antecedent mineral discovery is good; the court rulings are unobjectionable; but when it comes to the physical fact this requirement is second only to the apex law as a healthy litigation breeder. THE attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinations of ,the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia, at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal, and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in another way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

It is well known that if copper that has been severely cold-worked by rolling (70-98 pct) is heated to high temperatures a small number of large grains are formed at the expense of the fine grained structure that appears upon primary recrystallization. Dahl and Pawlek,' Cook and Mac-Quarie,2 Ward,3 and Boas and Bowles4 have studied this phenomenon in copper. It has been reported as taking place with measurable velocities in the temperature range 700-1080". Boas and Bowles have reported that the time necessary for the transformation is of the order of days at 700°C. According to Ward3 the number of secondary grains which appear in OFHC copper decrease with increasing perfection of cubical alignment after primary recrystallization; also the perfection of cubical alignment increases with decreasing grain size prior to the final reduction. In this investigation two heats, A and B, of especially high purity copper (99.999 pct) supplied by the American Smelting and Refining Co., were used. The behavior of samples prepared from the two heats was qualitatively very similar providing that the grain sizes established prior to the final reduction were about the same. We observed that in specimens prepared from bars which were relatively coarse grained prior to final reduction secondary recrystallization took place at a rapid rate at temperatures as low as 500°C. This is about 200-300°C lower than the temperature necessary to obtain fairly rapid transformation in OFHC copper. A 0.22 in. thick rectangular bar of lot B was cold-reduced 60 pct by straight rolling and given a penultimate annealing treatment at 250°C. Following this it was cold-reduced 90 pct and heated to various temperatures in the range 450-1040°C. The specimens were about 8 mils thick

INTRODUCTION The Sachtleben Chemie GmbH in Duisburg, a subsidiary of the Metallgesellschaft AG, operates a new sulfuric acid plant that employs fluid bed roasting of pyrite concentrates. The plant produces about 300,000 tons per year of pyrite cinders from the fluid bed roasting unit. The cinder product consists of 58 percent iron and is about 80 percent by weight smaller than 50 microns. This cinder product was found to be a competitive source material for the cement industry as the iron-containing additive. However, the extreme fineness of the cinder and its dusting tendency were undesirable and an agglomerating technique became necessary. In order to keep the price of agglomerated pyrite-cinders at a competitive level, the agglomerating method must be chosen such a way the capital and operating costs are low. Initial experiments were carried out on a laboratory scale to make an appropriate choice of the agglomerating method. Major goals of agglomerating the cinders were to improve the transportation, storage, and proportioning and metering properties. Minimum specifications are put on the size, size distribution and shape of the product. Criterion for handling is that a minimum of minus one mm. fines are produced after several handlings, while for storage, it is also desirable for the agglomerated product to survive several months in open air. Thermal agglomeration processes such as sintering one known to produce excellent products, but are by far too expensive for our application. For the same reason, granulation, balling, and pelletizing tests with addition of organic binding agents, such as tylose, starch, sulfite wash, molasses, etc. were not continued. The authors have done a commendable job in combining a number of recognized waterflood performance prediction methods into one composite method. The availability of a FORTRAN program for this composite method should encourage its widespread industry use. Pan American has had a computer program developed along similar lines for a number of years,' and it has received more use than any other reservoir prediction method. In three important stages of a pattern waterflood, the authors fail to consider fully the effects of water-oil mobility ratio on performance. This is discussed in the following paragraphs and modifications of the prediction method are suggested. During the early stages of a waterflood in a partially depleted formation, the injected water and its preceding oil bank move out radially from the injection wells. As pointed out in the author's paper the method of Yuster and Calhoun2 or predicting the water injection rate during this period assumes that the mobilities of the water and oil are equal. In his book, Muskat3 resents a modification of the Yuster-Calhoun approach that considers fully the influence of water-oil mobility ratio. In Muskat's method, the prediction of the injection rate-injected volume-time relationship is expressed in readily programmed dimension-less unts. At and following fillup the five-spot pattern consists of a water-invaded pattern with the remainder of the pattern containing only oil and connate water. In the paper, Eq. 18 is used to calculate the water injection rate at fillup. This equation considers that the entire pattern is invaded by water. To properly consider both the incomplete areal sweep of water and the water-oil mobility ratio, Eq. 18 should read:

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

The year 1934 saw a very thorough and intensive search for oil in Italy, both by the Government-subsidized company, the A.G.I.P., and by the few smaller operating companies. Approximately two-thirds of the exploration work, however, has been done in the Province of Emilia (northern Italy). The A.G.I.P. has been particularly active in the Emilia district and has sunk several rotary holes between Voghera and Ferrara on structures located by geophysical means in the Po Valley. Only insignificant amounts of oil have shown up in these tests to date but gas has been found in fair quantities, and apparently the company is not yet prepared to abandon its search in this part of the country without further effort. In Central Italy, the same company has put down four tests with cable tools and of these two were "dry holes" and the other two found only traces of oil. The A:G.I.P. also sank two wells in southern Italy and it is believed that in these the indications were sufficiently encouraging for the exploration work to be continued. No serious drilling has yet been done in Sicily by the A.G.I.P. or any other company. The annual subsidy granted to the A.G.I.P. by the Government for the duration of its five-year plan has been considerably reduced for 1935 and this may interfere with the completion of the coming year's program in all its details. The Società Petrolifera Italians, which is the chief producing company in the country, has continued the development of its two fields, Salsomaggiore and Vallezza, and at the same time has intensified its program of exploration. Rotary machinery has been introduced and is undergoing a thorough trial, and prospects of finding new pools at greater depths are considered good. The charcoal adsorption plant at Vallezza has operated satisfactorily throughout the year and has produced nearly 3000 bbl. of high-grade gasoline. Besides the exploration well at Rile dell'Olio, which is still drilling, another wildcat test has been started at Torre-di-Traversetolo. All operations of this company are confined to the district of Emilia. The Società Petroli d'Italia has continued to operate the old fields of Montechino, Gratera and Velleja, and has a well now exploring at greater depths in that general area. Certain influences of oxygen on iron have been known for many years and it has always been considered one of the worst enemies of the iron and steel founders. Nobody had a good word for it, hence little was done to make use of this oxygen. In all the fields of foundry practice, the desideratum was "melt without oxidation of the metal." In the consideration of the influence of oxygen on cast iron, we must not confuse this condition with oxidized iron caused by poor melting conditions, due to a high bed, heavy charges, low coke ratio, excessive melting rate, high blast, or poor charging. It is admitted that oxygen absorbed by iron melted under these conditions has a deleterious effect on the properties of the iron. The writer has had experience both in the melting under such poor conditions and in remedying these bad conditions and considers the product far inferior to iron melted under normal conditions. As stated by Dr. Richard Moldenke,l such iron has a higher melting point and high combined carbon, is sluggish, and contains slags and oxides in solution in the liquid, causing slag inclusions and gas occlusions, 'thus producing defective castings. This oxidized condition cannot be counteracted or removed by any of the known deoxidizers; it can be remedied only by proper melting conditions. Such iron is redly burned, whereas the iron considered in this paper was melted under normal conditions with moderate blast, correct bed height, light charges of iron, and low coke consumption and is not in this category at all. In 1914, the late J. E. Johnson, Jr., startled the metallurgists of the . world when he published his results on the advantages of oxygen on cast iron.2 His work is so convincing and so logical, in spite of the common and well-established notions on the subject, that nobody has been able to refute a single argument. Such an eminent authority on iron and steel metallurgy as Prof. H. M. Howe has accepted the work in all its details in his latest book.3 The work of J. E. Johnson, Jr., has revolutionized the metallurgy of cast iron and it seems apparent that all future work must include an oxygen determination just as we include silicon, sul-

Appalling as has been the loss of life in the last 51 months, there is one slight compensation: no longer will there be in the world a cripple, in the old meaning of the term. Men handicapped by wounds or disease, there will be, unfortunately, and in numbers beyond what the world has known since the wars of Napoleon; but neither they nor the industries from which they were called off to war will be "crippled" in the sense in which both would have been had mankind not learned the lesson of conservation and come to understand that the most important field for such conservation is not in the forests and the mines but among men and women. From the beginning of the Great War, France, Great Britain, Belgium and most of the other Allies have studied the problem of restoring the soldiers and sailors injured through war to physical and economic efficiency; and from their experiences, especially from that of Canada, the United States has learned much. Consequently, our task of preparing for the return of our disabled men has been easier and, in some ways, more comprehensive than theirs. Complex as are the details of the machinery which the United States has set in motion to take care of the men injured by wounds or disease, the plan itself is simple. Taught by European experience, the Surgeon-General of the Army and the Bureau of Medicine and Surgery of the Navy have provided, on both sides of the Atlantic, every known surgical and medical facility for restoring the injured or diseased man to a physical condition as nearly normal as possible. While in the hospital in Prance or England, on the transport coming to America, and in the hospital here, the disabled man is incited in every way to believe in his future efficieney, to want to be a normal worker, to desire to retake his place in that society of workers from which he went, temporarily, to do the greater work of preserving civilization. Furthermore, since purposeful occupation is now regarded as an essential form of treatment with most men in the hospital, especially in the convalescing stage, many of these men will have been actually started on the road to earning before they are discharged from the army surgeon's care.

Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. We have studied the simple case of repeated stress, without considering impact, which might bring in other factors. This investigation has shown that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. According to one theory, fatigue is the result of changes in crystalline structure by repeated stress. I do not know of any evidence in favor of this theory. The crystals are broken under repeated stress. According to Bauschinger, under repeated stress some inherent property of the material changes its elastic limit; possibly some property of the amorphous cement between the crystals. A third theory is that all fatigue of metals is the result of the spread of damage from little localized overstresses. While I do not feel justified in accepting the last theory rather than the second, I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that has been thoroughly annealed, to one hundred million reversals of stress as high as the elastic limit of the steel with no sign of failure. On the other hand, a complex structured steel, like a chrome-nickel steel that has been hardened with very little drawing, will fail at a stress about 58 per cent. of its elastic limit. Between these two we get a variety of results. In the steel work of any building, there are undoubtedly many thousands of places where structural damage was done—where riveted members were bent into place cold and where the rivets were fitted with drift pins, etc. Locally the steel in the building was stressed beyond its yield point in many places. These little localized overstresses do no damage at all; the building is entirely safe. But if this building were subjected eight or ten times a day to a mild earthquake, these little localized overstresses might be nuclei from which damage would spread
