It has been stated, by Sir James M. Barrie, that "the man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it ". The friendly jibe of the novelist contains enough exaggeration to make it humorous to the followers of Huxley and Spencer; but could any litterateur poke similar fun at the exponents of the avowedly utilitarian branches of science-the men of technology-without suggesting an unpleasant truth? Indeed the engineer does bungle language deplorably. He makes a fetish of efficiency, yet he shows no regard for the effective use of one of his most important tools-the pen; he believes devoutly in accuracy, yet he employs an instrument of precision as carelessly as a small boy handles a gun. This inconsistency may be due to causes such as were indicated by the Academic Senate when it undertook to explain the defective writing of the students in this university.* The Senate suggested that the student is "constantly subjected by his environment to the unedifying influence of myriad examples of poor English", and that he is also affected by "a certain public prejudice against correctness of expression". With these statements most of us will agree. Our local newspapers, for instance, tend to spoil the student's taste for good English; later in life, as an engineer, his daily contact with illiterate men inclines him to careless speech and slovenly writing. IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it-is felt that a description, of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it.

DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the Mast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success is made of wrong- ht-iron tubes, 29 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglornerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. Then they are reviewed by the judgment in all their degrees of perfection and imperfection, so that whoever seeks them with careful study or with experience often finds them. Now, in order to shorten this discourse, since I wished to speak to you of lodestone and its properties, I tell you that it is one of those things that show their apparent effects to our sight by a particular virtue hidden in such a way that its cause, as far as I know, has never been known to the very wise natural speculators who have spoken on every other subject. Thus one who considers its actions carefully must surely marvel, for it appears that Nature has put into this stone a certain spirit of vivacity, so that it seems to have-I would like to say-hands, although they are not seen. For I see that it not only attracts iron but also takes hold of it and keeps it attached to itself. This action is certainly great enough to bear certain witness to the virtues possessed by other created things that do not manifest their powers to the external senses. THE annual winter meeting of the A.I.M.E., which is to open in New York on Feb. 14, will be charac-terized by a number of novel features. The most important is that the technical sessions will be dis-tributed over four days instead of three as heretofore. This makes it possible to reduce the number of conflicts between sessions and also will enable each member to attend a larger number. At the same time the ses-sions are so arranged by groups that those interested only in one or more that are related can, if necessary, cover all in that group in three days as heretofore. The general excursion to which the fourth day has, for some years, been devoted has been regretfully given up, mainly because of the uncertainties of the weather in New York in February. In its place a series of group excursions are being offered at various times during the meeting, arranged, so far as possible, so as not to con-flict with any technical session likely to be of interest to those taking part in a particular excursion. Among the places to be shown the visitors are: the construction work on the Eighth Avenue subway, a real mining job; the Vehicular Tunnel, the world's greatest ventilating project; the manufacture of 42-in. conveying belts; one of the largest and most modern steam plants; a coal terminal; manufacture of mining equipment; a cable-making plant; an oil terminal and refinery. Other en-tertainment features include a smoker Monday evening with a real chance to get together and talk; an informal dance and entertainment given by the Woman's Auxiliary on Tuesday evening; the dinner-dance at the Waldorf Wednesday evening, with no long speeches; a general session Thursday evening when the Petroleum Division will present a series of important reviews of the year. An extensive program has been arranged for enter-taining the ladies, and members are urged to bring their wives. There will be dinners, teas, theater parties, shopping and sight-seeing excursions as well as the dances. The usual general luncheons for members, guests and ladies will be served each day at headquar-ters, and various committees and groups will hold lunch-eons, dinners, and round table conferences as indicated in the schedule on the page opposite. The Mining and Metallurgical Society of America and the American Society of Steel Treaters are participat-ing in this meeting and their members will be welcome as guests at any session or function. A joint conference of the Mining and Metallurgical Society and the A.I.M.E. has been arranged for Tuesday afternoon, under the chairmanship of Clinton H. Crane, at which the whole matter of the mineral reserves of this country is to be up for discussion.

An automatic system for the quantitative analysis of microstrulcture has been developed. The method is based upon a statistical model of microstructure and employs phase intercept fractions as fundamental random variables. Structure-sensitive properties can be related explicitly to parameters derived from the distribution of phase intercept fractions in a matevial. THE properties of mechanical dispersions and of multiphase alloys art: intimately related to the amount, distribution, and intrinsic properties of the dispersed material. In many instances, the amount and distribution of the dispersed substances have greater influence on the over-all system properties than do the properties of the dispersed substance-Such properties as average particle size, particle size distribution, homogeneity of dispersion, volume per cent of dispersed phase, and mean free path between dispersed particles thus become critical in any evaluation of the properties of a dispersion. Unfortunately, techniques for evaluating quantitatively the microstructural characteristics of dis~ersions rapidly and accurately have not been available. If necessary, qualitative or semiquantitative devices can be utilized. Some such devices are based merely upon comparison of the specimens in question with arbitrary standards. Other techniques involve superposition of grids and tabulation of particles observed in different portions of the grid. Still other methods based upon lineal analysis entail counting lines or points at random upon the specimen to be examined; the number of intersections of the line with a given phase, the proportion of line or number of points which are covered by given phase are variously recorded. The mathematical basis for most of the techniques of quantitative metallography have been amply reviewed in the literature.'l2 without exctption, however, the standard techniques for quantitative metallography are either imprecise or are exceedingly tedious to apply. For example, tranverse integrating stage for rapid manual areal fraction measurement has been designed by Smith.3 Howerer, as in the case of any device based upon visual eslimation, operator bias may cause appreciable error. Various flying spot devices, on the other hand register particle size distributions in 2-dimensions, from which it is difficult to derive other properties of the dispersion. Thus, e.g., the 3-dimensional distribution cannot be inferred unless certain rather broad assumptions are made concerning the randomness of distribution and geometrical configuration of dispersed phase. Many limitations to the application of quantitative structural analysis can be overcome by the use of the microdensitometer, which is essentially an automated areal analysis device. They tnust thank him for the vast array of $acts he presents, and for having given them sixty-four analyses with which to combat his own conclusions and to establish their own, which are entirely opposite to his. In Dr. Duclley" discussion of his former investigation, at the Pittsburgh meeting, he said, "If you do not like my conclusions, draw your own conclusions." I have studied his last paper as thoroughly as the limited time since I received it would adruit, and have drawn some concluvions which I will first state, and then attempt to demonstrate. Production statistics show that during the period of emergence from the depression the coal industry was becoming increasingly cognizant of the economic and competitive necessity for mechanizing. About 1935 many of its leaders were becoming aware also of the alarming scarcity of men properly trained to cope with the new problems of mechanization. In order to get a factual statement of this problem, a special AIME Coal Division Committee was requested to survey the condition. Its investigation disclosed that graduates of mining schools going into coal mining numbered 16 in 1937 and 15 in 1938. With this as a background, Pittsburgh Coal Co. foresaw that a comprehensive program was necessary if it was to enlist the services of trained technical men, who were an indispensable part of a mechanization program. The purpose of this paper is to review the program set up, to comment on the successes and failures and to outline the future course of action. Summer Work An inescapable conclusion from the mechanization statistics was that the opportunities in coal mining were good. Not only was there a void in technical skill to fill from past years, but the accelerating rate of mechanization indicated an increasing demand for technically trained men for the future. The remedy lay primarily in presenting facts con cerning the coal industry to the undergraduate engineers before they made their professional occupational choice. Based on this idea, one of the key points in the program was summer vacation work for the undergraduate, which, through the inducement of summer earnings, brought men into the mines to take a look at the prospects. This was more successful than statistics indicate because the war scrambled badly the orderly working of the program, but it could not obscure the value of a summer work program. A decided advantage was that it gave the company a preview of the graduate. An observation on this part of the program is that it is extremely hard to gauge lower classmen, and we found it wise to give them the benefit of the doubt, as the last two years in college bring about surprisingly rapid development in some men. We could readily single out the men at the opposite ends of the scale of competence. In the worst case I have observed, viz., two inches difference in circumference, this difference in hardoess, as observed from the cutting, was more marked than in the other cases. Tires are always grouped in sets by the manufactrlrers fiorn their knowledge of the chenlical camposit,ion of the steel, with an attempt to get those in one set which have the same degree of hardness, so that the wear shall be equal all around ; they succeed pretty well on the average, but I have been noting the exceptioiis. Jacob Reese, PittsHukQh, Pa. : I have been very much interested in the reading and discusion of Dr. Dudley's paper. As far as it selates to the data of work performed by the rails, and the determination of their physical and chemical properties, I have nothing but commendation of Dr. Dildley to express, as the investigation covered a greater range, and was performed with more care in detail, than any similar work which has come under my notice. But I beg leave to differ with Dr. Dudley in his conclusions. What are the factors of hardness? Are they not carbon, silicon, phosphorus, and manganese? Now it is an untlisputed fact among iuetallurgiml experts that pure carbon and pure iron make the best steel of all degrees of carburieation, and for all purposes. While carbon hardens, it also strengthens the metal, but silicon, phosphorus, and manganese, in hardening, make the metal also brittle, and are injarious in any amount. Carbon should be called a strengthener; and I claim that a steel rail made hard with carbon, with the other three hardeners absent or reduced to a minimum, will carry a greater tonnage than any of Dr. Dudley's soft rails. But until the basic process is put into operation in this country we cannot expect to produce Bessemer or open-hearth steel without the presence of silicon, phosphorus, and manganese, in consitlerable quautities, aod I greatly donht the possibility of reducing the perceutage of any of them by the prment practice without seriously diminishing the output, and correspondingly increasing the net cost of production; which is an important question, since the increased life of the rail may be more than balanced by its increased cost. I think that the soft rails performed a greater amount of work, because they contained a less amorlllt of silicon, phosphorus, and wangatwe (britlkrcr, if I may so term them), and that carbon does wt reduce the wearing capacity of rails. I believe that a rail made by the baqic process, with silicon, phosphorus, and manganese reduced to a minimum, and containing 0.60 carbon, will be stronger

When the mineral seekers came, they brought romance, excitement and, too often, transitory riches. It has been so for uncounted centuries. While the rich ore lasted, living was high and money flowed-mostly out of town. The whole creation was like a circus. The headframe went up like the center pole of the big top. The reduction works was an ingenious affair; an opportunity for self-expression by the mining engineer on the job. When the high grade gave out or the bottom dropped out of the market, the whole show folded. Machinery was scavenged for the next location. About all that was left were the raw footings, like giantsteps on the hillside; and the headframe above the silent diggings. Mostly, the people went away too. Arizona Territory was like that at the turn of the century. It can still happen. But, in copper, the age-old pattern has been disrupted. From Mineral Park in the northwest to Chino in the east and Cananea in the South, a growing number of companies have emerged-large, stable, productive. Southwest copper is truly a mighty industry, accounting for one fifth of world new copper production. In this period of scientific development, changes are fast, often dramatic. But even mining engineers, or possibly more so because they have an intimate knowledge of the industry, fail to appreciate the evolutionary changes that have shaped Southwest copper into what it is today.

Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Introduction Under the pressure of the wartime period, there was time only occasionaly to look ahead in anticipation of what the postwar era held for the petroleum industry. Perhaps the general expectation was that a rather pronounced decline in the level of industry petroleum operations would take place shortly after the end of the war, with the impact felt mainly on the economy of the United States- It is of interest now, nine months after V-J day, to take inventory of the near-term situation and see what significant forces are at work. Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Introduction Under the pressure of the wartime period, there was time only occasionaly to look ahead in anticipation of what the postwar era held for the petroleum industry. EVER since Henry Bessemer, nearly 100 years ago, developed the steelmaking process that bears his name, occasional variation has been noted in the quality of steel made in the acid converter, owing largely to the difficulty of stopping the ? refining-which takes only ten to twelve minutes -at precisely the right moment. Principally as the result of this, the amount of Bessemer steel made in the United States gradually declined over the years until it is now about 7 per cent of the total.

It may seem to be almost unnecessary to occupy the time of the Institute in further consideration of a question which has been so comprehensively treated in papers already on file in our own Transactions and in those of the American Society of Civil Engineers. Unfortunately, however, the results of these concerted efforts have not been materially to increase our stock of Knowledge in the direction sought for; and as the necessity for this information is becoming.more and more apparent as the demand for structural materials increases, it is believed that by continuing the agitation by means of discussions in this and kindred societies, whose members are vitally interested in obtaining reliable data as to the properties of the materials they are called upon to work with, public opinion may be educated up to the importance of exerting such an influence upon the law-makers of the country as will result in the formation of a competent board, with adequate means at its disposal, to carry out this great work in a manner alike acceptable to the makers and users of the materials in question. It may be proper in the first place to glance briefly at what has been attempted thus hr, then to indicate some of the more important lines of needed investigation, and finally to consider reasons why government aid may with propriety be sought for in carrying on the work. At a convention of the Society of Civil Engineers held at Chicago June 5th, 1872, it was, on motion of General William Sooy Smith, resolved, that, " Whereas, American engineers are now mainly dependent upon formula for the calculation of strength of the different form of iron and steel, not based on experiments upon American materials and manufacture; and " Whereas, There differ greatly in many of their ch~racteristics front thoae of foreign production, both in their nature and forma: therefore,
