PROGRESS in health and safety in the mining field has been greatly affected by war conditions. Some of the instruments commonly used in ventilation and dust prevention work have been practically unobtainable. Much equipment, such as fans, has been purchasable only when it was possible to make positive statements to the effect that it was absolutely necessary for the production of definite quantities of materials essential to the war. Even then, long delays were usually experienced in obtaining such equipment from the manufacturers. These circumstances have, of course, not been conducive to the development of new and better methods, though attention has been directed by governmental agencies towards the recognition of existing hazards to which little attention had previously been paid.

ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

THE Bureau of Mines for a number of years has been seeking additional ways and means of improving the efficiency of its operations and increasing its service to the public. It has become obvious that changes in the organization of the Bureau are essential to a more effective accomplishment of its functions and objectives. The old organization was defective in meeting current needs in that the Bureau's field activities were neither sufficiently coordinated with the national program nor were they particularly responsive to local needs of the mineral industries. Further, the traditional organization hampered the efforts of the Bureau to obtain, analyze and provide to the policy-making agencies of the Government essential information and advice in such a form that the requirements of domestic industry could be fully taken into consideration in the development of domestic and foreign policies. Consequently, the Bureau has now modified its organizational structure.

FRIEND recently remarked that the career of Scott Turner is characterized by Work and Wild -A Ducks. To these might be added Accomplishment and Persistent Fishing. All of these elements are manifestations of his character. The diversions-hunting and fishing-are in the nature of the proverbial trolley conductor's holiday, for many of Turner's years have been spent in the outdoors, often in distant lands, as in Spitzbergen, where the ducks pictured below were bagged. The election of Scott Turner to the presidency of the Institute marks the culmination of a quarter century of membership, during the last two years of which he has been vice-president. He was born at Lansing, Mich., on July 31, 1880, and received his A.B. at the University of Michigan in 1902, with a B.S. and E.M. at the Michigan College of Mines in 1904. Since then he has been granted two honorary degrees, D.Sc. from the Colorado School of Mines, and D.Eng. from the University of Michigan, but he still prefers to be called "Scott" rather than "Doctor." Government service was not a new experience for Turner when he was appointed Director of the U. S. Bureau of Mines by Secretary Hoover in 1925, for his first employment after graduation was as Field Assistant in the U. S. Geological Survey in Oregon and Idaho. This was followed by work in Tombstone, Ariz.; then his first foreign engagement in 1905-6 as superintendent of the San Pablo Gold Mining Co. in Panama. The PSU/MVS program, one of the computer programs for ventilation network analysis most recently developed at The Pennsylvania State University, was applied to the analysis of modifications to an existing ventilation system for a coal mine located in southern West Virginia. The program is well designed and has diversified capabilities which allow the users to make decisions on the optimum size and number of fans, the location and number of airshafts, and the optimum operational procedures. The mine had 10 working faces, from which the average production rate was about 5900 tons of clean coal per day. Two vane-axial mine fans were used in parallel at a shaft, and both of them operated simultaneously. One additional shaft was in the final construction stage and it would be used in four months to alleviate the load for the existing fans and distribute intake air more evenly. The overall ventilation surveys, including the altimeter pressure survey and the air quantity survey, were carried out in the mine entries, shafts, slopes, and gob areas. Computations were made using the above-mentioned computer program on the present condition and after one additional fan was placed in operation at the new shaft. Also, recommendations were made on the air route and fan blade settings for the most economical and efficient ventilation system. Further studies were carried out to decide the proper period when the third air shaft would be required according to the long-term mining plan. Additional branches were added for the next 4 years of the production plan, and the ventilation conditions were tested at the end of each year. Numerous combinations of blade settings and modifications of air routes were tested. It was recommended that the third air shaft be added at the end of the third year so as not to experience fan stall.

Porter, Cincinnati, Ohio (communication to the Secretary *):—The remarks of Mr. Firmstone concerning the presence of nickel in Oriskany ores, call to my mind some additional evidence on this point. In 1903, while engaged in the determination of zinc in a number of samples of ore from the Oriskany mine of the Alleghany Ore & Iron Co., I was surprised to discover the presence of nickel and cobalt. As far as I was then able to discover, their present;! had up to this time remained unnoticed. The amounts ranged from 0.05 up to 0.10 per cent. of the combined oxides, and while no attempt was made to separate the metals, the presence of both nickel and cobalt was conclusively proven. Since that time I have learned that traces of these metals are of quite general occurrence in Virginia iron-ores, and more especially in the ores of the Potsdam formation from the western slopes of the Blue Ridge. In certain manganese-ores from this formation, I have found as high as 0.50 per cent. of nickel and cobalt oxides. Any one interested in this subject will find further information in a volume l written by Andrew 8. McCreath, and printed in 1884 for distribution by the Norfolk & Western railway. A number of complete and accurate analyses of Virginia iron-and manganese-ores are given, and practically all show nickel and cobalt in appreciable quantity. Still another source of information on the occurrence of nickel in iron-ores in the United States, for which I am indebted to Charles Catlett, is found in the Tenth Census. Several analyses of Oriskany ores are given: all of which show the presence of nickel, with less cobalt, while the single representative from the Potsdam formation shows nickel, with no cobalt.

Both history and physical examination are unreliable in the diagnosis of silicosis. In some studies 25 per cent of individuals with silicosis have been found to have no symptoms whatever. The positive physical findings that may be produced by this disease include diminished chest expansion, diminished lung resonance, distant and harsh breath sounds. However, many workmen of a short stocky type have diminished chest expansion without any lung disease. In a study of rockdrillers made by the author more than half of the men without silicosis were limited in chest expansion to 2 in. or less instead of the "normal" 6. In a study of stonecutters the average chest expansion in the negative group was found to be only 2.4 inches. Changes found upon physical examination of the lungs themselves are so inconstant as to be of little diagnostic value. In the studies of rockdrillers and stonecutters already referred to, approximately 25 per cent of those with advanced silicosis apparently had normal lungs. The usual functional tests of lung performance are likewise of little value because of marked individual variation. Average vital capacity will be reduced in a group of silicotics below what might be expected in a group of normals, but certain individuals of the former group may have an entirely vital capacity, giving no indication of the underlying presence of silicosis. It follows that the X-ray examination is absolutely indispensable in the diagnosis of this disease. X-ray findings characteristic of silicosis have been described innumerable times. They consist essentially of a mottling of the lung fields due to the presence of fibrous nodules which develop as a reaction to the presence of the irritant silica.

There was a decline in the Italian oil production in 1933 and also in the footage drilled. A total of about 194,500 bbl. of crude oil was produced in the Emilia district of northern Italy from the same fields in production as in 1932. New drilling to the extent of 80,700 ft. failed to find new production to compensate for the decline in old wells, and no new fields were discovered in spite of an active exploration campaign by the government-owned company A.G.I.P., which has just completed the first year of a five-year exploration program. This company drilled a total of about 33,000 ft. The majority of its tests were drilled in the Po Valley upon locations selected by geophysical methods. This company is changing over to the rotary system for all future wells. It produced about 16,600 bbl. of oil from wells near Salsomaggiore and in the Po Valley. The Petroli d'Italia, which operates the old fields of Montechino, Valleja and Gratera south of Piacenza, has been doing normal development drilling in the endeavor to extend its present fields. Also it was drilling two exploration wells in the Torino district. It drilled a total of about 13,930 ft. and produced approximately 12,645 bbl. of very high-grade oil (specific gravity about 0.765). The Societa Petrolifera Italiana was occupied chiefly in exploratory drilling in the endeavor to extend its producing fields at Salsomaggiore and at Vallezza, south of Parma. It was also drilling one exploration well at Rile dell7Olio near Voghera on the line Milan-Genoa. It drilled a total of 33,849 ft. and obtained a production from its two fields of 165,273 bbl. It also produced 123,220 gal. of casinghead gasoline from Vallezza field absorption plant.

It will be of interest to compare the statistics of the gas-producer plant at Aspen, Colorado (recorded by Mr. W. S. Morse in a paper read at the Montreal Meeting, February, 1893*), with those at the Marsac mill, Park City, Utah, where such a plant was first introduced by the writer in July, 1890. In both mills a Stetefeldt furnace is used for roasting; but the Marsac mill has the old-fidsdshioned revolving dryers, while at Aspen, shelf-dryers are at hand. At Aspen, separate Taylor-producers are provided for the Stetefeldt furnace and the shelf-dryers; at the Marsac mill one 7-foot producer supplies gas to both the furnace and the dryers. Hence, in the latter case, the quantity of coal consumed for each apparatus can only be estimated, based upon the relative consumption of wood before gas was introduced. According to Mr. Wilson's statement, the relative consumption of wood in the Stetefeldt furnace and the revolving dryers was as 3 to 2. In the year 1892 the Marsac mill put through the dryers and the Stetefeldt furnace the following quantities of ore and salt (approximate dry weights) : ore, 22,800 tons; salt, 2262 tons. There were consumed in the Taylor-producer 2,714 tons of Rock Springs coal. During the fall of the year 1873, attention was redirected to the occurrence of lead ores in Southwestern Arkansas (chiefly in Sevier County), and somewhat extensive explorations of the deposits have since been made in the hope of finding the ores sufficiently argentiferous to be profitably worked. How far the expectations have been realized I am not authentically advised, but samples of the galena ore, yielding 62.09 per cent. of lead, gave on assay at the rate of 15 3-10 ounces of silver to the ton of ore. This was the highest result obtained by myself, though I am informed that higher yields have been obtained by others. Among the samples of ores from this locality, forwarded to me in January last, was one specimen which I at once recognized as stibnite, and, on notification, other specimens of the same from Sevier County were forwarded me. The first specimen of the several received contained 11.51 per cent. of gangue, 57.62 per cent. antimony, 4.57 of bismuth, with small amounts of arsenic and iron. The latest result from a portion of another hand specimen I append in full, with duplicate estimations of the arsenic, bismuth, and gangue. The analyses were all conducted by Mr. C. R. Winters, under my direction, and in the case of those given below the ore mas separated as closely as possible from the gangue before analysis. The results are for the mineral freed from hygroscopic moisture, and are as follows: I. 11. Mean. Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

Hermann A. Keller was born in Philadelphia, Pa., Mar. 23; 1860. He received a preliminary education at the gymnasium of Darmstadt, in Germany, and subsequently entered the University of Pennsylvania, graduating in 1881. After serving for a few months as an assistant instructor in mining and metallurgy at the University, he went to Leadville, Colo., where he became, at first, assayer and chemist, and in due time (1886) superintendent of the Arkansas Valley smelting works. In 1888, he was appointed metallurgist of the Globe works at Denver; in 1889, superintendent of the Philadelphia works at Pueblo; and in 1891, superintendent of the Parrot works at Butte, Mont., where he remained until 1896, in which year he was employed to reconstruct the smelting plant of the Mountain mines at Keswick, Cal. In 1897, he opened an office as consulting engineer in San Francisco; and from this time on enjoyed a wide practice both as metallurgical and as mining engineer. In the former capacity, Mr. Keller had already distinguished himself by the invention of the Keller mechanical roasting furnace employed at the Parrot works in Butte and the Germania works near Salt Lake. He was a frequent contributor to the technical journals, and he collaborated in the preparation of the chapter oil "Bessemerizing" in Dr. Peters's work, "Modern American Copper-Smelting." It is a curious coincidence that these two friends and collaborators died at almost the same time, Keller in Arizona and Peters in Massachusetts on the 16th and 17th of February respectively. The latter years of Mr. Keller's life were largely given to the examination and development of mines in all parts of the world-Alaska, Chile, Germany, etc. He finally established his professional headquarters in New York City. His death was caused by an underground locomotive accident at Clifton, Arizona, on Feb. 16, 1917.

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

Developments in oil refining were so varied during 1938 that a refiner had to be alert or be left behind. The long-talked-of conversion of oil refining into a true chemical industry using petroleum as a raw material was hastened, particularly in the realm of motor-fuel manufacture, by the increased understanding and use of catalytic processes. The petroleum refiner's vocabulary has been extended to include alkylation, cyclization, aromatization, and isomerization. There are other devel: opments of a similar nature, but these are now considered commercially feasible under proper conditions. New Equipment Less expensive equipment and processes encouraged new construction and replacement. Estimates of money spent in the United States on building new plants and remodeling existing installations during 1938 place the sum at not less than $200,000,000, a noteworthy amount in a year marked by a business recession. The commercial application of small-scale catalytic polymerization of refinery gases made one of the latest advances available to the smaller operators, who usually are faced with unit installation and production costs higher than the large refinery enjoys. Competition was thereby fostered. Outstanding in this respect was the construction of two or more polymerization plants in small refineries at extremely low installation costs, with amortization measured in months instead of years. Houdry Processes Bursting like a bombshell late in the year was the disclosure of the extent of the development of the Houdry processes of catalytic cracking, viscosity breaking, gasoline treatment, desulphurization, and polymerization, said to be applicable to almost any raw petroleum stock and yielding gasoline of exceptionally high octane number. This process is claimed to be particularly adapted to once-through cracking of aliphatic hydrocarbons, and when combined with any of the conventional thermal

Discussion of the paper of S. E. BRETHERTON, presented at. the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1595 to1599. ANTON EILERS, Brooklyn, N. Y. While the advantages in the use of high-line siliceous slags in lead smelting which Mr. Bretherton discusses in this paper are obvious under certain economical conditions, he gives me credit for the introduction of such slags when it does not belong to me. It is true I did considerable experimental work, off and on, for the purpose of finding such slags, while at the Germania in 1877 and 1878, but I did not have occasion to introduce any such slags for regular work, because I had no ores which fitted the economical conditions for using high silica and high lime, except in isolated cases for very brief periods. On the contrary, the ores I had to treat were mostly very ferruginous and very low in silica, so that, economically, I was compelled to run nearly always on slags, which allowed me to use the abundant flux I had without cost. It was August Raht who first had occasion to establish and use for long periods a slag high in silica and line, and low in iron. This was when he was confronted with the task of smelting the. Horn-Silver ores at the smelting works at Franklin, Utah, with as little expenditure for fluxing material as possible. I was at that time in Leadville, Col., where, in the new works I had built, the Billings and Eilers smelters, I had occasion to use profitably many slags, but never anything as high in the earthy bases and in silica as Mr. Raht had to use.

History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. Such are the rigors of climate and topography of western Tasmania, that much of the area has remained uninhabited. The mountains, rising to peaks above 5000 ft high, receive the winds out of the west and precipitate 110 in. of rainfall a year on this coast. The drenched forests have a primordial look with such unfamiliar trees as the tru-sassafras, blackwood, cheesewood, ti tree, and man tree ferns. Prospectors speak of the "horizontals," trees which, in the dense foliage, grow out flat. When the explorer climbs over them he does not come back to the ground but continues forward on dense vegetation with the ground many feet below. Gold was discovered by the intrepid prospectors of the late nineteenth century and stamp mills were erected in the vicinity of Zeehan and Queenstown. At Mount Lyell, mining began for gold in the ironstone capping. The familiar story, of course, is that copper was found beneath the gossan and it was this mineralization that lead to permanent mining operations. Two companies began mining at Mount Lyell and their history from 1893 to 1902 was marked by an unreasonable competitiveness, human perversity and technical difficulties. The North Lyell and Mount Lyell companies were mining copper ores within one mile of each other separated only by a ridge. Each company built its own railroad and harbor. For six years of struggle both companies tried to work out the metallurgical problem which was the key to profit. Although they didn't know it, the two ores were complimentary and could have been smelted together. North Lyell ore was strong in silica and weak in iron, whereas Mount Lyell was fortunate in having a first-class metallurgist in Robert Sticht, from Brooklyn, N. Y., who in 1902 successfully achieved pyritic smelting without the use of carbon fuel.

The isothermal kinetics (at 200" to 400°C) of subgrain growth and of softening were studied in a 99.997 pct pure Al crystal rolled to 80 pct RA, under conditions where recrystallization did not take place. It was found that the kinetics of subgrain growth and of softening were similar, and that the correlation between subgrain growth and softening was in first approximation independent of the annealing temperature. It has been shown by Heidenreich' by means of electron transmission microscopy and by Hirsch and Kellar2 by means of an X-ray microbeam technique that the crystals of heavily cold-worked polycrystalline aluminum consist of subgrains of approximately 2µ diam, which are slightly disoriented with respect to each other. This substructure is found on cold working at room temperature, without annealing. A preliminary study has been previously published3 of the softening upon annealing at 350°C of a heavily cold-rolled aluminum single crystal. Softening and X-ray line sharpening for such a rolled aluminum crystal were later studied in more detail as a function of annealing time and temperature.4 Perryman5, 6 has studied the recovery of polycrystalline aluminum after cold rolling. By means of phase contrast microscopy he found that the subgrain size increases with the annealing temperature but does not alter very much with annealing time at a given temperature. In the present work further study was made of softening as a function of annealing time and temperature and subgrain sizes were determined by two different techniques in an attempt to find any correlation that may exist between softening and subgrain growth.
