There are those in the Colstrip, Mont., area who can still remember the opening of the Rosebud mine in 1923. For 35 years it was a steady employer of 80 or 90 residents who produced coal for the railroad. In 1958, though, mining ceased as diesel locomotives supplanted steam engines. The mine was purchased in 1959 by Montana Power, the parent of Western Energy Co., and production resumed in 1968. Long Construction Co. was chosen as operator of the mine equipment. At that time, reserves appeared virtually unlimited. The thick Rosebud seam coursed through alternate sections of railroad holdings and federal land-then came the federal moratorium on coal leasing in 1971. About the time Western Energy completed the special leasing procedure to extend reserves from an existing mine, a new federal monkey wrench was thrown into the works with passage of the Surface Mining Control and Reclamation Act of 1977.

THE shutdown of Homestake by Government order L-208, with its consequent disruption of a very stable and trained working force, coupled with postwar inflation and the coincidence that a mining depth had been reached that posed problems of ventilation, access to exploration areas, and choice of mining methods that would be applicable to zones of greater rock pressures made a very searching analysis of every phase of Homestake's operations a necessity. Any changes to be made had not only to meet the problems of deeper mining but also had to provide greater efficiency so that the mine might operate at a substantial profit until such time as a gold price adjustment might be forthcoming that would offset post-1945 inflation.

INTEREST in developing White Pine, considered since 1942, was renewed by the Korean conflict and its shortage of domestic sources of copper. In view of this Morris F. La Croix, president of Copper Range Co. of Boston, and of its wholly owned subsidiary, White Pine Copper Co., worked an agreement out with Government officials. Essentially the contract called for a construction loan of $57,185,000 at 5 pct interest, with $13 million additional supplied by Copper Range. Defense Materials Procurement Agency contracted for 243,750 tons of copper from the first 275,000 tons produced, at a base price of 25.5& per lb, the contract to expire Dec. 31, 1961.

During the year 1907 an investigation of the Clinton formation in New York has been carried out under the direction of the State Geologist, and a full account of the results has been prepared for publication.' The more important economic features of the report are summarized in the present paper. Previous knowledge of this, the type, section of the Clinton has been contributed mostly by Hall and Vanuxem in their reports for the Natural History Survey of New York, which were issued in their final form in 1842-43. Brief accounts of the ore-occurrences have been given by 13. T. Putnam? J. C. Smock: A. H. Chester: and E. C. Eckel.5 Prof. C. H. Smyth, Jr.,6 has discussed the origin of the Clinton ores in two papers, which, so far as the local occurrences are concerned, have removed all doubt that may have existed on that subject. Distribution of the Clinton Formation. The Clinton strata in New York State are restricted to a single belt, which extends from the eastern central part to the Niagara river, which it crosses, and thence continues for some distance into the province of Ontario. My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. This paper was prepared at the request of Capt. A. F. Lucas, Chairman of the Institute's Committee on Petroleum and Gas, as a preliminary discussion of the fuel oils which are used-in the Southwest, giving their composition, uses, prices, etc. Should it afterward be found desirable, these observations may be extended over a larger area. In this connection, J suggest that samples of all kinds of fuel oils, including various tars, from all over the country, be collected and sent to some testing laboratory for examination. We would be glad to extend the facilities of the laboratory of the Bureau of Economic Geology and Technology, at the University of Texas, for this purpose, and to do the work free of all expenses. After such examinations are made and the results classified and studied, it would be possible to suggest specifications under which fuel oils should be purchased, and to arrive at some conclusions respecting the uniformity of such specifications, with due allowance for climatic and other more or less local conditions. While such specifications do not now depart from a common standard anything like as much as specifications for illuminating oils do, yet there are discrepancies which should not exist. Some of these discrepancies are of lessening importance, due to the pronounced tendency to distill every crude oil that can be distilled with profit, and to send residues into the market for fuel oil. Residues from the refineries are of a more uniform chemical composition and physical nature than many of the crude oils that go direct into the fuel market. The lower flash-point oils are disappearing from the fuel trade and in place of them we are getting oils that do not flash below 220° F., nor burn under 320° F. In the Southwest, it has not been long since we had fuel oils that flashed at as low as 110° F., and the average flash point over a considerable period was 151° F. Now we are using oil that flashes at about 30° lower than the former burning point, which was 256° F. In other words, the flash point has risen, on the average, 100°; and the burning point about 75°.

No review of underground mining should begin with anything but the new world safety record set at the Grace underground iron mine of Bethlehem Steel at Morgantown, Pa., on Friday, November 12. There had not been a disabling injury (an injury which keeps an employee away from his next scheduled shift) for 550 working days. In all, 2,660,080 man-hours had been worked by nearly 950 employees without a disabling injury. The record was wrested from Johns-Manville's Jeffrey mine at Asbestos, Que. At 3 p.m. Friday, December 3, miner Stanton E. Friend was completely buried under several feet of coarse rock, fortunately sustaining only cuts and multiple abrasions. But with his fall, the accident- free period came to an end at 2,778,600 man-hrs worked without a disabling injury-the new record!

Despite recent economic problems, the future of the Florida phosphate industry appears optimistic. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal, and land reclamation. The geology and mineralogy of future deposits are discussed with reference to specific deposits. Lower ore grades, increasing power costs, and environmental regulations are necessitating development of new concepts of mining and matrix transportation. Because one of the ores to be mined in the future contains appreciable amounts of dolomite, research and development efforts are being concentrated on new techniques in beneficiation. Changes are being made in plant design to meet environmental and regulation standards. However, the expected new technology outlined for the industry depends on the geology and mineralogy of future reserves.

THE year just ended was the 50th anniversary of that first flight at Kittyhawk, N. C., in 1903. In this 50-year period the aviation industry made startling developments from flight distances of 120 ft-at snail's pace-to speeds of over 1300 mph and flights that circle the globe. And 1953 also was the 50th anniversary of the Utah Copper Co., the Father of our mass production porphyry copper ventures. How do developments in the mining industry stack up with the aviation industry? The mineral industry can be as proud of developments over the past 50 years as the aviation industry. Only for the developments of the mineral industry could aviation and other allied industries advance as they have. The year 1953 made its contribution to this progress, with the normal number of process and equipment developments and an abnormally high amount of activity in new plant capacity, particularly copper. Tonnages are on the increase and operating troubles are becoming more and more problems in materials handling and control. We're approaching molecular dissemination of ores with hydro and pyro methods coming to the front to take over where flotation leaves off.
