As shown in previous papers by the authorsg-17t the resistance of a metal to fracture, like its resistance to plastic deformation, is a function of all three principal stresses. A technical cohesion limit is the technically determined resistance to fracture under a specific stress system. The technical cohesive strength thus comprises an infinite number of technical cohesion limits corresponding to the infinite number Of possible com-binations of the principal stresses. The technical cohesive strength, therefore, may be represented by a surface in a diagram with the three principal stresses as coordinates. As shown in previous papers,'-'' the technical cohesive strength increases with plastic deformation, with decrease in temperature, and with increase in the strain rate. The technical cohesion limit, therefore, is affected by the same factors that affect the flow stress,$ namely, the stress system, plastic deformation, temperature, and the strain rate. More- over, the influence of each of these factors on the technical cohesion limit has been shown to be qualitatively similar to the three of the same factor on the flow stress.9-18 Advance of knowledge about the conditions determining fracture of metals has been retarded by the reluctance of some investigators to abandon preconceived ideas about how metals ''should,, behave. The incorrect idea is still prevalent that the conditions determining resistance to fracture are very different from those determining the flow stress. Attempts are still being made to express resistance to fracture in terms of a single parameter, such as a limiting value of the greatest principal stress, the maximum shearing stress, or the volume stress (one-third the algebraic sum of the three principal stresses). In these attempts, a sharp distinction is sometimes made between a ductile or ,plasticdeformation, fracture,, and a "brittle frat-ture.H In making this distinction, however, the meaning attached to the term "brittle fracture" sometimes is not made clear. The term could mean fracture after very little plastic deformation or it could be used to designate the type of fracture. An ordinary fracture of a ductile metal at room temperature starts as a cleavage, generally transverse to the direction of the greatest principal stress, but eventually changes to a shearing fracture' In some conditions, however, the metal fractures entirely by cleavage, with no evidence of plastic deformation during the fracture; the surface of such a fracture may have a

The information in this paper was collected by the author during a five years' residence in the State of Minas Geraes. Outside the State itself, very little is known of the gold-field. Such accounts as have been published are antiquated and contained in publications mostly out of print. The increased attention now attracted to the natural resources of Brazil, and the probability that American capital will be, in the near future, largely invested there, will make an up-to-date account specially useful at this time. I. Historical and General. Soon after the Jesuits founded what is to-day the city of S?o Paulo, gold was discovered in the streams of the neighborhood; and this incited the natives, known as paulistas, to look for it farther afield. After many expeditions into the interior, gold was found in quantity in placer-deposits in the vicinity of Ouro Preto, in 1699, by a prospecting party headed by Antonio Dias. The name of Ouro Preto (black gold) was given because of the superficial dark coating of the gold, and the inhabitants of the district were known as mineiros (miners). Later on, the placers of Cuiaba, in the State of Matto Grosso, were discovered in 1718, and those of the State of Goyaz in 1724. All this territory was at the time a private colony, but on account of its increasing importance it was taken over by the Crown, and in 1739 a royal governor was appointed, with his nominal capital in S?o Paulo, though for a number of years the real capital was Ouro Preto. In 1711 Ouro Preto was raised to the rank of a city, with the name of Villa Rica de Ouro Preto (" rich city of black gold"); and in 1720, by reason of administrative difficulties, Minas Geraes was constituted a separate colony from S?o Paulo, with Villa Rica as its capital. Diffusion kinetics in disordered hcp Cd-Mg alloys have been investigated by means of the Kirkendall effect and concentration-penetration curves determined with an electron-microprobe analyzer. Self-diffusion coefficients of both species were determined at the three marker compositions obtained, averaging 27.6, 46. 7, and 78.1 at. pct Mg, by means of the Darken analysis. These coefficients were then corrected for the unequal and concentration-dependent partial molar volumes of the two elements with the Balluffi analysis, and for the vacancy flux effect by the Manning analysis. The latter correction reduced the Balluffi correction produced larger changes in the self-diffusiv-ities; neither, however, produced statistically significant changes in the Do's or the H'S. The most striking result of this investigation is that at all three compositions and at all temperatures studied both the uncorrected and corrected self-difjusivities of magnesium are higher than those of cadmium. The Cd-Mg system is the first one found in which the higher melting, lower vapor pressure element diffuses more rapidly. Both an empirical correlation due to Toth and Searcy and considerations of the atomic mechanism of diffusion indicate that this anomaly is probably due to a comparatively low value of the activation energy required for a magnesium atom and a vacancy to exchange sites, perhaps occasioned by the higher compressibility of magnesium atoms. KIRKENDALL effect studies have been previously reported for only two hcp solid solutions: the E phase of the Zn-Cu system1 and the a phase of the Cd-Hg system.' In neither investigation were the marker-movement studies supplemented with the concentration-penetration curve determinations necessary to evaluate self-diffusivities by means of the atano and the Darken analyses. The present program was undertaken to obtain both types of data on a hexagonal solid solution in order to provide more detailed information relevant to the mechanism of diffusion in this type of lattice. The Cd-Mg system was chosen for this study because the disordered solid solution extends across the entire phase diagram at temperatures above 253"c5 and the substantial difference in the melting points of the component pure metals promised that marker movements would occur at reasonably rapid rates should the diffusivities of the two species be as unequal as might be anticipated. The experimental convenience of the relatively low melting points of cad-miun and magnesium and the availability of extensive and accurate activity data6 (required for application of the Darken analysis) were additional reasons for selecting this alloy system. Since the anisotropy of diffusion is not large in either pure cadmium7 or pure magnesium,' the diffusion couples were prepared from polycrystalline components. The presence of a well-defined texture in the couples—the c axis of individual crystals tended to be normal to the diffusion direction— however, provides a fair degree of crystallographic definition to the data obtained. The principal (and entirely unexpected) finding of this investigation, that magnesium, the high-melting low-vapor pressure element, diffuses more rapidly than cadmium, in contradiction to a broad range of results in fcc and bcc alloys, as well as in the previously studied hcp alloys,172 makes the self-diffusivity determinations of immediate interest in understanding the origin of this anomalous result. EXPERIMENTAL PROCEDURE The cadmium (Belmont Smelting and Refining Co.) and magnesium (Dow Chemical Co.) used in this study were both of 99.99 pct purity. Alloys containing 51.0 and 65.6 at. pct Mg were prepared from these materials by melting under a MgC12-base flux in a high-purity graphite crucible. These alloys were subsequently hot-worked and then homogenized in a helium atmosphere at temperatures close to their solidus points. Sandwich-type diffusion couples of the type g/d/g were prepared from the pure metals by solid-state diffusion. Two-piece alloy couples of Mg/65.5 at. pct Mg (Mg/gCd) and Cd/51.0 at. pct Mg (Cd/CdMg) were welded by a liquation technique. The individual components of both types of couple were initially cylinders 1.27 cm in diam and in length; the ends of these cylinders were machined accurately flat and parallel. For both welding techniques, the pure cadmium cylinders and the alloys were chemically polished in a mixture of 40 pct ethyl alcohol, 40 pct hydrogen peroxide (30 pct conc), and 20 pct nitric acid,g while those of pure magnesium were polished in a solution of 10 pct nitric acid in ethyl alcohol.' Immediately afterwards, both metals were rinsed in freshly distilled acetone, and then in similarly purified methanol.' The Mg/Cd/g couples were assembled in a carefully cleaned stainless-steel welding fixture, in which a screw operating through a self-centering arrangement permitted a controlled pressure to be exerted upon a couple prior to welding.'' Tungsten marker wires 0.005 cm in diam were placed at the d:g interfaces of some of these couples, and imbedded in the couples during the application of pressure. PRODUCTION of nickel in Cuba, a new source of this metal, has been started by the Nicaro Nickel Co., subsidiary of the Freeport Sulphur Co. Construction of the Nicaro plant in Oriente Province, Cuba, and of a refinery at Wilmington, Del., has been "substantially completed," according to Langbourne M. Williams, Jr., president. The initial rate of output is less than capacity operation, which will be reached when "the customary problems incident to the commencement of full- scale production are eliminated." The plant in Cuba for the treatment of the extensive nickeliferous ores of that region, and the refinery, were built by Nicaro for the account of the Defense Plant Corp. construction has been under way for eighteen months. The author presents a history of the development of the Port of Long Beach from its beginning in 1905 to the present construction of a new bulk loading facility. In describing this new facility, emphasis is placed on such aspects as rail car and truck handling, gravity yard, rotary car dumping, bottom dumping, car dumping equipment, feeding and conveying, ship-loader-stockpiler, stockpiling and reclaim, dust control, and construction problems. Development of the Port of Long Beach, Calif. (see Fig. I), began in 1905. In that year private Long Beach interests acquired 800 acres of marshland in the Inner Harbor area and initiated a program of channel dredging and land reclamation. Efforts to establish a municipal port began a short time later and culminated in the opening of Pier 1 in 1911. An event of even greater significance to the port future also occurred in 1911. This was the tideland grant enactment by the state legislature that conveyed to the city of Long Beach all of the state's rights in the tidelands located within the city boundaries. The grant stipulated that all revenue produced from the tidelands be used for the development of navigation, commerce, and fisheries. During the next 15 years up to 1926, the port's commercial growth was steady, although relatively slow. During this period, several fundamental steps in the development of a major harbor were accomplished. These included the creation of the Board of Harbor Commissioners in 1917, the dredging of the Inner Harbor and entrance channel to accommodate deep draft vessels, and the correction of a serious silting problem through construction of the Los Angeles River Flood Control Channel. These efforts bore fruit during the ensuing 10 years in the establishment of more than $30,000,000 worth of industrial plants and private marine terminals in the Inner Harbor. Commerce over municipal wharves also increased more rapidly, and it became necessary to start the development of the harbor in a seaward direction. In 1936, oil was discovered in the harbor area, and the first Harbor Dept. well was brought in 2 years later. It soon became evident that the city of Long Beach would receive substantial revenue that, under the terms of the state grant of 1911, must be used in the development of the port. It was further realized that to properly guide and coordinate such development, a long range comprehensive plan was essential. The Board of Harbor Commissions contracted with G. F. Nicholson and J. F. Collins, consulting engineers, for the preparation of such a report that was completed in 1940. The Nicholson-Collins report proposed the development of an East Basin, between the entrance channel and the Los Angeles River, and a West Basin in the area now occupied by the Long Beach Naval Shipyard. Twenty full-size berths were to be provided in the East Basin and more than fifty berths in the West Basin. The report recommended extensive modern terminal facilities for handling waterborne cargo. Attention was given to improvement of the street and highway system to give better vehicular access and to avoid congestion within the port. To a large extent the recommendations of the Nicholson-Collins report were followed in the subsequent development of the East Basin. This development was greatly accelerated by World War 11, with its need for increased oil production and additional shipping facilities. The wartime and immediate postwar construction was largely concentrated on Pier A, with the development of Piers B, C and D following in more recent years. An important factor in the planning of these piers was their dual function as oil drilling sites and cargo piers. The Navy's acquisition of the West Basin area made it necessary to depart from the Nicholson-Collins plan and find other areas for future expansion. At the present time only one Inner Harbor Port-owned area having protected deep water frontage remains undeveloped. This is the property fronting on Channel 2 in the Inner Harbor acquired in December 1957, from Pacific Dock and Terminal Co. The growth of the port has been in a southerly direction since the construction of the Long Beach Naval Shipyard in the West Basin area. Recent extension of Piers F, G and J into the ocean follows typical port construction methods developed during the expansion of the Middle Harbor during the last 20 years.

Some mining engineers are pursuing their destinies in places far removed from what they might have envisioned back in the classroom. The path they follow to work each day may wind down Wall St., Park Avenue, LaSalle, or Market; their offices are in modern skyscrapers which offer all the amenities-air conditioning, thick carpets, attractive decor, and executive lunchrooms, to name just a few. The papers on their desks are a combination of financial figures and feasibility studies. But even in these surroundings there are indications of what these men do and where their professional interests lie-minerals are everywhere, from vast collections to one symbolic paperweight. . . there are sometimes specks of dirt under fingernails from a recent on-site inspection, belying the traditional banker's garb. . . and there are the wistful comments about finding it necessary to get out in the field.

The Surface Mining Act of 1977 required a study by the National Academy of Sciences regarding the special mine reclamation requirements of Alaska. The status of mines operating and planned in Alaska will be presented. New mines opening in Alaska must establish a baseline inventory of plants and animals in the mine site area as well as determine pre-mining air and water quality. Current work in these areas will be summarized. Reclamation practices in Alaska and other Arctic countries as practiced currently will be described. A summary of current research in Alaska dealing with revegetation on surface mined lanais, re-establishment of animal populations, and water treatment processes necessary in this pristine environment will be discussed. Included will be future predictions of the direction of mine reclamation in Alaska as more mines enter the industry.

The Bulletin. As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the Institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will be: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. A supplementary session of this meeting will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the further discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. The XCVIIth meeting will be held on the Pacific Coast, including a visit to the Exposition at Seattle, and various other points en route going or coming, depending upon the route and program finally adopted. More definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

Since its introduction several years ago in the United States, the high pressure belt filter press has proven to be a highly cost-effective dewatering device in a number of mining and industrial applications. To evaluate the process and economic factors associated with the dewatering of coal refuse, a comprehensive program of laboratory and on-site pilot studies has been conducted. This paper will summarize findings of this study and discuss advantages of the belt filter press over conventional dewatering methods. The conventional means of dewatering thickened coal refuse involves the use of vacuum disc filters or centrifuges. Due to the high amount of energy used to dewater refuse with these devices it was a logical course of action to apply belt filter press technology to this application, since a belt filter press will require less than 3.7 kW (connected).

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyo., was completed on Jul. 30, 1976. During the experiment production reached 0.32 blm3/d (12 M cu ft/d) of 6.9 w/m3 gas (175 Btu per cu ft). Approximately 6100 tonnes (6700 tons) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, coal gas thermal efficiencies of 76 to 89%, and overall process efficiencies of 65 to 74% were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-74.

The PGT uranium assay probe is a borehole tool developed by Princeton Gamma-Tech over the last several years. It has the ability to do an in-situ assay of uranium in the presence of any amount of disequilibrium. It has some advantages over coring including cost, speed of analysis, and accuracy. In this paper we would like to give a brief description of the measurement and then show some sample logs from South Texas. Uranium exploration and development is carried out primarily by gamma logging since uranium daughters are prolific emitters of gamma rays. The conventional gross gamma tool for uranium logging is limited in value because of the inability of this tool to distinguish uranium from its daughters and other naturally occurring radioisotopes, such as potassium and thorium. This problem becomes severe in cases of disequilibrium. Disequilibrium, in a geological context, is defined as the condition when the gamma radiations from the daughter products are being emitted in a location different from that of the parent uranium. In the decay chain of uranium almost all the gamma radiation emitted in the entire chain comes from the daughter product, bismuth-214. Bismuth-214 is separated from uranium by several long-lived isotopes that are chemically active and have different physical properties, often resulting in shifts in the location of bismuth- 214 relative to the parent uranium. In the United States orebodies exhibiting disequilibrium are a common occurrence and the use of a gross gamma log to delineate uranium orebodies can lead to errors. At present the solution to the disequilibrium problem is extensive coring followed by chemical analyses of the cores. There are several drawbacks in using this technique. First is the high cost of coring, the second is the fact that no results are available for days, or typically, weeks after the drilling is done. Thus for development work, coring and drilling must be done on a grid basis and many additional holes are cored to ensure that the entire orebody is mapped. Another disadvantage to cores is the fact that a small volume is sampled, the volume of the core itself. This leads to problems in the mapping out of the orebody when the ore de- posit is not very homogeneous. The PGT probe described in this paper is a new solution to the disequilibrium problem. Basically, the probe measures radiations that come almost directly from uranium itself. The first daughter of uranium, which is protactinium-234 (Pa-234), is only separated from uranium by a 24-day half-life and no disequilibrium problems build up in such a short time. The PGT probe measures the intensity of a one MeV gamma line emitted by Pa-234 and, using this information, calculates the concentration of uranium. The PGT probe is 24" in diameter and 12 feet long. The probe contains a microprocessor which passes the information to a larger minicomputer in the truck. All data is analyzed on site, and the results from a high speed printer are presented to the geologist. Data is also available on 9- track IBM compatible tape for further processing. The PGT probe output is linear with uranium concentration. The only correction factor is for borehole size, and that only becomes important in boreholes bigger than seven inches in diameter. Dead time is compensated in the probe itself and no problems have been encountered in ore zones up to several percent UjO8. In addition to the uranium assay, a conventional gross gamma log is plotted alongside. Grade thicknesses for zones above cutoff are calculated as well as disequilibrium factors. COMPARISONS During its commercial operation PGT logged a series of 18 holes that had been cored and assayed. All of the holes in this series were logged in normal operation by regular field operators. The time to log each hole was generally under an hour, and in typical operation a PGT logging truck will do between 7 and 8 holes a day. The results of the comparison of the PGT and the core assays are presented in a series of figures showing plots of the PGT assay, core analysis and gross gamma measurements. The first three figures show individual holes with the gross gamma plotted along with the core and the PGT assays. All three logs were from holes on the reduced side of a rollfront deposit in South Texas. In Figure 1 we see the two wings of the roll- front at 143 ft and 150 ft separated by a barren zone. The wings are well defined both by the PGT assay and the core. There is approximately a one foot shift which can be attributed to drilling errors. The eutectic morphology is influenced by the presence of lhree-nned dendrites 0-f MgzZn11 which may conlrol /he rricroslrccture by acting as nuclealion sites. In recent years there has been much interest in eutectic solidification and several theories have been proposed. One of the confusing factors is the existence of various morphologies in which the solidified phases may form. The lamellar microstructure seems to be most common in metal eutectics, and it has been claimed' that all regular eutectics should be lamellar if sufficiently pure. However, there still remain eutectic alloys which are not lamellar or which change their morphology as a function of growth conditions. The eutectic between zinc and the intermetallic phase Mg2Znll was chosen for this investigation because it has been found to solidify in more than one morphology. The diagram in anssen' locates the eutectic point at 3.0 wt pct Mg and 367°C. lliott gives 364°C as the eutectic temperature, leaving the phase compositions unaltered. Since the growth conditions determine the micro-structure of the solidified alloy, the factors controlling the transition from one morphology to another could be studied. The lamellae to rods transition is of particular interest. PROCEDURE Alloys were prepared from carefully weighed portions of 99.999 pct Zn and 99.97 pct Mg by melting in Pyrex containers under argon and casting into graphite boats. The resulting ingots were remelted under argon and solidified unidirectionally in a horizontal tube furnace at growth rates ranging from 2.0 to more than 50 cm per hr under a temperature gradient, measured over a 5-cm length, of 9" to 14°C per cm. The solid-liquid interface appeared to be planar at all growth rates although no attempt was made to confirm this by decantation or quenching. A few ingots were allowed to freeze uncontrolled. Most alloys were of the nominal eutectic composition, 3.0 wt pct Mg according to Hansen2 and lliott, but some contained as much as 3.35 wt pct Mg. Chemical analyses were not run since metallographic examination confirmed that the desired composition was achieved. Specimens were cut from the middle portion of the ingot normal to the growth axis, polished mechanically, and etched with 2 pct Nital. Suitable areas were selected for the determination of crystallographic orientation relationships by a tiontechniqueof described previously by one of the authors.4 The (2310) planes of zinc and the (8701, {944}? (1032) planes of Mg2Znll were found suitable for orientation determination; experimental error was on the order of 2 or 3 deg. RESULTS Three different morphologies were found in the unidirectionally solidified alloys: lamellar eutectic, rod-like eutectic, and a structure whose most predominant characteristic was the presence of three-vaned (cellular) dendrites of Mg2Znll. These dendrites were only found in alloys with more than the eutectic amount of magnesium. In some ingots fine hexagonal needles of Mg2Znll surrounding a core of MgZn2 were observed. They were probably due to incomplete alloying and seemed to have no effect on the eutectic morphology. In addition hexagonal spirals like those discussed by Fullman and wood5 and Hunt and acksonh ere observed in some ingots frozen without directional control. Both MgZZn,, and MgZnz were detected by X-ray diffraction in these alloys. Since the morphology could not be grown unidirectionally and no characteristic orientation relationship between the phases was found, further study was limited to the lamellar: rodlike, and three-vaned dendrite morphologies. Alloys of Eutectic Composition, No Dendrites. The mcrostructures of allovs with no three-vaned dendrites were either lamellar or rodlike depending on the growth rate. At rates below 10 cm per hr the morphology was lamellar, consisting of two sets of parallel plates intersecting at about 54 deg like the Mg-MgzSn eutectic described by raft.7 At growth rates faster than 14 cm per hr the microstructure showed rods of zinc in a matrix of MgnZnll, while intermediate rates yielded mixtures of rods and lamellae in small groups. The lamellar "grains" were often several millimeters in cross section, but contained small irregular areas which divided each grain into perfect islands 100 or 200 p in diam. Lamellae were parallel to each other throughout the grain in spite of these defects in the structure, Fig. 1. Rods, on the other hand, could only be produced in small groups arranged like fish scales and separated by irregular areas of appreciable thickness, Fig. 2. There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

SUMMARY Statistics on roof falls indicate that the cost of just removing the unwanted waste from roof falls in US coal mines amounts to about $20 M per year. Almost 40 percent of fatal accidents occur under permanently supported roofs, indicating that the assessment of roof stability is still a very difficult task. In an effort to obtain a better understanding of roof fall occurrences, rock strength and ground stresses were determined in the roof of one mine each in Western Kentucky, northern West Virginia, and Eastern Kentucky. Triaxial ground stress determinations clearly show that horizontal stresses were higher than vertical stresses, and that maximum stresses in the horizontal plane were concentrated between the NE-SW to E-W direction, with the exception of the Eastern Kentucky site which was above the drainage. Magnitudes of stress components may vary considerably in one drlll hole. Strength tests of roof strata materials were done on core samples. Mapping of roof falls showed that the geometry of an opening or maximum span were not the overruling factor because in the same general area, a roof fall was observed in a room (entry) which connected two stable four-way intersections. It should be noted that, in very wet areas, the roof can break up to the bed where water is carried, and a very low ratio between extent of roof fall to height of roof, fall is observed. Geometry is, however, a contributing factor because nearly 70 percent of roof falls are intersection falls. The frequency of fractures parallel to bedding in failed roof strata is much higher than that observed in the original strata, indicating a significant amount of working in the roof before failure.

Monotonic tension and controlled cyclic-strain tests have been conducted on an annealed steel at various strain rates and temperatures in the weep range. Evidence of a strain-induced precipitate reaction abozle 500°C was determined from pronounced cyclic-hardening effects, increase inflow stress, inter granular fracture, drastic decrease in low-cycle fatigue resistance, and loss in tensile fracture ductility, as well as through electron-microscopy examination. It was found that strain rate as well as temperature had a pronounced effect on these observations. A parameter of the form P = T(7.95 - log ip) was determined, which was directly related to the ductility, defined either as the true strain at fracture in the case of simple tension, or as 2N 1/2 ? E p in the case of cyclic plastic strain. A highly satisfactory comparison of the cyclic life as measured and as computed from the ductility predicted by this parameter was obtained for a range of temperatures from 400° to 650°C and for crosshead speeds of 0.002 to 0.2 in. per min. MANY metals subjected to sustained loading at elevated temperatures derive resistance to creep from solid-state reactions of various alloying constituents. These reactions can be many and varied, and occur as a consequence of time and temperature according to reaction-rate principles. Strong evidence exists that many of these reactions are influenced by plastic strain, the argument being put forth that dislocations act as sites for nucleation and growth for the new phase.' Many examples can be cited where plastic strain during transformation influences the structure, and as a consequence affects the properties.2 The low-alloy steels serve as particularly good examples for investigating the effect which aging reactions have on resulting properties. Alloying elements such as carbon and nitrogen, and carbide formers such as manganese, chromium, molybdenum, and so forth, can, by the particular aging reaction which occurs, produce strengthening effects at various temperatures, and so endow strength to the alloy over a broad range of temperatures. These effects have been systematically studied by Glen both during creep3 and for constant strain-rate tension testing.4,5 The work of Glen is of considerable interest in connection with the present study, particularly in regard to the effect of various alloying additions on the true stress-strain curve and on fracture ductility at various elevated temperatures. He has shown that strain-age hardening occurred during plastic straining, which was quite specific both to the temperature of the test and to the alloying element involved. When strain-age hardening was noted at a particular temperature, a .minimum in reduction of area was also obtained. Provided the temperature for the minimum reduction of area exceeded 300°C, all minimum ductility fractures were found to be inter-crystalline in nature. For carbon steels containing molybdenum, two minima in reduction of area were noted, one occurring at 200° to 250°C, the precise temperature depending on the percentage of molyb-

AT a recent meeting of the Utah Section. A.I.M.E., P. D. Nielson, general plant superintendent of the new Geneva steel plant at Provo, Utah, spoke on "General Operations of the Geneva Plant." Mr. Nielson explained that the plant was located at Provo, Utah, on account of railroad facilities, the proximity of coal, iron, and limestone, and the nearness of water for operating the plant. Water probably was the most important item in making the decision.

As knowledgeable men in the industry know, a mineral occurrence is found through prospecting but an ore deposit is "made" -made through, first, imaginative and effective exploration; thence through efficient engineering, sales and management. There are two main phases of exploration-reconnaissance and target investigation-each of which can be further divided into two additional stages (see accompanying table). The search for a new ore deposit within a known and geologically mapped mining district involves only the last two stages, whereas the search for a new orebody in a virgin geologic environment involves at least three stages and often the full sequence. Of course, some of the exploration stages may be bypassed depending on available results of previous mineral surveys and/or exploration by individuals, business concerns, and governments.

Mine, mill, and smelter wastes aggregating billions of tons are scattered across the country as unattractive barren piles that mar the natural beauty of the land. As the population of the United States increases and the demand for land intensifies, populous centers are slowly encroaching on these formerly isolated wastes. Encroachment sharply intensifies the importance of controlling the air and water pollution derived from natural weathering of such wastes. Use or stabilization of these wastes comprises the only viable means for minimizing pollution. Utilization is preferable to stabilization, because full use would both eliminate the waste and broaden the mineral resource base. However, the wastes typically comprise immense tonnages of materials discarded by selective mining or after recovering the significant mineral values by milling and/or smelting. Only rarely can such low-grade material be reprocessed to extract additional minerals at a profit. Some mineral wastes are suitable for disposal as mine fill, railroad and highway road ballast, and land fill. Similarly, some mineral wastes can be utilized as raw materials for making brick, rock wool, concrete, and ceramic products. Several means exist for stabilization of relatively fine-sized wastes, which constitute the chief sources of air and water pollution. These include physical, chemical, and vegetative stabilization, and combinations thereof. Massive coverings of coarse slag, concrete, and soil may be used to prevent erosion of waste piles. A variety of chemicals can be used to bond the particles of fine-size waste into a relatively inert mass. However, the most promising method of producing an esthetically appealing storage site is vegetative stabilization. Numerous species of plants can germinate, grow, and reseed in waste materials which have been adequately prepared to support plant life.

The long awaited new Mining Engineering Handbook is taking shape under the leadership of A. B. Cummins, Chairman of the Editorial Advisory Board for the SME Mining Engineering Handbook, and Ivan Given, Editor-in-Chief. The last Mining Engineers' Handbook, the Peele edition, published by John Wiley and Sons, was last revised in 1941. This book was and still is a virtual mine of information although a good deal of its content, especially the cost tables, is becoming rather antiquated. The new one-volume work will contain approximately 1600 pages and be divided into 36 sections. Introduction Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include: 17 longwall panels and 2 room and pillar sections. The data in each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages. Most subsidence surveys started with the first panel and ended with the second or sometimes, but rarely, the third panel. The first panel may be located in a virgin area but frequently it was adjacent to (on the tailentry side) a mined-out room and pillar section. It must be noted that all of the subsidence data is restricted only to the amount of vertical subsidence and that the horizontal displacement measurement was completely ignored. Primarily due to the fact that vertical subsidence is the most striking feature in a subsidence trough, which is mistakenly considered to be the only critical contributor to surface structural damages, and that a horizontal displacement survey is much more complicated and time-consuming.
