INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don't have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy's" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company's problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI's balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:

The Bradford Oil District lies in the northern part of McKean County, Pa., and the southern part of Cattaraugus County, N. Y. Although petroleum was first found in the producing sand in 1871, it was not until the early part of the year 1875 that a productive horizon was acknowledged to exist, even by those most largely interested in the production of the crude oil. It has been reported to me that the first well drilled in the valley of the Tuneangewant Creek (commonly called Tuna Creek) was drilled by F. E. Dean and brothers in 1865. This well was located on the Shepherd farm, near the present site of Custer City. One hundred and sixty feet of drive pipe was used, and the hole was drilled to the depth of 900 feet. The producing sand at Custer City is found about 1130 feet below the level of the railroad track. The Shepherd farm well was therefore abandoned over 200 feet above the top of the oil sand. The next well was drilled by the Dean brothers on the Clark farm at Tarport. Drilling was stopped at a depth of 605 feet, or over 400 feet above the top of the oil sand. In the year 1862 the old Bradford well, since known as the Barnsdall well, was drilled to a depth of 200 feet with a spring pole, and then abandoned. In the spring of 1866 the citizens of the village of Bradford concluded to club together and sink the Barnsdall well deeper. ALASKA'S coal consumption is now about 130,000 tons annually. About one-quarter of this amount is used in the southeastern part of the territory and in settlements on the western coast and comes from Seattle and from British Columbia mines. About 60,000 tons is sub-bituminous coal from the Healy River mine in central Alaska, and is used mainly at Fairbanks, sixty miles to the north, for heating and the development of electric energy, for the city and the gold-dredging operations of the Fairbanks Exploration Co. The remaining 40,000 or 50,000 tons is bituminous coal from Matanuska Valley, in the south-central part of the territory. These coal deposits extend intermittently for about forty miles along the valley, which trends eastward from the upper end of Cook Inlet.

The mining industry is continually faced with problems involving dewatering, pollution, water supply, leaching and hydrochemical mining and prospecting. Greater application of the principles of ground-water hydrology to solution of these problems promises improved operating efficiency, increased safety and better public relations. Estimating the magnitude of dewatering for a proposed mine may be a major factor in determining the feasibility of proceeding with mine development. Diverting the source of ground water to an abandoned mine may save costly treatment of acid-mine drainage. Development of a large ground-water supply near an ore deposit may enhance the possibilities of a leaching operation. Detection of certain dissolved minerals in water from springs or wells may lead to hitherto unknown mineral deposits. Current efforts of industry, educational institutions and government are making these kind of events more commonplace. Dewatering of Mines The magnitude of dewatering problems was dramatized by a flooding that occurred last year in a gold mine in South Africa. During drilling operations at the West Driefortein mine, a major fracture was encountered from which large volumes of water issued necessitating evacuation of 1350 men from the mine. Dewatering required an increase in pumping of more than 80 million gpd. Models of ground-water systems are being used to test alternate plans for dewatering mines. Using the models in conjunction with computer optimization programs may lead to minimizing costs of operation. In addition to computer simulation of aquifers associated with phosphate deposits in North Carolina mentioned in last year's report, two USGS employees developed a model to estimate the amount of pumping required to dewater a mine site in Colorado.

THE following article covers the history of a metallurgical campaign, commenced in March, 1905, at the mines of the Socorro Gold Co., in the so-called desert region of Yuma county, Arizona. The results obtained were simply a function of necessity, as will be seen from the description of the local economic conditions and the character of the ores treated. The mines and mill of the Socorro Gold Co. are located near the small village of Harrisburg, about 60 miles from Congress Junction, Arizona, which, at the time this work was undertaken, was the nearest railroad station, and from which all supplies were brought by wagon through the desert, at a cost varying from $10 to $15 per ton in addition to the railroad freights. Wood, the only available fuel, cost $7 per cord. Water for all purposes was pumped to the plant from a well in the valley about 4 miles away. Under the Arizona law, a working-shift is 8 hr. Wages were $6 per day for foremen and mill-men, $4 per day for blacksmiths and engineers, $3.50 per day for miners, and $3 per day for shovelers and trammers. The ore consisted of quartz, in which, above the 250-ft. level, the iron-minerals were largely oxidized and some free gold was visible; below that level few traces of oxidation occurred, and pyrite constituted the principal mineralizer in the quartz, together with occasional pockets of galena and a few eccentric specks of covellite. The 20-stamp mill was equipped with plates for amalgamation, and three Standard tables for concentration. The tails from the tables were elevated by a centrifugal pump to a launder, by which they were conveyed to a 60-ton cyanide-mill for further treatment. The cyanide-mill was erected at so great a distance from the stamp-mill that a separate crew of workers and a separate power-plant were necessary. During construction of the intake tunnels for a nuclear power facility in Ohio, evidence of a potential geological discontinuity was discovered. Assuming that the discontinuity might still prevail underneath the site, it was decided to measure the stress profile across the discontinuity. This information would be used to assess future stability on the basis of predicted shear stresses acting along the fracture. Seven intervals were hydraulically fractured to determine the magnitude and orientation of the stress tensor, in order to infer the shear stresses acting along the discontinuity. The formation consists of tightly interbedded shales. This, in combination with the shallow depths, would be expected to lead to horizontal hydraulic fractures -- a situation which generally provides limited information. Careful testing procedures, and meticulous interpretation, allowed the determination of the horizontal stress components as well as the vertical component, via the initiation and/or propagation of multiple fractures. The measured stresses fall within the range of stress magnitudes and orientation determined in other areas of the northeastern and north-central United States and in southern parts of Canada. In addition, a small stress gradient anomaly was recorded at depth. On a different scale, the measured stress regime is also evaluated in light of the regional geological setting.

THE twenty-first birthday of the Rocky Mountain Club will be celebrated on April 11 by the Last Round-up; for, as announced at the annual meet-ing of the American Institute of Mining Engineers in February, the Club and the Institute have voted to con-solidate and formal approval by the court alone re-mains to be secured. The Rocky Mountain Club was organized some years since "to create and maintain good fellowship between the Rocky Mountain members and to further the in-terests of the Rocky Mountain States." From the first, mining men dominated it, as was natural in view of the prominence of mining in the Rocky Mountain region. A series of brilliant annual dinners were held and a site purchased for a clubhouse. A fund was raised to provide a home for the Club. Just as success was as-sured the war came and the members of the Club con-sidered it would be unpatriotic to spend money for such purpose at that time. In a spirit of patriotism the Club funds were devoted to war purposes, especially the Commission for Relief in Belgium and the caring for soldiers going to and returning from the front. So much of the money was used that at the end of the war the project for a clubhouse was out of the question with-out raising a new fund, and since 1923, the Club has been inactive. There is now in its treasury a substan-tial sum. The assets are for the most part the result of contributions made by W. B. Thompson, John Hays Hammond, and Edward H. Clark, all members of the Institute and all of whom wished to see these funds applied in a manner to leave some lasting memorial of the spirit which animated the founders and at the same time perform some useful function in the development of the region in which the Club's interest centered. It was thought that this could best be done through affilia-tion of the Club with the Institute and both organiza-tions have voted for the merger. The Club members not already in the Institute are to have the privilege of a special Rocky Mountain life membership, and the property of the Club is to be used to endow a Rocky Mountain Club fund to be used for purposes in accord with those of both the Institute and the Club and with especial reference to benefiting the Rocky Mountain region.

NORWAY'S metallurgical development, which has extended over many centuries, is intimately associated with that country's unique topography and climatic conditions. It is a rugged mountainous country, with a most irregular shore line, bordered by thousands of islands forming a natural protection for shipping. WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.

DESCRIPTION. ACCORDING to the estimates prepared by the U. S. Geological Survey, the area underlain by workable coal-beds in the United States is 496,776 sq. miles. Of this total area, 480 sq. miles contain the entire anthracite coal-fields of Pennsylvania. The bituminous coal-fields are estimated to be contained in areas aggregating 250,051 sq. miles. The grade of coal between bituminous and lignite, and which is designated by the Geological Survey as " sub-bituminous," is estimated to be contained within areas aggregating 97,636 sq. miles, while the areas containing lignite aggregate 148,609 sq. miles. The coal-fields are divided, for the sake of convenience in classification, into six main provinces, as follows: 1. The Eastern. Province, containing the anthracite coal-fields of Pennsylvania and the bituminous coal-fields of the Appalachian region-namely, those of western Pennsylvania, Ohio, Virginia, West Virginia, Kentucky, Tennessee, Georgia, Alabama, and small outlying areas in North Carolina. 2. The Interior .Province, containing the bituminous coal-producing regions of Michigan, Illinois, Indiana, western Kentucky, Iowa, Kansas, Missouri, Oklahoma, Arkansas, and Texas. 3. The Gulf Province, containing the lignite-areas of Alabama, Mississippi, Louisiana, Arkansas, and Texas. 4. The Northern or Great Plains Province, containing the lignite and sub-bituminous areas of North and South Dakota, eastern Montana, and northeastern Wyoming. 5. The Rocky Mountain Province, containing the bituminous and sub-bituminous areas of western Montana and western Wyoming, Colorado, Utah, and New Mexico. 6. The Pacific Coast Province, containing-the areas of Washington, Oregon, and California.

Recovery, recrystallization, and texture development of a cold-rolled aluminum-killed steel have been studied during simulated box annealing. Two different initial conditions existed prior to cold rolling: 1) essentially all of the nitrogen in solid solution and 2) most of the nitrogen precipitated as AlN. The combined effect of nitrogen and aluminum in solid solution before annealing was to inhibit recovery and sub-grain growth at temperatures above about 1000°F and to raise the recrystallization temperature range on continuous heating at 40°F per hr from 1000"-1050°F to 1065"-1085°F. For the material with nitrogen and aluminum initially in solution there was an inhibition in the nucleation of the (001) [110] texture component and an enhancement of the (111) [110] texture component. The differences in annealing behavior mzd texture development are attributed to preprecipitation clustering of aluminum and nitrogen at subboundary sites developed by prior cold working. THE annealing of cold-worked aluminum-killed steels has been the subject of numerous investigations.'-'2 These studies have been concerned with kinetics of recrystallization, with microstructure and texture development, and with the individual and combined effects of composition, thermal history prior to cold rolling, and heating rates during subsequent annealing. It has been shown that the inhibition of recrystallization, and the development of the pancake-shaped grain and recrystallization texture characteristic of aluminum-killed steels, can be associated with the precipitation of A1N particles during a recrystallization anneal involving heating rates in the range 20" to 80°F per hr. If the AIN is precipitated before cold rolling or if more rapid heating rates are employed, the cold-rolled steels recrystallize more rapidly to an equiaxed grain structure and texture comparable to that of rimmed low-carbon steel. The retardation of recrystallization, the development of the elongated grain structure, and the pronounced (111) texture have been attributed to: 1) precipitation of A1N at prior cold-worked grain boundaries to form a mechanical barrier to grain boundary migration;' 2) precipitation on the boundaries of the growing recrystal-lizing grains as well as on cold-worked grain boundaries;'" and 3) preprecipitation clustering or precipitation on subboundaries to retard recovery, nucleation, and growth. The present study was undertaken to study in more detail recrystallization and texture development during commercial box annealing of cold-rolled aluminum-killed steels. Comparison of the annealing be- havior after cold rolling, for two different conditions prior to cold rolling, was made in an attempt to define more clearly the role of aluminum and nitrogen in forming the recrystallization texture. A) MATERIAL AND PROCEDURE The material used in this investigation was a commercial low-carbon aluminum-killed steel which was hot-rolled with a finishing temperature of about 1565"F, then coiled at about 1020°F. The composition, in wt pct, was: 0.050 C, 0.30 Mn, 0.007 P, 0.019 Si, 0.03 Cu, 0.02 Ni, 0.02 Cr, 0.045 Al, and 0.004 N. Two 4.5 by 13 by 0.078 in. sections were cut from the center section of a hot-rolled panel and one of these was reheated to provide two different conditions prior to cold rolling: low AlN: as commercially hot-rolled, with aluminum and nitrogen in solid solution; and high AlN: as commercially hot-rolled, then reheated at 1300°F for 3.5 hr to precipitate most of the nitrogen as AlN. ~etallc&a~hic examination indicated that the reheating did not change grain size nor carbide distribution (some spheroidization of pearlite was noted). Texture analysis at half-thickness level showed that both sections had the same substantially random as-hot-rolled texture. The results of check chemical analysis of each sample are given in Table I. Both sections were cold-reduced 65 pct on a laboratory rolling mill to a final thickness of 0.027 in. Cold rolling, in one direction only, was in the direction of the prior hot rolling. Specimens 1.0 by 1.25 in. were cut from the cold-rolled sheets and given a simulated box anneal in an atmosphere of 2 pct HZ-98 pct He. Specimens were heated at a constant rate of 40°F per hr from room temperature to various temperatures in the range 750" to 1300°F and cooled immediately by withdrawal to the water-cooled end of a tube furnace. The temperature in the 6-in. uniform hot zone of the furnace was controlled within 3"F. Selection of the individual specimens was made to give a random distribution of annealing temperatures with respect to location in the cold-rolled sheet. At least two specimens of each condition were annealed to the same temperature and smaller specimens for light microscopy, transmission electron microscopy, and X-ray studies were prepared from each of these. THE results are presented of an investigation to discover the fundamental atomic conditions existing in Corson's high-copper alloys hardenable by means of silicide solution and reprecipitation. The study attracted the writer because it offered a very convenient example of the general type of hardenable alloys exemplified by duralumin. Sykes' iron-tungsten and iron-molybdenum alloys and the hardenable lead-antimony. SUMMARY OF RESULTS AND CONCLUSIONS In brief, the investigation shows that very perfect crystallinity exists in the solid solutions prepared at high temperature to contain as much dissolved silicide as possible. The lattice parameter of copper is altered very little by the amount of cobalt, nickel or chromium, and silicon dissolved. The hardening by drawing at a temperature to initiate precipitation of excess silicon and metal produces a remarkable change in the atomistics of the solid solution. The old perfection of crystallinity in the solid solution is destroyed and the new atomic spacings are of variable magnitude even in one grain, and a condition in a measure resembling that found in martensite is observed. Were no particles whatever precipitated by the drawing action, still ample causes for hardness would be in evidence in the solid solution alone. The lack of plane continuity in the crystal grains would oppose slip in a very effective manner. Complete annealing restores the crystalline perfection in large measure. In these alloys even the most sensitive methods failed to reveal the characteristic pattern of the silicide precipitated by the anneal, but this was largely to be expected as the amount is relatively small.

Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

PERHAPS the most interesting paper of the subsidence session on Monday morning was that by Roland D. Parks entitled "Yieldable Metal Props for Underground Support." This paper described the development of a telescoping prop made from two pieces of pipe. The lower and larger in diameter has cast in it a soft metallic alloy which is slowly extruded through an orifice in the upper and smaller piece of pipe. In this way, the length of the prop decreases gradually as the load from the roof increases. The stress-strain diagram for these props, as tested in the laboratory, is almost ideal, and can be duplicated satisfactorily in successive tests. They have not yet been tested underground. Another paper of much interest was presented by Prof. P. B. Bucky. It is an addition to his series on structural models as applied to mining and was entitled "Effect of Approximately Vertical Cracks in the Behavior of Hori¬zontally Lying Roof Strata." It was illustrated by motion pictures of a model under test. After explaining the un¬derlying theory, the apparatus and the mode of testing, Prof. Bucky set forth the effect of vertical cracks in a mine roof, as follows: (a) the wider the crack, the weaker the roof; (b) where the sides of the crack are in juxtaposition, there is little weakening of the roof; (c) grouting cracks whose sides are not in contact restores the strength of the roof until it may be as strong as, or stronger than the uncracked roof. Small paper props helped sustain the roof. Both the nature of the material and its bonding affect its behavior under stress.

(Butte Meeting, August, 1913.) THE Kennedy mining district is situated about 55 miles in a southerly direction from Winnemucca, and about the same distance south-east from Battle Mountain : two towns situated oil t the main line of the Southern Pacific railroad. History. Prospectors were first attracted to the district by the reported discovery of gold by Chinamen in Cinnabar creek in the early 90's. The prospectors came from the rich placer workings in and about American canyon ; but the new diggings were not found sufficiently rich to justify their being, worked as placer properties, and the prospectors started work in a number of places, looking for the veins which had fed the canyon. In 1893, Charles E. Kennedy, a prospector who had been attracted by the reported discoveries in the vicinity, left Hawthorne and came to the present site of the town of Kennedy. Within a short time he discovered the vein known as the Imperial, and proceeded, with the aid of some friends, to develop it. The vein was readily traced for a distance of about a mile, and about $10,000 worth of high-grade ore was shipped to the Utah smelters. At about the same time the Lawler Brothers, who had been prospecting in the district for some time, located the ?Gold Note group," which showed some extremely rich ore. Within a very short time they extracted from 'the Gold Note vein 150 tons of ore, which was shipped to the Utah smelters, and netted about $105 per ton above all expenses. Their good fortune attracted attention to the camp, and within .a short time a town was laid out, with a population of about 500 people. It was named in honor of Kennedy, who had made the first discovery of pay ore in the district.

Instability of rock slopes may occur by failure along pre- existing structural discontinuities, by failure through intact material or by failure along a surface formed partly along discontinuities and partly through intact material. Although certain fundamental failure modes are recognized, the mechanisms of slope failure are varied and complex. Such mechanisms are governed by the engineering geology conditions of the rock mass, which are almost always unique to a particular site. An understanding of failure mechanisms requires a knowledge of the physical, mechanical and strength properties of the intact material and discontinuities which make up the rock mass, as well as the structural geology and hydrogeology. These engineering geology parameters also must be evaluated with respect to the slope geometry to determine failures which are kinematically possible. Only after obtaining a reasonable appreciation of the possible failure modes can a rational mechanical stability analysis be carried out. Both two-dimensional and three-dimensional failure mechanisms should be considered in assessing the design of rock slopes. Simple analyses methods are used initially to identify those possible failures which could control slope stability. More complex and detailed analyses usually are required for a few critical failure modes which could control stability, or where a more complex type of failure mechanism is envisaged. Complex failure mechanisms are usually identified when assessing previous slope failures. More detailed information concerning slope geometry and engineering geology parameters must be acquired where analyses must be more rigorous.

This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all.
