The fruits of industry are divided between capital, labor, and governments. Capital takes its redemption and remuneration through profits or dividends; labor takes its share through wages; governments take their share through taxes. Each must have a just share, and the question of what is a just share and the question of who-shall make the allocation are vital current political and economic issues. Certain political philosophies con- tend that government should take all the fruits and that some dictator or politician should have irrevocable discretion and power to distribute the fruits. Believers in democracy and free enterprise adhere to the view that capital is entitled to redemption and fair remuneration; that labor shall have a fair wage; and that governments shall make equitable levies. But since all human beings, both individually and in groups, are inherently selfish, there are many variable views in regard to the question of what ratios shall be applied in a division of the fruits and who shall have the power to fix these ratios. Perhaps all parties should devote more energy to means of increasing the crop, and not so much time to quarreling over a division of the existing crop. Moreover, all three parties must guard against killing the goose that lays the mineral eggs. For example, if the tax burden becomes oppressive and the taxpayer refuses to carry it, then business stagnates, with consequent unemployment, reduction of profits, and curtailment of government revenue. If a producer assumes the increased tax burden, marginal operations must be closed down, and again the consequences are increased unemployment and diminished government revenue. Quite often an increase in a rate of tax results in a reduction of government revenue. Perhaps the worst detrimental feature of selfishness and greed on the part of any one of the three distributees of the fruits of industry is the retardation of expansion of the enterprise. On Feb. 16, 1948, the Board of Directors of AIME authorized the publishing of "Technical Notes" in METALS TECHNOLOGY. The purpose is to provide prompt publication of wry short items of the following general types: 1. Results of short investigations which do not warrant a paper. 2. The conclusions of extensive investigations of insufficient general interest to justify a regular paper. 3. Conclusions arising in the course of an investigation, which, because of interest to others in the field, the author wishes to present prior to completion of the investigation. 4. Pertinent factual comment (not mere argument) on the subject matter of previous "Notes." Such Notes will be subject to the approval of the Auxiliary and AIME Publications Committees, but can be handled more promptly than regular papers because they need not be referred to readers. The recommended maxi- mum length is 500 words; notes in excess of 1,000 words will not be considered for this type of publication. A graph or photograph may be included as part of the note when particularly illustrative. As with regular papers, contributions to the new section should be submitted to the Secretary of the AIME.

The technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe there is accord, I will distinguish between booster and auxiliary fans. Definition of Booster and Auxiliary Fans In discussing underground fans G. S. Rice1 distinguishes between those used to increase the amount of air passing a given point and those used to augment the ventilation locally. A fairly complex analysis is required to select or evaluate a piece of excavating and bulk handling equipment for its performance. At present, there is little agreement as to what points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment. The importance of the equipment characteristics, job activities, and work conditions are stressed. Separate analytical stems are established in a flow chart for these. They are combined using suitability tests in: problem statement; natural conditions; suitability guidelines; appropriate equipment types; operational activities; encumbered space; geometric design; equipment sizing; failure and limits; performance and consumption; public policy checks; and costs and profitability. Public policy and economics receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

Several investigations in recent years have shown that drilling rates are increased significantly with increased hydraulic horsepower. But, there has been no over-all method of designing jet-bit programs that efficiently uses the surface power. A study of present practices indicates that frequently as little as 50 per cent of the possible effects at the bit are used. Some observers have indicated that the best utilization of hydraulic horsepower (maximum effect on drilling rate) occurs when the bit hydraulic horsepower is maximum; others have stated that jet impact force is more important, and others have believed that maximum jet velocity is required. Limited efforts to date have shown some optimum conditions for bit hydraulic horsepower and impact, but these conditions cannot exist during drilling of a large part of the hole and do not provide a basis for designing a complete jet-bit program. This paper shows the maximum obtainable bit horsepower, impact force and jet velocity at all depths, taking into account the limitations of the pump, piping, hole and minimum circulating rate for adequate cuttings removal. Ranges of operation are developed; and flow rates, surface pressure and bit pressures are specified for each range to provide a maximum of any one of the desired effects. It also is shown that, by proper selection of nozzle sizes and by following the rules presented, the maximum obtainable quantities can be effectively utilized from surface to total depth. Finally, a simple graphical method of selecting nozzle sizes and flow rates is presented which can be used with familiar bit-company hydraulic tables and calculators to design jet-bit programs for maximum bit hydraulic horsepower, impact or jet velocity, as desired. These programs make most effective use of the pumps. Heretofore, there was no method available for designing field tests which adequately separated the effects of bit horsepower, impact and jet velocity. The programs and procedures developed in the paper are dissimilar and, when used in future field testing, should demonstrate which program is the most important in obtaining the fastest drilling rate. INTRODUCTION During the past decade, rig hydraulics has come into increasing prominence. There has been a definite trend toward providing higher horsepower pumps, jet-type bits have had increased use, numerous investigators"" have reported increased drilling rates as a result of increased hydraulics, and bit manufacturers have provided tablesa-" and calculators that are now commonly used 10 design jet-bit programs. Opinion has varied as to the hydraulic quantity which has the great- est effect on drilling rate. Papers and data have been presented that show pump horsepower,'9 it hydraulic horsepower and jet impact force,' each to be the most significant factor affecting drilling rate. Examinatibn of jet-bit programs of the bit companies indicates emphasis on jet velocity. Only pump horsepower can be eliminated because it can be used to produce any one of the bit effects which, a priori, must be more relevant factors. This contradictory state of opinion and practice regarding the bit effects is unfortunate, but several published references have been concerned with making one or another of the factors maximum; and, because these in each case have given results applicable to only intervals of the hole drilled, there seems to be ample reason to complete the previous efforts. It also is believed that the differences in programs for each effect, where they exist, should be delineated so that future use may determine which hydraulic effect is the more relevant. It is the purpose of this paper to: (1) show the theoretical maximum bit hydraulic horsepower, jet impact force and jet velocity available at all depths, taking into consideration all necessary restrictions on operating conditions; (2) illustrate procedures by which the maximum available horsepower, impact force or veIocity may be obtained; and (3) present a graphical method for rapid selection of jet-nozzle sizes and flow rates to be used with conventional procedures to design jet-bit programs for maximum bit horsepower, impact force or velocity as desired.

ALTHOUGH the metallurgical treatment for the Ophir Hill tailings was developed more than 20 years ago and in the interim a vast amount of experimental work was done with later-developed flotation rea-gents, it was found necessary to revert to the original oil reagents and their combina-tions with specific chemical reagents in order to obtain results of economic value. This is of especial interest because in present ore-treatment investigations later-developed flotation reagents are used almost exclusively and the coal-tar deriva-tives, except in certain patented reagents, are virtually neglected. These coal-tar oils and derivatives still have a definite field of application, especially in the treatment of some oxidized ores when modified sulphidi-zation is desirable. The Ophir Hill tailings deposit is in Ophir Canyon, Tooele County, Utah, about 55 miles southwest of Salt Lake City and 25 miles south of the Tooele smelter of the International Smelting and Refining Co. A road good for trucks leads directly from the Ophir mill to the smelter.

At the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899,I presented a paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-mining industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is "shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the U. S. Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent. in 1907 to 37 per cent. in 1908. In 1898 only 19.5 per cent. of the total product was unclercut.by the use of machines. The number of in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. (written discussion?).-Since the Lehigh Valley accident, transverse fissures have become a source of constant anxiety to railroad officials, because such defects, only infrequently detected by the trackmen, may appear under a moving train entirely without warning. The number of actual accidents resulting from rails containing fissures is no doubt a small proportion of the total, but the serious losses that have been directly attributable to fissures, coupled with the continual possibility of repetition, creates an alarming situation which demands a full investigation of the cause of fissures; apart from other types of rail failures. Mr. Howard's position gives him a field for action and an opportunity for laboratory examination and research that are unsurpassed, and the results. of his investigations must be received with the utmost attention and respect. His admirable paper, summarizing his previously published studies and analyses of the transverse fissure problem, constitutes a convincing treatment of the subject chiefly from the standpoint of stress and strain to which rails are subjected. The intricacies of the problem are so great that seemingly any theory advanced for the cause of fissures may be attacked from some angle; and although Mr. Howard's deductions are logical in the direction followed, it is apparently necessary for considerable work to be done along other lines before his theories can be fully accepted. It is generally conceded that fissures, whether fundamentally clue to fatigue or something else, are of a progressive character, their ultimate size' being the result of growth from an originating nucleus or point of rupture. Abundant proof of this lies in the variable sizes of the fissures found, and there can be no doubt that their development or growth is the result of the strains to which rails are subjected in the track. FERROUS metallurgy today, defined as the art of extracting money from iron ores, appears to suffer from a complex of inherited theory. In so far as pig iron costs contribute to inadequate profit margins, this symptom may be diagnosed as due to persistence, despite disproval, of Sir Lowthian Bell's theories of reduction. An attempt to meet the economic situation by reducing costs through improving blast-furnace metallurgy would be inconsistent with Bell's theories. These theories, though refutable on the facts of practice, still prevail and today's metallurgy, as measured by its fuel economy or smelting efficiency ranging between 30 and 40 per cent. is no better than Bell's, showing a specific efficiency of 36 per cent.1 If fair to neglect dry-blast operations, it appears that the advance in furnace practice since Bell's day, as shown by a tenfold increase in individual furnace capacity, has been largely mechanical and that the metallurgy of the process has not been changed materially, since the introduction of blast heat, patented in 1828. It seems fair to attribute, this lack of progress on the strictly metallurgical side to a domination of the industry by false ideas first expressed by Lowthian Bell. What the furnace seems to need first, in the interest of lower costs and of better iron, is some destructive criticism of these ideas, in moderate doses, to be followed by a constructive theoretical treatment; then, research and still more research.

IN 1934, when Gregg and Daniloffl wrote their excellent monograph on the alloys of iron and copper, the most recent literature on the constitution of the alloys indicated a narrow single-liquid area for 20" above the liquidus with a closed liquid mis-cibility gap above this. Since that time, however, a number of investigators have confirmed the much earlier studies of Mushet2 and Stead3 who, among others in the nineteenth century, had described the true state of affairs. Liquid copper and iron are completely miscible in the absence of carbon, but small amounts of carbon cause liquid segregation. In 1934, one of the writers' mentioned evidence for the absence of liquid separation in carbon-free alloys at temperatures up to 1700°C. Two years later, Mad-docks and Claussen5 unequivocally established the absence of liquid segregation and published a revised diagram, reproduced in fig. 1. They also studied the limits of the two-liquid area in ternary alloys of iron, copper, and carbon as a function of carbon and iron content. In the same year Simpson and Bannister" and Schumacher and Souden7 described in some detail the properties of alloys containing 50 to 75 pct Cu. More recently Hodges et al.16 have developed the copper-rich alloys for use as high-strength conductors. In 1937, Iwase, Okamoto, and Ameniya8 published data on the miscibility gap in ternary alloys of iron, copper, and carbon that supported the conclusions of Maddocks and Claussen, and definitely located the two-liquid area at temperatures of 1450" and 1540°C. They also reported that additions of 1 pct Al, Ni, Pb, Sn, or Zn caused no segregation in 50 pct Cu alloys at 1540°C. The use of copper in amounts approximating 1 pct has found industrial employment to an increasing degree in both wrought and cast steels, for such steels are capable of being precipitation-hardened following normalizing, and have high yield strengths. This is summarized by Gregg and Daniloff,1 Sallitt,9 and Lorig and Adams,10 while Alexander" gives additional information on the heat treatment of copper-steel castings. Lippert12 has described Digby's two-phase steels containing copper and chromium. The work described in the present paper was done in the years 1932 to 1934, at which time much of the information was new. The excellent work subsequently done in other laboratories but more promptly published makes the present paper in part only a confirmation of what is now well known. PRIOR to 1902, the tramming of ore from the stopes to the shafts, in the Butte mines, was done by man or animal power, but the demand for greater tonnage and the need for more improved methods of tramming the ore resulted in the installation of the compressed-air locomotive in a few mines. Some of the objections to animal haulage were thus eliminated, but this locomotive was not generally adopted, because of a number of limiting features. It was superseded by the electric trolley locomotive. The early types of trolley locomotives were not satisfactory from the operators' viewpoint, but. they had many economic advantages and after a number of years, in which improvements were constantly made in the structural details, they became dependable, so that the use of animals for main haulage in the mines has now been practically abandoned. There are now operating in the Butte mines of the Anaconda Copper Mining Co., 185 trolley-type locomotives, each of which has replaced five animals. It cost approximately $50 per month to keep an animal, hence the economies that resulted fully justified the expenditure of electrifying the haulage systems. The haulage conditions in this company's mines possess many advantageous features that are not always found in underground mine workings. The drifts and crosscuts are large, approximately 5 ft. (1.5 m.) wide by 7 ½ ft. (2.3 m.) high, and have curves of no less than 18 ft. (5.5 m.) radius; and the roadbeds of the drifts and crosscuts have a uniform grade of 0.5 per cent. toward the shaft, or in favor of the loaded trips. In all of the mines, except two, the track gage is 18 in. (45.7 cm.), and all tracks in the main haulageways are laid with 25-lb. (11.3 kg.) rails. The stations at the shaft are large, well-lighted, clean, and cool. The average temperature of ,the stations, however, is about 75° F. (24° C.), while the average temperature in some of the drifts and crosscuts is 92° F. (33.5° C.).

In all the books that treat of this matter, there ore given analyses of slags, their chemical formulae, the loss of iron, etc. ; but few, if any, give the character of the iron mode at the time; none give analyses and physical characteristics of the ores and limestones used, and they present merely isolated examples from various furnaces, and consequently one is more frequently puzzled than enlightened after reading them. This paper is the result of a research program entered into cooperatively by the General Reinsurance Corporation and Lehigh University in January 1944. The research program was instituted to find a more positive method to determine the presence of hazardous roof conditions in , mining operations. The co-authors, together with Mr. R. D. Currie, Engineer for the General Reinsurance Corporation, started working on the project in January 1944, first undertaking a library search; second, a preliminary study based on some existing equipment; third, the design of new and more suitable equipment; and finally, the field testing of equipment and methods. Purpose Any study of the accident statistics of mining operations will disclose the rather startling fact that approximately 50 to 60 per cent of all fatal underground accidents in the anthracite and bituminous mines are caused by falls of roof and coal, the metal and nonmetal mines showing only a slightly smaller percentage. Advancements in safety engineering have produced definite results in the decrease of accidents due to blasting, haulage, electricity, and explosions but no such decrease is shown in those caused by falls of roof, coal, or ore. It is one of those papers that one wishes to read in the quiet of one's study, where it can be read with great profit. There are many points which he makes which I think are of very great value, in particular as to the importance of getting fine ;grained graphite by a relatively rapid cooling, combined with a high percentage of silicon. That theory would seem to be very promising; how far it has actually been carried out very likely Dr. Moldenke can. tell us.

AT the present time there are four base metals being used for automo-tive bearing alloys. Of course there are numerous variations in the amounts of alloying elements added to each base metal and nearly all of these alloys have the conventional, if not classical duplex structure; that is, they are composed of a hard constituent embedded in a soft matrix. The well-known theory is that the former will wear well, while the latter will be plastic enough to allow the bearing to be broken in and conform to the contours of the shaft. The requirements of the modern bearing have been most aptly described by W. M. Corse: In order to meet the engineering demands of today a good bearing metal must be able to carry the weight of the shaft and stand up under steady or suddenly applied loads, or even blows in some types of service. A certain amount of plasticity is desired to compensate for minute irregularities in the shaft or bearing surface, and to permit yielding, thereby avoiding dangerous stresses in bearing and shaft and pre-venting overheating and rapid wear of parts. Less plasticity is required in a bearing metal if the surfaces of bearings and journals are machined accurately, aligned, and kept in alignment. It is desirable, of course, that a bearing metal have a low coeffi-cient of friction. Under most operating conditions the friction depends on the unit pressure of the bearing, the speed, the temperature, and the properties of the lubricant. A good bearing metal must have a low rate of wear to reduce the necessity for frequent replacements, and adjustment of the bearings. It must wear more rapidly, however, than the journal or shaft running on it, because replacement of the journal or shaft is more difficult and costly than replacement of the bearing.1 The hardness of the bearing alloy is a property closely related to several of the foregoing. With a duplex microstructure, the measure-ment of hardness with any of the usual commercial devices means little. The Bierbaum method of measuring the hardness of the individual constituents was developed to fill this need.

Relative productivity of individual oil and gas sands in a given well can be analyzed at several back pressures. The variable frequency sensing elements are an improvement in sensitivity and accuracy and make possible observation of temperature and pressure variations that have not been possible heretofore. This case-study of the financing of the Ok Tedi project illustrates the nature of project financing and outlines the arrangements made in the case of this project; it also demonstrates that the limitation of financial exposure is an important goal for Governments involved in developing the resources sector. The account includes a chronological description of the process by which the sponsors prepared for the financing of the project and the lenders became involved in it. The type of security arid loan documentation required for such financing is described, together with a broad analysis of their content and the manner in which the various risks involved in development are apportioned among the sponsors and lenders. The ability to apportion and limit financial liability is an important development for the owners of capital and resources.

The Gaudin-Meloyl equation for the size distribution of fragments resulting from single fracture is where y is the mass fraction of material smaller than size x, and x, and r are parameters to be determined from the experimental data. In physical terms, r is associated with the number of active flaws in a particle of characteristic dimension xo . The special attribute of this equation is its emphasis on the coarse size region of a distribution. There are various procedures2-5 for obtaining the parameters in Eq. 1, but a simple graphical method is awaited. This situation contrasts sharply with that in the cases of the familiar Gates-Gaudin-Schuhmann and Rosin-Rammler equations.6 The purpose of this note is to present a method based on a procedure7 which has been successful in several other applications.8-13
