The effects of capital, operating and debt cost variations on project performance criteria are examined using a theoretical model and an actual case history. On an after-tax basis, financial measurements are found to be most sensitive to operating cost changes, somewhat sensitive to reasonable changes in capital costs and relatively insensitive to interest rate fluctuations.

Characteristics of surface deformations i.e., sub¬sidence, inclination, curvature and horizontal strains, are evaluated, based on information obtained by direct field measurements over three longwall panels in the Northern Appalachian Coalfield. Surface deformations have been precomputed using Bals' and Knothe's theories. The results have been compared with Bureau of Mines field data to evaluate the applicability of the two theories to the U.S. min¬ing conditions. Measured horizontal movements and the resulting horizontal strains differ as much as 300 percent from precomputed values. Topography has no detectable effect on vertical movements but appears to have substantial effect on the development of horizontal strains. The horizontal deformations computed from our field measurements generally exceed the limits used in other countries to protect surface structures.

Mass balance calculations on industrial grinding circuits are routinely performed during circuit design as well as during post-installation evaluation of operating circuits. Though such routine mass balances are straight- forward, a systematic approach can yield substantial long-term benefits. This chapter presents and evaluates several approaches useful for achieving various circuit design objectives and also considers several methods for reconciliation of data collected around an operating circuit. Numerical examples illustrate the basic concepts and techniques.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

The list of our past-Presidents comprises the names of many who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment, highly useful, setting forth the results of our own work as a society, and recalling to our minds the particular lines in which discussion would prove most fruitful. Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in mining and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that progress during the last decade has undeniably been more rapid than ever before in the history of the profession. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much to enlarge the field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal conditions, as the age of a district increases, all these different factors should combine to off-set the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. The more recent and important improvements in our Western mining-practice which have contributed most towards the advancement of the art may be briefly summarized as follows; but, before beginning this portion of my address, I wish to thank most heartily the many engineering friends who have so

Detailed stratigraphic studies in the Wisconsin-Illinois-Iowa district have made it possible to map the folds and faults that controlled the deposition of the zinc-lead ore. Prospecting on the basis of this mapping and prospecting in lower zones that are potentially ore-bearing have led to discoveries of ore. GEOLOGIC studies for the Federal and State governments in the Wisconsin-Illinois-Iowa zinc-lead district were begun in 1835, and subsequent surveys were made in the three states at intervals until 1916, see Table I. The current study of the district, Fig. 1, by the U. S. Geological Survey was begun in 1942 in the hope that a systematic investigation would help increase production of zinc and lead, then in extremely short supply. Major emphasis of the USGS program was on detailed mapping of the geologic structure and ore deposits. Preliminary maps and reports covering localities of intensive mining activity have been published during the course of this study, Fig. 2. By 1950 the objectives of the study by the USGS were revised; 71/2-min quadrangles of relatively unprospected localities as well as intensively mined localities are now being mapped in Wisconsin. Since 1945 the investigation in Wisconsin has been made in cooperation with the Wisconsin Geological and Natural History Survey, and since 1951 the geologic mapping of areas of particular interest in Iowa has been performed in cooperation with the Iowa Geological Survey. At intervals since 1943 the Illinois State Geological Survey has mapped the geologic structure and ore deposits of localities in the Illinois part of the mining district, see Fig. 2. Geology was applied by mining company personnel as early as 1853, but only sporadically, with periods of greater application between 1890 and 1925. Much of the so-called geologic work was in reality mining engineering. Since 1946 the major mining companies in the district have employed geologists who have successfully applied geologic techniques in the search for ore. History of Mining Occurrence of galena in the district was known as early as 1658 or 1659, when French explorers heard of lead mines that were apparently in the vicinity of Dubuque, Iowa. In 1690 a trading post was established near Dubuque to obtain galena. The first significant attempt at mining by white men took place in 1788 when the Indians granted to Julien Dubuque mining rights for 20 miles along the west side of the Mississippi River, including the vicinity of Dubuque, Iowa. By 1805 lead was being mined near Galena, Ill. In 1819 permanent settlement of the region was begun, and most of the important lead-producing areas had been found by 1830, see Fig. 3. Lead production in the Wisconsin-Illinois-Iowa district between 1830 and 1871 far exceeded that of any other district in the U. S.' Smithsonite was first mined in 1859, and sphalerite was mined as early as 1867. After 1873 the production of sphalerite exceeded that of smithsonite. In 1873 annual zinc production from the district first equaled lead production, and from then until 1893 production of zinc and lead was roughly the same. Since 1893 the ratio of zinc to lead mined has generally ranged between 5:l and 20:l. In 1942 the Wisconsin-Illinois-Iowa zinc-lead district ranked 14th among zinc-producing districts of the U. S. I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

Crystals with an (001) [loo] initial orientation of an iron-base alloy containing 3 pct Si were cold rolled with and without the use of constraints. A major difference in the rolling and annealing textures was observed between crystals rolled with and without constraints. These data show that the contribution of constraints at grain boundaries in a poly crystalline sheet should be considered in applying textural data on single crystals to grains in an aggregate. SILICON-iron alloys with a cube texture have been recently developed and their magnetic characteristics reported.1-4 Of interest in the development of this texture were the textural changes of single crystals accompanying rolling and annealing and the influence of constraints at grain boundaries in an aggregate on the behavior of individual grains. The present study was primarily concerned with the effect of constraints during rolling on the textures of 3 pct Si-Fe crystals initially (001)[100]. Barrett and Levenson5 were among the first to observe an influence of constraints at grain boundaries on the textural changes of individual grains during deformation. They tested Taylor's6 theory of plastic deformation of face-centered-cubic metals in which deformation textures were predicted. About one-third of the grains in poly crystalline aluminum did not rotate as predicted. Grains of the same initial orientation were observed to rotate in different directions under the influence of applied stress and anisotropic flow of neighboring grains. Recently, the various inhomogeneities of flow of crystals in an aggregate have been studied7'8 and reviewed.9-11 Barrett and Levenson" rolled (001) [loo] iron single crystals inserted in close-fitting holes in copper to limit lateral flow and to simulate rolling of grains in an aggregate. Deformation bands were formed after a 90 pct reduction in thickness, and the cold-rolling texture contained two components described by rotating the (001)[100] about 35 deg in both directions around the normal of the rolling plane. No annealing textures were reported. Chen and Maddin13 rolled molybdenum single crystals initially (001) [loo]. The crystals were mounted between two hardened silicon-iron plates and 96 pct reduced in thickness by rolling at a low rate of reduction, about 0.0001 in. per pass. The deformation texture had the mean orientation of (001) [loo], and the azimuthal spread included orientations described by rotating (001) [loo] about 35 deg in both directions about the pole of the rolling plane. The presence of deformation bands were not reported by Chen and Maddin or detected in subsequent work of Ujiiye and Maddin.14 The ideal orientation of the annealing texture was (001) [loo]. Recently, Walter and Hibbard 15 reported on the textures of 3 pct Si-Fe alloy crystals initially near (001) [loo]. Each crystal was in an aggregate cut from a columnar ingot. After 66 pct reduction by rolling, the texture consisted of two symmetrical components which had the orientations described by rotating (001) [loo] about 30 deg in both directions about the pole of the rolling plane. Annealing texture was near (001) [loo]. In the above work, the textures of body-centered-cubic crystals were studied after rolling under the influence of constraints. The deformation textures varied from (001) [loo] to near the (001) [110] type and appeared sensitive to the manner in which the crystals were rolled. No textural data were available on the effect of rolling (001) [loo] crystals with and without constraints. The purpose of the present work was to evaluate the influence of constraints during rolling on the textures of 3 pct Si-Fe crystals initially (001) [loo]. Rolling and annealing textures were studied for a) crystals rolled with no constraints at different rates of reduction, and b) crystals rolled with constraints imposed by neighboring grains and by plates between which a crystal was "sandwiched". PROCEDURES AND EXPERIMENTAL TECHNIQUES Data are presented on four crystals which are representative of several crystals studied. The orientation of each crystal prior to rolling was (001) [loo] as determined by the Laue X-ray back-reflection method," i.e., each crystal had an (001) within 3 deg of the rolling plane and [100] within 3 deg of the rolling direction. These crystals were obtained from two iron-base alloys containing 3 pct Si by weight which were prepared by vacuum melting electrolytic iron and a commercial grade of silicon. The mode of fatigue failure was found to be a function of colutrre jp-actiotz and was also noted to be controlled by the relative fatigue and strength characlerislics of the matrix and reinforcemenl. THE advantages to be gained by suitably incorporating high-strength filaments or whiskers into metallic matrices are well-recognized.' To date emphasis has been placed on the experimental determination of tensile strengths and elastic moduli of metal matrix composites measured parallel to unidirectionally aligned filaments. Several attempts have been made to relate experimentally measured tensile properties to theoretical values calculated from the properties of the components on the basis of the relatively simple "rule of mixtures" analysis. However, relatively few data have been reported in the literature on the fatigue behavior and mechanism of fatigue failure of metal matrix composites. In a study of fatigue crack propagation in aluminum plus steel wires and aluminum plus tungsten wires, Forsyth et a1.2 found that the incorporation of small numbers of filaments suitably dispersed were capable of substantially reducing the rate of fatigue crack propagation. For this purpose, the strength of the filaments appeared to be more important than the aspect ratio and the authors reported that parallel filaments were not the most favorable orientation for increased strength. In a basic study of the fiber reinforcement of metals, Williams and 0'brien3 report preliminary results which indicate a considerable improvement in fatigue strength in reversed bending fatigue of a steel wire-reinforced aluminum alloy composite. In a study of the influence of interfacial bonding on fatigue behavior, Baker4 has also reported improved fatigue properties in stainless steel-reinforced aluminum composites. In contrast, Ham and place5 report that, although tensile properties are improved greatly by filament reinforcement, the reinforcement of copper with continuous, brittle tungsten wires up to 23 vol pct was comparatively ineffective against fatigue. The authors attribute the poor fatigue properties of the composite to fatigue hardening of the matrix at the tips of cracks which can build up stress concentrations sufficiently large to fracture proximate filaments. Baker and cratchley6 failed to find marked improvements in the reversed-bending fatigue properties of silica-reinforced aluminum. The study was complicated by the complex behavior in a composite during the compres-sive half-cycles imposed in this type of loading. This was manifested in the failure of the composites by de-lamination, a contributing factor being the presence of aluminum oxide at the matrix-filament interface. FAILURES in railroad rails have been of vital concern to engineers; railroad executives, rail manufacturers and the general public for years. Failures from transverse fissures originating from internal nuclei have received particular attention in the past 20 years. Dr. J. E. Howard first reported this type of failure in 1911, as being responsible for a wreck-on the Lehigh Valley R. R. in which several lives were lost. Since then many transverse fissures have been found. In 1919, Waring and Hofammann1 etched longitudinal sections of rails in hot acid and found cracks extending both longitudinally and transversely in certain used rails as well as in some new rails.. Since then it has been thought by many that these "shatter" cracks are the nuclei from which transverse fissures subsequently develop in service. Methods for reducing the rate of cooling rails on the hot. bed have been devised to decrease the temperature gradient and consequently the stress gradient in the rails. A study of the tensile properties of rails at elevated temperatures was made by Freeman and Quick,2 who investigated the properties at temperatures through which rails pass on the cooling bed after leaving the hot saw. In their investigation a special study was made of the ductility of the steels in the temperature range 400° to 700° C. In this temperature range it was found that certain rail and other steels showed a marked decrease in elongation and reduction of area. The phenomenon was called "secondary brittleness" and the temperature range the "secondary brittle range." A tentative explanation was presented that internal failure such as "shatter cracks" and "hair cracks" in rails are the result of thermal stresses developed in the steel structure while cooling through the secondary brittle range. The investigation showed that the magnitude of the phenomenon varies for different heats, but that it did not differ for specimens from different ingots or for different rails in a particular ingot.
