Cost and price inflation and financial gearing through loans are characteristic of modern resources projects. Conventional discounted cash flow and 1P.R analyses, in real terms, and without financing, have inadequacies which can yield misleading results. The degree of improvement in value for project equity owners is limited to the value of the additional tax benefit accorded through the financing instrument used. Debt financing may be low in price and value, but its priority means that the equity owners assume a higher risk, thereby increasing the cost, or price, of their capital. The cost of equity capital, or investment hurdle rate, is related to the Capital Asset Pricing Model. Distortions do occur, with inflation, due to depreciation effects, which can cause the adoption of misleading project rate of return or hurdle rate criteria. INTRODUCTION Agglomeration is based on adhesion between particles. Production of agglomerates of specific strength, strain properties, size, porosity and structure necessitates the activation of the adhesive forces. To achieve this, it is important for us to know details of the various systems of adhesion. Reports on the work of our Institute for the investigation of systems of adhesion were published on various occasions. A reference to those publications is made in the following abstract, and the findings previously published are presented only to the extent necessary for a better understanding of more recent test results, or of changed ideas. 1. MECHANISMS OF ADHESION We must distinguish between various "mechanisms of adhesion". By "mechanism of adhesion" we understand the interaction between a particle and a substrate resulting from a clearly definable physical or physico-chemical process resulting in a definite mathematical interrelation- ship between the decisive variables.

Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured non- metallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls. This chapter covers rod and ball mills which utilize manufactured metallic grinding media. Fig. 1 shows the cross section of an overflow rod mill, Fig. 2 an overflow ball mill, and Fig. 3 a diaphragm (grate) discharge ball mill.

Pit slopes at Cananea commonly vary from 50-55°, and some have been standing for over 25 years. Their maximum vertical extent is 700 ft. Investigation of these slopes and the rocks of which they are composed has led to the decision to experiment with final pit slope angles of up to 70". Precision blasting to obtain a smooth final pit wall with minimum raveling is an integral part of this field experiment. Presplitting, one of the precision blasting techniques, requires the drilling of a single row of holes along the limit of a pre- designed excavation. The hole spacings and charge concentrations must be experimentally determined in the field, using published data as a base (Table 1). The holes are fired prior to the main round and carry no burden and therefore produce no broken rock. Thus, it is an operational cost with no direct return on investment.

That the domestic consumption of gasoline displays a marked seasonal variation, with a low in the winter and a high in the summer, is well known. It is logical to expect that the nature of the variation has itself been undergoing a change as a result of improvement in roads, general employment of closed cars, and growth of mass haulage; but so far as I am aware the change in seasonal variation has never been investigated and measured. It is the purpose of this paper to present the method and results of such an investigation, undertaken as a contribution to the technique of planning operating schedules now so prominent in connection with the functioning of the industry under a Federal quota system. In working up the process which I described at the Chicago Meeting, May, 1884 (p. 163 of the present volume), for the estimation of phosphorus in iron and steel, I employed samples of steel obtained from one works only, and of a given brand. Since then I have had frequent occasion to test the process on other steels, and find that it works equally well. But some steels present certain colors which may mislead the operator; and I therefore propose a slight change in the directions formerly given. On the second page of my paper, in the second paragraph, I would substitute the following modified directions: Place the flask under the hydrant, till the solution is perfectly cold ; then add, gradually, strong ammonia, with constant stirring, till the solution is changed into a pasty mass and the ammonia is in slight excess; then add cautiously HNO3 (1.40 specific gravity)

It is to this field that I have directed a large part of my energies. Raw Materials Basic to the Economic Process There are certain premises, frequently overlooked, which bear emphasis. As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. This principle has been expressed as: "All productivity is based on three factors: (1) natural resources, whose form, place, and condition are changed by the expenditure of (2) human energy (both muscular and mental), with the aid of (3) tools."*

The Minister of Geology of the Soviet Union P.Ya. Antropov, recently visited China and claims that this country occupies one of the foremost places in the world in reserves of tin, tungsten, molybdenum, antimony, iron ore, coal, and phosphates. Occurrences of economic value of chromite, nickel, gold, beryllium, tantalum, niobium, rare earths, and asbestos have also been reported. MINERAL RESOURCES Coal: The inferred reserves of coal are estimated at at 1,500 billion tons. A considerable part of the coal reserves is represented by coking coal, 80% of which is bituminous. Thicknesses of coal seams range up to 150 ft in the principal deposits located in northern and northeastern China. The total output of coal in 1958, 270 million tons, was produced by an army of 20 million people mainly in small mines operated by the agricultural communes. THE OBJECT of this paper is twofold: (1) To analyze the forces that cause air bubbles to spread on mineral surfaces in the flotation process; and (2) To develop a rational expression that will serve as a criterion of the floatability of minerals, to the end that the efficiencies of various flotation reagents can be accurately compared. Heretofore, the subject of the spreading of air bubbles has been dismissed with the statement that the surfaces of minerals on which bubbles spread are water-repellent. Imperfect understanding of the forces involved has led to the use, hitherto, of various erroneous formulas for the calculation of the comparative effectiveness of flotation reagents.

The paper presents the results of experiments on the anelastic. behavior of gold, as manifested by grain boundary relaxation. Two grain boundary internal friction peaks are found for 99.9998 pct Au. It is found that the peaks are associated with primary and secondary recrystallization. However, the existence of two discrete peaks cannot be explained on the basis of grain size and shape alone. It is suggested that grain boundary stability, as determined by orientation, plays a role in the observed effects. EVIDENCE for the viscous behavior of grain boundaries in metals has been presented in recent years by several investigators, based upon studies of various anelastic effects, especially internal friction. KG1 has contributed greatly to this field, having put forward a coherent body of evidence for stress relaxation by the viscous intercrystalline flow mechanism. In this connection, he has made extensive use of pure aluminum (99.991 pct) as the test material, although he has also studied other metals and alloys, including pure iron (Puron).² Rotherham, Smith, and Greenough³ have studied the internal friction of pure tin, interpreting their results in a manner similar to that of KG. In view of the importance of such studies in shedding light upon the fundamental structure and behavior of the grain boundaries in pure metals, it appears that the use of a very pure test material which is inert to its environment should provide useful information on anelastic properties and the source of such behavior in pure metals. The present work was carried out on spectrograph-ically pure, 99.9998 pct Au, free of all impurities except for a trace of silver, estimated to be present to the extent of about 0.0002 pct. The term "pure gold" will hereafter refer to this very pure material. Gold of commercial purity, 99.98 pct, was also studied to observe the effects of small amounts of impurities. A pure gold "single crystal" specimen was also tested for comparison. The variation of the internal friction and rigidity modulus as a function of temperature was determined by means of a torsion pendulum apparatus employing extremely low stress amplitudes and a frequency of vibration of the order of 1 cycle per sec. A 12 in. length of 0.031 in. (20 gage) gold wire formed the suspension element. The apparatus was similar to that described by Ke.l The test procedure and the basic requirements to be met for obtaining useful experimental data by this method have been given elsewhere.1,2 It should be made clear that in all of the experiments to be described, the internal friction and rigidity were independent of the amplitude of torsional vibration. The semilog plot of amplitude of vibration vs ordinal number of vibration was a straight line. This was carefully verified for each internal friction measurement. The linear variation shows that the internal friction was independent of stress; i.e., that the specimens were not being cold-worked during testing. The reproducibility of the internal friction curves, which were obtained by cyclic heating and cooling, indicates that the gold was unaffected by its environment during the tests. The measure of internal friction adopted in the present study is the conventional "logarithmic decrement," defined as follows: log. dec. = l/n In A0/An [I] where n is the number of cycles or vibrations; A,, the initial amplitude of vibration; and An, the amplitude after the nth cycle. When the logarithmic decrement is small, the shear modulus, G, of the wire is proportional to the square of the frequency of vibration provided the length and radius of the wire are kept constant. A plot of frequency squared vs temperature gives the following ratio:' This expresses the fraction of the stress which has not been relaxed at a given temperature. Gr and Gv are the relaxed and unrelaxed moduli, respectively. The frequency of vibration in the polycrys-talline specimen is fp, and the frequency of vibration of a single crystal is f8. This latter quantity is obtained simply by extrapolating the linear, low temperature portion of the curve of frequency squared vs temperature for the polycrystalline specimens. The theory of viscous grain boundary stress relaxation as demonstrated by the anelastic behavior of metals has been discussed in detail by Zener4 and need not be reproduced here. Experimental Results Initial measurements of the internal friction of pure gold were carried out on specimens which had been drawn with no intermediate annealing, resulting in a material which had undergone approximately 99 pct reduction of area in final processing. Annealing was then carried out at successively higher temperatures starting at 400°F for 1 hr and proceeding in this manner to as high as 1600°F in 100°F intervals. After each annealing treatment an internal friction and rigidity vs temperature curve was obtained over the range from room temperature to the particular annealing temperature. A number of observations have now been reported where the steady-state creep rate is apparently linearly dependent on the applied stress at high temperature and low stresses. This results in a creep rate greater than that predicted by extrapolation of high-stress data and has obvious practical implications. However, some of these observations are open to question. For example, the analysis by Harris and Partridge17 of the data of Greenfield et a1.18 was dependent on strain rates which, according to the original authors, were too low to be measured. Dr. Bernstein appears to have demonstrated a linear stress dependence at low stresses in two zirconium alloys. There are, however, a number of discrepancies in his treatment of the data and the subsequent theoretical analysis which require clarification. 1) It is incorrectly stated that steady-state conditions are revealed by a slope of unity on a plot of log i vs log (time). This objection is trivial if the author meant to say a slope of zero, although it is unclear how subsequent extrapolation was made to determine the steady-state creep rates at low stresses for the zircaloy-2. If the plot used was actually log c vs log (time), it is unlikely that a slope of unity would represent a constant creep rate. A plot of log (c - co) vs log (time), where c0 is the extrapolated intercept sf the steady-state creep rate on the strain axis, would have a slope of unity during steady-state creep. However, eo cannot be determined unless is is already known. 2) The author chooses to interpret his results based on the equation: where A, and B, are structure-sensitive parameters, Ql and Q, are the activation energies for the particular creep process, and n describes the sensitivity of the creep rate on stress. The first term represents a slip creep process and the second a diffusion creep process. However, it is stated later that "two distinct processes acting in parallel are involved". Eq. [I] surely represents two processes in series since each reacts to the total applied stress and t, is the sum of the individual creep rates. If the processes are acting in parallel, then the effective stress in each would be less than the applied stress. The component stresses would be given by sl + s2 = a but it is not clear how the magnitude of either, or the corresponding stress exponent, could be determined.

The investigations of large-grained specimens carried out by Polanyi and Schmid,1 Sykes,2 Goucher,3 Yamaguchi,4 Gough, Cox, and Sopwith,5 Carpenter and Elam,6 Aston,7 and others have shown qualitatively that grain boundaries restrain the deformation of adjacent crystals. A procedure is described for determining, from measurements on a section, the moments of any degree n (i.e., the mean value of Dn, where D is a linear dimension) of the size distribution of particles (or grains) in an opaque sarnple. The analysis is applicable to particles of alnzost any shape and to any mixture of shapes. However, if absolute values of the wloments are required, it is necessary to know what shapes are present and the relative frequency of their occurrence. In addition, certain shape-dependent parameters have to be evaluated before the formulas can be used. The measurement required is the distribution of intercept lengths. This can be determined either visually or with an automatic scanning instrument. Corrections me derived for the bias due to instrumental end effects. The proposed analysis has the following advantages over existing ones: 1) Confidence limits are easily estimated for the measured properties or, conversely, the number of counts required to achieve a given accuracy can be determined. 2) The analysis is not restricted to particles of a special shape. 3) The error resulting from any known degree of departure of the actual from the assumed particle shape can be estimated. 4) The computations are simple and, apart from a change in constants, are independent of particle shape. 5) The number of particles per unit volume can be determined by a simple counting procedure. MANY procedures have been described for determining the size distribution of particles from measurements on a section (or plane of polish). They differ from one another in the property measured on the section (radius, intercept length, profile area) and in the method used for the numerical solution of the integral equation relating the property to the particle size distribution. However, all existing analyses share at least two of the following disadvantages. 1) They are limited to a particular shape of particle (usually spherical). 2) It is very difficult to determine how the statistical sampling error is propagated into the computed size distribution. The investigator thus has no means of knowing the reliability of his result and, what is of equal concern, he is unable to estimate how many measurements are required to obtain a result of the required accuracy. 3) It is also difficult to assess the error resulting from any deviation between the actual and assumed particle shape. The foregoing limitations stem from the complex relationship between the particle size distribution and the distribution of the property measured on the section. As will be shown, they can be avoided by defining the size distribution in terms of discrete parameters

AS the margin of profit in the manufacture of iron continues to decrease, attention is called more and more to economies in every department. Beginning at the bottom, in the preparation of the ore at the mine, me notice a general tendency is towards the shipment of richer ores, securing to the mine-owner a better price per ton, which the purchaser is glad to pay by reason of the saving in freight of iron, and in the cost of reduction, which depends so largely upon the amount of fuel and flux, and the productive capacity of the plant. In other words, the difference in value between rich and poor ores is much greater than their relative percentages of iron indicates; because the barren material in a lean ore is not merely worthless, it is a positive source of expense, requiring transportation, handling, fluxing, smelting, and its due share of general expenses; in return for which it yields nothing and decreases the available capacity of a given plant and capital for profitable work. The enriching of the ore is done in most places by hand-picking, and in a few by wet concentration; but the managers of several magnetite mines in Sweden have been practically successful in doing it by machinery. The only magnetic separating machine which has actually taken the place of hand-picking was designed and patented by Mr. Jonas Wenström of Örebrö, Sweden. In this machine, which is illustrated in Figs. 1 and 2, Mr. Wenström has taken advantage of the property of soft iron to become magnetized by induction. The machine consists of a barrel made up of soft iron bars and some non-conducting material (usually wood), which is rotated around a stationary shaft by means of a cog-wheel. Inside of this barrel, on the shaft, is placed eccentrically a cylindrical electro-magnet, provided with a number of manges (N, S, Fig. I), between which wire is wound in such a manner that the flanges are of negative and positive polarity, being energized by a current passing through the wire coils from a small dynamo. As will be seen in Fig. 1, the flanges, N, S, are circular, and follow the internal contour of the barrel on the front side, while on the opposite side they are cut down to the line B, B' in Fig. 2. (written discussion?).-My experience has been that, where possible, it is preferable for each foreman to employ his own men, rather than to have them handled through an employment bureau. The fact that each foreman comes into direct contact with the man before he is put to work gives him an opportunity to choose, at certain times, the kind and class of men that he wishes. Where possible, after a man is employed he is sent to a central office where a complete history of each individual is kept on a card. If a man has previously been in the employ of the Company, his history can be obtained from this card, and if for any reason he is not wanted he can be refused work at the time he reports to, the central office. In connection with Workman's Compensation costs, we in Wyoming feel that although the rates of compensation paid may in some cases be rather low our law works satisfactorily. As the State and the number of employees are small, compensation cases are handled through Judges of the various District Courts. In the State Treasurer's Department, a few clerks were added to look after the handling and issuing of warrants and compiling of statistics. Most of the large employers have an arrangement by which a joint claim and assent, specifying the amount of compensation due, is made tip by the employer and signed by the workman. This is forwarded, to the Judges so that personal investigation of individual cases is not necessary. In this manner, compensation is promptly received and' overhead expenses of operation of the law is kept at the minimum. The law requires each employer to pay into the State Treasury, for the benefit of the industrial fund, a sum equal to 1.5 per cent. of the money earned by each employee, engaged during each calendar month of such employment. Each employer contributes monthly, unless the sum heretofore contributed, after deducting all payments made on account of injuries to his employees, shall equal a full 1.5 per cent. of his annual pay roll, computed by multiplying his current monthly pay roll by twelve, and shall likewise be not less than ($5000). It has been found during the years that this law has been in effect, that a number of the larger employers have been exempt from payment for from five to eight months per year, so that in some cases, even in coal nines, industrial insurance has cost less than 0.75 per cent.

Stripping of the Twin Buttes copper deposit started in 1965. Total material removed for the first 10 yr of operation is approximately 879 million tons. The sulfide concentrator has treated about 45 million tons. The Twin Buttes mineral zone was concealed under several hundred feet of recent alluvium. Beneath this post-minera1 cover, Paleozoic limestone, siltstone and quartzite, and Mesozoic metaarqillite, arkose, conglomerate, and volcanic rocks are intruded by an igneous complex of quartz monzonite and diorite. All rock units are erratically mineralized, principally with copper and molybdenum. Strongest copper mineral favors the Paleozoic calc-silicated limestone and siltstone, often preferential to individual beds.

The mineral olivine has been the subject of continued research by various authors. Paik1 conducted infrared and flotation studies of the adsorption of sodium alkyl benzene sulfonates on olivine. These studies are of interest from two points of view. First, in the metallurgical field it is of interest to understand the mechanism of silicate flotation using sulfonate collectors and second, hydrologists are interested in studying the chemical reactions that take place when water plus sulfonates encounter a porous silicate medium. On the basis of his study, Paik was able to postulate a possible mechanism for the attachment of RSO3- (sulfonate radical) to the olivine surface.

On July 25, the first copper ore From American Smelting & Refining Co.'s Mission open pit nine was sent into the new 15,000-tpd concentrator : three clays later, the first rail cars containing the Mission concentrate were sent north to the smelter at Hayden, Ariz. Thus two y,ears after stripping was started, Asarco's new mine, located south of Tucson. went on stream several months ahead of schedule. The plant, designed and constructed by Western Knapp Engineering Co., is expected to be operating at full capacity about September 1. with present plans calling for the copper concentrate from Mission to be shipped to Asarco's smelters at Hayden and El Paso.
