The cement industry requires large quan- tities of limestone, its main raw material. It is the major consumer of this mineral. Limestone is widely distributed throughout Australia but location in relation to major markets, and transport considerations render most deposits of no economic value. Of those which are sufficiently close to the major me- tropolitan markets many are rejected as being unsuitable on grounds of quality, inadequate size for major development, or other reasons such as environmental considerations. Detailed geological investigations are necessary, not only to prove raw material sources prior to establishment of a cement works but also to permit planned extraction programmes and satisfactory grade control during subsequent development. Conventional field techniques have generally proved adequate for raw material exploration. Data assessment and reserves estimation also are by conventional methods although the specific requirements of the industry relating to raw material and cement quality, the type of manufacturing process and fuel used are relevant. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

This paper summarises research work carried out at the Western Australian School of Mines on mine backfill properties in the last few years. The fill properties presented relate to cemented aggregate fill and cemented tailings fill. Emphasis of these studies has been placed on the composition of backfill materials including aggregate particle size distribution, cement dosage and influence of cement admixtures. The unique features of the backfill research carried out at WASM during the last few years are the accomplishment of a study into the properties of large cemented rockfill samples by triaxial testing and the investigation of the properties of fill material made from highly saline ground water prevailing in the Goldfields region of Western Australia. Exploring different cost-effective binding agents for mine backfill was also carried out at WASM. Special effort has been put on the development of fill materials compatible with hydraulic and paste fills. During the process, specific methods and procedures for laboratory testing of backfill material have been formalised. The on-going backfill research on sample scaling is summarised and the future direction of WASMÆs backfill research focus is outlined.

Analysis of mechanical size fractions of soils around the Paddington deposit (W.A.) and the Charters Towers Goldfields (Queensland) shows a bimodal gold distribution, with enrichment in the coarsest and finest fractions; this is probably a common feature of soils in arid terrains. To establish the true distribution of Au within the soil fractions, the effect of bulk Au content and percent weight variations in size fractions can be reduced by a normali- zing procedure. The greatest extent of lateral dispersion of Au recorded in the -125 ¦m fraction at Paddington and the -63 ¦m in the Charters Towers area as compared to the coarser fractions, and increas- ed levels of sample representivity in the finer fractions, favours their use in exploration. If orientation studies indicate the preferen- tial use of coarse or intermediate fractions, only wet sieving can quantitatively dis- aggregate the clays and remove finer contamina- ting material. The collection of extremely fine fractions such as the -63 ¦m is also accelerated by wet sieving. The additional costs of wet sieving may be offset by better interpretation of results through increased analytical sample representivity, anomaly contrast and continuity.

Valuers will often intuitively express the probability that property value will exceed a certain amount . . . 'I think the chances that the value will exceed $50 million are excellent. The chances that they will exceed $80 million are poor'. This paper shows how it is possible to combine the uncertainties of the value of several key items to provide an estimate of the probability of a certain overall value being achieved. The valuation of a large copper/gold deposit was naturally influenced by uncertainties in the base assumptions of costs and metal prices. Potential acquisition of the property through share purchase raised the issue of what was a reasonable intrinsic value for the shares. Market considerations could be used to appropriately adjust the intrinsic value. After a range of possible metal prices and operating costs were determined, estimates were made of their probable distributions. By combining these probabilities in a random selection, a range of property values was calculated. Each value had its respective probability of occurrence. This allowed a most likely value of shares to be calculated. This paper demonstrates how the valuer's intuition is complemented by numerical analysis.

The recent drought has highlighted the finite nature of AustraliaÆs divertible water resources. According to AustraliaÆs recently completed National Land and Water Resources Audit, development of water resources in southern Australia has reached or exceeded sustainable extraction limits. Similarly, 161 out of 538 groundwater management units are either totally allocated or already over allocated. Whilst mining only uses about three per cent of diverted water resources, water scarcity may be a major factor that determines whether potential mines can be developed in the future. Furthermore, the development of extraction and processing facilities that limit water use and maximise the re-use the waste water streams will be even more fundamental features of the mining industry in the 21st century than they are at present. There are encouraging examples where innovative water re-use technologies are significantly reducing the water used per unit of mined product. Whilst mining in the areas of Australia draining to the tropical seas may be less constrained by a current lack of water (60 per cent of divertible water resources drain into the Timor Sea, Gulf of Carpentaria and north east Coral Sea), it is highly probable that there will be increasing demand for these waters from the irrigation industry, whilst pressure will also be applied to ensure that environmental flows that benefit the coastal fishing and prawn industries are maintained. In the Great Artesian Basin, current research is demonstrating that the groundwaters are being recharged at rates considerably lower than current extraction. Whilst some other groundwater basins in arid and semi-arid Australia have currently untapped resources, these water are often relatively saline and/or may be intimately linked with key ecosystems in discharge areas. This paper presents an overview of the current state of our water resources and examines some of the key water use issues including allocation, use and reuse, environmental flows and competing demands on the resource that will ensure that water issues remain high on the policy agenda for mining, irrigation and other water users.

The Truong Son Fold belt in Indochina hosts the significant Sepon gold-copper district (Laos) and the similar gold-basemetal districts of Phuoc Son and Bong Mieu (Vietnam). With over seven years of exploration, Toronto-listed Olympus Pacific Minerals Inc, is one of few foreign companies that have to date made a substantial investment in mineral exploration in Vietnam.Much of this work has been conducted along the Phuoc Son û Tam Ky Suture, on the south-eastern limb of the Truong Son Fold belt on the Vietnamese side of the border with Laos. These programs have produced a significant number of gold prospects at varying stages of exploration development. The Phuoc Son û Tam Ky Suture is a major Paleozoic subduction zone that extends from northern Laos, through Central Vietnam and out into the South China Sea.It represents a Lower Mesozoic collision zone between the Paleozoic-age Truong Son fold-belt terrain to the north, with the crystalline terrain of the Pre-Cambrian Kontum Block to the south. Since its formation, it has been a locus of deep faulting, continental accretion, intensive intrusive activity and mineralisation. This paper briefly discusses the geological setting, structure, metamorphism, mineralisation, exploration history, and proposed mining development of the Olympus Phuoc Son Gold Project, with particular reference to the Phuoc Son û Tam Ky suture.

For up to 75 years large scale coal mining has been carried out within the Latrobe Valley region of Victoria. Withdrawal of groundwater from Tertiary aged sediments within the Latrobe Valley is essential to allow coal mining to proceed to depth. Water within the overburden layers, coal seams and interseams must be drained to avoid flooding during the mining process. The pressure in deeper aquifers must also be lowered to avoid floor heave, batter instability, and to maintain safe operating conditions as the mines develop in size and depth. The cost-effective management of the groundwater systems at and adjacent to the mining operations in the Latrobe Valley is essential to enable the efficient utilisation of the coal resource whilst minimising the environmental impact of this major industry in rural Victoria. Large-scale depressurisation and dewatering programs within the Latrobe Valley mines are managed through the use of detailed groundwater management plans. These incorporate:an extensive monitoring network which extends up to 60 kilometres from the mines; detailed mine scale and regional groundwater and hydrogeological models; and established operational procedures aimed at minimising capital and operational costs associated with the mine groundwater systems. Groundwater extraction system optimisation programs have been introduced into two of the mines with the aim of reducing extraction rates, improved risk management, and reducing operational costs by approximately whilst not compromising mine safety. This paper reviews the aquifer depressurisation and mine dewatering operations of the Latrobe Valley mines and illustrates the techniques utilised to ensure that high artesian pressures do not adversely impact on the mining operations.

The Miitel nickel sulfide deposit has been overprinted by a family of late stage structures that have acted as conduits for fluids that have contaminated the orebody with arsenic minerals. This has resulted in highly variable and unpredictable arsenic grades throughout the Miitel orebody. The ore produced from Miitel is processed under a toll-treatment agreement with Western Mining Resources Kambalda Nickel Concentrator. Part of this arrangement includes a financial penalty if monthly average arsenic grades in ore delivered exceed 800 ppm. This constraint has provided an extra challenge to the Miitel mine geologist in addition to daily underground duties. Routine development and stope mapping, close spaced sampling and cross-sectional interpretation were used in building an understanding of the structural controls of arsenic mineralisation and ore repetition at the Miitel nickel mine, and in providing maximum input to mine planning and scheduling. The distribution of structures responsible for arsenic introduction is now well understood from detailed mapping, sampling, and interpretation. By applying these insights to mine scheduling, the operation has successfully managed arsenic levels within the required specifications. Geological mapping has also improved the understanding of the structural complexity of the ore deposit, leading to the addition of ore tonnes and an increased confidence in resource modelling. Regular sampling and tight controls on data quality provided confidence in a strongly skewed arsenic data set. Multiple Indicator Kriging has been used for resource estimation of the arsenic contaminated nickel ore since it allows explicit control of the spatial influence of extreme grades in the positively skewed arsenic sample population. Both the grade control and exploration data sets are used to model the arsenic distribution.

The exploration industry generally has a low opinion of the quality of the service supplied to it by government departments. In particular, the academic research-related emphasis of the Bureau of Mineral Resources (BMR) and the relatively low level of explora- tion assistance offered by several Mines Departments are of concern. In a number of areas of geoscience research, the industry perceives a mixup of priorities and a lack of understanding on the part of governments as to its needs. While government's sights are, and should be, set on the future needs of the community at large, the industry doubts that government budget allocations to the BMR and Mines Departments are either large enough or being cost-effectively spent. This is certainly the case for such areas as exploration assist- ance, provision of basic exploration data, and applied geoscientific research. On balance, the exploration industry's perceptions are misguided in a number of respects because of a lack of communication with government. However, this reinforces the need for changes in the manner in which govern- ment departments communicate with industry and, in particular, the criteria upon which research priorities are based. At a time of contracting oil and mineral exploration expenditure, and near-record levels of geoscientist unemployment, the government's role is critical and should be open to question.

For several decades miners have been obliged to maintain a vast supply of sharp steels at the working face to meet the hungry needs of rock-drills. In medium and large size mines this has meant the setting up of an organisation to store steels, to make and sharpen bits with all the complication and skill of forging, hot milling and heat treatment, and to transport sharp and dulled steels to and from the working face with all its labour, wastage, and inconvenience to other mining operations.In a mine with 250 rock-drills in use, a flow of more than 60,000 sharpened steels each month has to be maintained to keep the machines fully employed, so some idea of the magnitude of this problem may be grasped.For a long time it has been apparent that it is mainly the bit itself that wears, and many attempts have been made to reduce the enormity of the problem by providing detachable steel bits which could either be used once and rejected, or sharpened three or four times before rejection.At the same time metallurgists have striven to 'improve the quality of the steel and the heat treatment afforded it so that a bit, readily workable In a normal mine drill-shop, could be produced having a high resistance to wear and fatigue; but, although various alloy steels have been marketed, it is still usual to find many mines relying on a "straight" carbon (0.6 - 0.9% C.) steel for their drill steels.Since 1915 increasing use has been made of tungstencarbide as a cutting implement in the engineering industry. Major ions, d18O and d2H and Carbon-13 concentrations in groundwater from 30 bores near an open pit iron ore mine were used to better understand the chemical evolution of groundwater in the aquifer. The relatively depleted d18O and d2H isotopes of groundwater from various depths suggest that groundwater is recharged from intense rainfall events, with little evaporative effect. The 300 to 500 mg/L increase of major ions relative to that of rainfall is due to evapotranspiration of rainfall during recharge. Geochemical mass balance modelling suggests that the evapotranspiration of rainfall during infiltration through the unsaturated zone varies over six fold from 20 to 130. This coupled with the dissolution of CO2 from the unsaturated zone and partial dissolution of carbonates and gypsum from Tertiary sediments and carbonates from the Wittenoom Formation accounts for the current major ion, d18O and d2H distribution in groundwater. Despite the relatively dissected morphology and steep hydraulic gradient the results of this study highlight the dominance of vertical flow relative to horizontal flow. The study also shows the dominance of rapid recharge by significant rainfall events as an important component of the water budget for east Pilbara aquifers.

This paper reviews the chemistry of flotation pulps with the aim of gaining a better understanding of the effect of chemical environment in flotation and ap- plying the knowledge to improving the con- trol of reagent additions. Theories of flotation are considered briefly, but they are only of limited help in specifying an appropriate chemical environment and in establishing control techniques. The chemical nature of flotation pulps is reviewed. Four distinct phases are present - solids, an aqueous liquor con- taining many dissolved reactive sub- stances, organic liquids, and gases. All of these vary in many ways and interact with each other. It has now been estab- lished that there are many previously- unsuspected materials present in plant pulps that can or might affect flotation. Concentration profiles of selected para- meters in operating plants are given to show some typical changes that occur. Recent advances in collector chemistry, especially that of xanthate and related species, are reviewed. Modes of decompo- sition and/or formation in pulps of xan- thate, dixanthogen, perxanthate, xanthyl thiosulphate, and monothiocarbonate are reviewed, and their W absorption spectra are compared. Some relevant information on dithiophosphates, mercaptobenzothia- zole, and thionocarbamate is summarized, and some speculative comments are made about reactions of these collectors.

The smelting of concentrates and secondary materials has been subject to increasing challenges in recent years due to declining grades of feed materials, increasing impurity levels and ever more stringent environmental regulations. In addition there has been a growing focus on maximising the efficiency of energy usage and recovery of values. New opportunities have been created with rising metals prices and improved systems for the collection of secondary materials, giving rise to a need for more flexible process solutions.This paper focuses on a number of specific cases where a process solution has been developed using the Outotec« Ausmelt Process to meet particular feed material challenges and overcome limitations inherent when employing traditional pyrometallurgical processes.The first case involves the development and commercial implementation of a smelting process to recover values from zinc smelting residues typically deposited into dams as a waste product. The second case describes the application of the Ausmelt process for the smelting and converting of secondary copper feed materials, including e-waste. These materials contain a wide range of metals and plastics and need to be processed appropriately to maximise the recovery of values whilst avoiding environmental problems. The third case study covers the smelting of nickel concentrates containing elevated magnesia levels as well as nickel bearing catalysts with high alumina content, neither of which can be readily processed when employing traditional pyrometallurgical technologies. Comparison of the Zadra, Anglo-American and organic solvent procedures for desorption of gold from activated carbon loaded in carbon-in-pulp gold circuits indicates that the Anglo American and the organic solvent procedures are considerably more effective than the commonly used Zadra procedure. Organic solvent elution procedures, particularly those using acetonitrile and acetone, can provide effective gold elution and very high concentrations of gold in eluate solutions. The operational simplicity and effectiveness of the Anglo American procedure would appear to make it the most satisfactory procedure available at the present time but this may change as the solvent elution procedures become better developed. INTRODUCTION The carbon-in-pulp technique has been introduced into the gold processing industry to by-pass the often lengthy CCD and filtration steps required in the conventional Merrill Crowe cyanidation procedure for gold recovery. Adsorption of gold on to carbon is also a valuable technique for recovering trace amounts of gold from low level waste streams from conventional processing procedures.
