In the summer of 1979 the University of Minnesota Mobile Laboratory (UMML), designed for the analysis of airborne particles and gases was used to study fugitive dust from an open pit coal mine. The analysis consisted of determining the particle size distribution and concentration of dust from various mining operations, such as blasting, draglines, loading, roadways and bottom scrapers. For some operations the particles size distribution and concentrations were determined at varying distrances. Details of the dust concentration within the plumes as the plume passed the UMML were measured with an optical particle counter. For line sources, such as roadways this enabled the calculation of the particle flux at the sampling location. In addition to the standard instruments associated with the UMML, the applicability of some new instruments were investigated. These included a uniform deposit cascade impactor and a flux meter. Finally, a technique in identifying plume origins which utilized elemental X-ray flourescence analysis of filter samples was shown to be effective.

Nickel containing less than 0.01 percent of total metallic impurities was produced at the Rolla Metallurgy Research Center of the Bureau of Mines by electrodeposition from purified electrolytes. The first report on this research4 described purification of electrolytes by selective precipitation and by liquid-liquid extraction. This second report describes a procedure: or electrodepositing high-purity nickel from electrolytes purified by passing a nickel ammine solution through a column of an ion exchange resin. The nickel electroplated directly from the ammine solution without further treatment; a titanium cathode and two platinum anodes were used. The nickel deposit was dense, smooth, and adherent, and contained less than 0.001 percent each of cobalt, copper, and iron, and spectrographically detectable traces of aluminum, magnesium, and silicon. Nonmetallic impurities in the nickel metal were carbon and sulfur, each present in concentrations of less than 0.01 percent. The results of several experiments planned to purify solid nickel salts by zone refining are also reported. These salts, after purification, were intended for use in preparing electrolytes for deposition of high-purity nickel. Results were not encouraging so that the more promising ion exchange procedure was emphasized chiefly.

Phase I of U.S. Bureau of Mines contract H01220S3, "Improved Sensors and Fire Control Systems for Mining Equipment, II was an investigative effort involving study of the fire problem and preliminary design of a fire protection system. Overall contract objectives included three basic efforts: * Identify problems * Develop a design * Demonstrate a system The first two efforts were conducted during the period June through November, 1972. Phase II will involve testing of system components; construction and testing of a mockup; and demonstration of the system on a truck to prove its effectiveness under actual operational and environmental conditions.

The U.S. Bureau of Mines began a five-year study of the 7.0 million acre Ketchikan Mining District during 1990. This study is part of the Bureau's ongoing statewide mining district evaluation program. The study area was subdivided and then prioritized by mineral potential into work units. Bureau field work in 1990 focused on the southern portion of Prince of Wales Island and vicinity. Extensive mineral resources have been mined historically in the area and are presently being evaluated by private industry. Information in this report is based on an extensive literature search and Bureau field work. Over 150 mines, prospects, and mineral occurrences were visited in 1990; an aggregate of 1,300 rock, placer, and limestone samples were taken; and nearly 3 miles of underground workings were mapped. Many prospects, some untouched for more than 80 years, were mapped and sampled. High metal values at several prospects were confirmed by Bureau sampling. Reconnaissance sampling along logging roads on Southern Prince of Wales Island revealed mineralized areas not previously recorded. Follow-up work at many locations is planned for the 1991 season.

Apparatus providing simultaneous differential thermal analysis, thermo-gravimetry, and evolved gas analysis, has been developed by the Bureau of Mines specifically for thermal study of oil shale and other solid, natural fuels. The apparatus is described in detail, and simultaneous analyses on a single sample of an oil shale mineral, nahcolite, and a thermal analysis demonstration compound, calcium oxalate monohydrate, are presented to demonstrate the instrument's capabilities.

Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS’s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS’s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS’s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS’s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS’s, which have been recently certified by the Mine Safety and Health Administration.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. "The main purpose in the compilation of accident statistics is to reveal conditions that may result in injury to persons or property so that remedial measures may be applied. For practical reasons it is usually found necessary to restrict inquiry to conditions which actually have caused personal injury, and to omit those which nay, but have not yet, resulted in damage, Fortunately or unfortunately, there is a sufficient number of the former to indicate the existence of hazards so numerous as to require all of the attention which the industry can devote to the subject.Two years ago, the Bureau of 'mines, in cooperation with the National Safety Council, undertook an intensive campaign to obtain more complete and satisfactory information regarding mine accidents than had theretofore been available. Since 1911 the bureau had been receiving annual summaries from all companies operating metal mines, showing, in a general way, the number and causes of accidents that occurred during the preceding year and the number of men employed at the mines. Monthly summaries of fatal accidents at coal mines were received from the state inspectors, showing the number of deaths attributed to each of 22 main causes of accidents, Information for individual coal mines was not furnished.While this information, nation-wide in scope, is indispensable because it epitomizes the progress or retrogression in the industry as a whole, and serves as a background of specialized studies, yet certain classes of acci¬dents, for example, those that are more or less peculiar to specific districts or mines, require an analysis in greater detail than is possible on the sole basis afforded by the annual summaries.The need for more specific information was realized some years ago in the State of Pennsylvania in connection with the administration of the workmen's compensation law, The mining industry is well acquainted with the val¬uable studies of accidents, particularly nonfatal accidents, in the mines of that State being conducted by Mr. Rush N. Hosier."

The Bureau of Mines is developing methods for reclaiming the metal and mineral values contained in municipal incinerator residues. This report describes the first phase of the research, in which reliable methods for sampling and analyzing municipal residues were established and the composition and characteristics of the residues were determined. Samples were obtained from a variety of grate-type furnaces and also from a rotary kiln furnace. The samples were processed on a batch basis and separated into their natural categories by a variety of methods including screening, magnetic separation, air separation techniques, and handpicking. The main components of the residues were determined to be metal and metal oxides, glass, and ash.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. A study of the technical and economic feasibility of using a unique undercut and fill system developed by USBM engineers to mine steeply pitching coal is discussed. A brief resource assessment has indicated that significant reserves exist in most coal regions to justify the development of a safe and economical method of extracting steeply pitching coal. The undercut and fill system combines hydraulic coal cutting with unassisted gravity fluming of the coal slurry. Mining occurs across strike and the extended entry is backfilled to provide uniform strata control and an impermeable water and air barrier. Subsequent mining occurs beneath the previously filled stope such that the roof consists of a solid, controlled back. In addition to providing positive roof and hanging-wall support, the backfill system eliminates subsidence potential, post-mining drainage, and the danger of spontaneous combustion from naturally drafting air currents. A unique through-flowing ventilation system permits passage of return air through the production face via ducting located at the backfill-coal junction. This provides a constant supply of fresh air at the face, eliminates the need for brattice cloths, and provides an additional escapeway for the miners. The preliminary estimates indicate a production rate in the neighborhood of 31.9 tons/ manshift. Capital costs are approximately $3.17/raw ton over a 20-year life with an initial investment per annual ton of $48.29. Total cash-costs for labor, supplies, power and benefits range in the vicinity of $19.59 for a 704,460 ton/year mine, or a total cost of $22.76/ton. These costs do not include federal and local taxes or post-of-money; however, the cost of coal is well within the area selling price.

The Bureau of Mines conducted batch-?scale tests on a sample of parphyry copper mill tailings as part of a study to determine the feasibility of rutile recovery from this source. The tailings that were tested contained 0.75 percent titanium dioxide (Ti02), with about two-thirds of the Ti02 values occurring as rutile. Mineralogical studies indicated that about one-half of the Ti02 content could be considered recoverable. Beneficiation studies of the tailings showed that best flotation results were obtained when sulfides and carbonates were removed by bulk flotation prior to rutile flotation. Rutile flotation was most effective when a petroleum sulfonate collector was used in an acid circuit. From this basic method of flotation, two alternative procedures were developed. The first procedure was to size and grind the tailings to minus 200 mesh; deslime the total pulp; and then float the sulfides, carbonates, and rutile. The second procedure was the same, except that it did not include sizing and grinding. Flotation of the sized and ground tailings yielded rutile concentrates containing 43.1 percent Ti02 and 75.7 percent of the recoverable Ti02. Rutile concentrates floated from the tailings that were deslimed but not ground contained only 34.7 percent Ti02 and 69.4 percent of the recoverable Ti02.

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

This is the third in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.
