"Reference materials have always been important for validating and controlling analytical methods', They have recently become even more important as quality requirements have become more stringent and customer demands for properly verified and controlled results increase. Clients, especially from the resource exploration industry demand critical validation of all results reported. Mintek has been producing geological and semi processed ore references since the early 1970's and recently due to increase in demand other manufactures have entered the South African Market.This paper describes Analytical challenges from the customer's perspective. The customer being the metallurgist, mine geologist, environmental scientist and geologists from resource companies. Reference Materials and their appropriate use and good understanding of them can aid greatly in building confidence in the results, choosing the right Laboratory for a project, deciding which set of results arc correct and providing evidence to the customer's clients that the results obtained are the very best possible.Throughout the world there are hundreds of reference materials produced by over 80 organisations and these are mainly ores, rocks, semi processed ores, metals, and many more. Mintek is one of the top 10 producers with over 75 products. Many of these producers including Mintek and their respective standards organisations belong to the ISO REMCO committee and their respective work groups. This committee's main task is to draw up guide lines for the use, manufacturing and certifying reference materials. In South Africa a mirror committee has recently had its inaugural meeting the function is to give clear mandate to the South African representative on the main ISO REMCO committee, the South African delegate bas an opportunity to influence the contents of the guides.Tile SARM program has since the year 2000 increased its sale three fold, the question is why? There is more accountability needed in our world. That means Analytical results have to be the very best possible and risks associated to them must be well quantified. Consider that the risk of wrong results of wrong decisions made from a result is trivial to laboratory, in comparison to the laboratories customers. The consequence to a laboratory could be a loss of income or some one may lose their job. To the customer he may dig up 1000 of ton's of rock with nothing in it or worse still don't mine it when the grade is high enough. This is seriol1s money."

INTERNATIONAL SOLVENT EXTRACTION CONFERENCE, 1971 The Society of Chemical Industry has agreed to sponsor an International Conference devoted to the science and technology of solvent extraction. This will be held in The Hague in the Netherlands during the week commencing 19th April, 1971. The organisation of the Conference will be in the hands of a Conference Committee under the chairmanship of Mr B. F. Warner. The emphasis of the Conference will be on technical solvent extraction of both inorganic and organic substances, including basic principles and practical applications. Sessions are envisaged covering the chemistry of solvent extraction, industrial processes and economics, the performance of contacting equipment and the underlying phenomena involved, and the response characteristics and control of such units. The Conference Committee will welcome offers of papers for presentation at the Conference. In the firts instance, intending authors should submit a preliminary title and an indication of the scope of their contribution to the Conference Secretary: Dr. C. Hanson, University of Bradford 7, U.K. It is hoped to have available in September a first circular giving further details of the Conference. SOUTH AFRICAN TUNNELLING CONFERENCE TO BE HELD IN 1970 A South African Tunnelling Conference, to be known as TUNCON 70, is to be held in Johannesburg during the latter half of July, 1970. South Africa, in common with other countries, has a vital and growing interest in tunnelling. Apart from the 800 kilometres of tunnel excavated annually in the gold mines, the 82 kilometre-long Orange-Fish Tunnel is being driven to carry water from the Orange River to the drier areas of the Eastern Cape Province. This and the realization that services such as water and transport are increasingly being carried underground in various parts of the world have emphasized the need for a forum at which the technology and potential of tunnelling can be discussed. TUNCON 70 is being supported by three professional engineering societies representing some 6,000 engineers, namely, the South African Institute of Mining and Metallurgy, the South African Institute of Civil Engineers and the South African Institution of Mechanical Engineers, as well as by the Geological Society of South Africa. The conference has three main purposes. Firstly, to pool and exchange expertise by authorities on tunnelling; secondly, to discuss future developments in tunnelling technology with the aim of making those concerned with long-term planning aware of the potentialities of tunnelling; thirdly, to propose standards for tunnel shapes and sizes. Adoption of standards for tunnelling equipment and accessories would be a major step forward in improving tunnelling efficiency. The five themes of the conference will be: tunnel utilisation, exploration, design, construction and standards. The conference will be held at the University of the Witwatersrand, Johannesburg, from 21st to 24th July, 1970. The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers, no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. The Institute is guided in its requirements by: Collins, F. H., Authors & Printers' Dictionary-Oxford University Press. Hart, H. Rules for Compositors and Readers. Humphrey Milford (familiarly known as the Oxford Rules). Fowler, H. W. & F. G. The King's English-Oxford University Press. General: A few well selected diagrams and illustrations are often more pertinent that an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol % is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.I.) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramme metre per second per second (kg m/s2). Always use the standard metric abbreviations. Commas must not be used for separating groups of digits. For ease of reading digits should be grouped in threes counting from the decimal point towards the left and the right. Illustrations: Drawings and diagrams are to be in black India ink and should be about 18 cm wide. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. (A single column is 8.5 cm wide.) Numbering of tables should be in Roman numerals: I, 11, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. (Always use the abbreviation for figure.) Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the typescript where tables and figures, etc. are to appear in the text. Paragraphs: A decimal system of numbering paragraphs may be used when the paper is long and complicated and there is a need for frequent reference to other parts of the paper. Proof correction: Galley proofs are sent to authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Standard symbols as laid down in British Standard 1219C should be used. SYNOPSIS It is most important that the synopsis should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .1 . . .2. Do not use the word Bibliography. When authors cite publications of other societies or technical and trade journals, titles should be abbreviated in accordance with the standards adopted by this Journal. GENERAL The Council will consider the publicatiol1 of technical notes taking up to three pages (maximum 3000 words). Written contributions are invited to the discussion of all papers published in the Journal. The editors, however, are empowered by the Council to edit all contributions. Once a paper or a note has been submitted to the Institute, that document becomes the property of the Institute, which then holds the copyright when it is published. The Institute asa body is, however, not responsible for the statements made or opinions expressed in any of its publications. In the last decades, the exponential increase in the cells’ volume resulted in significant advantages such as investment costs, footprint and energy savings. However, in larger size cells, despite the increased diameter/height ratio, new constraints arose related to the need for decreasing the larger froth transport distances to enhance the froth recovery. Thus, the use of froth crowders and internal launders became compulsory to maintain the froth transport distances but decreasing the ratio between gas and collected mineral flowrates. Consequently, the bubble load will increase until reaching a critical bubble surface coverage. In this paper, the concentrate carrying capacity (tph/m2) is described in terms of the bubble surface coverage (bubble loading) at the pulp-froth interface and the froth recovery (froth transport) and is evaluated as a function of the cells’ volume and operating variables. A sensitivity analysis, based on industrial operating and design conditions, such as superficial gas rate, particles size, froth crosssectional area and cells’ volume, was developed for evaluating the metallurgical performance of cells from 100 to 630 m3. Results show that limiting carrying capacity can arise for the whole range of cells’ volume, depending on critical operating conditions, particularly in first rougher cells and cleaning stages of industrial flotation circuits. The increase in cells’ volume consistently increases the bubble loading (bubble surface coverage) under all conditions, approaching the limiting conditions more rapidly in the case of cells without internal launders. Otherwise, the limiting condition was achieved when the particle size DPS decreased from 50 to 20 (μm) and for superficial gas rates significantly less or larger than 1 (cm/s). The use of internal launders allows for increasing the range of the operating conditions needed to reach a certain carrying capacity. Gold Fields is the world?s fourth largest gold producer with operations in South Africa, Australia, Ghana and South America. All of Gold Fields? South African Operations are located in the Witwatersrand Basin and are intermediate to deep level underground mines exploiting gold bearing, shallow dipping tabular orebodies, which have collectively produced over 50 kt (1,608 Moz) of gold over a period of more than 100 years. Although the use of Monte Carlo as a business tool was introduced in 1964, it has only been in the last 30 years that it has gained increasing acceptance within the mining industry. However, the application thereof has been mostly limited to determination of risk in project areas. This paper however, considers the possibility of using Monte Carlo simulations to asses the underlying ?Root Cause? criteria critical to the operations management of existing mining operations. Currently, working operations have a distinct advantage over project areas as they have a wealth of historical information at hand. This, in turn, can be utilized to model distributions and relationships that can be used in Monte Carlo simulations, the results of which can be analysed to determine areas of concern. Projects can then be set up to ameliorate the effects of these and in turn reduce the risk of not achieving the operational targets. It is here that it must be stated emphatically that it should be the ?root causes? and the associated relationships that need to be emplaced within the model in order to achieve results that reflect the true causal relationship. The paper outlines possible sources of ?root cause? relationships and considers the outcomes of these in a case study on a large South African Gold Mine.

"The most commonly used high-chromium white cast iron (HCWCI) is the hypoeutectic white cast iron that contains 2–3.5 wt.% C and 10–30% Cr. This type of material relies on hard, brittle M7C3 carbides to impart good wear resistance. Due to its good wear resistance, this material has found application in the mining industry and cement industry. However, it has low fracture strength and this challenge led to research aimed at refining the microstructure. This was done by the addition of niobium in the range between 0.1 and 0.6 wt.%. In the as-cast condition, the addition of niobium was found to increase the fracture strength due to the finer eutectic microstructure. The hardness was also found to have increased slightly compared to the reference alloy with no niobium additions. Low fracture strength after heat treatment was observed in the Nb-added HCWCI, which is believed to have been caused by the precipitation of secondary carbides and the transformation of the matrix from austenite to martensitic. IntroductionFor the past few years Mintek has been involved in a project in which a number of alloys have been identified for grinding media applications. The high-chromium white cast iron (HCWCI) alloys were among the alloys researched for this application. The knowledge acquired from the grinding ball media research has now been extended to mill liners, which have traditionally been made of manganese-, chromium- and chrome-molybdenum steels. The replacement of worn mill liners costs the mining industry a significant amount of money and this has led to a need for continuous research to prolong the life of the liners. During milling operations, liner wear has an adverse effect on the capacity of the mill, the energy efficiency and milling efficiency and finally leads to relining, to replace worn liners."

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

The susceptibility of experimental low-nickel Cr-Mn-N stainless steels to hot cracking, sensitization, and pitting corrosion in the as-welded condition was investigated. These steels were developed for deep-drawing applications and are similar in composition to type 201 stainless steel. In order to obtain good formability, the rapid rate of work-hardening (characteristic of the 200-series steels) was decreased by the addition of copper. The behaviour of two sets of alloys during fusion welding was investigated: 17Cr-7Mn-4Ni-o.5Cu steels containing 0.001 to 0.27 per cent nitrogen, and 17Cr-7Mn-2Ni-o.1N steels with copper contents varying between 0.01 and 3.11 per cent. Al the steels in these two sets initially solidify as d-ferrite, which transforms partially to austenite during cooling. As the nitrogen level increases, the microstructure of an autogenous-weld metal ranges from large amounts of d -ferrite, martensite, and Widmanstätten austenite, to austenitic structures with small amounts of vermicular d -ferrite. The formation of d -ferrite during solidification and the presence of ferrite retained in the weld metal indicate that the experimental alloys will not be susceptible to hot cracking during welding. Except for the alloy with 0.27 per cent nitrogen, the resistance to pitting corrosion of the experimental steels in the as-welded condition is inferior to that of type 304 stainless steel. None of the experimental steels is susceptible to intergranular attack in the as welded condition. The alloys with 0.19 and 0.27 per cent nitrogen have properties (corrosion and microstructure) similar to those of type 304 stainless steel in the as-welded condition.

Activated carbons used in the precious metals extraction industry are characterized by large internal surface areas and a great affinity for metal ions. The purpose of this research is to prepare activated carbon from a South African bituminous coal by physical activation that is suitable and cost-effective for use in the extraction of metals. The quality of the coal-based activated carbon may not prove to be as good as activated carbon produced from other traditional sources, but the production costs involved may make South African coal a feasible alternative feedstock. The activated carbons produced were characterized by Brunauer, Emmett, and Teller (BET) surface area, activated carbon pH, and phenol adsorption studies and the results compared to the results from a commercially available activated carbon, Norit RO 0.8 (control sample). Bituminous coals from various sources including Witbank Seam 4 and Free State coal were used in this study. The preparation method chosen was physical activation using superheated steam. The effects of process variables such as activation time (1-3 h) and temperature (600-800°C) were studied in order to optimize those parameters. The activated carbon surface area was characterized by means of nitrogen adsorption isotherms at 77K. BET surface area analysis showed that Witbank Seam 4 coal activated at a temperature of 800°C and activation time of 3 hours resulted in a surface area of 340 m2/g. Quality control of each sample was performed by measuring the pH of a known amount of the prepared activated carbon in distilled water over time. Results showed that the pH of some of the prepared activated carbons reached a value of 11. Phenol adsorption results for the different activated carbons prepared corresponded well to the results obtained for the Norit RO 0.8 activated carbon sample.

It is not uncommon for gold slurry ponds or screen oversize dumps to contain several different types of carbon-rich contaminants. These contaminants act as robbers of dissolved gold which has a detrimental effect during the downstream carbon-in-leach (CIL) or carbon-in-pulp (CIP) processes. With a renewed interest in the reprocessing of contaminated gold waste ponds and dumps, preconcentration of the feed to either the CIL or CIP process becomes important to maximise profits from these resources. An added advantage in removing these resources, which were once thought of as being uneconomical, is the availability of land that can further be rehabilitated for community development projects. For gravity separation, an example of suitable technology is the Reflux Classifier (RC), which can be used for the separation of materials of different densities and can be used as a pre-concentration step. In this project, a laboratory-scale Reflux Classifier was used to pre-concentrate a gold-bearing sample obtained from a waste dump situated to the east of Johannesburg, South Africa. The material had an average gold grade of 1.9 g/ton and a carbon content of 10%. This material was first fed to a semi-batch Reflux Classifier that was used to fractionate it into several different density intervals by varying the fluidisation water feed rate, followed by continuous runs at fixed water flow rates. The results showed that a cumulative gold recovery of 60%, carbon recovery of 85%, and mass pull of 41% was possible for a fluidisation water feed rate of 15 L/min, while a rate of 20 L/min resulted in a gold recovery, carbon recovery and mass pull of 83%, 92% and 79% respectively, which translated into a concentrate gold grade above the set target of 3 g/ton. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

"South Africa’s Northern Cape Province hosts semi-precious and gemstone occurrences that are sporadically mined on a small scale by local communities. Tiger’s eye, a gemstone known for its chatoyancy properties, is found in important deposits located near the town of Prieska, where is it intermittently mined. Challenges faced by small-scale and informal mining include mining without proper permits, risky mining practice in dangerous terrain, and illegal export of raw material without concerted effort at domestic beneficiation. As part of a study aimed at job creation and social upliftment in the region, tiger’s eye deposits in the Prieska area were assessed to assist small-scale miners to understand tiger’s eye grades and their distribution. This will allow not only more efficient and safer mining of these deposits, but also beneficiation of the raw product into tumbled stones, cabochons, jewellery, and other small artefacts for sale. A hub established in Prieska by Mintek trains locals in the beneficiation of tiger’s eye. Supply to the hub must make use of a consistent grading system, which is discussed in this paper. Together with proper mine licensing, such an approach will develop mining and beneficiation skills, and create and sustain employment for the local community. IntroductionTiger’s eye is a semi-precious stone known for its chatoyancy property, which is caused by parallel, silicified asbestos fibres that impart a silky lustre to specimens. Deposits of tiger’s eye in the surrounds of the town of Prieska, Northern Cape Province, formed the focus of a study aimed at small-scale mining and beneficiation of this commodity. The Prieska tiger’s eye deposits are located along the N10 route to Upington (Figure 1). Tiger’s eye is unevenly distributed and occurs as lenses of various sizes, interbedded in gently folded metasedimentary rocks of mostly banded iron formation (BIF). The tiger’s eye occurrence in the Northern Cape Province, especially in the Prieska area, has not been extensively researched. There is thus limited information available in the public domain. The lack of knowledge on tiger’s eye distribution has resulted in local small-scale miners adopting a trial-and-error method of mining. Basic geological mapping and field evaluation of the deposit, coupled with professional judgement, are important aspects of any small-scale mining operation and can contribute significantly to the formulation of various acceptable and equally viable mining methods and practices."

SYNOPSIS The effect of conditioning energy on the flotation of gold, U308, and pyrite was investigated in the range 0,1 to 100 kWh per tonne of dry ore for various combinations of conditioning time and impeller speed in a cylindrical con¬ditioning tank. It was found that, when the conditioning energy was increased to between 5 and 10 kWh per tonne of dry ore, the total recovery and flotation rate of the valuable minerals (expressed as Klimpel parameters) increas¬ed substantially. The Klimpel parameters are dependent on conditioning energy, but are independent of condition¬ing time or impeller speed (at constant conditioning energy). The Klimpel parameters of the gangue are indepen¬dent of conditioning energy.

Discussion: M. D. G. Salamon* (Fellow): The theoretical principles behind the techniques of calculation used by the authors was formulated and published during the period 1962- 65. These principles, together with their practical implications, were summarized in a review paper in 1966.1 Now, in February, 1970, we have this long and comprehensive paper discussing the practical application of the theory. I think this is good progress. The large number of practical examples treated in the paper clearly demonstrates not only the skill and knowledge of the authors, but also the versatility of the techniques of analysis. I feel that the techniques described by the authors, and their improved versions, will revolutionize mine planning. I suggest that no shaft system or stoping layout should be planned in future without an adequate rock mechanics analysis. It seems that it will be progressively more difficult to white wash mistakes in rock mechanics and attribute their costly outcome to normal mining risk. We should not, however, become complacent. There is still a lot to learn and do in the future. I do not want to discuss tonight the question of further research but instead, I will raise two other problems which may hinder the future progress of practical rock mechanics. To carry out work similar to that described in the paper, mine managements require men who are capable of doing the work and who have the most efficient techniques of analysis at their disposal. As a research engineer I have been associated with the development of techniques of analysis. I can assure you that these have undergone an amazingly rapid development during the last six years. We have seen the change from the use of the electrolytic tank analogue and manual integration to the method described by the authors, that is, to the employment of the automatic network analogue and computer integration. But this is not the end. In a recent paper Prof R. P. Plewman2 and his co-authors described a completely digital technique. Here the process of calculating on- and off-reef quantities is integrated into one computer run. But these sophisticated methods of computation are useless without men to make intelligent use of them. During the last few years a new breed of mining engineers has appeared on the scene - the Rock Mechanics Engineer. I feel it is timely to call the attention of the senior members of this Institute to the fact that this new breed will succeed in carrying out its duties in a valuable manner only if we manage to attract to its ranks young engineers of the right quality. The requirements are high. The top rock mechanics engineers have to be good mine planners and they have to understand the essence of sophisticated theories. Without these attributes they will not succeed in the long term and the industry will not gain the benefit of available knowledge. To attract this quality of engineers the industry will have to ensure that rock mechanics is accepted by all concerned as a career which could lead to the top echelons of our profession. Finally, I would like to make one or two remarks concerning Part I of the paper. In Sections 3.1 and 3.2 the authors describe methods of determining the normal stress on the reef plane and the convergence distribution in the excavations. The description as given applies only to a horizontal reef. When the reef is inclined the situation is more complex since a shear component of stress on the intact reef and a ride component in the excavations must then also be determined. These can be calculated by methods similar to that described in the paper.3 The practical application of the method of calculating the released energy (Section 3.4) is in the comparison of various stoping layouts to establish an order of preference in terms of decreasing rates of energy release. To carry out these comparisons effectively, the calculations must be carried out in a manner by which the values of energy per unit area obtained are comparable. I would like to note in this respect that the method of calculation given in the paper is valid without reservation only if there is no elastic contact between the hanging and foot walls in the mined-out area. If there is contact then the calculated energy values are correct only if the mined out area is increased in small steps during the analysis. My second point in this regard is concerned with the practical method of calculation as described in Sections 3.4 (ii)-(iii). Firstly, I would like to suggest that the energy calculation should be carried out, as far as possible, by using always the same scale on the analogue. Secondly, the reading of current on a pin should be followed by the removal of that pin to obtain the corresponding reading of potential. The product of these two values will be proportional to the energy released during the mining of the small area corresponding to that pin. The method suggested by the authors tends to mask possible danger points in the layouts, since they obtain an average value for a time period, say, for six months.

Written contribution by J.F. Curtist The paper is an interesting exercise in the application of mathematics to a theoretical situation presumed to oc¬cur underground. However, some of the assumptions on which the calculations are based are unlikely to occur in any actual mining situation. Assumptions made in the paper Objections to these assumptions are noted seriatim. (1) `it is assumed that any loading-rate effect will be small and can be ignored' (p. 3). A loading rate of the order of 50 kN-12 per cent of the maximum load-is customary to prevent the props being dislodged by the blast. (2) `it is unlikely that all the props will be installed with their full stroke available, but for the purpose of this analysis, it is assumed that this is the case' (p. 3). A more reasonable assumption would be that, with the most careful selection of prop length and the most rigid control of stope width, the available stroke length would on average be reduced by the order of 70 mm on installation-20 per cent of full stroke. (3) `each support unit supports a block of 3,3 m2 bound¬ed by vertical fractures with zero cohesion that are parallel and at right-angles to the stope face respec¬tively' (p. 5). Joughin and Jager have shown this to be an unwar¬ranted assumption in respect of the positioning, the direction, and the dip of the fractures present in a stope in rockburst conditions. If, as assumed, there was `zero cohesion' between such blocks, the removal of a hydraulic prop in row 3 supporting such a block would ensure that it fell out before a profile prop could be installed in the same position. (4) `the height of each of these blocks is 3,0 m, the volume of each block is 9,9M3, the mass of each block is 27 225 kg' (p. 5). The concept of individual props being affected by dis¬crete blocks of known and uniform dimensions of relatively low ground velocities (less than or equal to 2,16 m/s) acting in line with the axis of the prop is one that lends itself to neat mathematical calcula¬tions. It does not, however, bear much similarity to the actual conditions that are exposed underground in excavations where rockbursts occur. Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.
