INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

For TBM tunneling no visual inspection of excavated ground is possible. This may hinder the high-speed excavation, particularly in complex ground conditions. The TBM Excavation Control System was developed for better prediction of geological conditions ahead of the tunnel face during excavation. The seismic reflector tracing produces volumetric images of anomalies in the ground in “near-real time.” These images are verified using logging data from pilot boring and TBM driving data, to improve reliability and precision of ground mapping. Also good correlation was obtained between the rock strength index computed from TBM data, and one derived from volumetric seismic images.

The 6-m- (20-ft-) diameter cast-in-place tunnel lining for Phase 3 of the Mill Creek Tunnel (MCT3) has been completed. This article summarizes aspects of liner design and ad-dresses the construction approach in placing the liner in areas of tunnel that experienced crown overbreak. Tunnel lining production rates, installation procedures and form buoyancies experienced during concrete placement will also be presented. The Mill Creek Phase 3 tunnel (MCT-3) is expected to be completed this year. It is one of the largest tunneling projects undertaken by the Northeast Ohio Regional Sewer District (NEORSD) to date. The tunnel horizon is situated within the Devonian Chagrin Shale rock formation at an average depth of 85 m (280 ft). The tunnel was excavated using a two-pass method. A full face, fully shielded, Robbins 7.2-m- (23.8-ft-) diameter tunnel boring machine (TBM) was used to excavate approximately 4,500 m (15,000 ft) of tunnel and facilitate installation of initial supports (first pass). The final lining (second pass) consists of 305-mm- (12-in.-) thick cast-in-place reinforced concrete and integral low flow channel. Seven shafts were constructed on the project. The excavation of the tunnel commenced at Shaft 14 and proceeded down grade to Shaft 9, the terminus shaft. Because of the presence of overbreak in the tunnel crown, measures were required to support the form and counteract the effects of buoyancy during concrete placement.

In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.

Typical sedimentary sequences overlying coal seams consist of interbedded sandstones, siltstones, shales, and rider coal seams. In many surface coalmine settings, these sediments are saturated; and prior dewatering of them is necessary for effective and economic mining, including the stacking of saturated spoils. Such sedimentary sections usually have a very low vertical hydraulic conductivity that does not allow them to drain in a timely manner prior to their being stripped. One potential solution is installation of drainwells. Drainwells are small diameter wells that can collect water laterally from the various more permeable layers in the overburden and then gravity drain it to a lower layer – often the coal seam being mined – where it can be removed by pumping wells or sumps located in the bottom of the pit. A ground-water flow model utilizing the 3-dimensional finite element code MINEDW has been used to evaluate the effectiveness of usingdrainwells in a hydrogeologic setting that is typical of the Powder River Basin. A series of numerical simulations were completed using various combinations and spacings of drainwells and pumping wells to dewater the overburden and coal seams. The numerical simulations suggest that drainwells can be a very effective method of overburden dewatering.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. An Automated People Mover (APM) transit system is planned for the growing Phoenix Sky Harbor International Airport. The APM will improve passenger movements between the terminals, and provide a link to parking facilities, a new rental car facility, and the planned metro Light Rail. The underground works will include shallow twin bored tunnels, taxiway crossings, and underground stations constructed beneath critical airport facilities. Challenging soft ground conditions will require extensive underpinning and ground improvements. Design is underway, and construction is scheduled to begin in 2007 with project completion in 2015. The owner’s planned delivery method for the APM Project will be Construction Manager at Risk (CMAR) with a Guaranteed Maximum Price.

Barrick Gold plans to have four new gold mines in production by 2006. Together, the mines would increase the company’s output by 40 percent. The projects include Veladero in Argentina, Alto Chicama in Peru, Cowal in Australia and Tulawaka in Tanzania. All of them are scheduled to begin production between the first quarter of 2005 and the first quarter of 2006. They are expected to drive Barrick Gold’s growth profile to a target of 211.5 to 217.7 t (6.8 million to 7 mil-lion oz) of gold production in 2007. The company’s projected output for 2004 is 152.4 to 155.5 t (4.9 million to 5million oz) in 2004. Overall, higher production and lower costs are expected in the early years from the new mines.

Conditioning of flotation feed is an important prerequisite for efficient flotation. This process depends on parameters such as conditioning time, slurry concentration and slurry pH. The objective of this paper is to optimize the conditioning process for the flotation feed. This was achieved by first conducting preliminary experiments at constant slurry pH to determine the significant ranges of slurry concentration and conditioning time. Then, factorial experimental design (32 experiments) was used to investigate the significance of the above parameters and their interactions on flotation recovery and grade. Statistical analyses using ANOVA approach showed that flotation recovery (R) and concentrate grade (g) were affected by feed conditioning. It was found that concentrate grade was linearly proportional to the slurry concentration and conditioning time, while flotation recovery was exponentially proportional to the conditioning parameters. A contour plot of the flotation response (recovery and grade) against conditioning parameters showed that the optimum operating parameters for flotation feed conditioning was a conditioning time of 1.5 to 2 minutes and a slurry conentration of 55% to 60%.

B.A. Hancock It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rupture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding-classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective flocculation separation using Kudremukh tailings may be obtained that will produce saleable concentrates.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

The iron nugget process is an economical, environmentally friendly, cokeless, single-step pig iron making process. Residence time dependent process requirements for production of pig iron nuggets at a fixed furnace temperature (1425 C) were investigated. Three chemically and physically different products were produced after complete reduction to iron, depending on the residence time in the furnace. These products were direct reduced iron (DRI), transition direct reduced iron (TDRI), and pig iron nuggets (PIN). The increase in the carbon content of the system as a function of residence time was detected by optical microscopy and Microhardness measurements. Sufficient carbon dissolution for the production of pig iron nuggets was obtained after 40 minutes residence time. The pig iron nuggets produced had chemical and physical properties similar to blast furnace pig iron. They were liquid state products and slag was completely separated from the metal.

Design and construction of the Epping to Chatswood Rail Line tunnels in Sydney, Australia required an innovative approach to define hydrogeological properties of the Sydney Hawkesbury Sandstone and provided an insight into the hydraulic behaviour of fractured sedimentary rocks. To meet restrictive water inflow and infiltration criteria both the pre-treatment of zones of fractured or highly jointed rock, and waterproofing using an interior spray on membrane for the finished drained tunnels and stations was required. Methods typically used to address the interaction of groundwater and tunnels in the Sydney Basin are demonstrated by case histories from major design-build tunnel projects.

The city of Kuala Lumpur was founded in 1857 by miners seeking tin near the confluence of the Klang and Gombak rivers. The rapid development of the city and surrounding area since independence has led to more rapid runoff during rainstorms and to gradual canalisation of the rivers with some restricted sections. The outcome has been more frequent and more severe floods (Abdullah 2006). At the same time the centre of Kuala Lumpur has become a modern inter-national city with tall office buildings, hotels, and shopping centres connected by a network of wide roads and commuter rail systems. With these the cost of dislocation during floods has risen as has the cost of making good damage afterwards. The Government of Malaysia considered these consequences unacceptable and sought ideas from the private sector for a solution. Potential solutions consisted of variations on the themes of bypassing the city centre with a flood relief tunnel or of providing off channel storage or a combination of both. Since under Malaysian law a tunnel cannot be constructed under private property unless this is first purchased or agreement reached with the owner, it was necessary for most of the tunnel alignment to run below existing heavily congested roads. After considering these facts Gamuda Berhad and MMC Berhad, two leading Malaysian development and construction companies, decided to propose to Government an innovative solution in which the tunnel would be used to carry road traffic except during floods.
