A mineral or metallurgical process uses various inputs, such as ores, energy and other raw materials, to make different products that fulfill societal needs. The processing of raw materials has changed in recent years due to the increased complexity of processing low-grade ores, intensifying competitiveness and greater constraints. For process improvement, various plant optimization and process modifications must be conducted under environmental, social, political and economic constraints. Processing research and education's success in meeting the process industry's future needs depends on an adequate balance between micro- and macro-engineering approaches. In its simplest form, macro-engineering is concerned with the "big picture," while micro-engineering requires looking at a subset of the process. So macro-engineering may be defined as an investigation of the larger or "whole" system to achieve the desired goals. And micro-engineering may be viewed as a quantitative investigation of a subset of the process, to determine cause-and-effect relationships within the subset. Two different approaches might be used in macro-engineering analysis. In one, the big picture may be viewed without a detailed knowledge of the subunits. With this approach, statistical tools are used to relate input and output parameters. Also, actual plant data or analog models might be used to obtain the desired information. The usefulness of such an approach increases with problem complexity. To attain the desired goals using the second, "model-based," approach, a detailed knowledge of the subunits is often useful and their interactions may be considered. In complex process analysis, the first of these approaches is more useful since less information is needed. However, it is also less exact and more likely to fail if there are significant changes in conditions and interactions. The second approach, on the other hand, is more exact, with greater predictive ability within the narrow subset being considered. Consequently, it is difficult and costly to conduct.

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

INTRODUCTION Evaluation and optimization of mineral processes has been going on since the the first plant started hundreds of years ago. A huge mass of knowledge has been collected since then. The main problem with this type of empirical knowledge of complex processes is that it is very difficult to formulate and document. The methods used for collecting the knowledge is not consistent but-varies with "he person" that does it. In the late 60's and early 70's efforts were made to use computer based techniques to evaluate process performance and to formulate process models for mineral processes. Models were developed, such as the flotation model by R. P. King (1973) which is still used to simulate flotation circuit behaviour. During the 70's. a number of mass balancing packages were developed together with process simulation packages. The industrial sector also made great efforts to develop and utilize computer based systems for process control and evaluation. The expert system that BOLIDEN created in 1974 at the Kristineberg plant was a remarkable achievement considering the hardware (CDC 3600) and the software tools (FORTRAN) available at that time. The main obstacle to successfully implement optimizing computer control of mineral processes was and still is the limited knowledge about the dynamics of complex processes. There are, however. many activities going on in this area today and it seems that the technology is very near a break through. Process evaluation is the most important tool to improve and maintain the optimal performance of a process. Today dedicated computer based techniques are used for fast and reliable screening of the processes. The stages in process evaluation consist of three basic steps: - Data acquisition, manually or by data logging. - Data refining, mass balancing and parameter calculation. - Data evaluation. The refined data can then be used for model construction/calibration and subsequently for process simulation. The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

Throughout the history of mankind, the principal use of coal has been to produce heat through combustion. The heat is used in many ways: to warm air space for our comfort; to provide heat or energy to power industrial processes, such as cement and steel production; and to produce electricity. Because it is our nation's most abundant fossil energy fuel, coal in the late 20th century is on the threshold of becoming a significant source for synthetic liquids and gas energy fuels for this country. This is made possible by conversion processes which can change solid coal into various synthetic gases and liquids. These coal-derived fuels are nearly identical to the processed fuels and chemicals provided by natural gas and crude oils, which presently provide almost all the petrochemical feedstocks and energy fuels needed for the residential, light commercial, and transportation markets. A revolution is beginning to take place, not only in the United States, but in many other countries with a return to a coal-based energy economy. Also, new combustion and conversion technologies which are compatible with national health and environmental goals are rapidly emerging. These technologies will allow coal's use to be expanded not only in its traditional markets, but also to supply markets held by natural gas and crude oil. With the worldwide decline in natural gas and crude oil reserves, coal is being-looked upon to meet the energy demand. Because of these new coal conversion technologies, coal will no longer be only a combustion fuel, but a valuable raw material for production of a variety of clean fuels and chemicals.

Neanderthal technology is a harsh and inaccurate way to describe modern underground construction and mining practices, but such an exaggeration helps to focus on a major problem or wasted opportunity of modern society. Why is it not safer to excavate in the underground? Why are the working conditions still so unfavorable? Why are urban freeways, shopping malls, warehouses, power plants, sewage disposal treatment plants, and similar facilities still constructed on the surface of the ground--because it is a better location? On the contrary, if underground technology made full use of existing knowledge, underground resources and space would be much more effectively used. And why is the technology so inadequate? Certainly, researchers and practitioners are aware of the shortcomings and are equally aware of problems that have to be overcome. One of the most important reasons has to do with the type of policy goals that society has set in the past. Policy makers may have agreed that improvements would be desirable but no serious commitments have been made--that is, there has been no major allocation of resources to advance these technologies. And yet, to bring about significant changes will require significant time and resources. The resources that are needed are far in excess of what industry can afford to invest, particularly since the pay-off may be far in the future. So the problem reverts to society in general. As long as society is willing to tolerate the present costs and safety requirements for recovering minerals and for constructing underground facilities, then the changes will be slow in coming. The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy facility located in southeastern New Mexico. It is designed for the safe disposal of transuranic radioactive waste in deep geologic salt beds. Westinghouse TRU Solutions, LLC, the managing and operating contractor, undertook a project to simulate the processes at WIPP in order to identify bottlenecks and optimize available resources. The activities simulated in the model included the receipt, processing and disposal of radioactive waste underground, the mining of new areas for future waste disposal and the transportation of salt out of the mine. The complexity of the processes and the interactive requirements between processes required the use of advanced modeling techniques. The simulation model includes a huge number of locations and path network node points, with movement to and from the locations controlled using parameters rather than explicit routing. Information for the timing and sequence of the mining and nuclear waste emplacement operations is brought into the model via spreadsheets. Arrays in the simulation model keep track of past and future events that occur. Routing to the multiple possible positions in the underground mine is done using attributes, and system functions within ProModel in order to allow for a highly flexible sequence of planned events and to reduce the level of effort in creating the ProModel processing. Considerable use of subroutines in the simulation model is utilized for parametric decision-making that is repetitive. This presentation describes the modeling techniques used to accurately simulate the surface and underground operations. The surface and underground operations are considerably different, thus they will be treated in their own sections.

It is well known that the density and viscosity of a mill pulp have optimum levels for grinding efficiency, and sophisticated control loops are employed to control pulp density in industry. However, these control loops rely on a number of plant measurements, and often the input data will not permit effective determination and control of the mill pulp density. The use of a single remote pulp density measurement has obvious advantages, and it is suggested and demonstrated for laboratory batch grinding that mill noise measurements can indicate the effective density of the mill pulp. In addition, the mill noise is shown to indicate the actual effective pulp viscosity in the mill and hence permit the identification of the dynamic rheological regime existing in the mill. It is demonstrated that mill noise increases with grind time and, at any given grind time, with increasing pulp density in the pseudoplastic range. This increase in mill noise level with pulp density is interpreted as indicating a decreasing pulp viscosity. The results show that the transition from dilatant to pseudoplastic conditions within the mill, with increasing pulp density, can be identified by this increase in mill noise. When the pseudoplastic pulp started to exhibit yield characteris- tics, the mill noise fell dramatically. The technique of mill noise analysis is then used to investigate the effect of a grinding additive on the batch grinding of two ores. With a magnetite ore, the additive was shown to increase the mill noise, and hence decrease the pulp viscosity, in the pseudoplastic region and to increase the effective grinding. The molybdenite ore, however, did not show significant noise level changes and did not show improved grinding efficiency.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

Expanded markets for copper in the past few years and a consequent search for new ore bodies have revitalized the widely known but seldom applied method of producing copper called heap leaching. This term should be differentiated from dump leaching in that the latter is applied to dumps of mixed oxide and sulfide ores (although either may predominate) that have been too low grade to beneficiate and have, therefore, been stripped off the higher grade underlying sulfide ores. Heap leaching is defined here as the process applied to oxide ores which have been mined solely for the purpose of leaching. In this case, all costs of mining the ore become a part (and a substantial one, as will be shown) of the cost of the copper produced, whereas in dump leaching the mining cost has already been accounted for as a stripping cost for the sulfide ore. Of course, with newly opened ore bodies, stripping costs may be divided through accounting procedures, between the copper produced by the mill and that obtained by leaching, but in general this type of operation must be economic on the basis of the sulfide ore alone. Heap leaching, as a beneficiation method, is unique in that it is the only process used for the recovery of a metal in which the time involved from mining the ore to metal production is measured in months instead of hours or at the most, days, Then too, after the ore body has been depleted and mining has ceased, metal production will continue for some substantial period of time. Heap leaching is also unique because unlike any other method of beneficiation, metal recovery cannot be accurately forecast ahead of time and recovery will never approach that of a conventionally milled sulfide ore or even that of a vat leached oxide ore. Counter-balancing this drawback, however, is the relatively low capital expenditure necessary to put a heap leaching operation into production and the consequence that smaller ore bodies which would not support the higher capital cost involved in a vat leaching plant can be made into producers. Stated more simply, in heap leaching the operator accepts low recovery in exchange for low capital costs and the break even point, that is, where the operator should go to vat leaching with its higher recovery and higher capital costs, is a matter of economics and also, to a great extent, a matter for the nature of the ore to decide. For instance, an ore that will vat leach in 7 to 10 days using 7 pounds of sulfuric acid per pound of copper produced might use double or triple that amount of acid during the months that are required for heap leaching.

Dramatic economic and political reform is under way in the transitional economies of the world. Transition extends beyond the restructuring of a nation's economy and political thinking. It also affects social, cultural and even religious aspects of society. Transition is a long-term process and generally unstable as the pace of reform is rarely the same across the many spheres of society. As nations modify their economies, industrial activities - including minerals exploration, extraction, processing and trade - are also being affected, according to a Financial Times of London management report. Mining policies are being revised to encourage greater foreign involvement, while legal regimes are being rewritten to protect foreign investments. From India to Peru, and South Africa to Russia, countries have been preparing, improving and expanding foreign investment laws, mining codes and economic stimulus measures to accelerate their minerals development. Privatization of mining is proceeding in many nations. Meanwhile, corporatization of former ministries and government agencies responsible for mining is also occurring. According to Minerals and Mining in the Transitional Economies: Poised For the Future, common objectives in the restructuring of a mining industry are to enhance overall economic and industrial growth, improve efficiencies in mineral recovery and use, acquire newer, advanced technologies, reduce environmental repurcussions of mining and improve safety conditions. The nature of mining is changing noticeably within the transitional economies. The industry is becoming more re¬sponsive to market forces and private sector concerns. The new report examines the changing characteristics of mining in the transitional economies. These include nations moving from centrally planned to market economies, as well as countries in the midst of economic and political reform, including the liberalization of industry. Information is presented to help business planners understand the impacts of transition on mining activities and re-evaluate their longterm strategies and market development policies. The document is divided into 10 chapters. Five of them are devoted to the evolving mining industries of Russia, South Africa, India, Peru and China. These countries were highlighted because their minerals sectors are undergoing changes. These include the opening up of their resources to foreign mining companies. According to the report's author, mining in the transitional economies during the next decade will be characterized by: ? Continued rewriting of national mining policies to create more favorable investment climates. ? Increased exploration for gold and selected base metals in newly opened regions. ? Innovative project financing schemes involving multiple partners and international lending institutions, such as the European Bank for Reconstruction and Development (EBRD). ? Increased gold and copper ore production capacity resulting from new investment and expansion of existing operations. ? Continued geographical shifting of metallurgical processing facilities from developed to other mineral-producing nations. ? Privatization of state-owned mining and processing assets requiring advanced technologies for improvement or expansion. ? Increased awareness of environmental concerns in business decisions related to mining and metallurgy.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

Fan stall is a notorious phenomenon with axial-flow fans. When multiple fans of this type serve a ventilation system, their mutual impacts are very complicated and not well understood. Results from laboratory experiments indicated that the immediate consequence of a fan working across its stall zone (i.e., the pronounced trough on the fan characteristic curve) is that some branches in the system may suffer abrupt and even drastic changes in air quantity and pressure. The quantity range of the fan that causes the abrupt change is called an unstable operating range. The corresponding quantity range of a branch is called a non-achievable quantity range of the branch because any quantity within this range cannot be achieved without changing some parameters of the ventilation system (e.g., branch resistances). These concepts are introduced based on the test results from tubing networks to bring attention to these important characteristics of ventilation systems.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

Boyles Bros. Drilling Co. and Gibbons and Reed Company, both of Salt Lake City, Utah, have successfully combined into two joint ventures on the San Juan-Chama project of the U. S. Bureau of Reclamation. The Azotea Tunnel is 12.7 miles in length; the inlet portal is on the Navajo River in Archileta County, Colorado, and the outlet portal is in New Mexico, about 10 miles south of the state border. The Oso Tunnel lies immediately to the north of the Azotea Tunnel and discharges water directly into it. We are presently driving both tunnels with mechanical boring machines from their portals at the Navajo River. Both tunnels are circular, fully concrete lined. The Azotea Tunnel has a finished diameter of 10 ft. 11 inches while the Oso Tunnel is 8 ft 7 inches in diameter. Both tunnels are supported with circular, structural steel rings as required by ground conditions. In good ground rock bolts and steel roof plates are used.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

Production scheduling of an open-pit mine is one of the most important steps in open-pit mining. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value (NPV) and overall economic feasibility of a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. The current practice for doing is to do it by hand on the basis of trial and error analysis. In an attempt to improve the way production scheduling is currently done, a new computer based production scheduling algorithm is developed. This paper describes the fundamentals of this newly developed heuristic scheduling algorithm and its application on a gold deposit. The results coming from a case study show that the schedules based on the new method provides improved cash flows compare to a manually done production schedules.

The Palabora Mining Company Ltd. is probably best known for its production of copper since 1965. The success of the PMC mine lies in the outstanding technical and highly organized efficiencies applied to the massive mining, transportation, and treatment operations necessary to produce profitable copper. We are not however going to discuss the well-known copper operation but the extremely successful recovery and marketing of Baddeleyite by the PMC group. Let us first review the extraction process at the Heavy Minerals Plant. Non-magnetic ground ore from the copper magnetic separators is processed in the Heavy Minerals Plant for the extraction of the "heavy minerals" uranium and zirconia (Baddeleyite). Thorium is also present as a potentially recoverable mineral. The content of the minerals in the feed is probably the lowest in the world to be treated commercially. Minerals are separated from the waste ore by a gravity separation process in which the high density minerals segregate preferentially in a waterborne system.

This paper presents a method for evaluating the economic feasibility of solution mining a hypothetical uranium roll-front deposit. It is assumed the wellfield will be operated in a prudent manner and that leaching tests were performed in depth in both lab and field (push-pull) prior to startup. Leach test results are reduced to two important parameters and used as the basis for solution mining a wellfield. This case study assumes a 10 mil- lion-lb uranium deposit with 40 possible small wellfields; four are kept in operation simultaneously until the deposit is depleted. The wellfields have different ore reserves and grades, lixiviant circulation rates, leach rates, and peak concentrations, and thus the daily uranium production will vary. Daily production is used to assess the profitability of a particular lixiviant and the mode of well- field operation in light of realistic market price estimates. The mathematical procedure is simple and straightforward, based on reasonable in-situ leaching relationships as well as accepted accounting practices.

A comprehensive approach to the development and organization of an expert system that is designed to assist electricians in diagnosing electrical faults m mining machinery is discussed. The system includes diagnostic, reference, and tutorial programs. The diagnostic portion of the system is based on a causal-reasoning approach which is used to establish a hierarchy of symptoms and the subsequent production rules for identifying component-level failures m the motor-control circuit of a shuttle car. With this approach, conclusions are developed directly from knowledge of the circuit and its behavior (in both working and failure modes) based on first principles, rather than the heuristics of a domain expert. The symptoms and their hierarchical structure an: formulated by creating "what-if" scenarios and performing a qualitative circuit analysis for each fault Techniques for incorporating interactive graphical displays of the circuit schematic into the diagnostic portion of the system are also presented. Supportive computer programs that provide' reference material and tutorials on the circuit are also described.
