Though most porphyry-molybdenum deposits lend themselves to various reserve estimating techniques, still there must exist the constant effort to not merely obtain an estimate but rather to obtain the best estimate. To answer the challenge of a complete ore reserve estimation, one must attack the problem with the purpose of obtaining the results closest to reality. What we wish to determine is simple: metric tons (short tons), grade, and kilograms (pounds) of molybdenum contained. In order to effectively accomplish this task, further consideration must be given to the ease of using the information obtained and its inherent reliability. The only known method for ore reserve estimation that supplies the needed results along with its distribution and a measure of confidence provided by sound mathematical backup is geostatistics. The following review is an example of geostatistical application of an ore reserve estimate at the AMAX Henderson mine demonstrating technique, viability, and usefulness of results.

The problem of defining the optimum final limits of an open-pit mine has challenged the mining industry for the last three decades. The difficulty results mainly from the great number of variables involved and from the sheer computational effort required in real-life applications. An actual lignite deposit is used in this study to introduce and apply a new methodology that can be used as a basis for surface-mine design optimization. A geologic-reserves model of the deposit is first developed with the use of an integrated geostatistical-modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The final open-pit limits are then optimized using a competent commercial optimizer, and comparative-sensitivity analyses are performed to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.

This paper presents an analysis of mechanism of secondary fragmentation and respirable dust generation due to regrinding. In continuous miners, the recovered coal and uncleaned coal from the previous cutting cycle have to be transported through the circumference of the cutting drum, subjecting the coal to regrinding. Such regrinding comminutes the coal material utilizing kinetic energy, thus creating a great amount of respirable dust. The mechanism of a single particle subjected to regrinding is analyzed. A mathematical model is developed to describe regrinding in field conditions. The important factors influencing the comminution process are discussed in detail. Utilizing three types of coal seams, laboratory experiments are being carried out with an Automated Rotary Coal Cutting Simulator (ARCCS) to quantitatively evaluate the effects of some particular parameters, such as cutting velocity, depth of sump and properties of coal material, on breakage and on the amount of respirable dust generated. An orthogonal fractional factorial experimental arrangement is used to optimize experimental design. Preliminary experimental results are presented.

Various countries around the world have testing and manufacturing standards in place for steel cord belting. These standards are very comprehensive in what they allow the end user to specify, however, their practical significance in terms of belt life is more difficult to quantify. Such testing standards will be briefly reviewed in this paper in relation to the implication for end user expectancy. Since there is no US standard of manufacture, the end user is left with writing their own specifications. In addition, such standards do not address the effect on belt life of manufacturing faults, such as cord plane buckles, or lateral cord movement. Some new technology used to test steel cord belting will be described as an aid to both manufacturer and end user. Specific end user related issues addressed on this paper are: Tracking and belt quality Cord plane irregularities and performance Cord size and belt life Cord fatigue and testing

During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

"Modeling and Simulation of SAG Mill has been widely used in design and optimization of mill performance in terms of its power draw, processing capacity and product size distribution. However, these models are solved under steady approximation and do not provide any information on mill charge distribution in real time. This paper attempts to characterize mill contents by solving Whiten’s first order contents based model in Matlab/Simulink environment. The parameters in the model such as breakage rate (S), discharge rate (D) and appearance function (A) were estimated utilizing process and design data collected from a gold mine operating in Alaska coupled with nonlinear parameter estimation scheme. This model is then utilized to predict dynamic response of other key operational variables such as mill power, bearing pressure, charge level and product size distribution. The transient response of mill behavior with respect to changes in feed size distribution, tonnage and mill feed water is also presented. This dynamic simulation approach can be used for practicing different control strategy and training purposes. The observed response of mentioned variables was validated utilizing dynamic response data from the plant to encompass operational characteristics of SAG Mill behavior. INTRODUCTION Grinding in mineral industry is one the most important steps in the process of size reduction and plays a crucial role in determining the overall economics of the milling plant. Much of the efforts focused on improving the process efficiency using modeling and simulation have been practiced by researcher and engineers. However, up till now these models were simulated under steady state approximation because of their complex nature and difficulty in programming them in a dynamic framework. Steady state simulations have been successfully utilized in circuit designing, capacity planning and pre-flowsheet optimization. The maturity in steady state models is because of its applicability and regular use in steady state simulation packages such as JKSimMet, Limn, ModSim, etc. With the advent of equipment such as SAG and AG mill has been a recent shift in the simulating these models using dynamic approach. Because of the economic benefits of these devices and ability to act both as a primary grinding device and as secondary or tertiary crushing device they have gained a large popularity and are now universal to any milling plant. However, these device poses a real challenge to engineers and researchers in terms of operation and control. The major reason attributed to problems faced is because the ore constitutes the major portion of the charge in these devices when compared to ball and rod mill. This rock charge is subjected to disturbance such as changes in feed size distribution and ore hardness which results in unstable operation and frequent mill stoppages. One way to prevent this is to measure and control these external variables, however, lack of available instrumentation and unavailability of sensors to measure these variables has foiled the understanding of complete process occurring inside the mill thereby, inhibiting development of proper control system."

"Signs in underground mines are subject to variable airflow, which carries dust and moisture. Dust buildup reduces their visibility, hampering production efficiency and safety. Underground workers commonly must stop to clean signs in order to gauge their location, or find critical supplies or services. There are currently a variety of coating products, including dust and water repellants, available on the market that have the potential to reduce dust accumulation on sign surfaces. This paper describes a preliminary study to determine their effectiveness. The study involved a practical testing protocol using a trickle rock duster and samples cut from a clean, used road sign. Product effectiveness, under both dry and wet conditions, was evaluated based on photographic evidence by comparing changes in sign luminosity after a period of rock dust application. By analyzing the frequency of different pixel luminosities on the dust-covered samples, both uniformity of dust coverage and the total amount of accumulation was assessed. Results indicate that at least one product may reduce the amount of dust buildup on sign surfaces and increase visibility. INTRODUCTION In all underground mines, visibility of signage is critical. Signs inform miners of their location, direction toward escape routes, and location of supplies. Over time, sign surfaces can collect dust and can eventually become unreadable. The rate of dust accumulation on surfaces is often particularly high in coal mines, where both mining (e.g., cutting and drilling) and rock dusting activities can contribute significant amounts of dust to the airways. Several factors may contribute to dust buildup on sign surfaces. First, basic principles of fluid and particle flow are at play. When a fluid travels past a stationary surface, the velocity of the fluid at the surface boundary is zero. If a very small dust particle moving with air collides with a surface, it does not immediately fall off since the air velocity is zero at the sign surface. (This is the same reason that dust can collect on a rotating ceiling fan.) Further, once the collision occurs, other mechanisms may help keep the particle there – including friction that resists particle falling due to gravity, and adhesive forces due to humidity and/or static charges the particle and others already on the surface. Currently, the most common way to deal with reduced sign visibility due to dust buildup is for mine personnel (e.g., a compliance foreman, supply worker) to periodically clean sign surfaces – usually just by wiping them with a cloth. As a regular activity, this solution is inefficient; in cases of emergencies, it can also pose unnecessary risks. Application of an off-the-shelf coating to sign surfaces may represent a simple yet effective way to reduce the rate of dust accumulation. There are currently a variety of products on the market that may be suitable for this purpose, including dust and water repellants."

The LaModel program is widely used to calculate stresses and displacements on thin tabular deposits, particularly when multiple seams or complex mining geometry is encountered. The program itself allows the user to create multiple mining steps to show a progressive sequence of mining. However, LaModel considers each individual step as an independent steady-state condition, and any previous loading conditions of the materials are not tracked. It also does not consider any sort of dynamic stress change during the mining process. In certain circumstances, especially in multiple-seam situations, modeling a scenario of the seam of interest without considering the previous mining sequence in the off seams can potentially lead to inaccurate results. The primary objective of this paper is to present a situation where a potentially dynamic, unstable mining condition was encountered. It was not evident until the previous loading conditions in the off seams and the impact of dynamic stress changes in the active seam were considered. It is important to make the mining community aware of these potential modeling scenarios where the path-dependent nature of the mining sequence is of key importance. This paper presents a case history where room-and-pillar retreat mining was being conducted in a relatively deep cover stress regime where multiple seam interactions were present from both undermining and overmining. Mining in the active seam was being conducted with roomand- pillar mining techniques consisting of a series of parallel production panels being successively developed and retreat mined along a set of Mains. In this situation, the traditional global LaModel analysis without any path-dependent adjustments did not fully identify the area of poor conditions that were encountered. This paper explores the impacts of mining in the active seam on the lower seam which, in turn, has a negative impact on the active seam. This provided a solid foundation for the subsequent analysis of the three seams simultaneously. Based on the calibrated model, it is likely that retreat mining in the active seam resulted in increased stresses in the underlying seam that conceivably resulted in additional convergence and, most likely, additionally convergence of the pillars under the panel being developed. This in turn could have caused active subsid- The LaModel program is extremely useful for analyzing multiple-seam mining scenarios. As multiple-seam situations become even more prevalent, the potential for encountering a path-dependent mining scenario also increases. To successfully model path-dependent mining scenarios, the ground control engineer will be required to make sound judgments on the condition of pillars in sub-adjacent seams. These engineering judgments should be based not only on the current state of stress, but also on any prior or future states of stress. This means considering the stresses from over or undermining as well as stresses applied to the sub-adjacent seams from actively mining the seam of interest.

The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

"INTRODUCTION The Bulk Handling Technology has suffered an important development in the recent years, allowing the use of conveyor belts in the most important and critical applications. As a consequence of this, the reliability and lasting performance of the conveyor belt components is becoming more and more significant, thus the implementation of preventive maintenance programs is a must. The rollers are one of the consumables in the conveyor belts, which have to be changed once arrived to the end of life. The actual ways of detecting this moment always require intensive use of labour and they are not very accurate. Indeed, if the rollers get broken before replacement, the consequences could be very important, generating additional costs and operational losses. The R&D Department of ULMA Conveyor Components, has been working since early 2012 on the development of Monitored Rollers along with a Management Software to provide users the capacity to Manage and Monitor the rollers from its desk, getting continuous online information on the internal temperature of the bearings, on the working status of the rollers as well as the identification of the rollers close to their end of life so that they could be changed during the next maintenance stop of the conveyor belt. In short, a system of Preventive Maintenance for Conveyor Belt Rollers BACKGROUND AND CURRENT STATE The malfunction of a single roller in certain conveyor belts can suppose the standstill of the whole installation until its replacement, due to the risk of greater and more expensive failures like the rip of the belt. In the case of a bulk handling installation where a continuous supply of material is necessary, a bare stop of one hour could entail huge economical losses. What’s more, many conveyor belts are several kilometers length or the access to some parts of them is very complicated. Due to these difficulties the inspection and maintenance operations can become expensive and hard going, with staff going over the whole area checking the correct condition of the conveyor and rollers, which means a dangerous activity. In addition, it’s quite common to find rollers working in very harsh conditions, completely exposed to the elements or working in corrosive closed environments like underground mines. These tough working conditions together with the very demanding features of Bulk Handling sector (high loads, speed, dangerous materials etc.) can bring the unexpected failure of a roller, even being designed to support them. Thus, to have the working conditions of the rollers real time is clearly required, in order to achieve an actual predictive maintenance of the system and avoid fatal failures. Nowadays the most common procedures to identify a broken roller is to hear how it sounds or use thermo-graphic cameras to measure their internal temperature, both of them implying workers inspecting the whole length of the conveyor while the conveyor is running. This means intense use of workmanship and operational safety level reduction."

Virtual reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced form of computer graphics. The images are generated based on where the user looks and how the user moves. As personal-computer-based (PC) instruction gains acceptance as an innovative approach to providing safety training, VR can provide a multisensory, rather than merely a multimedia, mode of presentation. New technology continues to be introduced into the mining industry to meet the productivity needs of coal and noncoal producers. There is also an increased need for more innovative training of mine workers. New technology and equipment designs often affect the basic causes of accidents. For example, the development of cabs and canopies for underground coal-mine equipment has reduced the number of accidents related to roof falls and rib rolls. However, safety-training specialists then had to focus on the machines themselves, because the modifications had the potential for causing "pinch-point" accidents. In fact, although the overall physical demands on mine workers have diminished, there has been an escalation in the concerns about trauma from repetitive physical activity. Thus, health-and-safety training specialists have shifted their atten¬tion to the recognition, evaluation and control of workplace hazards (Hancock and Hill, 1995). Recognizing that the spatial relationships of a workplace convey more information about hazards when experienced rather than described, trainers agree that simulation is the method of choice. Unfortunately, until recently, simulation systems were either simple software programs that did not come close to portraying the real experience or were complex hardware systems (such as flight simulators) that did, but at a cost of millions of dollars (Fritz, 1991). However, researchers and training specialists are excited about an emerging approach to work-force education based on virtual reality. VR is also described as cyberspace, immersive simulation, artificial reality, telepresence, virtual environment or virtual world (Meyer and Dunn-Roberts, 1992; Peterson, 1992). It represents a group of concurrent advances in computer and interface technologies. They enable an individual to interact in a multisensory way with a computer-generated environment. To achieve this, a typical VR system incorporates a computer that contains the necessary databases for producing realistic images and audio; a head-mounted display (HMD) or screen for viewing the images; and a three-dimensional controller, joystick or data glove for interacting with the computer-generated environment. If virtual reality is to become an effective tool for the safety training of mine workers, its attributes will have to be measured against other forms of delivery. Accordingly, Carr (1992) listed the following areas in which VR should be considered the method of choice: ? When training mistakes would be costly. ? When the necessary environment cannot be experienced in the real world. ? To build interfaces that are sensible and can be manipulated. ? To make training situations really "real." ?To make perceptible the imperceptible.

The applicability of SEM/EDS techniques to particle-by-particle analysis of respirable coal dust is evaluated. It is demonstrated that the correction procedures needed to account for the failure of most EDS systems to detect light elements (especially carbon) become unreliable for particles in the respirable size range (< 10 µm). Other serious limitations arise from x-ray counting errors for coal particles with low but significant mineral content and particle counting errors for liberated mineral matter.

Beat exchange in an open air-water system is considered. The system incorporates a vertical cooling tower, and a horizontal multi-stage spray chamber with unlimited number of stages. Mixing of two streams of both water and air is permitted. A spread-sheet implementation estimates temperatures of outgoing water and air for given mass flow of water and air, factor of merit for heat exchangers, barometric pressure, wet- and dry-bulb temperatures, and the temperature of incoming water.

INTRODUCTION The process of predicting ground condition with exactitude and of ascertaining appropriate ground control measures is pertinent to each and every excavation. The control and support of soil and/ or rock during and subsequent to excavation is essential in order to overcome or avoid excessive movement, maintain stability or preserve integrity of the excavation, handle or prevent excessive water intrusion or hydrostatic pressure build up, and produce an excavation that is safe and suitable for its intended purpose. The design of support systems has primarily been, until recently, based upon experience and empirical or semiempirical guidelines, which do not lend themselves to thorough analytical calculations giving rise to the desired degree of confidence in design of such systems and consequently, several, if not a majority of support systems, no doubt, are overdesigned. The primary objective of this paper is, therefore, to briefly outline engineering considerations leading towards the design of ground control systems for near vertical excavations extending to shallow depths in metamorphic rock formations. Several engineering considerations including the selection of temporary support systems, technical aspects of design, and the sequence as well as details of construction, are briefly outlined. No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Various processing strategies have been implemented in an effort to limit the loss of gold, during leaching, to the naturally-occurring carbonaceous 'preg-robbing' constituents present within certain gold bearing ore sources. Certain processing routes include complex and costly pre­treatment steps to reduce the negative effects of the preg­robber prior to dissolution, while others adopt a simpler direct leach/recovery approach. Process selection is largely dependent upon the gold deportment and the nature of the preg-robbing constituents within the particular ore. In the case of carbonaceous ores in which the bulk of the contained gold is available to direct cyanidation, carbon-in­leach (CIL) technology is generally applied with varying degrees of success. The effectiveness of the CIL route is governed by the competitiveness of the preg-robbing constituents in relation to activated carbon for the preferential adsorption of the solubilized gold. Trials have shown that the DOWEX MINIX strong-base gold-selective ion exchange resin has gold loading characteristics superior to those of activated carbon. The faster gold loading kinetics, together with the higher capacity of this resin, favour its use in an in-leach application as a more effective adsorbent for complex ores. This paper introduces the alternative resin-in-leach (RIL) technology, compares the metallurgical responses to RIL processing of different problematic ore sources, and discusses the interaction between various process conditions. Selected results from laboratory and pilot-scale testwork are presented to highlight the discussion.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico&apos;s mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico&apos;s new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.
