The ability to compete profitably in a competitive, demanding and specialized market, requires all components of productivity to be optimized toward the same manufacturing goal. This ever present requisite is seldom more apparent than with the quality control (PC) considerations that confront the super-refined metallurgical production necessary for today's exacting technical applications. In a work-place that already exceeds all environmental standards for cleanliness, this paper describes the development of specific environmental mechanisms and controls implemented at a titanium processing facility to impact both the minimal air-borne particulate contaminants and excessive process heat generation which are believed to degrade product purity. Based on the analysis of a carefully structured and instrumented field survey, two alternative solutions were proposed to modify the present facility utilizing a forced air (blowing) system. The first scenario requires ambient air to be drawn from a louvered rooftop installation and ducted to specific zones within the plant with appropriate weighted louvers and wall and roof exhausters designed into the system for air control. The second scenario incorporates a properly sized baghouse to be used in conjunction with the first system.

The presence of insoluble slimes in potash ore poses a serious processing problem to the potash industry. These insolubles must be removed prior to potash flotation because of their high adsorptive capacity for amines which are generally used as collectors in the subsequent sylvite flotation. This is usually accomplished by scrubbing of the ore in brine followed by hydrocyclone classification to separate slimes from the salt particles. Insoluble slimes that remain in the ore after the desliming procedure are depressed by reagents such as guar gum or starch during sylvite flotation. In this research, the feasibility of using GP clay binders to replace guar gum for potash flotation was investigated. Batch mechanical flotation tests were conducted with the potash samples provided by a leading potash company. It has been found that GP clay binders increased potash concentrate yield and recovery at the same product grade. Effects on potash flotation efficiency of flotation process parameters such as impeller rotation speed, slurry temperature, binder type, dosage and conditioning time have been investigated to establish the optimum conditions for flotation. Binder GP374G33 has been identified as the optimum substitute for guar gum as slime depressant in potash flotation.

Load-Haul-Dump machines (LHDs) have contributed significantly to high productivity in hard-rock mining in recent years and are now being introduced into the coal mining industry (Rao, Haycocks and Lucas, 1975; Mining Magazine, 1975). The superiority of the LHD when compared to loader-plus- shuttle-cars has been demonstrated for several operations (Rao et al., 1975), and the number of manufacturers now in the coal mining LHD market (Mining Magazine, 1975) indicates that the concept will be of considerable future importance in the U.S. coal industry. Currently more than 90 percent of U.S. underground coal production is obtained by room-and-pillar methods (Coal Age, 1976). This system presents certain complexities with regard to haulage analysis; among these are constriction of travel routes, variation of haulage distances as different faces are worked, and change in the overall physical layout as mining progresses. Furthermore, current experiments in the use of more than one continuous miner in a section (Mining Magazine, 1975; Coal Age, 1976) suggest the possibility of highly intensive mining operations, with loading proceeding from more than one point simultaneously, in which the overall patterns for machine movements must be carefully arranged to minimize delays.

INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

This paper consists of a review of the development and application of spherical charge blasting at Inco Metals Company. Topics will include the Livingston Strain Equation, the field data required for its use in full scale operation, the type of ground in which mining has been carried out, explosives in use and their characteristics and finally, an overview of actual production applications. These applications include Primary Stope Mining, Secondary Mining Against Fill, Mining a Faulted Ore Zone and Drop Raise Blasting. INTRODUCTION Crater blasting in itself has been in use for over twenty years, but only recently has the technique been combined with a spherical size charge to form the Vertical Retreat Mining Method. This article endeavours to put the Livingston Strain Equation in a practical light, to describe several actual hard rock applications, and the results achieved in each case. THE LIVINGSTON STRAIN ENERGY EQUATION C.W. Livingston put forward the following equation as a standard means of determining the optimum burden required for full crater production blasting. The constant "E" is included in an attempt to recognize secondary breakage caused by strain waves.

The limitation of sulfur dioxide in power plant In this study, the following quality parameters of the coal emissions dictates that sulfur in coal be reduced to the lowest possible level before combustion to not aggravate the emission control problem at the stack. For coal-fired power plants, the methods in practice to achieve low-sulfur coal include mining areas with relatively low sulfur, reducing sulfur in the mined coal through preparation techniques and blending high- and low-sulfur coals. A prerequisite to the successful implementation of any of these practices is the knowledge of the spatial distribution of sulfur and the capability to predict its value in mining blocks. In this paper, the results of a study conducted to evaluate the applicability of geostatistics for describing the short scale variability of sulfur in a coal seam are presented. Four sides of a block of coal to be mined by the longwall method were extensively sampled at closely spaced intervals. The details of the longwall sampling plan and analysis procedures are discussed. The results of the statistical and geostatistical analysis are presented. The implications of these for prediction of sulfur for control purposes are examined.

Because conventional (physical) methods of ore dressing are not suitable for reducing the phosphorus contents of high-phosphorous manganese ores from Andhra Pradesh (AP) and the adjoining area in southern Orissa, India, the adoption of chemical methods becomes imperative. An attempt was therefore made to reduce the phosphorus content of partially beneficiated manganese ores from AP by roasting with sodium carbonate and then leaching with hot water. However, due to the higher phosphorus contents of the manganese ores from Nishikhal mines in southern Orissa, and because of their apparent resistance to dephosphorization by roasting with Na2CO3 alone, a mixture of Na2CO3 and NaCl was found to be necessary to reduce the phosphorus content to below 0.15%. Free-energy calculations at 700°C and above indicated that Na2CO3 (or Na2O as the active component) is a more active reagent than NaCl. Various process parameters, such as the temperature and time of roasting, the amount of sodium carbonate and the temperature and time of leaching, were studied to arrive at the optimum conditions for dephosphorization.

Ashanti Goldfields Corporation (Gh) Ltd., the leading gold mining operation in Ghana is embarking on a major rehabilitation and expansion programme to increase gold production. A new southern ventilation district was targeted for this programme, and the ventilation system was to be reviewed in order to cope with increased production. The southern ventilation district was previously ventilated by booster fans. This arrangement was however, inadequate to solve the problem of the need to reduce smoke clearance time of the production areas, and to generally improve the underground ventilation conditions. Fan maintenance costs increased with the number of fans installed in the booster fan arrangement, and the fact that the fans were installed underground made maintenance difficult and took longer time. It became necessary to consider the installation of a new main fan on the surface. This paper gives an overview of the ventilation systems of the southern ventilation district of the mine before and after the new main fan was installed. The field tests carried out on the fan to ensure that it complied with supplier's specifications are described, and the new system analysed to see it's effectiveness.

On May 15 and 16, 1999, a mine ventilation survey was performed in the 705-m- (2,312-ft-) deep Cayuga Mine, Cargill Salt Division, Lansing, NY. The purpose of the survey was to develop a numerical model of the existing ventilation system and to perform a computer simulation study for long-term environmental and ventilation planning. Because the natural ventilation pressure (NVP) has significant effects on the ventilation system at the Cayuga Mine, there was a need to assess the NVP acting in the mine. Due to the ventilation arrangements in the Cayuga Mine, the authors decided to use the direct-measuring method to determine the NVP by measuring differential pressure across the automatic fan door. This difference in pressure was measured immediately after the fan was stopped and the automatic door was closed to stop the flow throughout the entire mine. To show seasonal changes in NVP, two additional measurement for NVP were performed, one on Aug. 22, 1999, during the hot (summer) season, and another on Feb. 6, 2000, during the cold (winter) season. Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. Hydrogen peroxide and calcium peroxide are used to improve the extraction of gold/silver and reduce cyanide consumption in heap leaching and mill leaching operations. FMC's standard grade H2O2 and FMC's Permeox™ solid peroxygen, a formulated product containing cao2, was used for the experimental work. It was found that the rates of release and the longevity of these peroxygens in ore-cyanide mixtures are significantly different. When choosing a peroxygen, one of the key factors is extrac­tion time, with the longer extraction times of heap leaching primarily favoring calcium peroxide and the shorter extraction times of mill leaching primarily favoring hydrogen peroxide. A series of laboratory leach tests showed the choice between H2O2 and CaO2 to be ore and process specific. H2O2 and/or Permeox™ improved the gold extraction in four out of five ores tested. (2 sulfide and 2 oxide). Mixtures of H2o2 and Permeox™ were also found to significantly increase the gold extraction rate. A fifth ore (sulfide) did not respond to peroxygen treatment. In addition, savings in NaCN consumption was obtained with Permeox™. Both peroxygens offer economic incentives to gold processing.

An investigation was initiated by BILLITON Process Research and Gold Fields Limited for the efficient removal of thiocyanate and cyanide from leach solutions. This led to the development of the ASTERTM process, an acronym for Activated Sludge Tailings Effluent Remediation. The biological degradation of thiocyanate and cyanide in effluents provides an alternative treatment to the more traditional processes. This occurs with a large number of micro-organisms which include bacteria, actinomycetes and fungi. Cyanide and thiocyanate are degraded to ammonia and carbon dioxide. Most forms of cyanide-metal complexes are generally removed through a co.mbination of oxidation and sorption into the biofilm/biomass. Since the ASTER™ process has commercial applications, a patent has been lodged for the ASTER™ process. A culture containing thiocyanate degrading organisms has been deposited with the Australian Government Analytical Laboratories (AGAL). The identification of the bacteria is in progress. Tailings arising from a cyanidation process tend to contain cyanide and thiocyanate. The presence of these species prevents the recycling of this water upstream to a bioleach circuit due to its toxicity to the bacterial culture. Increasingly stringent legislation for the land disposal of cyanide containing solutions also necessitates the treatment of the solutions before disposal.

Electronic systems introduced for haulage equipment in recent years probably exceed what mine management is prepared to use. Haulpak trucks alone are equipped with General Electric's Statex III drive system controls, Detroit Diesel's DDEC, Cummins' Centry engine management system and the Haulpak Management System (HMS). The future holds promising developments of even more sophisticated electronics that will lead to unmanned truck operation and control. Trolley-assist will finally come into its own due to the importance of environmental issues, as well as the high potential for increased productivity with dramatically lowerfuel consumption. All of these high technology systems do not mean much unless they add value to mining operations. Some of the benefits that can be expected from these systems are reviewed. In the near future, haul truck control and monitoring systems will be fully linked by telemetry to a mine's dispatch system, as well as to its maintenance management information system. The manufacturer and distributor can also be kept in the communications loop, so that they can better serve customer needs. Portable computers will allow technicians to talk to machine systems to quickly locate a problem, look up service information, check what parts are required and electronically order them.

Deposition of calcium carbonate scale on activated carbon in the Pinson Mining mill carbon column circuit was causing erratic gold recovery rate, long acid wash time, high carbon attrition and long strip times. Continuous addition of a blended antiscalant into the mill thickener overflow at 8 ppm reduced the average carbon acid wash weight loss from approximately 10% to < 2%. Cleaner carbon improved the gold loading rate in the mill column. The loading on Column I was increased to 175-225 oz/ton carbon from 125-150 oz/ton for a two-day carbon advance cycle. The higher loading capability has given Pinson more flexibility and better control of gold flow through their carbon adsorption, stripping and electrowin­ning processes. Preventing calcium carbonate build-up on activated carbon with this antiscalant reduced acid wash batch time. This enabled Pinson to acid wash and regenerate every batch of stripped carbon for all the adsorption circuits. Shorter strip times have also resulted from the lowering of the calcium carbonate scale level in the loaded carbon. Carbon consumption has been reduced and is now averaging 0.046 lb/ton ore for the first six months of 1990 compared to 0.072 and 0.083 lb/ton respectively in 1989 and 1988.

Mining is a capital- and labor-intensive business, and profitability often depends on the ability to squeeze maximum efficiency out of every piece of equipment to achieve safe production. This means keeping every mechanized drill, loader, truck and bulldozer operating at all times, and having a system to coordinate the movements of people and personnel. Mines often use wireless radios to connect equipment with management systems. But growth and changes in a mine?s profile over time can require upgrades to the wireless network. In its openpit gold mine near Carlin, NV, Newmont Mining Corp. has recently upgraded to microwave radio systems to increase bandwidth while maintaining round-the-clock uptime on its wireless network. For many of its operations around the world, Newmont uses Minestar, an operational control software system that allows administrators to dispatch equipment operators and use GPS to track the precise position of every piece of equipment in an operation. Each of the approximately 150 pieces of equipment at the mine has a radio on board. These radios connect to a network backbone that carries information between the equipment and the mine?s operations center. When traffic began to bog down on this network, Newmont upgraded to Exalt microwave backhaul systems to carry dispatch, inventory and control information throughout its operation.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

Acid rain legislation included in the Clean Air Act Amendments of 1990 caused a great deal of uncertainty regarding the price, source and production quantities of coal supplied to the eastern coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward. South American coals move into the northern markets. States are proposing legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries. Some utilities question the long-term availability of eastern compliance coal. Major coal producers must make decisions now to assure their continuing presence in the market place. Several companies have adopted a strategy to acquire eastern compliance reserves, while others have invested in technology to compete as a low-cost producer. Legislation "Acid rain." This is a topic that was debated within the scientific, environmental and industrial communities for years. Those discussions resulted in a large outlay for the federal National Acid Precipitation Assessment Project (NAPAP), which was then ignored. Acid rain then became the subject of a "60 Minutes" broadcast that debunked the acid rain theory, supporting the NAPAP study conclusions. In the final outcome, however, acid rain was the driver for the Clean Air Act Amendments of 1990.

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.
