OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.

The past decade has witnessed an unprecendented proliferation of groundwater computer models. Some of these numerical models were developed for the purpose of simulating groundwater movement in mining environments and predicting inflow rates into active mines. However, a general acceptance of these models as routine planning tools by the mining industry has been slow. Until recently, the major use of these models in the industry is by consultants. There are several reasons that have contributed to this situation. Some of these factors - include scarcity or non-existence of an appropriate data base information required for executing these models, the difficulty and costs involved in acquiring data, and the fact that the instructions for using these models are often too involved and time consuming. Today, however, the state-of-the-art technology has been advanced to a level where numerical models can be routinely used to simulate and predict inflow rates into active mining environments. Such environments include highly fractured (longwall) and deforming flow media. Features integrated into these comprehensive and yet easy to use models are double-porosity-pressure, multiphase, and non-darcian flow conditions. This paper reviews the role that computer modeling has played in mining-related operations by presenting several case studies and the state-of-the-art tools currently in use. Included will be some of the practical field applications that have been compiled during the past decade.

It is well recognized that machine type and machine characteristics play vital roles in the successful application of froth flotation in mineral processing. Since the early 1900s, a multitude of machine designs have been and are still being introduced in an attempt to improve flotation efficiency. Machines based on mechanical agitation have been the most dominant in industrial practice. However, in recent years there has been a growing interest in pneumatic flotation units because of their claimed simplicity, low cost, high throughput and good metallurgical performance. This work was carried out to assess the effectiveness of pneumatic flotation on a magnetite ore. The method was applied using a prototype pneumatic flotation device that utilized a suitable nozzle for bubble generation. Important variables of the process were examined and optimized, including the nozzle size, air flow rate and froth thickness. Further tests were conducted to determine the influence of frother dosage and to explore the improvements that could be made on concentrate grade and recovery by cleaning and scavenging. Under the best test conditions, an iron concentrate was obtained with a grade of 66.4% Fe and a recovery of 97.7%. Particularly, the recovery was superior in comparison to that of mechanical flotation. This was attributed to the ability of pneumatic flotation to create and maintain a relatively thick froth layer.

Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

Wastewaters generated during the extraction of gold from the ore can contain a variety of contaminants such as cyanide, heavy metals and arsenic. Proper management of these wastewaters is therefore necessary to minimize the negative impact of gold mining and milling operations on the environment. The Wastewater Technology Centre (WTC),located in Burlington, Ontario, Canada, has been involved in several studies related to the evaluation of various effluent treatment technologies which are relevant to the treatment and proper management of gold mill effluents. These studies have included bench and pilot scale tests, and the evaluation offull-scale systems. Furthermore, the WTC staff developed protocols for cyanide analysis in gold mill effluents, and a mathematical model for predicting the degradation of cyanide in tailings ponds. The information generated by the WTC staff has been referenced in several reports and papers published over the last ten years (Schmidt et.al. 1982, Simovic & Snodgrass 1989, Whittle et.al. 1989, Zaidi et.al. 1989, Zaidi et.al. 1991). Recently, the WTC has started to develop a micro­computer based expert system for use by decision makers in the gold mining industry and relevant government agencies who are involved in process design, process evaluation, costing, evaluation of the best practicable technology, approval of suggested effluent management systems, and so on. This paper presents some relevant background information and a discussion of the latest version of the expert system being developed by the WTC.

Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

Powered dust-filtering helmets (dust helmets) have become increasingly prevalent in the underground mine environment in recent years. Many longwall operations use dust helmets to reduce the respirable dust exposures of miners required to work downwind of crusher, roof support and shearer operations. While continuous mining sections are usually less dusty, use of diesel equipment represents a new potential health problem. The U.S. Bureau of Mines recently conducted a study to determine the efficiency of a dust helmet on diesel-size particulate. Two underground evaluations were conducted on continuous mining sections that were using diesel haulage vehicles. Model No. AH21 Racal airstream helmets equipped with AS22-3 prefilters, AS23-3 main filters and AS60476 tyvek full-face seals were tested. Helmets were placed on mannequin heads and mounted in the ram car cabs. Andersen Model 298 (eight-stage) personal cascade impactors were used to sample air inside and outside of the helmet. Impactor stages 8 and the final filters were analyzed to determine submicrometer (0 - 0.93 µm) particle concentrations. Results from this study showed that the dust helmet was 94% (± 3% at 95% confidence level) efficient on submicrometer particles. Typically, very little coal dust is observed in the submicrometer size range, therefore, these particles were assumed to be from diesel exhaust. Results from this study indicate that proper use of the dust helmet on continuous mining sections that are using diesel haulage vehicles may be beneficial to the health of miners.

Introduction The Harzwasserwerke, a public body of the Federal State of Lower Saxony, supplies drinking water to an area bordered by Braunschweig, Bremen, the Northern and the Western edges of the Harz-Mountains. From the very beginning in 1928, the Harzwasserwerke have been systematically constructing reservoirs in the western Harz which have the function of collecting and storing the frequently occuring flood waters as well as providing drinking water. The Grane-Reservoir with a capacity of 45 Million cu.m., the last of the big reservoirs, was built in 1968-1970. A system of connecting tunnels effectively enlarges the natural catchment area of this reservoir and the surplus waters of the Oker and Radau valleys - where floods occur particularly during the spring - are being conducted to the reservoir. By building the 4.800 m long "Radau-Tunnel", the waters of the Radau valley will now also be used more efficiently and its surplus waters will pass to the Grane Reservoir via this new tunnel and the Oker-Grane-Tunnel which was finished in 1970. The Project The Radaustollen has been planned and put out to tender by the Harzwasserwerke as a conventional "Freispiegelstollen". The horseshoe profile has a cross-section of 8 m2. Lining was required only in disturbed rock areas; lining of the whole tunnel was not necessary. The gradient of the tunnel is 4 % 0 rising = 25 m over the total length of 4.800 m.

The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

My first experience with carbon reactivation in the gold industry was at Whim Creek, Meekatharra some 15 years ago. Very little was known, in fact, carbon reactivation kilns in the gold room were a complete mystery. Ten years ago at conferences such as this the mystery was more as to why field kilns would not reproduce activities achieved in the laboratory. A carbon reactivation kiln manufac­turer was thought to be brave or stupid to speak at a venue such as this. Reactivation kiln design has improved dramatically in the past 10 years and with a few exceptions, most kilns operate well. May I suggest that now, the focus is on plant practice rather than kiln design, and that the basics of plant practice as it relates to carbon activity needs revisiting. As metallurgists like to talk on engineering, accountants on the Economy and vice versa, my presentation on Carbon Reactivation will focus on plant design and operation as it effects carbon reactivation. There have been some excellent papers published over the past 15 years on the basics of carbon reactivation in relation to gold processingl,2,}. Taken that kilns operate and are effective to a greater or lesser degree, plant design and operating practise have an enormous bearing on carbon activity, solution tail, carbon loss and other cost items. This presentation will not argue the merits of equipment used for the thermal reactivation of organically fouled carbon, questions on this subject are welcome over a drink after this session.

The history of Australia is a narrative of the discovery and development of its mineral wealth. The gold strike at Ballarat, Victoria, in 1851 transformed the colony by triggering the first great influx of migrants to Australia, and the development of subsequent mineral discoveries lead to a vast resource industry. However, beneficiation of base and precious metal ores carried with it an environmental penalty, not addressed until the last quarter of this century. In particular, the extensive deposits of gold, silver, lead, copper and zinc reside in sulphurous ores which often contain arsenic, antimony and mercury as significant contaminants that are released as unwanted by-products during smelting and refining. Until recently, these toxic concentrates were discharged to the atmosphere or receiving waters, collected in tailings ponds close to the smelters, or dumped at sea. Although such procedures . were acceptable in the past, more stringent environmental controls have required a re-examination of these practices and encouraged intensive efforts to develop enduring solutions to the disposal of these wastes. From this research has emerged a promising new generic technology called Xtaltite (pronounced crystal-tight). In this approach, geochemical principles are employed, first, to reduce the toxicity of heavy metals to low levels, and second, to identify and engineer suitable repositories for the permanent disposal of the consolidated waste form. In this paper, we emphasise the application of Xtaltite to the disposal of arsenious smelter fumes derived from gold winning. The principles ofXtaltite will be described and its technical and economic performance compared with conventional technolo­gies.

Few members of the general public have a clear understanding of mineral resources. Most people do not know how minerals are mined or why they must be extracted from many diverse locations. Many people acquire knowledge of mineral development from mass media sources with incomplete details or obvious anti-mining bias. The California Mineral Education Foundation was formed in 1991 to provide educational opportunities for the public and industry. There have been major changes in earth science teaching requirements for kindergarten through 12th grade (K-12) curricula since the passage of California Senate Bill 813 in 1983. Model graduation standards, curriculum standards and the state science framework mandate substantial coverage of geoscience topics. The California State Commission on Teacher Credentialing has completed changes in multiple subject and single subject science credentials which will require more geoscience preparation for all teachers. The need for pre-service and in-service education in geoscience is at an all time high. Teachers must have continuing education to maintain their credentials and many are now seeking information in geoscience. The California Mineral Education Foundation designed and conducted the California Mineral Education Conferences held in August 1991 and 1992. The conferences involved lectures and field trips on mining geology, environmental problems and political concerns. Master teachers were employed to share how they get across mineral resource concepts in the classroom. Ninety-six percent of the participants stated that they had changed to a more positive perception of mining after taking the three day course.

Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. INTRODUCTION Construction of Phase I, Section A, of the Baltimore Region Rapid Transit System required that six underground stations be built using a cut and cover excavation technique. For five of these stations, soldier piles, used as support of excavation, were installed with tip elevations well below the bottom of the excavation. However, in the case of the sixth subway station, the Mondawmin Station, soldier piles were installed only through soil and decomposed rock, with the tips of the piles being stopped well above the bottom of the excavation in partially decomposed rock. Below the tips of the soldier piles, and below a cut slope where piles were not installed, the sides of the excavation consisted of partially weathered and fresh rock and were supported by a combination of rock bolts, wire mesh and shotcrete. An extensive installation of geotechnical instrumentation permitted detailed monitoring of horizontal and vertical movements of the soldier piles and the walls of the excavation. Preliminary studies indicated that the excavation support system selected for the Mondawmin Station would have several advantages over a conventional system consisting of soldier piles extending to the bottom of the excavation, braced with prestressed struts. These advantages included lower cost of installation, a decreased time required for installation, and a more open excavation for the contractor during construction of the station. The Mondawmin Station is situated in the northwestern quadrant of Baltimore City, approximately 6.4 km (4 miles) from the center of the City. The EMEW® cell has been developed to overcome a number of inherent limitations in conventional electrowinning technology, particularly the high cost and restricted process windows characteristic of conventional hardware. The EMEW technology has been widely demonstrated to achieve high performance for various metals under chemical conditions well outside the limits required for efficient operation of conventional cells. In particular application of the EMEW cell for recovery of silver offers significant operating and capital cost advantages over conventional Merrill Crowe technology used for cyanide based solutions. The cell also offers process advantages for direct silver recovery from nitric acid solutions. The performance of the EMEW® cell on silver cyanide solutions, producing high grade silver metal in a single step, is accomplished by providing a physical mechanism which presents metal ions to the cathode on a highly efficient and continuous basis. Cobalt-rich ferromanganese crusts are one type of the two oxidic metallic mineral resources in the deep ocean that incorporate metals supplied and transported from both land (aerosols, continental run-off) and sea sources (oxygen-minimum zone, hydrothermal alteration of the oceanic crust). The substances directly precipitate from cold seawater under more or less oxic conditions and form thin layers (2 up to 25 cm thick) on hard substrate rocks like volcanic hyaloclastites, weathered basaltic rocks and/or carbonate-fluorapatite; in the crusts many metals therefore exist in the highest state of oxidation. Deposits of the Co-rich ferromanganese crusts are found throughout the global oceans on the flanks, terraces and summits of seamounts and submerged volcanic mountain ranges and platforms, where the ocean currents have kept the seafloor more or less free of sediment for millions of years. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical and surface-chemical mechanism. Elements in seawater may occur as dissolved hydrated ions or as inorganic as well as organic complexes which in general have either a positive or a negative surface charge depending on the pH of the respective aqueous environment. Those complexes may form hydrated colloids that interact with each other and with other dissolved hydrous metal ions. Hydrated cations such as Co, Ni, Zn, Sn are, for example, attracted by the negatively charged surfaces of colloidal hydrous Mn-oxide particles, whereas hydrated anions (e.g. oxyanions) and elements forming larger complexes with low-charge densities (e.g. U, As, Th, Hf, REE) are attracted by the slightly positively charged hydrous Fe oxihydroxide particles.
