More than 70 km of main line and service tunnels have been excavated to date for crossing the Apennines between Bologna and Florence. A new design and construction approach, known as Analysis of the Controlled Deformation in Rock and Soils, (ADECO-RS), was adopted to tackle the extreme heterogeneity of the ground and the particular stress-strain conditions. The goal of this system is to obtain constant and predictable full section advance rates, even in very poor geology, with the highest possible level of safety and reliability. The execution of this gigantic project required the mobilization of 21 job-sites, with the concurrent operation of 30 excavation headings. The global production rates confirm the high quality of the design and the high level of industrialization reached during the construction stage, levels not previously obtained in similar conditions, using other approaches such as NATM.

Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

There are many examples, historical and recent, from the underground coal mining industry where during emergency response the response and ultimately the outcomes, could have been significantly improved if adequate systems had been in place for the collection and management of relevant information preceding the incident, the acquisition of information during the incident and the use of the information for risk mitigation and decision making purposes. The subject and process of knowledge management is possibly the most critical for would be rescuers of endangered coal mine workers, as it has been demonstrated at numerous coal mine incidents that a lack of or mismanagement of crucial information can be fatal for both the rescuer and/or the endangered coal mine worker. This paper will underline the scope and importance of robust knowledge management systems for emergency response within the underground coal mining industry and the process by which it is being achieved within the Queensland Mines Rescue Service and the NSW Mines Rescue Service.

The United States Antarctic Program (USAP), through its principal support contractor Raytheon Polar Services Co. (RPSC), has recently completed a three-year project comprising nearly 936 m (3,071 ft) of undersnow utility tunnels at Amundsen-Scott Station, South Pole, Antarctica. The tunnel serves the new station facilities that are currently under construction. It houses the piping that conveys fresh water from current and future water well sites, as well as waste water to repositories in abandoned wells. The undersnow tunnels permit year-round access for system operations and maintenance. The network of tunnels is entirely unlined and unsupported. And, for the most part, it maintains a rectangular cross section of 1.8-m-wide x 3-m-high (6 x 10 ft).The tunnel runs from 6 to 14 m (18 to 45 ft) below the surface. Eight 1-m- (3.3-ft-) diam raises bored from the surface serve the network as emergency escapeways.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. This paper presents the ground settlement monitoring system used during the construction of two tunnels bored by two EPB TBMs, beneath the existing and active railway embankment in Bologna (Italy). The tunnels run close to large buildings and beneath bridges and other infrastructure. Data are collected from remote total stations and from electro levels installed directly on the railway tracks. The automated monitoring system acquires and analyses data then sounds an alarm in the event that there is a problem. Alarms are sent out in case of excessive tilt or settlement. Data is provided through a dedicated web application for multiple-party access, to gather, manage and store monitoring data.

Risk ranking of projects is one of the importance parts of the complicated risk management procedure. Recognizing the riskiest criteria enable the managers to plan for risk reduction. The first stage for meeting this aim is defining the risky parameters and then working to establish order between them. There are variety methods for risk ranking. The ELECTRE method is one of the best among the multi criteria decision making methods. In this paper with implementing the fuzzy ELECTRE, The risky criteria in the Tehran Subway project are being ranked. The result of this research presents damage and accident of machineries as well as the lack of labor and equipment safety is located in the first order. Collapse factors and local prices are in second rank. Also wrong design, pollution, urban facilities damageable are in third to fifth respectively. Delay and ? are located in the last positions.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

INTRODUCTION The Norad Expansion Project was located 10 miles southwest of Colorado Springs, Colorado, within Cheyenne Mountain. The expansion areas to be excavated would be adjacent to the existing underground Norad complex, which would remain in operation during the work on the expansion. The original complex had been constructed approximately eight years earlier and had been in full operation for approximately five years. Phase I, Excavation was awarded the Tiro Construction Corporation, a subsidiary of Harrison Western Corporation, Denver, Colorado, in the fall of 1970. Notice to Proceed was given to Tiro on 28 December 1970. The project owner was the U. S. Air Force, design was performed by the U. S. Corps of Engineers, Omaha District, who would also serve as the construction agency. [ ]

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

The Coffee Creek lode gold discoveries are located in the White Gold district (Dawson Range), west-central Yukon, 130 km south of Dawson City and 30 km south of the Golden Saddle gold deposit (Figure 1). Extensive structurally-controlled gold mineralization has been discovered during the 2010 and 2011 exploration drilling campaigns, highlighting this part of the Dawson Range as a significant emerging gold district. [ ] In this contribution we review the geological framework and describe the mineralization styles and metal signatures observed to date on the Coffee project. The main Coffee area is underlain by a 15 km by 4 km geochemical footprint, characterized by discrete linear gold-in-soil anomalies that correspond to various mineralized corridors. Of several mineralized areas tested in the past two drill seasons by diamond core and reverse-circulation (RC) drilling, we focus on the Supremo, Double Double, Latte and Kona zones; areas with the most information obtained from drilling thus far (Table 1; Figure 2).

The Mine Safety and Health Administration?s (MSHA) Roof Control Division (RCD) collects a variety of geological and engineering information pertaining to mining conditions in surface and underground mines throughout the United States. Recently, lineament analyses, trends of geologic structures, and inferred stress directions based on mapping at mines with problematic ground conditions, have been integrated into a GIS. The incorporation of different kinds of information into the same geographic coordinates and map projection, placed on digital geologic maps, allows site specific data to be evaluated in a regional geospatial context, identifying trends in the orientation of horizontal stress or patterns of structural geologic features. As more information is collected, the GIS will evolve as a tool for district- and basin-wide evaluations of controls on ground instability, and may evolve into a predictive tool for some kinds of geologic hazards. In addition to the geologic and geotechnical evaluations, the GIS also serves as a searchable database of previous mine investigations. The database can be searched for a variety of criteria, and the results displayed in real geographic coordinates to find the locations of previously visited mines or to evaluate mine fatality and injury data. This not only allows old reports to be found, but also places the information in a geospatial context with respect to neighboring mines or geographic areas. The GIS also has the capability to serve as a digital mine map repository, where maps can be stored in digital, georeferenced format for display in relation to each other and various themes of interest. This allows evaluation of multiple seam mining interactions and proximity to other mines, and on a national level could serve as an abandoned mine map database.

The use of Tunnel Boring Machines (TBMs) for tunnel construction of long tunnels in the Andes of South America has been of mixed success in the past due to a variety of reasons and key lessons can be recognized. A review of past TBM tunnel projects in the Andes has unveiled some interesting findings for different TBM tunnel approaches with both world records of progress as well as nearly in-completed projects with machines being abandoned. Key considerations for the use of TBMs for tunnel construction in the Andes include geological issues; (faults, rock type, rock strength, rock abrasivity, durability, groundwater inflows),depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, intermediate access possibilities, minimum tunnel size, support requirements, contractor and labour experience, and project schedule demands. TBMs offer highly recognized schedule benefits(high progress, no concrete lining) for a project if intermediate access adits are limited as well as hydraulic benefits for water conveyance projects. Minimum specifications for TBMs can be easily developed to suit the unique requirements of any project so as long as all factors are carefully considered. The overall conditions and factors associated with some projects may suggest that it is not appropriate to use TBMs due to a perceived high risk. Finally, access for geotechnical investigations by drilling in the commonly steep terrain of the Andes is typically difficult and often not impossible. Alternative approaches for geotechnical investigations for TBM tunnels including comprehensive mapping, high-resolution airborne electric-magnetics for delineation of possible fault zones, and rock block sampling is presented and discussed.

INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

The Beacon Hill Station and Tunnels portion of the Sound Transit Central Link Project consists of one mile of twin rapid transit tunnels, an underground station, portals and ancillary works constructed in an urban environment. Presently under construction, the station will set a number of North American firsts including deepest soft ground excavation carried out using the Sequential Excavation Method (SEM).Located in highly variable glacial soil deposits ranging from soft, water bearing sands to stiff, slickensided clays, the station complex and running tunnels proved to be technically challenging during design. Meeting these challenges necessitated an extensive geotechnical investigation, a trial shaft, and state-of-the-art numerical analyses to develop ground conditioning, pre-support, excavation support and structural design. A comprehensive risk identification and mitigation program, and innovative procurement strategy were incorporated into the design and contract bid documents.
