In the Grasberg Mine, a series of orepasses of diameter 2 to 4m are being constructed, each one to carry as much as 10,000 tlhour of copper- and gold-bearing ore through single stage vertical drops of over 500m. At the base of each orepass, the fragmented rock falls into an orebin of diameter 1 Om and 100m deep. Long before the planned tonnages were reached on the early orepasses, a problem arose that was both serious and intriguing. Pressurization of air in the orebins caused by the falling rock reached such levels that when the feed to the top of an orpass was interrupted, a massive surge of air ascended rapidly and produced a dangerous backblast accompanied by dust; grit and rock fragments from the top of the orepass. Backblasts lasted for about one minute and were not only hazardous to the health and safety of personnel but also required time-consuming clean-up operations. The paper describes the aerodynamic analyses that were con- ducted in order to understand fully the mechanisms involved in the phenomenum, and the development of a procedure that al- lows the effects of falling material to be incorporated into existing ventilation network software.

The Grossschloppen vein-uranium deposit, Bavaria, West Germany, was examined with underground workings during 1980-82 by Esso Erz GmbH, an affiliate of Exxon Minerals Company (EMC). Geologic evaluation entailed dense drilling of a portion of the deposit from workings constructed specifically for the program. Discovered in 1977, the deposit was initially explored by surface diamond drillholes which allowed definition of a 30-60 m wide vein system discontinuously mineralized along a 1000 m strike length and to at least a 450 m depth. The underground program was conceived as a cost-effective procedure to answer questions on vein correlation, grade continuity and variability. A 1200 m decline allowed access for detailed sampling of approximately 10% of the known area of mineralization. Fanned drillholes, logged by gamma probe, were spaced to provide intersections of veins at 10 to 20 m intervals. Six cross-cuts also penetrate the pitchblende and uranophane mineralization which occurs in 0.1 to 2.5 m thick quartz veins. Detailed cross-sections and level plans were constructed for resource estimates of the intensively studied portion of the vein system. The program resulted in the discovery of local, high grade areas and an average grade in the evaluated area nearly double that expected from surface drilling.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).

Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Introduction Laboratory studies were carried out at West Virginia University to investigate the rock-fragmentation mechanism of continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be bit spacing, bit geometry, depth of cut and cutting-drum rotational speed. This paper presents a discussion of the effects of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation. The removal of rock ridges/walls between adjacent grooves is analyzed with three hits mounted simultaneously on the cutting head, while the bit tip angle was varied from 600 to 900. Bit spacing was varied from 25.4 to 50.8 mm (1 to 2 in.) while the cutting process was assessed for varying cutting depths. Respirable dusts generated during the course of the experiments were analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism of continuous miners in terms of energy consumption and dust generation. A review of the literature revealed that a considerable amount of research has been carried out on rockcutting processes. Many authors agree that the mechanical cutting efficiencies of mining machines (e.g., continuous miners, shearers and road headers) are affected by a host of parameters. Some of these parameters are machine controlled, some are operator controlled, while others are uncontrollable. Efforts were focused on understanding the influence of parameters such as bit spacing, cutting depth, attack angle, bit type, drum speed, bit geometry (i.e., tip size, shape and tip angle) and rock type on the cutting process efficiency in terms of specific energy consumption and respirable dust generation (Strehig?? et al., 1975, Hanson et al., 1979, Khair et al., 1989). Roepke et al. (1976) in an attempt to study the dust and energy generated during coal cutting using point attack bits found that the dust and the specific energy consumed both decrease as the depth of cut increases. The four fundamental stages of dust generation luring rock fragmentation are identified by Zipf and Bieniawski (1989). Coal breakage by various types of wedges was assessed by Evans and Pomeroy (1966) in an extensive experimental study on British coals. Yet the industry today requires further attention and guidance to optimize the energy consumption and dust generation during the rockbreakage process. This paper attempts to give a better understanding of the influence of some of the parameters listed above and focuses on further improvement in the rock-cutting process. The specific energy consumed for different types of bits used and the respirable dust generated are analyzed in the context of the variation of a few other parameters. Laboratory investigation The experiments were performed in the Rock Mechanics Laboratories located at West Virginia University. A rock-cutting simulator designed and fabricated by Khair (1984) was utilized for this purpose. The details of this machine are available in the literature (see Khair 1984). For this study, a series of preliminary experiments was carried out to determine the optimum cutting frame advance speed. This was intended to facilitate a maximum cut depth of 31.75 mm (1.25 in.) at an advance rate of 0.525 mm/s (0.0207 ips) for all types of bits being used and various bit spacings being considered. To look into the cutting-process efficiency of a continuous miner in the laboratory, several parameters of influence are being considered. Besides the bit-geometry parameters, machine- and operator-controlled parameters, such as spacing of bits on the cutting head, the cutting head rotational speed and the total cutting depth during an experiment, are varied. At the time this paper was written, only part of the completed experiments were ana¬lyzed, and a number of experiments were still being carried out following an orthogonal fractional factorial experimental plan to assess the effect of all of the above¬mentioned parameters on the cutting efficiency in terms of energy consumption and dust generation. Three different types of tip angles, namely, 60°, 75° and 90°, and two different tip sizes, namely, diameters of 7.94 and 24.61 mm (0.313 and 0.969 in.), were used. At

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. Remote control now is available in a choice of all-air, all-electric, or air¬electric slushers. Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world's population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world's phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth's crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane's physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world's phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

In 1939 the Geological Society of America published a summary of the geology of the ore deposits of the Mississippi Valley region, This volume, edited by E. S. Bastin, contained contributions from the foremost students of the area which described theregionalgeologic setting of the various deposits as wel as the detailed geology as then known. The various ideas as to the origin of the ores were discussed with the general, though not unanimous, conclusion that the deposits were hydrothermal products, Only those deposits in the immediate Mississippi Valley area were considered without any attempt to introduce evidence from other districts generally accepted as being of the "Mississippi Valley type." Since 1939, much new information has come from extended studies of two of the important districts described in the 1939 report andimportant extensions of the known ore have been found. Likewise, concentrated geologic efforts have been fruitful in severa "Mississippi Valley type" districts - both U. S. andforeign - not treated in the 939 paper. The wealth of new field information on the structural and stratigraphic relations of this interesting ore type, coupled with the results of theoretical and laboratory studies of the past 18 years, makes desirable a review of our present knowledge and interpretation of these important deposits which for many years have yielded over 20 percent of the world's annual production of lead and zinc, together with large amounts of fluorspar and barite. No restatement of the details of the geologic evidence willbe attempted here; the interested student is referred to the papers cited. Slide No. 1 shows the distribution around the world of the deposits under consideration. A principal thesis of my remarks is that there is so much similarity in all these deposits that it seems necessary for all of them to have had a similar mode of origin, whatever that may be. Variations in the shape, size and mineralogy of the orebodies give each district some individuality, but there are enough of the "typical" characteristics present in all cases to make classification in the "Mississippi Valley type" agreeableto most geologists. Thus the overall process giving rise to the ore solutions surely was the same for all in the group. Either they all have igneous affiliations or they all do not. Acknowledgment of this kinship between deposits in the various districts offers many advantages in trying to arrive at a decision as to just what the origin may have been, for the amount of guiding and limiting evidence which must fit into the hypothesis is greatly increased over that available in any one district, To a certain extent this was recognized by the authors of Special Paper 24 in treating all of the immediate Mississippi Valley areas together; by expanding the consideration to include ore deposits of this type all over the world the changes of success, i.e., arriving at the correct answer, are improved several fold. Since most of these districts are quite simple structurally, a number of hypotheses might fit the facts in any one of them, but if the facts to be met can safely be drawn from all the districts, then the explanations which will fit all the data are much less numerous. One purpose of this paper is to call attention to the field facts that have been reported from the .various areas which seem to have an important bearing on the kind of ore fluid that was responsible for the ore and on the way it circulated.

Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. Some were father and son operations producing only a few tons of ore a day. Other mines employed hundreds of miners to hoist more than 900 t/d (1000 stpd). Some ores were of marginal grade. INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

The recent increase in size of open-pit mining operations has resulted in major improvements in efficiency that are beneficial to the mining industry. Higher bench heights, larger diameter blast-holes, and more powerful explosives have played an important part in reducing mining costs. These measures have, however, resulted in increased energy concentrations in the blast area, which can result in severe backbreak problems for final pit walls. If backbreak is not controlled, a decrease in the overall pit slope angle will ultimately be necessary, and consequences, such as decreased recoverable ore reserves and increased waste-to-ore ratios, will result. Greater amounts of loose face rock will be produced, and planned safety berms will be less effective or nonexistent. Hazardous working conditions can also result. Remedial measures, such as scaling large areas and using wire mesh or other artificial support, are very expensive and difficult to implement. There must be a trade-off between the money saved by using larger blasts, and the time spent to maintain pit wall quality. The best approach is to control blasting effects so the inherent strength of pit walls is not destroyed. Presplit and trim blasting are two control blasting techniques used to accomplish this. Both techniques are designed to create a low explosive energy concentration per unit of wall area at the perimeter of the pit. Energy concentration of the main production blast must also be controlled to avoid damaging the final pit wall. A low-energy concentration at the final wall can be obtained by decoupling charges, decking charges, using less powerful explosives, decreasing blasthole diameters, and changing the burden and spacing. Rock properties-fragmentation and the final state of the pit wall-influence the success of a blast. The most important properties to consider are: in situ rock strength, and the nature, frequency, and orientation of structural features. Since these variables cannot be controlled, they must be evaluated by suitable field tests, and then a control blast can be designed using controllable variables, such as spacing, burden, and hole diameter, so the blast will be successful for appropriate rock conditions. One main thrust of this article is to show how control blasts can be successfully designed for larger hole sizes, up to 381-mm-diam. While efforts to produce a good control blast in shovel/truck pits have been ongoing for some time, recent use of a modified presplit technique in dragline operations has helped reduce water problems, improve safety, and increase dragline productivity in a number of surface coal mines. This article presents examples on designing and using presplit and trim blasting for large hole operations in both shovel/truck and dragline mines. Presplit Blasting As introduction to presplit blasting, Fig. 1 illustrates a typical presplit blast layout using 102 mm-diam presplit holes for 381¬mm-diam production holes. For this type of blast, presplit holes would normally be drilled first, ahead of main production holes. The choice can then be made between loading and firing the presplit line or infilling the main blast. In the latter case, the presplit line would be fired instantaneously 100-150 milliseconds before the main blast. As shown in the figure, the presplit line is formed ahead of the main

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. "The contract C931 of the downtown line 3 (DTL3) mass rapid transit system of Singapore includes half a kilometer twin tunnels running between Mattar and Macpherson stations. An EPB TBM of 6.6 m diameter was used to excavate both of these tunnels. The tunnels pass predominantly through a very stiff silty/clayey fine to coarse sand from the Old Alluvium Formation. In this paper, TBM selection procedure, TBM performance evaluation, and some of the tunneling operation challenges with the TBM in the Old Alluvium Formation are discussed. In this regard, soil conditioning trial tests were performed to resolve the clogging issue and low TBM performance. Thorough TBM operational data analysis was performed to detect high soil abrasivity, backfill grout leakage, and foam nozzle clogging. The results of some of the applied modifications are also discussed to show their effects on the TBM performance improvement. Finally, some of the challenging TBM design specifications are also discussed. INTRODUCTION Tunneling and underground construction in Singapore has been increased in the last 30 years due to the demand for public transportation systems and the limited space above the ground for the infrastructure development. Downtown Line Stage 3 (DTL3) Mass Rapid Transit (MRT) system has 21 km total route length and consists of 16 stations. DTL3 Contract C931 runs between Mattar station and MacPherson station. The construction works in this contract include twin bored tunnels of 6.6 m diameter and 450 m length and a TBM launch shaft of nearly 30 m depth. The tunnels run in urban area below Kallang Paya Lebar Expressway tunnel (KPE), Kallang River Canal, and Circuit Link. Figure 1 shows the alignment of the tunnels in between two subway stations. The tunnels were excavated by an earth pressure balance (EPB) tunnel boring machine (TBM) through the Old Alluvium (OA) formation, a challenging geological formation in the sense of its abrasivity and stiffness. The Old Alluvium Formation mostly includes stiff to very stiff clayey and silty sand. The soil is un-weathered cemented to semi-cemented dense, mainly with a low permeability coefficient of 10-7 m/s and high SPT values (almost 100). The soil is classified as “very high abrasive” according to NTNU SAT test classification (SAT value of 15 to 42). The construction of the first tunnel drive was slowed down due to a number of factors related to soil conditioning and TBM operation. In this regard, a thorough analysis of the TBM operational parameters from the excavated sections was performed to identify the problems in time to prevent unwanted construction delays in the subsequent sections. In the following sections, a brief overview of the criteria used for TBM selection is presented at first. Then, the results from the analyses and tests performed to assess soil conditioning, grout leakage, and soil abrasion are presented. The last section discusses some of the tunneling design features that challenged the TBM operation in this project."

Introduction Grinding ball wear in wet grinding is due to a complex combination of abrasion, corrosion, impact and their interactions. The ball charge is continually falling from a height greater than half of the ball mill's diameter, and contact is made with ore particles or other balls. Abrasive wear occurs through penetration and plowing of media materials from the ball surface by hard ore particles (Gangopadhyay and Moore, 1985). Electrochemical interactions between the abraded and unabraded areas of the ball surfaces, as well as between the grinding media and the minerals, occur in grinding mill pulps (Adam et al., 1986). The wear depends on the media composition, the hardness and the corrosive/abrasive characteristics of the slurry. The marked-ball-wear test method was used to evaluate the performance of grinding media under nitrogen and oxygen atmospheres. Also, the wear mode was studied by observing the grinding media surface under a scanning electron microscope. In general, grinding media of high hardness and high chromium contents were found to have better corrosive wear resistance than those of low hardness and low chromium contents (Jang, Iwasaki and Moore, 1988). The purpose of this investigation was to determine the size distribution and the shape of wear debris in a study of the wear rates and wear behaviors of grinding balls. Experimental Materials The grinding ball alloys used in this investigation were: •martensitic stainless steel (MSS; 0.96% C and 16.2% Cr), •high-carbon, low-alloy steel (HCLA; 0.89% C and 0.53% Cr), and •mild steel (MS; 0.22% C and 0.09% Cr). The mineral used in this study was synthetic corundum, because it was on hand and contained no magnetic impurities. Debris A 203- mm (8-in.) diam porcelain mill was used for grinding the corundum. The mill charge consisted of: •1200 g of 12-grit synthetic corundum, •770 mL of 0.05 mole/L Na2SO4 (61% solids), and •125 steel balls of nominally 25-mm (1-in.) diam. To minimize the debris corrosion, nitrogen was introduced into the mill. Grinding with MSS, HCLA-steel or MS balls was conducted for 2 hr at 51 rpm. The grinding time using the MS ball was varied from 0.5 hr to 2 hr in an attempt to study the debris amount and shape as a function of time. The debris was collected with a hand magnet from the ground slurry and separated from the corundum particles using a Davis magnetic tube. After the separation, the debris particles were immediately washed with acetone and then filtered and dried. Debris size analysis Buckbee-Mears 3-in.-diam, micro-mesh sieves and an electromagnetic shaker were used for determining the debris size distribution. In sieving, isopropyl alcohol was used. The debris fraction collected from each sieve was washed with acetone, dried and then weighed on an analytical balance. [ ]

General History The first jaw crusher in the US was patented about 1830, but the Blake crusher that has maintained a substantial advantage over other types was invented in 1858 by Eli Whitney Blake. For going on 150 years the jaw crusher has been an invaluable machine; even today, when gyratory crushers have assumed most of the burden of crushing large tonnages of large rock and ore, the jaw crusher has a firm place in the mining industry. It is interesting that soon after the invention of the Philetius Gates gyratory crusher in 1881, a contest between the first No. 2 Gates and Blake jaw crushers of equal gape showed the gyratory to be 3.2 times as fast. This foretold a day not far in the future when the jaw crusher would not be adequate on the largest jobs. In his Textbook of Ore Dressing (1909) R. H. Richards recom¬mended that the word breaker be used for all machines breaking to relatively large sizes (say to 5 in. or greater), and crusher be used for finer work. Even in the 1968 US Bureau of Mines dictionary of mining terms the work breaker is defined by Richards in this context. However, in modern US usage it is nearly limited to coal breaking. Over the years the jaw crusher has been developed in a variety of forms but it appears today in these three general forms: (I) Blake type, (2) Dodge type, and (3) single toggle (or overhead eccentric) type. All of these crushers have a fixed jaw and a moving jaw, between which the coarse rock fragments are intermittently caught and crushed. The three types are differentiated by the manner in which the movable jaw is moved in relation to the fixed. Types The Blake-type crusher is shown in cross section in Fig. 1. The simplicity and strength that have made it first among jaw crushers are evident. The movable jaw is suspended from a cross-shaft at its upper end, this shaft being carried in bearings on the sides of the frame. The actuating mechanism consists of an eccentric shaft, also supported in frame-mounted bearings, which imparts through a pit¬ man and a pair of toggles a reciprocating motion to the bottom of the swing jaw, the return movement being effected by several spring¬loaded rods. The whole is built into a box frame with the crushing chamber at one end. As in all jaw crushers, the eccentric shaft is equipped with a heavy flywheel that maintains an even speed through¬out each stroke. The Dodge-type crusher illustrated in Fig. 2 is simple, mechani¬cally. Its movable jaw, being pivoted below the discharge opening, has minimum movement at crusher discharge and maximum at crusher feed. Because the choke point coincides with the point of least motion, these crushers are of relatively low capacity, and the rapid action in the feed area gives the machine the advantages of large reduction ratio and closely sized product. Thus, it fits well into low-capacity operations like sample reduction. Besides low capacity, its principal disadvantages are tendency to pack and make fines. The single-toggle or overhead-eccentric type of jaw crusher (see Fig. 3) has gained in usage, starting as a modification of the Dodge idea in that the greatest movement of the movable jaw occurs at the top, and being gradually improved and strengthened to its position today where it covers just as wide a field of application as the Blake type from the standpoint of feed opening. The motion of the movable jaw is the result of the circular motion of the eccentric shaft at the top of the swing jaw combined with the rocking action imparted to the bottom by the inclined toggle plate. Because of light weight and mechanical simplicity, it is economical in small mills and portable plants where the rock is not as tough and abrasive as to punish the machine with excessive impact from shocks, or excessive wear result¬ing from the pronounced vertical component of motion.

A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

INTRODUCTION The attempt to interprete lung cancer incidence caused by inhaled radon decay products in items of radiation dose raises the question of the relevant dose. The various dosimetric approaches published by now are characterized by an increasing complexity in the structure of the models used. Ranging from organ doses to microdosimetric specific energy distributions in the cells at risk, a significant trend from the macroscopic to the microscopic scale can be observed. Since tumors originate preferentially in the basal cells of the lobar and segmental bronchial epithelium, these cells are regarded as the critical target for inhalation carcinogenesis. The evaluation of basal cell doses is, therefore, the main objective of lung dose assessments. Various dosimetric models have been published in the past (Altshuler, Nelson and Kuschner, 1964; Haque and Collinson, 1967; Harley and Pasternack, 1972; Hofmann, Steinhäusler and Pohl, 1979, 1980; Jacobi, 1964; Jacobi and Eisfeld, 1980; James , Greenhalge and Birchall, 1980). Due to incertainties of physical and biological parameters involved and the application of different anatomical and physiological models the claculated doses are varying up to one order of mangitude. Independent of the choice of these dosimetric models applied to the calculation of lung doses, deposition, clearance and resulting dose are affected essentially by the properties of the inhaled aerosol as well as by personal characteristics. Both the properties of the exposed individual as well as of the inhaled environmental atmosphere have to be considered in radiation protection. It is the main objective of this paper to illustrate the influence of both parameter sets on basal cell doses by varying the above parameters. PERSONAL CHARACTERISTICS Though it might be more convenient for radiation protection calculations, the biological "man" cannot be represented by a uniform standard man. In Tab. 1 these personal characteristics which cause the variability of man are listed together with the region of their effectiveness. In the following the influence of these parameters will be discussed with regard to lung dose assessments. Besides these factors the great biological variability of all anatomical and physiological parameters involved as well as pathological alterations due to lung diseases cause additional variations in lung dosimetry. [ ] Age Age can be considered as the most important personal factor influencing the anatomical structure of the lung between birth and about 15 years of life. This period is characterized not only by an enlargement of already existing respiratory units but also by structural changes. Besides these anatomical alterations deposition is strongly dependent also on respiration parameters, such as tidal volume (TV) and respiratory frequency (RF). Whereas RF decreases with progressing age in an exponential manner, TV increases significantly resulting finally in a growth of the respiratory minute volume (RMV). Also mucus clearance in the infant might be more effective than in the adult, though no reliable experimental data are available. Superposing all these age-dependent changes mean basal cell doses are higher for children by about a factor of 2 than for adults living in the same radioactive environment (Hofmann, 1981). In the adult the following alterations of respiration standards with age are reported: total lung capacity diminishes with age, functional residual capacity is unchanged or increases with age and the dead space rises slightly with age (ICRP, 1975). The influence of these lung capacities on deposition, however, can be regarded as insignificant. Due to the ageing process mucus velocities my be considerably smaller in older people. This effect can also be superposed by the simultaneous influence of ciliatoxic effects of cigarette smoke and air pollutants or other bronchial diseases. Since the lower age limit for occupational exposure is about 18 years, age can be disregarded in the uranium mining industry for the determination of radiation doses, though lung cancer induction is significantly dependent on age.

INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.
