Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Since 2001, CANMET Mining and Mineral Sciences Laboratories (MMSL) have worked with Falconbridge Ltd. (now Xstrata Nickel) to evaluate trends in the strength development and water retention properties of a novel backfill material for underground mining, called gelfill. Between 2004 and 2006, extensive laboratory tests were undertaken under the leadership of the Deep Mining Research Consortium (DMRC). This paper compares results obtained from samples circulated through a mini-flow loop and a simple mixer. Although many parameters were studied over the last five (5) years, this paper focuses on the investigation of the effect of the mixing method, sequence and time, and the curing environment on strength development and water retention of gelfill. It was found that binder should be added as a powder to the mix in the mini-flow loop, and that mixing slurry in the mini-flow loop as opposed to the mixer generally yielded higher strengths. The practical implications of these observations are the subject of an on-going underground trial that will compare laboratory and in situ properties of regular slurry fill with gelfill.

In this paper the mechanical properties of high carbon equivalent cast iron for automobile brake discs were analyzed through thermal analysis curves. Experiment results show that the mechanical properties have a strong correlation with thermal analysis curves and an effective way to predict the mechanical properties of high carbon equivalent cast iron was proposed based on the features of thermal analysis curves.

"The Campbell mill has undergone numerous changes over the past 43 years. However the rate of change has increased significantly in the last 4 years. A new grinding circuit, carbon-in- pulp circuit, pressure oxidation plant, and column flotation circuit are all new additions. Other changes have occurred in the last 2 years including a large reduction in sodium cyanide consumption, and the introduction of a computer controlled grinding circuit. More improvements are planned in the next 2 years. Some of these improvements include the construction of an effluent treatment plant, and the replacement of filtering and Merrill-Crowe precipitation with carbon-in-leach and electrowinning.Recent changes and improvements to the Campbell mill are a commitment by Campbell mill personnel and Placer Dome Inc. to decrease operating costs, increase gold recovery and gold production, improve industrial hygiene and safety, and meet environmental compliance with current government legislation.INTRODUCTIONThe Campbell Mine has been and continues to be one of Canada's premier gold mines. Campbell Mine is 100% owned and operated by Placer Dome Incorporated. Milling of ore commenced in 1949 at a rate of 300 tons/day producing 58,000 ounces per year of gold. In 1992 Campbell Mine will mill 1340 tons/day of ore at a grade of 0.6 ounces/ton, producing 275,000 ounces of gold at a cash cost of $205.00 Cdn./ounce.This paper discusses some of the changes that have been made to the Campbell mill in the past 4 years. The flowsheet has undergone extensive changes and will continue to change rapidly in the next 2 to 3 years. A simplified flowsheet of the Campbell mill is shown in figure 1."

The problem of determining the optimum exploitation life of machinery, namely the optimum time for machinery and equipment replacement, represents a complex and highly responsible engineering task. Taking into consideration the situation prevailing at coal pit mines in Yugoslavia, the tasks of this class are very complex and difficult. To make a decision on replacement of capital equipment and machinery, such as bucket wheel excavators within the mentioned systems, understands a management task of utmost responsibility. It requires high professional and analytical knowledge as well as the reliable arguments, based on multidisciplinary professional approach. In this paper, the authors present their views on the problem of establishing the optimum exploitation life of bucket wheel excavators, offering an algorithm, based on dynamic programming, as a solution. Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. Thus far environmental groups remain unconvinced, and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This paper presents a fresh and cogent perspective on coal’s role in sustaining society by anchoring the message in a transparent material flow analysis that links coal’s impacts across a broad range of social and environmental aspects.

When designing excavation support systems in urban environments, it is often necessary to consider the effect of vertical surcharge loads from adjacent structures. Several methods are used in practice to establish the horizontal surcharge-induce pressure on the excavation support. According to the experience of the authors, these methods often seem to overestimate the effect of the surcharge and may have significant impact on the construction costs. This paper explores several of these procedures and provides a discussion as to the reasons for the differences in surcharge effect predictions between different procedures. It also provides practical recommendations for designers dealing with excavation support design.

Based on results from triaxial compressive tests, an experimental damage model to simulate post-peak behaviours as well as nonlinear behaviours before peak strength was developed. In order to consider pre-peak behaviours, variations of elastic constants at each damage level were regressed by functions of confining pressure. In addition, post-peak behaviours were simulated successfully by using Hoek-Brown constants. As results, the experimental model could predict nonlinear behaviours, peak strengths and stiffness changes observed in experiments. Basé sur des résultats des essais compressifs à trois axes, un modèle expérimental de dommages pour simuler des comportements de poteau-crête aussi bien que des comportements non-linéaires avant la force maximale a été développé. Afin de considérer des comportements de pré-crête, des variations des constantes élastiques à chaque niveau de dommages ont été régressées par des fonctions de pression d'emprisonnement. En outre, des comportements de poteau-crête ont été simulés avec succès en employant des constantes de Hoek-Brunes. Comme résultat, le modèle expérimental a pu prévoir des comportements non-linéaires, des forces maximales et des changements de riidité observés dans les expériences. Auf Basis der Ergebnisse des dreiaxialen Drucktests wurde das experimentelle Schadensmodell, das sowohl das nicht-lineare Verhalten vor der maximalen Stärke als auch das Verhalten nach der maximalen Stärke simulieren kann, entwickelt. Um das Verhalten vor der maximalen Stärke zu berücksichtigen, wurden die Veränderungen der elastischen Konstante bei dem jeweiligen Schadensniveau durch die Funktionen des begrenzten Drucks zurückgegangen. Außerdem wurde das Verhalten nach der maximalen Stärke unter Benutzung von Hoek-Brown Konstanten erfolgreich simuliert. Schließlich konnte das experimentelle Modell das nicht-lineare Verhalten, die maximale Stärke und die Veränderungen bezüglich der Steifigkeit während der Experimente voraussehen.

The Smelting and Converting El Teniente Process for copper concentrates as well as Slag Cleaning Furnace Technologies to treat slags coming out from the El Teniente Furnaces are widely applied today in Chile and around the world. Several industrial applications of this process have shown their capability to treat copper concentrates in a wide range of chemical and mineralogical compositions. Main operational parameters determining performance of the process are: oxygen enriched air flow rate, degree of oxygen enrichment, moisture content of the solid materials processed, molten material levels inside the vessel, frequency of molten materials tapping, bath temperature and copper losses in slags. In this work, the copper losses in the slags from El Teniente pyrometallurgical process are predicted by calculation from thermodynamic data and compared with those determined by microscopic examination and slag industrial data. Results obtained show that the main part of copper losses in the slag from El Teniente Furnace are mechanically entrapped or floated unsettled droplets of the coexisting matte phase. by the contrary the very low copper losses in the slag from slag cleaning furnace are limited by the physico-chemical form.

An equilibrium study was carried out at 1873 K to ascertain the effect of carbon in CaO-SiO2-Al2O3-MgO-MnO-FetO slag systems on their FetO and MnO activity coefficients, representing the slag?s thermodynamic potential for steel reoxidation. Both ?FetOand ?MnO showed not only a sharp increment, but also a simultaneous slow decrement by increasing carbon content in slag, suggesting opposite roles of the carbon according to its stable forms. XPS (X-ray photoelectron spectroscopy) was introduced to clarify the stable forms of carbon in slag. XPS results prove that carbon dissolves in slag as carbonate, and carbide ions under oxidizing and reducing atmospheres, respectively. It was concluded that carbonate ions increase ?FetOand ?MnO, and that carbide decreases them. This paper suggests an application method of the present results to actual ladle refining processes, in order to enhance steel cleanliness without decreasing (FetO + MnO) content in slag. The purpose of this workshop is to illustrate how computer software can be used to evaluate blast design timing and simulate probable vibration characteristics. The workshop will be presented in two parts. Part I will cover the COMPU-BLAST Blast Design and Timing Analysis Program. Part II will focus on the ALPHA-BUST Vibration Analysis and Waveform Simulation Program. The information presented in the workshop will show how these two programs can be used together to help plan blast designs and aid in the control of vibration effects.

The shear behaviour of reinforced rock joints is investigated for the bolt-grout-rock interaction and for failure mechanism. The effectiveness of the bolt application under lateral and axial loading conditions within surrounding materials is investigated in different medium strength. Double shearing testing of bolts were studied in concrete blocks of 20, 40, 50 and 100 MPa strengths, subjected to different pretension loads of 0, 5, 10, 20, 50 and 80 KN respectively. The experimental study was complemented with three-dimensional numerical analysis. Parameters examined include: shear resistance, shear displacement, induced strains and stresses during bolt bending process and its ultimate failure across the sheared joint planes. The conclusions drawn from the study were; the level of bolt resistance to shearing was influenced by the bolt profile configuration, the strength of the rock or medium influenced the level of load generated on the bolt, and the increase in bolt pretension has contributed to the increased shearing load of the bolted medium.

For many years now electronic initiation has brought the time parameter to the centre of blast designs forever. Although this parameter existed before the era of electronic detonators, Blasting engineers or blasters could not directly handle it; technology imposed it. Only discrete values were available. Today, the fact that we can choose any detonation time for an explosive charge questions the viability of most of the rules applied for blast design. Thus, the very famous charge per delay method, that enables a level of vibration to be forecast at a given distance (“Chapot’s law”), is no longer necessarily valid when using electronic initiation. Therefore, it must be approached in a totally different manner. The KUZ-RAM formula, that allows fragmentation to be forecast, is also subject to the same distortion. The aim of this article is to show how the calculation laws used for blast design are influenced by the time parameter (sequence) and how we can efficiently make the most of this, in particular for vibrations. The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. This report describes a study of the factors which affect medium voltage (661 - 1000 volts) and high voltage (1001 - 7500 volts) trailing cable couplers for use in underground coal mines to connect trailing rabies. Improvements in quality, dependability, and safety of medium and high voltage couplers are presented in the form of requirements for couplers. The results of an investigation of high voltage trailing cable coupler design and of whether trailing cable couplers must have a metallic shell as required by CFR 30 part 75.805 are presented. Conclusions and recommended research programs are included that describe the present situation and future development approaches.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1
