A relaxation peak thought to be due to the presence of C-C pairs in cobalt has been observed. It exists both above 420"C, where cobalt has the fcc structure, and below 420"C, where cobalt has the hcp structure at equilibrium. The effect is thought, however, to be caused by motion of C-C pairs in the fcc phase in both instances; enough retained fcc phase was deduced to be present at temperatures below 420°C to make the phenomenon possible. Measurements of the aniso-tropy of the effect in single crystals of various orientations of fcc phase showed the effect to have a maximum value in longitudinal strain for a [loo] crystal and a minimum value for a [Ill] crystal. This observation seems to rule out the possibility of (110) nn pairs being responsible for the effect. From measurements of the strength of the relaxation in the alloys, we reach the conclusion that both the binding energy of the pairs and the specific relaxation per pair are smaller than corresponding quantities for interstitial pairs in bcc metals. DETERMINATION of the details of atom placement of small atoms such as carbon, nitrogen, oxygen, and hydrogen in metals has been a difficult problem. In certain alloys such as martensite extensive departure from random placement of the interstitials can be deduced from X-ray diffraction off the atoms of the host metal, but such diffraction techniques are of small help for small departures from randomness. A technique which does offer promise in the latter instance is the anelasticity of these interstitial alloys. Most previous investigations using this property have utilized alloys in which the solvent is one of the bcc metals, alloys such as These studies have been interpreted to show that an interaction exists between interstitials which causes them to form clusters in more than random numbers; the binding energy of interstitials in such clusters has been deduced to be about 0.1 ev per atom (for small clusters of size two to four atoms). Similar investigations have been carried out on close-packed solvent metals, Ni-C by and Diamond and Ag-O by Papazian.8- In both of these svstems. no relaxation of the singly dissolved interstitial is expected, so an-elastic behavior of the interstitials must be caused by their association in some cluster or complex of non-cubic symmetry. Since relaxations in these alloys were observed to have a strength which varied about as the square of the interstitial concentration, the effect was deduced to be caused predominately by motion of i-i pairs in the crystal. A striking difference is observed in relaxation strength of interstitial alloys between the bcc and fcc systems. The specific effect per interstitial atom is much larger for the alloys in the bcc crystals than for those in fcc crystals. Comparing clusters of size two in the Nb-O system4 and the Ni-C system,7 one finds the magnitude of the anelastic effect per interstitial atom in the former to be some 100 times greater than that in the latter. Such a difference in relaxation strength might be caused by a difference in concentration of the pairs (this means a higher binding energy in the bcc crystals). It might also be caused by a large difference in shape factor of the elastic strain field about the pairs between the two cases (a much more noncubic shape factor would be required for the bcc crystals). This investigation was undertaken to examine the possibility of C-C pair formation in alloys of cobalt and carbon using anelastic effects. Since cobalt has both fcc and hep phases, it seemed to offer the chance that measurements over a range of frequency might permit comparison of properties of pairs in the two crystal types. Although this goal was not reached, several significant facts were deduced from the observations. 1) An anelastic phenomenon believed to be associated with the presence of C-C pairs in cobalt exists. It has many features in common with that observed in nickel. 2) The effect is thought to be caused by pair motion in the fcc phase. 3) Calculations of the relaxation strength A, which includes as a parameter the product of the pair concentration, C, and the square of the shape factor ', show that this parameter is much smaller in the CO-C alloy system than in the interstitial alloys in the bcc systems. 4) From this finding, we reach the conclusion that both the binding energy of C-C pairs in cobalt and the specific relaxation strength per pair are small compared to corresponding values for such pairs in the bcc systems. 5) The crystalline anisotropy of the effect permits the identification of reasonable geometrical models of close C-C pairs. I) EXPERIMENTAL PROCEDURE A) Method of Measurement. The anelastic measurements-—all of which were constant frequency measurements of internal friction—were designed to study the expected phenomenon in both the hcp and fcc structures in cobalt. Knowledge of similar measurements in Ni-C alloys led us to believe that the damping peak should occur below the transformation temperature for frequencies near 1 cps and above for frequencies near 100 kcps. This surmise was correct. The low-frequency measurements were made on wire specimens using a vacuum torsion pendulum; the damping peak was found at about 2'70°C at a frequency of 1 cps. MAGNETITE deposits in the Eastern States have been mined uninterruptedly since pre-Revolutionary War days. The industry, thriving in normal times, was given impetus in all periods of tumult, and continued to advance and expand, until the Lake Superior ores came into production. A period of comparative quiet existed until increased freight rates, together with increased mining costs on Lake Region ores, permitted the magnetites again to compete. This, coupled with World War demands, created unpre¬cedented activity. Producing plants were at their peak, new mines were equipped and put in operation and the industry pushed production beyond the absorption point. Ore stocks were tremendous, internal competition severe, and a great increase in import of European ores brought the industry to a low ebb in 1923.

IN 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 1 5/8 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 1 5/8 inches and 1 3/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 1 5/8 inches diameter, and of iron. It was specified for the steel rods : Elastic limit, - 45,000 lbs. Tensile strength, - 80,000 lbs. Elongation, - 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 2 3/4 at elastic limit, while a similar factor of 2 1/2 had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 1 3/8 inches in diameter, and three 1 5/8 inches in. diameter. The broken rods were tested, and three of them. analyzed at Altoona to ascertain the cause of failure, and what modi¬fications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. In testing the rods micrometer screws,. reading to .0001" with electric bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

Kaolin deposits in Georgia lie in a belt that stretches across the central part of the state from Alabama to South Carolina. In 1977 the state's kaolin production was an estimated 4.58 million tons (5.05 million st) or 77% of US production. While mining methods vary, stripping contractor W. F. (Billy) Jackson of Wrightsville, Ga., depends on a fleet of 18 twin-engine elevating scrapers to move the hulk of overburden and clay. Owner Billy Jackson explains that the soil in this part of the state is perfect for scraper operation; overburden ranges from Georgia red clay to a sandy gumbo material. Apart from some shale, very little rock is encountered, thus eliminating any blasting re¬quirement. Most of the material can be removed with cutting edge teeth or with drop center blades.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

MAGNETITE mining and milling in the Eastern States showed continuing improvement during the year. Some of the smaller mines remained idle, but the larger operations responded promptly to the improved situation in the iron and steel industry. The output of ore for 1936 was over twice that for 1935. A number of improvements were made in mine plant and equipment, and operating forces were increased and maintained at near normal. The coming year should see additional mines started up and production increased at the larger properties.

John A. Church, New York City: It requires some courage to appear as a critic of a theory which is not only the fashion among American geologists but is usually presented by them in terms which imply that any other views are an exhibition of ignorance. Still, I am obliged to say that the theory of lateral secretion as it is stated in this and other writings of Mr. Emmons and other geologists has not added much to our real knowledge or clearness of view. In the earlier and less developed stages of the theory, when it was used as Sandberger used it, to show that certain veins were probably derived from the rocks in which they lie, or which are adjacent, it was valuable in pointing us to an immediate source of ore-deposition. When we are driven to assume the existence of undiscoverable rocks at an unknown but certainly a considerable distance and in an unknown direction from the vein, I do not see that we have improved upon the despised " unknown source in depth " with which our ignorance has been covered so long. The new theory may suffer from adolescence, and these points map be cleared up by further study, but I speak of it as it is. Differentiation in a magma, by which a metal is concentrated in one member of a series of outflows, may explain why certain ores have favored a given locality with their presence; but it is not a necessary precedent to ore-formation. Concentration in the source of supply cannot be a requirement, for the forces that have been able to take up four or five tons of gold from an extensive body of rock must be able to collect four or five thousand tons of lead, copper or nickel from a proportionately more extended body of rock. That is to say, concentration is no more essential for these metals than it is for gold. In fact, differentiation, as it is now explained, is not an advance upon old ideas, but a retreat from them. It was noticed long ago that violent eruptive phenomena, however long continued, died away in solfataras; and when a vein came to be looked upon as an extinct solfatara the inference was ready that veins are eruptive in the sense that the solfataric waters collected the metals from the unerupted residue of the magma and carried them to the veins. The early views carried differentiation further than the modern school.

THE following data were obtained during Tan exhaustive research into the possibilities of concentrating United Verde massive sulfide copper-zinc-iron ores by flotation. The composition of these ores approximates the following mineralogical analysis: 3 to 15 per cent chalcopyrite; 3 to 11 per cent marmatite (ferruginous sphalerite) ; 47 to 69 per cent pyrite; and 10 per cent quartz. The remainder is usually schist gangue. The sulfide minerals are finely dis-seminated; chalcopvrite and marmatite begin to be liberated on grinding at about 100 mesh, but complete liberation from gangue (pyrite in this case is considered a gangue mineral) is

THE production of lead in the United States for the period from 1720 to 1912 was 10,432,668 tons valued at $924,600,000. The average price during this period was 4.4c. a pound, although lead sold at times below 3 cents. We know that in the early days of lead smelting in Montana lead was deliberately lost in the slag and only enough reduced as bullion to collect the silver. This bullion was freighted by ox team to Corinne, Utah, the terminus of the railroad at that time, and shipped to Swansea or Omaha, Neb., for refining. The slag from some of the above mentioned operations contained as much as 15 per cent lead and has since been resmelted. Since 1921 the production of lead has increased each year and the price and tonnage have been as follows :

IT is now five years Since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published Soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further Study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field, and to Show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had Shown that this coal could be used with advantage in iron-Smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal Seam, and I then ventured to express the opinion that this region, from its cheap and easily mined Smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to State how far my observations made in the region last month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected

By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

This article discusses methods of improving airborne capture by conventional dust suppression systems. The work was performed in a full-scale plywood model of a mine entry with a wooden mockup of a Joy 12 CM continuous miner. Dust was introduced at the front of the entry, and water sprays knocked down part of the dust cloud. Sampling in the return air determined the percentage dust reduction. Based on the results, guidelines are offered for continuous miner spray systems to control dust. Empirical relations have been developed to determine the effect of changes in water spray pressure on air movement, dust knockdown, and pollutant concentrations in the face return. Nozzle selection and arrangement are discussed for high dust knockdown efficiencies.

Discussion of the paper of L. A. DELANO, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1267 to 1286. L. A. DELANO.-Since this paper was written, our daily mill tonnage has increased, from 2100 tons to 2700 tons a clay. We now use 11,000 lb. of chrome-steel balls of 2 ½ -in. maximum diameter, for an average crushing capacity of 275 tons per 24 hr., this giving a much higher crushing efficiency. I wish to call attention to two typographical errors in my paper as published. On page 1271, Table 1, the screen analysis of ore at the Bonne Terre mill should be stated in inches instead of mesh. - On page 1272, "the rolls average 185 tons per 24 hr., and have shown by test that 250 tons per hour can be maintained" should, of course, read "250 tons per 24 hours." THE CHAIRMAN (0. M. BILHARZ, Miami, Okla.).-Is the increased mill capacity due to improvement in the re-crushing of middlings or to keeping middlings out of circulation and treating them separately? L. A. DELANO.-AS was shown in Mr. Rabling's paper (Bulletin No. 128, p. 1161) the tonnage was raised by about 400 tons by simply changing the arrangement of screen openings in the jig bed and using punched plate instead of woven-wire screen. Then, by adding a ball-mill, we are taking from the jigs a much larger tonnage of middlings than before or as much as the ball-mill will crush. By sending the ball-mill product to tables and flotation, the jig capacity for original ore is increased. CHAIRMAN BILHARZ.-In your opinion, the satisfactory operation of a Hancock jig on a given ore requires adjustment of the length of the different screens and careful selection of screen openings? L. A. DELANO.-I think it does. In order to decide what screen openings to use on the jigs, we did a great deal of experimental work, making screen analyses of the various hutch products, and then hand-sorting the galena, middlings and chat from each size screen to determine the percentage of galena in each. Then adjusting our jig screens, we gradually worked the process up to a very efficient basis. DURING the past 35 years it has been my privilege to deal with hundreds of recent graduates from engineering schools all over the world. In consequence, I, feel that I have learned something about the training of, engineering students. In the first place, I believe that too great specializa-tion is a mistake. A student should receive general training in engineering for at least three out of the four years of the course, and any specializing that may be required should come in the fourth year. Too great emphasis can not be laid upon the fact that the four years' training does not make an engineer; on the contrary, the graduate is only fitted to enter the pro-fession. He becomes an engineer in the true sense of the word only after years of practice; the college train-ing merely shows him where to look for information and develops his intellectual powers. Some of our engineering schools have lengthened the term of study to five years and talk of increasing it still further. This, in my opinion, is a mistake. A young man who spends more than four years in college is apt to become too academic and theoretical. It is better to stiffen the matriculation examinations than to prolong the years of study in college. No matter how good the faculty may be and how carefully selected the course of study, the graduate can never become an engineer unless he has some natural qualifications for the vocation. There are one or two subjects in which most recent graduates seem to be weak; these are accounting, the command of English, and training in the writing of reports. A short course in general accounting should always be included in the curriculum. To this should be added instruction in the preparation of estimates and cost statements. In making reports it should be borne in mind that these reports are to be submitted to busy men,-and not to technical men. The busy man wants the gist of the report summarized on the front page of the report. He wants to know that if he expends a certain sum of money in a certain way, he will get certain results and make so much profit. This should be put clearly before him in short statements, free from technical terms. The details of the report can follow .at greater length; it should be remembered that the employer is not going to read these details, but will confine his attention to the summary.

SINCE so many different curves have been published for the solid solubility of zinc in aluminum, it seems desirable to definitely establish the correct curve by two or more independent methods. The curve published in part I1 was based entirely upon X-ray measurements because the other methods employed at that time were not satisfactory. The present paper (the seventeenth of this series on high-purity aluminum alloys) describes the determination of the solid solubility of zinc in aluminum by the measurement of electrical resistivity at temperature and by microscopic examination. Since the publication of our part I in 1932, an investigation of the solubility relations in the aluminum-zinc system has been reported by Schmid and Wassermann2, who obtained their solubility results from lattice-parameter measurements on heat-treated and quenched speci-mens. The diagram that they published is shown in Fig. 1. In this investigation they also found by X-ray measurements that the parameter of the gamma phase changed continuously with zinc content and at such a rate that it would be identical with that of the beta phase at 60 atomic per cent zinc. It was concluded therefore that the beta and gamma phases, from the point of view of structural relationship, are one single phase. They also suggested a gap of immiscibility between 270° and 350° C. The complete boundary in this region could not be deter-mined satisfactorily by the method employed and therefore was not shown in their diagram.

A CONSIDERABLE PROPORTION of the tonnage of aluminum used today has at some stage during its manufacture, been rolled. I. For one, therefore, was particularly pleased to hear that this Society was to hold a symposium on rolling of nonferrous metals. Metallurgists can well afford to direct their close attention to the metallurgy involved in this important operation. To one who has seen today's high production rolling mills for aluminum it is difficult to realize that the first aluminum rolling mill For sheet was installed a scant 55 yr ago, in 1892. This mill was a three-stand train of 2-high mills, driven by a steam engine and was operated for many years successfully rolling aluminum sheet. Mills for the rolling of aluminum rod were installed in 1899 to meet the demand For manufacture of electrical conductor wires and cables. Bars and rods in straight lengths were also made. While these mills were the first built for rolling aluminum products of these types some rod had previously been rolled on brass and copper mills. Not until many years later, in 1929, however, Were facilities provided for the rolling of structural shapes, such as I-beams and channels. Growth of the aluminum sheet business and the necessity for economical manufacture soon brought the realization of the economies resulting From-the rolling of sheet in long lengths and coiling it. AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades: I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. I t is a fact which many of you can certify to, that we are wasting fully me-half of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth . below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. IN connection with a research on gallium alloys, a method for the thermal analysis of very low melting alloys was developed, which appeared to be worthy of more than passing interest. As used, the method was suitable for work in the temperature range, — 72° to 250°C. However, with suitable adjustment, the method could be adapted for use over broader temperature ranges. The Rosenhain temperature gradient furnace,' adapted for low-temperature use, was the basis for the method. The gradient was set up in a stainless steel tube. The specimens were lowered through it at a constant rate while time-temperature or inverse rate data were taken. It was essential to maintain careful control of the top and bottom temperatures of the gradient. Also essential was good heat transfer from the walls to the specimen. This was accomplished by a liquid heat-transfer medium.
