When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

DAVID COLE, EL PASO, TEXAS (communication to the Secretary*).-I have read with great interest Dr. Gahl's painstaking paper giving us the details of development of flotation at Inspiration, and it seems to me that he has covered the ground so completely that there is little to discuss or criticize in connection with his subject. While it was in operation, the test mill in which the campaign was carried on was the Mecca of mill men and metallurgists. There was much to interest students of milling methods in addition to the flotation experiments, and readers of Dr. Gahl's paper will miss the information they hoped to get when the "pilot" mill results were. finally compiled, and I hope that the following remarks outlining from a distance some of the things that happened there will bring forth the rest of the story of the performances recorded in these important experiments. Prior to the use of flotation methods in concentration it had long been recognized that the "unavoidable" losses of sulphides were in the slime which is inevitably produced in the grinding operations required to free the minerals to be separated. Classifying the feed prior to its final stage of treatment had long been in style in milling. This assisted the sand-handling machines and resulted in lowering the tailings made by them, but at the expense of the slime-handling department; and while little was expected of the latter, the wisdom of complicating the process by hydraulic classification was being seriously questioned. Mr. Cottrell : I omitted to speak of the cost of installation. The precipitation-plant at the Balaklala smelter, up to the time of initial operation, including the construction of flues, installation of the apparatus, etc., cost $107,000, and subsequent modifications probably represented at least $15,000 more. Upon the information gained in this plant, the installation at the cement-mill, handling nearly twice as much gas, has been reduced in cost in a number of ways, but the overhead construction, carrying the precipitator at the top of the stacks, is naturally expensive, yet, even so, the total cost of construction will probably not greatly exceed $150,000. The mechanical details of the tubular form last shown have been worked out more recently than those of the plate form, and the tubular form promises to be still less expensive in construction, as you would naturally expect. The cost of operat-ing the plant varies somewhat with the character of the gases used. The amount of power consumed is not determined by the tonnage of the material collected, but by the volume of gas to be handled. It takes as much power to precipitate a thin cloud as a dense one. In the cement-plant they are getting a higher efficiency; i. e., a greater number of cubic feet treated per kilowatt than in the earlier plants. This is perhaps partly due to higher temperature of the gases, which here average about 450° C. The best figures on the cement-plant are between 3 kw. and 4 kw. Of

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

IT is the purpose of this article to give those not familiar with the subject an idea of the extent to which coal is mined by machine in the United States; to describe some types of electrically operated coal cutters; and in particular, some of the latest improvements and developments in these machines. Generally speaking, the article deals with the mining of bituminous coal in room-and-pillar mines, as the use of undercutting machines in the anthracite region of Pennsylvania is in its infancy, and when machine mining is referred to bituminous coal is taken for granted. The number of mines in the United States that are operating on the long-wall principle is very limited, and the number of long-wall machines in use is a very small percentage of the total. The advantages of mining by machine may be summed up briefly as follows: A. Increased safety to property and life, due to the large decrease in the amount of powder required when the coal is properly undermined. B. Reduction in the cost of mining. C. Improvement in the quality of the product; and, consequently, increase in market value, due to the greater proportion of lump and screen sizes secured by machine mining. D. Increase in the capacity of the mine, and more rapid development of new mines. E. Ability to mine veins in which the height of the coal or the character of the roof has prevented mining by hand, on a commercial basis.

(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. TWENTY FIVE years of doing, finding, and encouraging others to do scientific research in' industry, and of organizing the machinery for the` smooth 'and effective conduct of such research, have left me with a feeling that so far as this branch of human activity is concerned the problems in 'essence are- not, materially 'different from those met elsewhere. Years ago, in a less mature period of life, I may have thought that the effective industrial research man was a being somewhat different from his fellow workers in adjacent 'fields, but I have long since 'changed my views. The rank and' file of the modern industrial research organization are relatively easy to find, though some¬times difficult to get in sufficient numbers. Mistakes in choosing them are not particularly serious to the or¬ganization, however unfortunate they may be for the misplaced individual who persists too long in the wrong environment. The reason for this is obvious from the fact that, taken by and large, the work of the rank and file is at best necessarily a work of detail done under guidance of the more experienced. In this respect the situation of the rank and file in an industrial research organization is not different from that class in any other group activity, whether concerned with industry, the university, or the church. This does not mean, however, that we are not all anxious to have the best possible material obtainable in the rank and file, or that we are indifferent to the utmost of encouragement and stimulation to its individual members.

IT is not my intention in this article to consider this subject in the light of the geographer or geologist, but rather in that of the mining engineer, and to endeavor to show the necessity and value to him of studying the minor details of the field or district in which he may be engaged. I t has been said by a distinguished geologist that "the natural boundaries of the geographer are rarely described by right lines. Whenever they occur, however, the geologist may look for something remarkable." And again : " Physiognomy is no idle or doubtful science in connection with geology. The physiognomy of a country indicates almost invariably its geological character." Our country furnishes examples enough of the truth of these remarks, and in no part of it is it so beautifully illustrated as in our own State, which has been so ably described by Prof. Lesley in his admirable little work on the "Topography of Coal." As the great mountain lines become guides to the geologist in determining and mapping out the geography of the formations, so do the minor details of topography become guides to the mining engineer in conducting his explorations, discovering of dislocations, and determining the character of the deposits which are the object of his search. I t is therefore requisite that he should, whilst making his surveys, pay the strictest attention to every variation of the landscape and surface of the ground. With a realization of the rapidly increasing importance of automatic stokers as a medium for domestic heating, the Anthracite Institute Laboratory has conducted extensive investigations, over a period of several years, to determine the various outstanding characteristics of stoker design and performance. The purpose of this paper is to summarize these findings as a guide to current practices. Fuel Saver Principles of Construction.—The operating principle of the leading makes of underfeed stokers is similar (Fig. 1). A plunger1 or slowly revolving worm2, conveys the buckwheat or rice sizes of anthracite to the center of a specially constructed tuyere pot where air is admitted to the coal through suitable ports of varying design. As the fuel burns, it is slowly forced to the outside circumference of the tuyere by the pressure of the incoming coal; eventually the ash falls over the edge of the pot, either entirely by gravity or aided by mechanical sweepers. In at least one model, the entire firepot revolves. While various special details have been included in the design of a number of stokers, they do not affect the general principles as described above, and therefore have not been included in this discussion.

A survey of the literature on bottom-cast practice gives but Scant information as to some of the real facts concerning this most int'eresting method of steel manufacture, and some of the information available is very misleading. An exceptionally good description of this met,hod of pouring or teeming is to be found in an English publication2 on the heterogeneity of steel ingots. Quoting from this paper: (a) With bottom teeming, the metal rises steadily and progressively in the mold with the minimum possible agitation, the main force of the stream coming from the ladle being broken down or retarded by the down gate or runner. Further, the stream of metal from the ladle, under these conditions of casting, is invariably maintained at a much more continuous rate and is steadier than with top teeming. (b) In view of the facts referred to in (a) it follows that with bottom teeming the metal is not exposed to atmospheric oxidation to anything like the same degree as with top teeming. In this paper it is intended to detail briefly some of the advantages of bottom-cast practice and to discuss the possibilities of iron-oxide control in the basic open-hearth furnace. A description of the type of charge, ingot rnold set-up, etc., is found in detail in an earlier paper.3 Design of Ingot Molds In any kind of steel manufacture, ingot-mold design is important. L. H. Aim of Rock-Crushing Experiments THE aim of the laboratory experiments described in this paper was twofold: 1. To measure as accurately, as possible the maximum amount of crushing that can be effected by 1 hp. acting for 24 hr., by the two proposed methods for measuring the amount of crushing, namely: (a) by Rittinger's method; (b) by Stadler's method, based on Kick's law. 2. To show, if possible, that by one of these methods, the amount of crushing produced by 1 hp. in 24 hr. is a constant amount throughout a wide range in the diameter of the piece crushed, and that by the other method, the amount of crushing is a variable quantity over the same range of diameter; or else show that neither of the proposed methods for measuring the amount of crushing indicates a fixed relation between power and crushing and consequently a new method for computing this amount will have to be found to permit the establishment of a law of crushing. Experimental Methods Testing machines, calorimetric methods and commercial. types of rock-crushing machines were considered with reference to their value for measuring power used in crushing. The following electrically driven crushing machines, installed and available in the McGill Ore-dressing Laboratory and which had been used in previous rock-crushing tests, on the whole seemed especially suited to the investigation: (1) Comet "A" crusher; (2) 7 by 9-in. Dodge crusher; (3) 10 by 16-in. rolls. In later tests a 3 ½ -ft. Huntington mill was used.

The term oil shale is defined. Foreign oil-shale developments are outlined briefly. The richest and most extensive oil-shale deposits in the United States lie in western Colorado. The Bureau of Mines is opening two adjacent areas for underground mining. in western Colorado. From the first area the oil shale is mined selectively as required by the retorting plant. The second area is being developed as a unit of a full scale oil-shale mine to ascertain the most practical methods of mining oil shale and to determine costs. In both of these mining areas, research will be carried on to develop new and improved practices for mining oil shale. Introduction Oil shale is a sedimentary rock containing a solid mineraloid of indefinite composition known as kerogen. On heating oil shale, the kerogen undergoes thermal decomposition and some of the vapor products of the decomposition can be condensed as shale oil. Oil from shale can be a major source of liquid fuels since extensive deposits of oil shale are known to exist throughout the world. The United States considers the establishment of an oil-shale industry only when doubt exists of the adequacy of the domestic supply of crude petroleum. On the other hand, oil shale is not strange to foreign oil men. The industry is an old one in other parts of the world. The French industry has been in existence since 1838, the Scottish since 1859, the Australian since 1860, the Estonian and Swedish The since World War 1, and the Manchurian industry since 1929. The most highly exploited oil-shale deposits are the Carboniferous shales of Scotland. About 20 seams ranging from 4 to I2 ft in thickness are worked. The yield during recent years in scotland has been 18 to 25 gal of shale oil per ton, from 3&"30'000 tons per year' The French and Swedish oil-shale deposits are of lower grade than the Scottish. The Estonian oil-shale deposits are 7 ft thick, and the oil yield averages 50 gal per ton. Over 1,000,-ooo tons are mined each year, half of which is used directly as fuel to substitute for coal and the other half is used for the production of oil. Immense deposits of oil shale that will yield 10 to 15 gal per ton exist in Germany. Because of the impending loss of the Rumanian and Polish oil fields and the bombing of synthetic liquid fuel plants, the Nazis in 1943 started a large-scale oil-shale program in Germany. By V-E Day, it is said, oil-shale production had reached the rate of 2500 tons per day and rapid expansion of the industry was imminent. Australian oil shale, known as torbanite, occurs in beds 2 to 6 ft thick. It is of a very high grade and on retorting yields 80 to 160 gal per ton. The oil-shale industry of Manchuria was the largest in the world during the past decade. The well-known Fushun coal deposit in Manchuria has an overburden of 500 million tons of oil shale about 450 ft thick that will yield 10 to 15 gal of shale oil per ton. The oil shale is

Research on roof bolting has developed significant information with respect to the functions that can be performed by properly installed bolts and the methods that can be used to ensure that effective installation has been achieved. The present paper brings together results that are pertinent to the design of a bolting system for reinforcing horizontally stratified mine roof with vertical bolts. The design approach is based on the use of bolts to decrease the maximum bending stress within an arbitrary sequence of roof strata (see Fig. 2) in which the only loads are the weights of the individual beds. The use of rock bolts to achieve other objectives, such as to stabilize a fractured rock mass on the periphery of a mine opening,3 is excluded from consideration herein. Reinforcing effect of bolts consists of a friction effect and a suspension effect in combination. "Friction effect" refers to reduction of bending in a stratified roof due to clamping action of tensioned bolts, which compress the strata, thereby creating frictional resistance to displacement along planes of stratification. (The flexure of a sequence of strata is necessarily accompanied by horizontal displacement of each bed with respect to its neighbor, along mutual surfaces of contact.) Although the sliding of the beds tends to exert a shearing effect on the bolts, tests show that this has negligible influence on the bending stresses, probably because the bolts are so far apart. "Suspension effect" refers to the transfer of part of the weight of the weaker or thinner strata to one or more thick strata, which occurs when strata with differing tendencies to deflect are constrained to have equal deflection. The term "suspension" is used irrespective of whether the thin strata are above or below the thick strata, because tests show that the supporting effect of the flexurally more rigid roof strata is for practical purposes independent of their position in a bolted sequence of strata. An earlier paper4 dealt with a bolted unit in which all strata had equal flexural rigidity; bolting could develop a friction effect but no suspension effect. The present paper deals primarily with a bolted unit in which all strata do not have equal flexural rigidity, so that bolting can develop both a friction effect and a suspension effect. The reinforcing effect of the bolts was determined by a combination of experimental and theoretical stress analysis.4'6'7 The experimental method consisted of loading a model by rotating it in a centrifuge to simulate the gravity forces exerted about an underground excavation. Models were made from two different limestones, although the results are independent of the material because the elastic constants were taken into account in the data analysis. Electric resistance strain gages were bonded to the highest and lowest members of the bolted unit to determine the outer-fiber bending strains at the center and at the supports. The quantitative results presented herein are based on tests of 56 different models, which included a range of values for the structural parameters. Each model was tested several times, with different combinations of spacing and tension of the bolts. DESIGN EQUATIONS The effects of friction and suspension on the flexure of a bolted stratified roof can be expressed by the following equations, which give the maximum bending stress, the deflection, the friction effect, the suspension effect and the transferred load for any (the i-th) member of the bolted unit in terms of the structural parameters:

The mode of fatigue failure was found to be a function of colutrre jp-actiotz and was also noted to be controlled by the relative fatigue and strength characlerislics of the matrix and reinforcemenl. THE advantages to be gained by suitably incorporating high-strength filaments or whiskers into metallic matrices are well-recognized.' To date emphasis has been placed on the experimental determination of tensile strengths and elastic moduli of metal matrix composites measured parallel to unidirectionally aligned filaments. Several attempts have been made to relate experimentally measured tensile properties to theoretical values calculated from the properties of the components on the basis of the relatively simple "rule of mixtures" analysis. However, relatively few data have been reported in the literature on the fatigue behavior and mechanism of fatigue failure of metal matrix composites. In a study of fatigue crack propagation in aluminum plus steel wires and aluminum plus tungsten wires, Forsyth et a1.2 found that the incorporation of small numbers of filaments suitably dispersed were capable of substantially reducing the rate of fatigue crack propagation. For this purpose, the strength of the filaments appeared to be more important than the aspect ratio and the authors reported that parallel filaments were not the most favorable orientation for increased strength. In a basic study of the fiber reinforcement of metals, Williams and 0'brien3 report preliminary results which indicate a considerable improvement in fatigue strength in reversed bending fatigue of a steel wire-reinforced aluminum alloy composite. In a study of the influence of interfacial bonding on fatigue behavior, Baker4 has also reported improved fatigue properties in stainless steel-reinforced aluminum composites. In contrast, Ham and place5 report that, although tensile properties are improved greatly by filament reinforcement, the reinforcement of copper with continuous, brittle tungsten wires up to 23 vol pct was comparatively ineffective against fatigue. The authors attribute the poor fatigue properties of the composite to fatigue hardening of the matrix at the tips of cracks which can build up stress concentrations sufficiently large to fracture proximate filaments. Baker and cratchley6 failed to find marked improvements in the reversed-bending fatigue properties of silica-reinforced aluminum. The study was complicated by the complex behavior in a composite during the compres-sive half-cycles imposed in this type of loading. This was manifested in the failure of the composites by de-lamination, a contributing factor being the presence of aluminum oxide at the matrix-filament interface. A new type water shut-off for use in air drilling has been developed. The method has been 99 to 100 per rent effective in several different formations of inter-ranular-type porosity. Since costs for materials, time and equipment used are relatively small, the process should extend economies of air drilling to many new areas. The treatment involves a new technique for forming a water-inroluble precipitate within the pores of a rock. Advantage it taken of the difference in mobility of a liquid and a gas in porous media to achieve the greatest volume of precipitate in a given pore. Reactants selected for the laboratory (2nd field tests were aluminum sulfate solution and gaseous ammonia. This process has been tested in both intergranular and fractured-type porosities. It has consistently shut-of between 99 and 100 per cent of the water flowing from formations having intergranular-type porosity and perrlreuhilities ranging from a few millidarcise to over a darcy The treatment is not particularly suitable for shutting-off water from fractured formations although plugging of the order of 50 per cent or greater has been achieved in all such applications. Among advantages of the treatment are: (I) no reaction waiting rime after a relatively short placement time, (2) a low mate-rials cost of about $3/f1 of hole treated, (3) use of common service-type equipment for treatment, and (4) no unusual requirements for mixing and placement. INTRODUCTION In rotary drilling with air or gas it has been possible to increase bit life by tenfold and more than double rate of penetration over corresponding performance when drilling with mud. These factors have amounted to as much as 22 per cent savings on total cost of drilling a well. However, these advantages are rapidly lost when water is encountered in an air- or gas-drilled well because water interferes with the removal of cuttings from the hole and also gives rise to other difficulties. In attempting to combat water troubles, operators have commonly resorted to such measures as mist drilling, treatment with cement or chemicals, converting to conventional mud drilling, or setting casing. In many cases these measures have either been costly or ineffective. In an effort to overcome this problem, studies were undertaken to develop an effective and economical water shut-off technique for use in formations possessing inter-granular-type porosity. Extensive laboratory experimentation finally led to a unique method for producing a water-insoluble precipitate within the pores of a sandstone. The unique part of the treatment is use of a liquid and a gas to form the precipitate, and in this case the reactants used were aluminum sulfate solution and gaseous ammonia. The reaction between these two materials is shown in the following equation. The aluminum hydroxide is insoluble in water and the ammonium sulfate, though soluble, can only be removed from the formation pores by diffusion—an extremely slow process. Although the precipitate formed by the reaction is not particularly firm, great strength is not needed for a precipitate to bridge and plug intergran-ular-type porosity. The results of studies of areal sweepout behavior in nine-spot injection patterns are presented in this paper. The ratio of the production rates of the two types of producing wells in a nine-spot pattern is considered in its effect on breakthrough. A model study was used to develop a method to predict the production histories of both side and corner wells and to develop the production history of the pattern or the field. INTRODUCTION The importance of areal sweepout behavior in injection operations has been recognized for a number of years. We now know that the fraction of a reservoir which will be reached by an injected fluid is a function of the geometric arrangement of the production and injection wells and of the mobility ratio of the fluids. Of these two, the mobility ratio (which is a measure of the relative ease with which the oil and the injected fluid can move through the reservoir) appears to have the greatest effect on recovery. The effect of mobility ratio on production history has been reported for most of the dispersed injection patterns (i. e., five-spot, staggered and straight-line drives).4-6 ere has been very little published on the nine-spot injection pattern. This may be because the two types of producing wells in the nine-spot pattern can—and sometimes should —be produced at different rates. This adds a second variable (the fist being mobility ratio) to be covered in a study of the nine-spot flooding network. Muskat1 has reported the sweep pattern efficiency at breakthrough for a mobility ratio of one at various ratios of producing rates for the two types of wells. For these conditions he found maximum oil production at breakthrough to occur when the corner well (the producing well farthest from the injection well) is produced 10.7 times as fast as the side well. Other investigatorsa2,3 have studied a few of the many possible operating conditions possible with this injection pattern. This paper presents the results of studies which are strictly applicable to a nine-spot injection pattern surrounded by other nine-spots in a homogeneous reservoir and which has no flowable gas present (no oil bank is formed). Although the full ranges of the variables mentioned above have not been covered, the results reported here should allow reasonable estimates of field operations to be made. EXPERIMENTAL The well spacing geometry of the nine-spot pattern is shown in Fig. 1. Here we see that each injection well is surrounded by eight production wells arranged in a square. Four of these producing wells are located at the corners of the square; the other four are in the midpoints of the four sides. These two types of producing wells are called "comer wells" and "side wells" respectively. It is the ratio of the producing rates of these two types of wells that affects the breakthrough recovery, as calculated by Muskat.' This ratio is defined as the total producing rate of a corner well divided by the total producing rate of a side well. The model used in this study represented one-eighth of a nine-spot pattern, as shown in Fig. 1. It contained the equivalent of one-fourth of a side well, one-eighth of a comer well, and one-eighth of an injection well.
