INTRODUCTION Spoil pile slope failures can have costly consequences. In- stability in the form of a single major event or as a recurring problem can 'mean lost production, lost resources and damaged mining equipment. In extreme but not uncomnon cases, a major spoils slide can force the closure and abandonment of a pit. Slope stability is affected by mine operating practices as we1 l as geologic conditions and material parameters. Mine operators can enhance spoil pile stability through constructive changes in their operations. Attention to the causes of in- stability can lead to development of operating practices tailored to site specific problems. Action aimed at limiting future instability is frequently more cost effective than continually "coping" with unstable spoils. The effect of mine operations on material properties is often overlooked because the "data" are not easily quantified nor input directly into stability analysis equations. We have found, however, that miners' experience with their own operation, as well as data pooled from similar operations, yields relation- ships which can be utilized to solve stability problems. The repetitive nature of area type surface coal mines with successive spoil pile rows further enables the development of useful site specific relationships. Stability problems can be mitigated by applying these relationships.

ON Thursday, Oct. 9, oil men from far and wide gathered at Beaumont, Texas to participate in a three-day celebration of the fortieth anniversary of the completion of the famous Lucas gusher well at Spindletop field just south of Beaumont, and to pay tribute to Anthony F. Lucas, for whom the Lucas Medal of the A.I.M.E. is named. In the afternoon the gathered host drove to the site of the discovery well to dedicate a 58-ft. granite monu¬ment erected on the spot where the original derrick stood. Representatives of the A.I.M.E. took a prominent part in the dedication ceremonies, giving the two principal addresses of the afternoon's program. Everette DeGolyer, past President, paid a personal tribute to Capt. Lucas, as a pioneer producer, an engineer, and a friend and well wisher of all young engineers. He gave a splendid picture of the useful and full life of Capt. Lucas who always took a great interest in the activities of the Petroleum Division of the Institute, from its inception to the time of his death.

Crystallization of ammonium paratungstate (APT) is frequently the last effective purification step in producing high-purity tungsten. However, crystallizer mother liquors are often several times higher in tungsten than predicted by the solubility of APT. The formation of heteropoly anions, particularly those containing phosphorus and silicon, is largely responsible. Solubility of tungsten in APT mother liquor can be linearly correlated with the concentration of these and other impurities. The problem can be overcome by direct treatment of the crystallizer feed solution with aluminum sulfate. By appropriate treatment, the aluminum hydroxide flocculates and is easily filtered, resulting in a purified low-aluminum crystallizer feed from which high APT yields can be attained.

It would be hard to find a mineral region that has been more beset with " processes" for the extraction of gold from auriferous sulphides than North Carolina. And it would be hard to find a mineral region less sought by capital. So many promising mines have come to grief here (perhaps because they were too "promising"), SO many "processes" have been tried and abandoned, so much expensive machinery has been bought and thrown aside, that to invite money here for investing in gold mines is almost sure to cause a smile of incredulity, or a sigh of disappointed hopes. Within the writer's personal knowledge, at least five disastrous failures have followed the introduction of as many processes. It would seem as

RECONNAISSANCE of a part of southeastern Idaho and small strip of western Wyoming lying between longitudes 111° and 111° and 45' W., and latitudes 43° and 43° and 30' N., comprising an area of approximately 1330 sq. mi., was undertaken during the summer of 1923 for the collection of data regarding the oil possibilities of the region. TOPOGRAPHY, SETTLEMENT, AND ACCESSIBILITY The entire area lies within the upper Snake River drainage basin. Snake River flows through the northeastern and eastern part of the area in a northwesterly direction. The entire drainage system has been controlled by the structure of the sedimentary beds in the area, which exhibit numerous alternations of hard and soft strata with consequent unequal erosion. Introduction Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these areas has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generaly have been short in length, although where methane drainage operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the federal government, methods have also been developed for draining coal seams of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes. Development of methane drainage has recently been encouraged by the potential use of the drained methane as a commercial energy source, with a need, therefore, to adequately organize a collection system, separate from mining the seam for coal. This has already been successfully accomplished, for example, in the Federal No. 2 mine of Eastern Associated Coal Corp. starting in 1975 (Johns). However, whether the system gains access to the coal through horizontal drilling from a pre- existing mine or via access through a separate shaft from the surface, long horizontal holes are required to adequately tap the methane reserve. It is to this regard-the actual drilling of the horizontal holes-that this paper is directed. It will examine potential benefits that may accrue, both in conventional horizontal hole drilling from a mine site underground, and also in drilling from the surface if a high pressure water jet drill is used to drill the degasification holes. Long Hole Drilling from an Underground Site Personnel from the Bureau of Mines have recently examined methods for conventional drilling of long horizontal holes to gain access for methane drainage. They have shown that it is possible (Cervik, Fields, and Aul) to drill out some 610 m using a conventional drilling system. Three types of bit were used in the program and by alternating between a drag bit, tricone bit, and plug bit, advance rates of between 0.6-3.6 m/min were achieved. Hole diameters varied from 7.6-9.2 cm in surface tests at bit thrusts of 1360 kg. A hole was then drilled and maintained in relative alignment within the coal seam for a distance of 640 m. Thrust levels had to be lowered to between 363-680 kg across the bit. Because the loads were smaller than those used in the surface trial, advance rates in the hole were of the order of 10-38 cm/min. The thrust level was lowered since it was found that the level of the thrust controlled the inclination of the drill so that, for example, a thrust of 363 kg caused the hole to incline downward, while at greater than 544 kg the hole inclined upward with the 9-cm-diam bit. Thrust levels increased 227 kg when the hole diameter was raised to 9.2 cm, although in such a case penetration rates in excess of 56 cm/min could be achieved. Horizontal Water Jet Drilling of Coal The University of Missouri-Rolla has recently undertaken research for Sandia Laboratories on the use of high pressure water jets as a means of drilling through coal. The initial experiment in this program called for drilling a hole horizontally into a coal seam from the side of a strip pit using water jets as the cutting mechanism. A very simple setup [(Fig. 1)] was used in this program and a 15-m hole was drilled at an approximate drilling speed of 1.2 m/min. The nozzle was designed so that the hole dimension was approximately 15 cm across [(Fig 2)] and the thrust was maintained at levels below 91 kg in moving the drill into the coal face. The system used was very crude and comprised a high pressure water jet drill enclosed within a 5.7-cm outer diameter galvanized water pipe to provide rigidity to the drilling system. This pipe sufficed to maintain hole alignment over the 15-m increment. While it is premature to make long-term predictions on ultimate applicability of this sytem to long hole drilling, certain inherent advantages of water jets can be delineated from research results and suggest considerable advantage to further research in development of this application. High pressure water was supplied at approximately 62 046 kPa from a 112-kW high pressure pump, with a 83 L/m flow through the supply line to the nozzle. Electrochemical measurements have been made of the activity of oxygen in copper and its alloys with silver and tin at 1100" and 1200°C. The galvanic cell used was Pt, Ni + NiO/solid ellectrolyte/[O] in metal, cermet, Pt The results do not support any of the equations so far designed for predicting the activities of dilute solutes in ternary solutions from activities in the corresponding binaries. If, however, a quasichemical equation is used with the coordination number set to unity, agreement between observed and calculated activities shows that this empirical relationship can be useful over a fair range of conditions. SEVERAL solution models have been proposed for predicting the activity coefficients of dilute solutes in ternary alloys from a knowledge of the three binary systems involved. Alcock and Richardson1 have shown that a regular model, and a quasichemical model,' in which the dissolved oxygen is coordinated with eight or so metal atoms, can reasonably predict the behavior of both metal and nonmetal solutes when the heats of solution of the solute in the separate solvent metals are similar. But when this is not so, neither model gives useful predictions unless coordination numbers of one or two are assumed. Wada and Saito3 subsequently adopted a similar model to derive the interaction energies for two dilute solutes in a solvent metal. Belton and Tankins4 Rave proposed both regular and quasichemical type models in which the oxygen is bound into molecular species, such as NiO and CuO in mixtures of Cu + Ni + 0. However, their models have only been tested on systems in which the excess free energies of solution of the solute in the two separate metals differ by a few kilocalories. Ope of the reasons why more advanced models have not been proposed is because few complete sets of data exist for ternary systems in which the solute behaves very differently in the two separate metals. For this reason measurements have been made of the activities of oxygen dissolved in Cu + Ag and Cu + Sn. Measurements on both systems were made by means of the electrochemical cell, Pt, Ni + NiO/solid electrolyte/O(in alloy), cermet,Pt [1] The activity of oxygen was calculated from the electromotive force and the standard free energy of formation of NiO, which is accurately known.5 Before investigating the alloys, studies were made of oxygen in copper to test the reliability of the cell and to check the thermodynamics of the system. Of the previous studies those by Sano and Sakao,6 Tom-linson and Young,7 and Tankins et al.8,7 have been made with gas-metal equilibrium techniques; those by Diaz and Richardson,9 Osterwald,10 wilder," Plusch-kell and Engell,12 Rickert and wagner,13 and Fischer and Ackermann14 have been made by electrochemical methods. EXPERIMENTAL The apparatus employed was the same as described previously,9 apart from slight modification. The molten sample of approximately 40 g was held in a high grade alumina crucible 1.2 in. OD and 1.6 in. long. The solid electrolytes were ZrO2 + 7½ wt pct CaO and ZrO2 + 15 wt pct CaO; the tubes 4 in. OD and 6 in. long were supplied by the Zirconia Corp. of America. They were closed (flat) at one end. In one experiment with Cu + O, both electrolytes were used in the cell at the same time. The reference electrodes inside the electrolyte tubes consisted of a mixture of Ni + NiO. They were made by mixing the powdered materials and pressing them manually into the ends of the tubes, with a platinum lead embedded in them. The tubes were then sintered overnight in the electromotive force apparatus at 1100°C. By sintering the powders inside the tubes (instead of using a presintered pellet9) better contacts were obtained between the electrolyte, the powder, and the platinum lead. Troubles arising from polarization9 were thus much reduced. The electromotive force was measured by a Vibron Electrometer with an input impedence of 1017 ohm; the temperature was measured with a Pt:13 pct Rh + Pt thermocouple protected by an alumina sheath. The couple was calibrated against the melting point of copper. The cermet conducting lead of Cr + 28 pct Al2O3, previously found to be satisfactory9 for use with Cu + 0 was also found satisfactory with Cu + Ag + 0 and Cu + Sn + 0. Superficial oxidation was observed, but it did not interfere with the working of the cell. The reaction tube containing the cell was closed at each end with cooled brass heads and suspended in a platinum resistance furnace. The tube was electrically shielded by a Kanthal A-1 ribbon which was wound round it, and the ribbon was protected by a N2 atmosphere between the furnace and the reaction tube. The cell was protected by a stream of high purity argon which was dried and passed through copper gauze at 450°C and titanium chips at 900°C. All the metals used were of spectrographic standard. Prior to Sept. 1, 1928, there had never been constructed what might be termed a long pipe line with electric-welded field joints. A year later more than 2500 miles of electric-welded lines had been completed which varied in diameter from 6 to 20 in., and in length from 50 to 700 miles. This paper discusses methods used on five lines with a total length of about 750 miles. The welding equipment used for the firing line or rolling welds, was 300-amp. generators driven with six-cylinder gasoline engines, and for the bell-hole or tie-in welds, 200-amp. generators driven by four-cylinder gasoline engines. A welding gang consisted of a foreman, 6 to 12 firing-line welders and 2 to 4 bell-hole welders, a mechanic and a tractor driver. Coupons about 1/4 in. thick were frequently cut from completed welds, which showed a cross-section of the weld and an indication of its size and penetration. For tests of tensile strength complete welds were cut out. The tensile strength of 52 welds cut from 420 miles of 12-in. line averaged 50,870 Ib. per square inch. The following results give a fair average of the number of welds made per man per day: on 157 miles of 8-in. line both firing-line and hell-hole welds averaged 15.3—the firing-line average was 21; on 39 miles of 10-in. line the firing-line average was 19.9; on 50 miles of 6-in. line, with unfavorable weather, the average was 17.7; on 424 miles of 12-in. line most of which was welded during the spring, 10.3, and with good weather the average rose to 13 welds per day. The average time for making a complete weld on 12-in. pipe 0.313 in. thick was found to be 30 min. for the rolling weld and 45 min. for tie-in welds. A comparison of costs between electric and gas welding shows that the cost of labor for electric welding is 25 per cent. more than gas, generating cost 61 per cent. less than gas, welding wire 40 per cent. less than gas, and supervision and overhead the same. The Florida hard-rock field extends from Suwanee and Columbia Counties in northwest Florida to south of Croom, Florida, in Hernando County. This area is approximately 100 miles long and varies from 2 to 30 miles in width. Florida hard-rock phosphate was discovered at Hale Springs, about one mile northwest of the town of Dunnellon, Marion County, in the year 1888, by Alber-tus Voight, who lived within a few hundred yards of the spring. Soon after this discovery there was a great influx of land speculators and wildcat operators into the vicinity of Dunnellon. A few years later phosphate was found in Alachua, Levy, Citrus and Hernando Counties, and a great number of small crude plants were built from Newberry, Alachua County, all the way to Croom, Hernando County. Phosphate was found in many places as "outcrops." Looking for outcrops was the first method used by the early prospectors in searching for deposits. Several years passed before any systematic method of prospecting was used. Early Mining The early method of mining hard-rock phosphate was with picks and shovels, wheelbarrows, mules and wagons. The pick-and-shovel method was used altogether until about 1900, when some of the larger operators began to use railroad-type steam shovels of from ½ to I-yd. capacity Picks and shovels, with negro labor loading the phosphate ore (called "matrix") into wooden side-dump skip-cars, was continued until about 1907. From the discovery of hard-rock phosphate until approximately 1905, overburden was removed with mules and scrapers. At some places, the overburden was loaded into side-dump skip-cars by negro laborers and the cars were then pulled up an incline with a steam hoisting engine. The maximum depth of overburden that could be economically removed by hand labor, mules and scrapers was approximately 15 feet. About 1905 one of the companies erected a producer-gas power- I house near Dunnellon and generated its own electricity and about the same time the larger companies began using hydraulic methods for the removal of overburden. From the year 1888 through the year 1939 approximately 75 companies were operating at one time or another in the hard-rock territory, on approximately 500 locations. The hard-rock deposits are more irregular and have higher mining costs than the pebble-rock deposits, therefore 1 they have not been competitive in the domestic market, but because of the higher grade of the hard rock it is in demand for I the export trade. Discovery of phosphate outside of the United States has made it increasingly difficult in recent years for the hard-rock companies to survive, so today i only three companies are operating. These

Discussion of the paper of C. W. WASHBURNE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93,. September, 1914, pp. 2365 to 2378. ROSWELL H. JOHNSON, Pittsburgh, Pa.-It seems to me rather important to bear in mind one thing which is sometimes lost sight of, that the marine sedimentary rocks are laid down in water. We have to start with an initial charge of water. That being so, and the surface tension between the water and the -oil being as slight as it is, as referred to by Mr. Washburne,. the phenomena of capillarity are bound to be most important as between the liquid surface and the gas surface. So far as the liquid-gas surface is concerned, capillarity, in my opinion, is of the utmost importance, and it seems to me this paper of Mr. Washburne's is of great value to us for that reason. Starting out as we have, with our attention concentrated upon gravitational sorting, we have had to wait for the discussion of movement furnished by Munn, and this discussion of capillarity by Washburne, for a more balanced view of the situation. It seems to me that in the accumulation of oil and gas we have a problem of the interworking of gravitational sorting, capillarity, viscosity, immiscibility, and movement. All five things seem to me to be important. I would have expected Mr. Washburne to have given a fuller treatment of the relation of movement to capillarity. In my own experiments I find that gravitation and capillarity alone seem remarkably impotent when everything is at rest, but if I furnish a little movement, gravitation and capillarity step in and accomplish a great many results that one would not expect. Take a horizontal tube and fill a portion at the middle with an ordinary sand saturated with oil, and then put water and sand in each end, and the tube may remain at rest a very long time without that oil distributing itself along the top of the tube. But with a little motion that oil will gradually work up to the upper side. So gravitation and capillarity alone are rather impotent unless they get this element of movement. It would not be necessary to have very extensive movement, but some degree of movement is essential. Now if natural gas, in addition to the method of origin by the action of bacteria on organic matter in mud, may also arise by pressure at great depth, as the overburden is added, a great deal of motion may result. I think more motion is produced in this way than by the descent of meteoric waters.

DATING back some five years ago, various foundries made inquiries as to the probable total carbon content in a given specification and grade of pig iron. Up to that time we had no data, and except for a few occasional determinations of total carbon, no attempt had ever been made to set up routine determinations of total carbon. In fact, at that time, a cast analysis was considered sufficient, without examining at further length into possible variations of analysis between ladles of the same cast. In view of the various inquiries as to total carbon, we sampled all piles of all grades of pig iron, making complete analyses. Finding some variation in carbon content, we secured more samples and plotted the carbon content with respect to silicon in each grade of iron except for the higher phosphorus foundry iron, where it was necessary to divide the group into twenty-point phosphorus ranges. This is easily understood, owing to the falling off of carbon content with the increase in phosphorus con-tent, silicon in each case being the same. In addition, these curves clearly demonstrate the lowering of the carbon content as the silicon is increased. In order to insure accuracy and reliable determinations the following method of sampling and analysis was employed: Two pigs selected from each end of the car, each car containing iron from one 50-ton ladle, are drilled with a 5/16-in. drill all the way through from top to bottom in the center of one section of the pig. The drillings are collected and transferred to an 80-mesh sieve; the portion passing through and the portion retained are placed in separate envelopes and labeled accordingly. The amount of sample in each envelope is weighed to obtain the proportionate amount of coarse and fine drillings, then a factor weight of sample (1.3636 grams) made up of proportionate

THE late George S. Rice was active in the investigation of bumps, particularly in the last ten years of his career as chief mining engineer of the U. S. Bureau of Mines. Since most of his investigation was carried out in Great Britain, continental Europe, and-to a lesser extent-Canada, his thinking on prevention was influenced considerably by the experience of those countries. It is not surprising, therefore, that when he was called upon a few years before his retirement to investigate bumps in the U. S. and suggest ways to prevent them, he turned to longwall mining. A longwall method had been most successful in combating the bump hazard in mining coal under deep cover, especially in Great Britain, but the prevailing method there at the time was advancing longwall mining, which he knew was uneconomical under U. S. mining conditions. For this reason he proposed a modified retreating longwall system that he believed included the best features of the advancing method. As brought out by Rice,1 if the cover is 2000 ft and 50 pct of the coal is extracted, the static load on the remaining pillars will be about 4000 psi, which exceeds the ultimate crushing strength2 in most instances. If the pillar coal is overloaded before a pillar line is established, then the abutment zone preceding a line of extraction is no place to split pillars or extract them by any method other than an open-end system. Rice therefore advocated open-end mining, preferably by longwall, but he was willing to compromise with long-face mining if the longwall method was not acceptable.

IF you would allow me some liberties, I would restate the title of this talk as "Scientific Research, Our Greatest Resource," because that title would represent more clearly a present-day conception of the metals and minerals situation. It is a subject worthy of careful consideration. Canada and the United States are so similar and interdependent in their national economies that, in the following discussion, examples of conditions in the United States may be interpreted to apply to Canada as well. Moreover, it is a striking fact that the per capita value of mineral production in Canada and the United States in 1940 was almost the same. Therefore, in the consideration of this subject, I have made no attempt to differentiate between the two countries. Consumption of the world's mineral resources in the last few decades. and particularly during World War II, has been so enormous as to require some form of magic to ensure the continued progress of civilization in the face of a diminishing supply of these resources which are so critically essential. The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse. VAIONT RESERVOIR SLIDE Fig. 1 shows Vaiont Dam in Italy which is a double curvature arch, 875 ft high, located on a tributary of the Piave River, north and west of Venice. When completed in 1960 it was the highest arch dam in the world. In 1960 a sizable landslide (some 700,000 cu yd) occurred on the left abutment a short distance above the dam. Following this, the reservoir was held down for construction of a by-pass tunnel through the right valley wall to insure connection with the upper end of the reservoir in event of further slides. In October 1963 a giant landslide occurred on the left valley wall, over a width of some 14 miles (see Fig. 2). Over 300 million cu yd slid into the reservoir, displacing the water and forming a hige wave 700 ft above the top of the dam as it hit the opposite, or right, wall of the valley. The wave then passed some 500 ft over top of the dam, followed down the tortuous winding canyon and debouched into the

Since 1923, which closed the speculative era in the bituminous coal fields of the United States, there have been wide annual fluctuations in the national production of bituminous coal. These changes in annual output have been variously attributed to: (1) increased competition from petroleum products, natural gas and hydroelectric power; (2) lower unit consumption of coal; and (3) fluctuations in the general business level. The purpose of this paper is to measure, from a practical standpoint, the net effect upon the annual trend of bituminous coal production, and to give those who are interested a basis for estimating in advance the probable output of bituminous coal. It can readily be shown that changes in the level of general business affect the national production of bituminous coal more than does any other factor. Therefore it is necessary to use some standard measure of the relative business level for purposes of comparison. The Federal Reserve Board Index of Industrial Production offers the basis for such a measure.l This Index, a weighted composite of 81 different series, rests upon the averages of the years 1935 to 1939 as 100, and is presented graphically in Fig. I. Even a cursory examination of the chart will indicate a definite uptrend for industrial production over a period of years. This uptrend is due to at least two factors: (I) an actual increase in national population, and (2) a probable increase in the per capita consumption of goods. This means that there is no such thing as a fixed Normal, rather Normal is a variable, tending to increase from year to year. In order to measure the amount of annual increase in normal, the Index of Industrial Production must be studied in relation to its major components, Durable Goods and Nondurable Goods, Durable Goods are those made from the lasting materials such as iron, steel, other metals, lumber, stone, cement, clay, glass. Nondurable Goods are those for early consumption, such as foods, textiles, tobacco, chemicals, paper, gasoline, and goods made of leather and rubber. The purchase of Durable Goods may be postponed, but Nondurable Goods must be purchased currently unless the standard of living is lowered. The Federal Reserve Indexes of durable and nondurable goods are shown graphically, 1920 to 1939, on Fig. a (pp. 764-765 of ref. I). It is apparent that fluctuations in the production of nondurable goods are not nearly so wide as in the production of durable goods, and that the curve of Industrial Production (Fig. I) would fall between the two curves on Fig. 2. It would, however, seem logical that both curves should follow the same long-term trend, or that over a period of two to three decades the relative proportion of durable and nondurable goods, in periods of normal production, should be the same.
