Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

As shown in Table 9, consumption has risen steadily for the period November through April, reaching its highest level since June of 1974. Imports remained at a relatively high level in spite of decreased imports from Zaire and Belgium-Luxembourg. Award prices for cobalt sold by the General Services Administration on June 17, 1976 ranged from $5.058 to $5.41211 per pound of contained cobalt. The high bid was about $1 per pound above the current market price set by the major sales agent in the U.S. for cobalt on April 15, 1976. COPPER: Eight domestic producers on July 1 hiked refined copper prices by 4¢ to 74¢ per pound for cathode and to 74.625¢ for electrolytic wirebar. New York Commodity Exchange (COMEX) June pricing of prompt contracted copper averaged 70.6¢, with daily quotes registering between 67¢ and 72.5¢ per pound. In June, London Metal Exchange (LME) cash wirebar prices averaged 70.3¢, trading between a low of 65.5¢ and a high of 73.6¢. End of the month copper stocks totaled 108,758 short tons for the COMEX and 539,350 metric tons for the LME.

The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).

The objective of this 20-month program was to define the relationships between mine ventilation, temperature, humidity, ore properties, material's used in mine operations, etc., and the spontaneous combustion problem in underground metal mines. Tradeoff studies of availability, reliability, cost, and maintenance of spontaneous combustion protection sensors and telemetry were conducted, after which a prototype system was selected from four design alternatives. This selected system was then laboratory tested and demonstrated in an underground copper mine.

This report presents the results of an investigation of hookworm infection in the deep gold mines of the Mother Lode, California. In this investigation 1,440 miners of the Mother Lode have been examined for hookworm infection; 444 miners were found to be infected; and 91 miners have taken the treatment and have gotten rid of the infection. ·Within a short time after this preliminary examination, an industrial strike started, which gradually scattered the miners and made it difficult to institute the treatment of many of those who had been found infected. ·With the completion, however, of the State survey all these will eventually be identified and treated. In 1906 Dr. F. F. Sprague, of Jackson, Cal., and formerly of the Philippine Islands, recognized the prevalence of hookworm infection in the gold mines of California. He treated many cases of the infection and brought the prevalence of the disease to the attention of his colleagues. Following closely this pioneer work of Dr. Sprague was that of Dr. E. E. Endicott, health officer of Amador County. In 1911 Dr. Endicott a related his experience in a paper before the American Medical Association. In 1909, Dr. Herbert Gunn, under the auspices of the California State Board of Health, made an investigation to determine the prevalence of the disease among miners. b He reported on the blood and stool examinations of groups of men from three large mines in Amador County. The high eosmophilia verified by stool examinations in many of the cases, and the demonstration of larvae in soil from the workings led Dr. Gunn to the following conclusions: 1. Hookworm disease is endemic in certain mines of California. 2. From 50 to 80 per cent of those working in these mines are infected. 3. The infection undoubtedly is present in practically all the gold mines of California and in those of Nevada just over the border. vYhen it was definitely determined by the California State Board of Health to make an investigation, in cooperation with the Industrial Accident Commission of the State of California and the Federal Bureau of Mines, as to the prevalence of hookworm infection among the miners of California, the following procedure was planned: (1) To encourage the superintendents of the various mines to cooperate in the campaign; (2) to diagnose fecal specimens from the miners and determine the percentage of infected miners; (3) to reach an agreement with the superintendents that all infected men must be treated; (4) to make reexaminations of all treated men; (5) to issue "hookworm certificates"; and (6) to eventually reexamine all California miners. A visit to several of the mines on the Mother Lode made it evident that the mine operators would cooperate most cordially in this campaign; in fact, several superintendents had already considered the advisability of such an undertaking.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

These proceedings consist of papers presented at Bureau of Mines Technology Transfer Seminars in August 1983 for the purpose of disseminating recent advances in mining technology in the area of large mobile surface mining equipment safety and health. The Bureau of Mines conducts several of these seminars each year in order to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.

The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Coal is essential to America?s future energy needs. To meet these needs mining methods must be safe, economical, and environmentally acceptable. Belt conveyor systems for coal haulage from surface mines offer great potential in this situation. The advantages over conventional truck haulage are particularly promising for area strip mines in western coal fields such as the Powder River Basin where relatively thick, flat-lying coal seams occur. The current demand for low-sulfur coal specifically emphasizes the need for better mining methods in these areas. Underspoil haulage is the term applied to transportation of coal from the pit to the surfate in area strip coal mines by belt conveyors in tunnels under the spoil. The advantages over trucks include lower manpower requirements, greater pit safety and efficiency, and improved reclamation procedure. This evaluation includes a comparison of total mining costs for truck haulage versus six variations of the underspoil haulage concept. The more efficient of these underspoil haulage systems have economic advantages over truck haulage which become more pronounced with deeper overburden, thicker coal, and higher annual production.

A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

The term "Ichtnyol" is a name applied loosely to certain preparations used in pharmacy. These preparations do not occur as such in nature but are manufactured by various chemical processes. Ichthyol is the name trademarked for a product manyfactured by the Irhthyel-Gescllschaft (Cordes Hermanni & Co.) of Hamburg, Germany, and marketed in thin, country by Merck & Co., Inc., (5, 86, 87)3/. Although used in the literature rather loosely, the correctly applied word refers to the product obtained by sulphonating and then neutralizing with ammonia a distillate from the oil retorted from a certain high-sulphur bituminous shale found near the village of Seefeld in the Austrian Tyrol. Due to the fact that fossils of fish and marine animals occur in the limestone associated with the bituminous shale, these deposits have long been known as, the "lchthyolite schistc of Seefeld" ( 55) . The Greek word "ichthys"" for fish and the Latin word "oleum" for oil are the words from which the term is derived. The crude, tarry shale oil, whose distillate is the raw material for the sulphonation process, has been referred to since the Middle Ages as "Dürsten" or "Tirschen" oil, and the term "ichthyel oil" has been used occasionally in the literature to designate the retorted crude oil (92, 93, 106, 117). The first application of the name "Ichthyol" to a particular product is credited to Schröter (35, 129). Various names for products manufactured by sulphonating bituminous distillates have been coined, and in some of these names the root from the word ichthys has been retained. Some of these names can be found in New and Nonofficial Remedies under the heading, Sulphoichthyolate Preparation, and Substitutes (5).

This report presents a programme of work to demonstrate the use of a surface-based centralised computer control system for the remote monitoring and control of underground conveyors in a US coal mine. The system selected for demonstration was the 'Dynalink' Micro MINOS system which is manufactured by Hawker Siddeley Dynamics Engineering Limited. The site selected was Barnes S Tucker Lancashire No. 20 Mine located near Carrolltown, Cambria County, Pennsylvania. The system concept, operating and application software was designed and developed by the. British National Coal Board. The report describes the selection of the site, specification of the system requirements, commissioning, operation and evaluation of the system under typical US mine operating conditions. Experience with the system, based primarily on the system reliability and performance of conveyor control, was favourable. Mine management personnel felt that the system had successfully achieved its objectives and were keen to expand monitoring and control to other activities.
