There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

The determination of the precision of reserve estimates (tonnage, grade, quantity of metal) for an entire deposit or a large block in a deposit has received some attention in the early developments of geostatistics. A general formula to derive the estimation variance of any linear combination of a large number of sample values can be found in any geostatistical textbook like David (1977) or Journel and Huijbregts (1978). A particular case of this general formula is of course the kriging of the entire deposit. However, besides the technical difficulty of dealing with many samples the application of this formula necessitates the knowledge of the covariance between any two samples in the deposit. This is quite unrealistic in the usual case of limited stationarity where the assumption of a covariance or a variogram just function of the distance vector between two samples is only valid for samples within the same area of restricted size.

The practice of placing loose rockfill as passive support in open stoping voids, of narrow vein mineral deposits, lends itself to the sterilisation of substantial mining reserves in the requirement for regional crown/sill pillars. Significant benefits are to be gained by the Australian mining industry via the development of improved guidelines for the extraction of such sterilised mine pillars. The application of selectively injecting specifically developed ettringite (calcium sulphoaluminate hydrate) type cement grout into loose rockfill, enables an artificial pillar to stabilise the surrounding rockmass and prevent the caving of loose rockfill from the previously backfilled void during extraction of remnant crowdsill pillars. This paper presents the results of laboratory testing used to reduce the technical risks associated with the design of cemented rockfill pillars. A laboratory testing program was devised to investigate the critical parameters influencing the performance of a stabilised rockfill matrix, along with the critical parameters influencing the interpretation of laboratory test samples. The factors investigated include; sample size and shape, particle size distribution, curing time, water quality, cement : water ratio and the confinement effect.

Since 1984, nitrogen-species catalyzed pressure leaching has been utilized at Sunshine Mining and Refining Company for the recovery of precious metals from a refractory sulfide concentrate. The process operates without the use of cyanide. The plant is now the only industrial-scale commercial application of this technology. Since the inception of the process, changes have been implemented to improve efficiencies and throughputs. Two of these changes, the replacement of nitric acid by sodium nitrite and a concentrate regrind, have recently been implemented. This paper discusses the development and potential mechanisms involved in these recently patented plant-process changes. A companion publication (Anderson et al., 1996) covers the plant integration and potential applicability of the technology.

The future is uncertain. In these circum- stances how can we rationally decide whether to commit funds to an investment that may or may not turn out to be successful? To date no certain answer to this problem has been found, nor is one likely to be found in the future. At best we can attempt to assess the possible outcome in terms of probability, taking into account all sources of information that may be available at the time the decision must be made. This subject is addressed with some trepidation and much humility. Any attempt to fore- tell the future is by its very nature controversial. The purpose of ' this .chapter is to present a proposed rationale for decision making under uncertainty which relates the probabilistic risk of the investment to the capacity of the firm to absorb possible unfavorable consequences if they should occur. It is not the intention to propose a cut-and-dried methodology but rather to examine the conceptual philosophy on which a methodology may be based.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. The Pokorny sulfur deposit is located in the northwest comer of the Delaware basin in the Rustler Springs sulfur district of west Texas. To date, 57 sulfur test wells have been drilled by Addwest Minerals delineating a resource of greater than one million long tons (It) of native sulfur. The deposit, hosted by the Permian Ochoan Castile Formation evaporite sequence, is a sulfur-bearing bioepigenetic limestone replacement of banded bituminous anhydrite. Three distinct mineralized horizons are present that correlate with zones of halite dissolution in the Castile. Sulfur mineralization occurs as hydrocarbon-poor disseminated grains, and as crystalline linings of discontinuous planar voids and large vugs.

It is well known that the density and viscosity of a mill pulp have optimum levels for grinding efficiency, and sophisticated control loops are employed to control pulp density in industry. However, these control loops rely on a number of plant measurements, and often the input data will not permit effective determination and control of the mill pulp density. The use of a single remote pulp density measurement has obvious advantages, and it is suggested and demonstrated for laboratory batch grinding that mill noise measurements can indicate the effective density of the mill pulp. In addition, the mill noise is shown to indicate the actual effective pulp viscosity in the mill and hence permit the identification of the dynamic rheological regime existing in the mill. It is demonstrated that mill noise increases with grind time and, at any given grind time, with increasing pulp density in the pseudoplastic range. This increase in mill noise level with pulp density is interpreted as indicating a decreasing pulp viscosity. The results show that the transition from dilatant to pseudoplastic conditions within the mill, with increasing pulp density, can be identified by this increase in mill noise. When the pseudoplastic pulp started to exhibit yield characteris- tics, the mill noise fell dramatically. The technique of mill noise analysis is then used to investigate the effect of a grinding additive on the batch grinding of two ores. With a magnetite ore, the additive was shown to increase the mill noise, and hence decrease the pulp viscosity, in the pseudoplastic region and to increase the effective grinding. The molybdenite ore, however, did not show significant noise level changes and did not show improved grinding efficiency.

Preconcentration of Porgera ore results in high recoveries of gold into gravity and flotation concentrates. The bulk of the gold is contained in auriferous pyrite flotation concentrate and is not readily recoverable by direct cyanidation. Oxidation in autoclaves at high pressure and temperature produces a residue that contains the gold in recoverable form. Pilot plant treatment of the autoclave residue is described, through washing and jarosite decomposition stages, to cyanide leaching and recovery of gold and silver by carbon-in-pulp techniques. The concern associated with disposal of plant effluents are also addressed.

The primary purpose of the research summarized in this paper was to experimentally investigate the performance of numerous mine ventilation network iterative solution procedures under controlled conditions to determine which procedures were most favorable in terms of number of iterations and total computational speed. The solution methods investigated included: (1) the Newton-Raphson method, (2) the Hardy Cross method, (3) the linear theory method, and (4) the second-order approximation method. The first three of these methods have been widely used while the fourth was formulated by the authors to investigate its potential for ventilation network computation. In addition to the four solution procedures, three methods for selecting the branches in the meshes and three methods for ordering the meshes for computational purposes were also studied during the investigation. As a result of these various options, a total of 36 combinations of solution methods, mesh selection procedures, and mesh ordering schemes were studied. To investigate the performance characteristics of these combinations, an identical set of 180 randomly chosen ventilation networks was used in sets of 30 networks at six different levels of complexity. Here, the level of complexity is defined as a function of the size (number of branches) and the density (number of nodes compared with the number of branches) of the network. To eliminate variations in the solution times due to differences arising from the fans, a single fan with a fixed characteristic was utilized in all the experiments. This paper will deal only with the results for the four iterative methods used to achieve solutions to the mine ventilation networks. The minimum-resistance spanning tree method for mesh selection and random mesh ordering was used throughout the analysis. The conclusions will be based upon a detailed accounting of the efficiency of each method using the total time to achieve a solution to each problem and averaged over the total problem set. However, the number of iterations and the time to complete each iteration will be studied in order to better understand the solution procedures.

The results of an investigation to characterize the chalcopyrite/solution interface are presented. Several techniques were used, including galvanostatic and steady-state polarization, cyclic voltammetry and impedance spectroscopy. The results show that the dissolution of chalcopyrite was incongruent. Initially, at low potentials (< 0.12 V), iron species were released that led to the growth of an iron-deficient sulfide (IDS) layer (referred to as the "reacted layer" in this paper). Depending on the solution&apos;s composition, the dissolved iron might reprecipitate as a hydroxide layer. In the potential range of 0.12 V < E < 0.23 V, the IDS layer was passivating. In comparison, development of a passivating IDS layer under galvanostatic conditions led to a jump in potential to 0.48 V. The IDS layer began to dissolve at potentials greater than 0.24 V. The dissolved species precipitated to form a product layer in alkaline solutions. Continued oxidation involved diffusion of species through the reacted and product layers. At higher potentials (> 0.48 V), further oxidation led to the dissolution of the copper and sulfur species, with a resultant breakdown of the IDS layer. The changes in surface-coating properties, resulting from various electrochemical treatments, are discussed.

The Buick concentrator represents state-of-the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry, but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries; lead concentrate grade; and reductions realized in reagent consumptions, operating costs, and personnel. A detailed description of the concentrator, along with a history of the process control development and a more in-depth discussion of the control strategies implemented at Buick can be found in the references. (The Buick flowsheet is depicted in Fig. 1).

To date, no ilmenite, rutile and zircon deposits of commercial importance have been reported in Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit in the vicinity of Ormanli, which is located northwest of Istanbul along Turkey&apos;s Black Sea Coast. Consequently, beach coil sand-dune samples were collected from that area for additional analysis. Laboratory methodologies drat were designed to simulate standard industrial heavy-mineral plant practices were used to analyze and evaluate the samples. Based on these analyses and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy facility located in southeastern New Mexico. It is designed for the safe disposal of transuranic radioactive waste in deep geologic salt beds. Westinghouse TRU Solutions, LLC, the managing and operating contractor, undertook a project to simulate the processes at WIPP in order to identify bottlenecks and optimize available resources. The activities simulated in the model included the receipt, processing and disposal of radioactive waste underground, the mining of new areas for future waste disposal and the transportation of salt out of the mine. The complexity of the processes and the interactive requirements between processes required the use of advanced modeling techniques. The simulation model includes a huge number of locations and path network node points, with movement to and from the locations controlled using parameters rather than explicit routing. Information for the timing and sequence of the mining and nuclear waste emplacement operations is brought into the model via spreadsheets. Arrays in the simulation model keep track of past and future events that occur. Routing to the multiple possible positions in the underground mine is done using attributes, and system functions within ProModel in order to allow for a highly flexible sequence of planned events and to reduce the level of effort in creating the ProModel processing. Considerable use of subroutines in the simulation model is utilized for parametric decision-making that is repetitive. This presentation describes the modeling techniques used to accurately simulate the surface and underground operations. The surface and underground operations are considerably different, thus they will be treated in their own sections.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic&apos;s rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

"Optimization techniques are successfully used in many different fields such as engineering, physics, economy, and politics in order to enhance the performance of the systems. In concrete technology, Aggregates are prepared by mixing the water and cement in proportional quantities. In order to obtain desired quality control parameters, the determination of the ingredients ratios is one of the important problems for the optimization. Additionally, in the quarries where the aggregate quality constantly changes, blending optimization must be made to obtain a sustainable aggregate quality. This study showed that linear programming, which is easy and which includes many aggregate properties, cannot be used in terms of some aggregate properties. Therefore techniques such as nonlinear programming or genetic algorithm must be used. INTRODUCTION Concrete is a used construction material and made by mixing the aggregate, cement, and water. The concrete properties are directly related to the properties of these materials in blending. The quantity of aggregates in concrete is approximately 70 percent of the concrete’s volume. Therefore, the most important material is aggregates. The extraction of aggregate materials in quarries is more problematic because of variable bedrock properties. Therefore, the quality of the materials changes and the characteristics of the concrete are also influenced directly. In terms of sustainable use of natural resources, produced aggregate materials which have different qualities should be used optimally (Adiguzel et al., 2014). Nowadays, in the solution of the blending optimization, various optimization techniques are being used such as linear programming, nonlinear programming, and genetic algorithm. In this study, blending optimization techniques especially used for concrete aggregates blending have been summarized, and the advantages and disadvantages of these techniques have been introduced. BLENDING PROBLEMS Blending is a frequently encountered problem in process-type manufacturing such as mining, refinery, food industry, chemical industry and metal industry (Sakalli 2010). Blending is a commonly used method in lots of practical solutions (Sarker and Newton 2008). Several optimization techniques are available for blending problems (Furman and Pardalos 2009). The most important issue is to blend with minimum cost. The blending problem is a special linear model which was developed to solve this problem. In blending optimization research, linear programming is a widely used method (Adiguzel et al. 2011; Bascetin and Adiguzel 2011)."

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Precambrian greens tone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees&apos; productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. Plant management determines which individuals or groups of employees are accountable for the following functions:

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.
