Both private industry and the Interior Department have become alarmed about the enormous amount of Federal land that has been withdrawn from appropriation either under the Mineral Leasing Laws or the Mining Law of 1872. According to a recent article by Gary Benethum and L. Courtland Lee, governmental actions have withdrawn nearly 400 million acres from the operation of the Mining Law of 1872 and over 500 million acres from the Leasing Laws. An addition al 100 million acres for the Mining Law of 1872 and 70 million acres for the Leasing Laws are either encumbered or being managed in such a way as to constitute a defacto withdrawal from mineral development. This means simply that mineral exploration end development under the Mining Law of 1872 is either prevented or discouraged in an area the size of the states of California, Arizona, Washington, Oregon, Nevada, Utah, Idaho, and one half of Colorado combined. Under the Mineral Leasing Laws, exploration and development is either prevented or discouraged in an area equal in size to all the states east the Mississippi River, except Maine.

The majority of individuals involved in the mining industry can appreciate and under-stand that mining is an activity that is necessary to satisfy the very basic needs of society, and to assist in accommodating our ever-changing world. As the expression goes, ?if it can?t be grown, it has to be mined.? And at this point in time, society has granted the mining industry the right to go about the business of mining, with the general anticipation that the work will be carried out without causing undue harm to the environment or populations in and around the mining operation. The term ?sustainable development? is gaining momentum as a popular concept, and indeed it has become something of a catch-all phrase, but it is important that the idea behind the term is not cast aside as a nonsense buzz word, as it simply is an indication that development (e.g. mining) can be satisfactorily carried out with an eye toward stewardship of the environment and society. On Feb. 19, 2010, a round-table discussion (Roundtable 2010) on ?Strides Toward Sustainability in Mining? was hosted by Knight Piésold and Co. (Knight Piésold) at the Red Lion Inn and Casino in Elko, NV. Knight Piésold had local representatives (Bryan Ulrich and Steve Boyce), as well as representatives from other office locations (Cynthia Parnow and Rick Damiani from Denver, CO, and Rick Frechette from Tucson, AZ) to help facilitate the discussion. The meeting played host to 30 attendees from five states. Attendees included personnel from nine mining properties and various corporate offices. The majority of participants were people who are directly involved with environmental work on a day-to-day basis. Others were project managers whose jobs involve some level of environmental focus.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

The Cutoff grade optimization is very critical to the open pit production scheduling. In case of single mineral deposits, algorithms have been developed for determining cutoff grade policy that maximizes the net present value (NPV) of yearly cash flows. For deter-mining the cutoff grade policy for projects with two minerals including stockpiles the problem becomes much more complex. The purpose of this paper is to present fundamentals of a generalized cutoff grade optimization algorithm that will maximize the NPV of a project subject to mining, milling, and marketing constraints. Benefits of the methodology developed are demonstrated on three different case studies.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. The literature defines rockbursts in slightly different ways based on their generation mechanisms, field phenomena, and degree of damage, but in a way that is almost consistent. Generally, a rockburst refers to seismic events that mainly happen in underground excavations, for purposes such as underground mining, road and railway tunnels, nuclear power, etc., and that are followed by the collapse and outburst of rocks. Long-term rockburst prediction can be abstracted as a classification problem mathematically, in which we can introduce deep learning to solve it. Further, using deep learning in rockburst prediction can overcome drawbacks such as subjectivity and inconsistency brought from previous traditional approaches. A rockburst data-set, was employed to evaluate the current method for predicting rockburst grade, and the good results of overall success rate were obtained. The results indicated that the proposed algorithms can speed up parameter optimization search, the proposed method is robust model and might hold a high potential to become a useful tool in rockburst prediction research.

We present an algorithm to integrate the uncertainties of mean activity rate and magnitude cumulative distribution function in the interval estimation of the primary seismic hazard parameters: the exceedance probability and the mean return period. The algorithm is applicable for both the parametric and nonparametric modeling of magnitude distribution. When the Gutenberg-Richter relation-based parametric model of magnitude distribution is used, the interval estimation of its parameters is based on the asymptotic normality of the maximum likelihood estimators. When the nonparametric kernel estimation of magnitude distribution is used, we apply the iterated bias-corrected and accelerated method for the interval estimation, based on the smoothed bootstrap and second-order bootstrap samples. Previous studies indicated that the uncertainty of mean activity rate significantly affects the interval estimates of hazard functions only when the activity rate is low and the inference period is not long (Orlecka-Sikora & Lasocki 2017). With increasing mean activity rate, the uncertainty of magnitude distribution dominates over the uncertainty of mean activity rate in the aggregated uncertainty of the hazard functions. The provided algorithm is generic and can be applied to capture the uncertainty of any multiparameter function from the uncertainties of its parameters. Here we present a further development of the algorithm developed by Orlecka-Sikora & Lasocki (2017) by presenting its implementation in the Traffic Light System approach. As an example of use, we present the confidence intervals estimation of hazard parameters for the datasets related to induced seismicity accompanying underground exploitation of copper ore in the Legnica-Głogów Copper District (LGCD) in Poland. The algorithm is under implementation to the EPISODES platform (https://tcs.ah-epos.eu/) - an IT platform that provides access to integrated research infrastructures of the Thematic Core Service of Anthropogenic Hazards (TCS AH) of EPOS (European Plate Observing System). The algorithm is also a component of the pilot developed within the EPOS SP project (No 871121), which aims to strengthen the interaction with the private sector and the added value for society. The pilot demonstrates the potential of the IS-EPOS platform software applications for the technology-related probabilistic assessment of time-dependent seismic hazard. The pilot supports a Traffic Light System approach. The current seismic hazard is compared to threshold values based on the exceedance probability for a given magnitude.

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

The LA Effluent Outfall Tunnel is the first tunnel in the United States to incorporate post- tensioning into the precast segmental lining. Several unique components were integrated to ensure that the post tensioning could be carried out successfully in the tunnel, even concurrently with the TBM excavation. This also required the development of new processes both in the casting facility and in the TBM to ensure that the almost 3,700 rings could be successfully manufactured, threaded, stressed, and grouted. This paper will discuss the material selection, fabrication, and installation of, as well as lessons learned from, this first in country tunnel lining.

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

In situ, or in-place leaching is concerned with the extraction of metals from natural mineral disseminations without removal from their geologic location which, in many cases, amounts to the reversal of the deposition process accompanied by a presumed increase in velocity of the processes, if the project is to be profitable. Solution mining processes involve removal of minerals such as sulfur, common salt, and potash, generally leaving cavernous voids, in contrast to in situ leaching which term is applied to the selective dissolution of a mineral from its gangue without sensible disturbance of the formation. Where such a process can be operated, the advantages are manifold and have been so recognized by miners from the earliest days of mining. Recent technological developments have encouraged a reassessment of the status of in situ leaching, and it now appears possible to extend the application of the method from a few isolated special situations to many uranium and copper deposits. Anaconda's interest in the techniques stems from long experience with vat and heap leaching, 'dump leaching, and natural leach activities associated with several established mines. Increasing activity through-out the industry has been noted, particularly in leaching low grade pillars and the peripheral zones of operating mines, often by the introduction of leach solutions via boreholes drilled from surface. Reactivation of dormant mines] using similar techniques has been successful. Over the long term, environmental improvement activity will lead to excess sulfuric acid production, even to a disposal problem. The town of Tayoltita, Durango is located at the bottom of the 2000 m. deep Rio Piaxtla canyon on the axis of the rugged Sierra Madre Occidental mountain range. Throughout most of the year access to the town is restricted to travel by mule or STOL aircraft. Silver and gold have been produced from epithermal veins in the north side of the canyon since 1757. During the last seventy-three years more than 4,588,000 kg. of silver and 76,322 kg. of gold have been produced from approximately 6,000,000 metric tons of ore. The Tayoltita mine is developed within a fault block bounded by normal faults which strike north-northwest and have opposing dips. A thickness of at least 1300 meters of late Cretaceous or early Tertiary volcanic rocks is exposed in the mine. These range in composition from andesite to rhyolite. Andesite predominates in the upper 750 meters of the section. The volcanic rocks were passively intruded by quartz-monzonite and andesite stocks during middle (?) Tertiary time. Mineralization spatially and temporally (?) related to the stocks occurs along the east boundary fault and in intersecting footwall fissures which strike east-west and northeast. Ore was deposited over a vertical range of up to 600 m. prior to tilting of the volcanic rocks 35 to 45° to the east. With few exceptions, the ore bodies are found within the lower 400 to 500 m. of the andesite. Argentite (acanthite), stromeyerite, jalpaite, electrum and native silver are the principal ore minerals. They occur in gangue composed of one or more of the following: quartz, calcite, bustamite, adularia, chlorite, and albite. Base-metal sulfides make up less than 1.5 percent by weight of the ore.

A series of performance studies were conducted using countercurrent column flotation to recover a marketable clean coal product from existing preparation plant fine waste streams. The test work was conducted at several preparation plant sites in Kentucky and Virginia using a 150-mm (6-in.) inside diameter column that was 5.8 m (19 ft) high. Both thickener feed and classifying cyclone overflow with a typical size distribution of 150 µm (100 mesh) X 0 were tested. The percent solids of the column flotation feed varied from 1.5% to 15% while the ash content ranged from about 30% to 60%. The concentrates produced contained 2% to 10% ash with Btu recoveries of nearly 90% using 0.12 to 1.25 kg/t (0.25 to 2.5 lbs per st) fuel oil and 0.12 kg/t (0.25 lbs per st) MIBC. These results were consistent with or better than results obtained in preliminary laboratory scale column flotation evaluation. Test results from seven different seams are discussed as well as scale-up relationships used to design a full-scale installation presently in operation.

CVRD was established on June 01, 1942, during the Second World War, through an agreement between Brazil, the United States and the United Kingdom, to produce 1.500.000 tons/year of iron ore from Itabira mines in the State of Minas Gerais. As a result of several circumstances and political problems (the end of the 2nd World War reduced the Anglo-American support to its development and implementation), the venture just reached the originally targeted production 10 years after its establishment, operating within a mine, railway and port integrated system. Currently, this operational system from the South of Brazil owns mines in the State of Minas Gerais with an annual capacity of approximately 65 million tons, 900 km of railways, of which more than 500 km is a double line railway, six pelletizing units and the Port of Tubarao for ships with large carrying capacity.

The largest TBM (Tunnel Boring Machine) tunnels are typically along modest slopes, but not always. Occasionally high slope angles are required beyond the capabilities of conventional open trough trailing conveyors. A 2019 project required a large TBM to ascend to an incline angle of 25°. A Sandwich Belt high angle conveyor could easily solve the high angle conveying problem but such a system must include all of the features of the conventional trailing conveyor, particularly the ability to extend with the TBM advance. The writer responded to the challenge and developed a TBM trailing Sandwich Belt high angle conveyor with all of the needed features. The invention (U.S.A. patents awarded October, 2021 and November, 2022) however goes beyond the 2019 project requirements and extends to any high angle incline. This writing first presents the broad Sandwich Belt high angle conveyor development, then its use in various construction and tunneling projects prior to this TBM Sandwich Belt trailing conveyor invention. Finally we present the new TBM Trailing Sandwich Belt high angle conveyor with all of its features and implications.

Loss of visibility due to the occurrence of atmospheric fogging in underground mine airways can lead to a reduction in travel times and loss of production efficiency, an increase in the frequency of vehicular and foot traffic accidents and difficulty in checking rock surfaces for instability and loose material. Where hot and humid surface air meets colder underground air, conditions for fog formation nay be present. Further, suspended particulate matter from diesel exhausts or stoping operations together with slow movement of air along passageways nay contribute to formation. The study describes an investigation being undertaken with the cooperation of Kennecott's Ozark Lead Company to identify causes of the problem.

Flotation is the most efficient and preferred solid-solid separation method in mineral processing. However, enhanced production of high-grade concentrates at sufficiently high recovery still poses technological challenges to-day. A novel flotation method to produce final-grade concentrates from finely-ground ores in a single step is being developed and tested by CANMET. For the complex sulphide ores tested, grades are superior while recovery is considerably improved. Furthermore, concentrate production rates, at similar recoveries, are faster than for the conventional rougher-scavenger-cleaner configuration. This paper discusses the physical operating parameters affecting Cu-Zn flotation metallurgy.

Use of geostatistics to solve mining problems is gaining importance as the cost of developing new mines is increasing and there is a need to mine more marginal deposits. But, until recently, coal companies have shown little or no interest in geostatistics. However, the stringent quality controls on coal burning has led to a surge in interest in improved methods for estimating clean coal characteristics. Until now, most of the geostatistical applications have centered on the problems of estimating in-situ coal characteristics (Sabourin, 1975; Wood, 1976, 1979; Fang and Stark, 1976; Pauncz and Nixon, 1979; and Knudsen et al., 1980). Little work has been done in applying geostatistics to coal washability, except that by Armstrong (1980). Applying geostatistics to coal washability basically means the estimation of cleaned coal characteristics, with the aid of geostatistics. Cleaned coal estimation plays a very important role in overall emission control strategy, as can be seen by the general flow diagram of such a strategy shown in Figure 1. The scope of this paper is limited to one aspect of the overall emission control strategy shown in Figure 1; namely, the prediction of cleaned coal characteristics using geostatistics.
