Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

Prior to April, 1961, the coal charge to Clairtonts coke oven batteries was 3" x 0" mine waslied coal having approximately 6.0% to 7.0% moisture. Even at this size and moisture content, the arching, rat-holing and hang-up was excessive and the effective live storage of coal was only 60% to 70% of the rated capacity of the coal bunkers, depending upon the moisture of the coal. In addition, many production delays were encountered in the time and methods required to fill the larry cars. The need for an improved metallurgical coke led to the introduction of pulverized coal to a portion of the plant in 196 1. When the full potential of the pulverizing equipment was realized, we were able to serve seven batteries in our second unit of batteries with pulverized coal through two coal bunkers. The discharge hoppers of these bunkers were equipped with air vibrators to assist the flow of pulverized coal into the larry cars. The vibrators were helpful in this respect but required considerable maintenance and caused damage to the bin plates.

An overland belt conveyor system is installed for only one reason to save money. It must pay its way on a ton-mile basis over a stated period of time, and do so in competition with other forms of transportation. Such a system with its economies has recently been installed at Simco-Peabody's mine near Coshocton, Ohio by Link-Belt Company. Three miles in length, this system carries coal from open pit and underground mining facilities to the Conesville Power Plant of Columbus & Southern Ohio Electric Company. The coal was formerly trucked from the mine direct to the power plant; but over the years the mining operations have moved progressively farther and farther from the plant, making the over-the-road hauling distance correspondingly greater. Simco-Peabody has mining operations over a considerable area just east of the Conesville Station. The majority of the coal is recovered by conventional strip mining. Some underground mining` is performed by the high wall method.

The use of computer models to design ultimate pit limit of an open pit mine during its feasibility study has become an emphasized procedure in mining. It is a normal practice in open pit mine design to generate the most profitable final pit limit. The limitations of designing this optimal pit limit have been the requirement of significant computing efforts as well as the use of complicated operations research techniques. In an attempt to describe a computer method that has an easy conceptualization and is able to provide a precise and desirable solution, a new technique is developed. The ultimate pit limit problem is formulated as a large scale transportation problem. The formulation is based on the use of a three dimensional block model to represent an ore body and surrounding materials. The solution technique is developed through solving the dual system of the formulated problem by using the adapted simplex algorithm of linear programming. The implementation on given case studies demonstrates that the new method is capable of providing an optimum pit value. The computing effort required by the algorithm is still the main constraint in solving a large scale problem. The technique provides open pit mine planners with an alternative tool in using a commercial linear programming software which is capable of solving a general transportation problem. The selected software must be able to handle a large scale problem, and it needs an additional effort td formulate the problem and transform a result into the ultimate pit limit solution.

In New Caledonia, ultramafic formations occur on 7,000 square kilometers. Weathering of peridotites leads to profiles of alteration and nickel concentrations. Complete profiles are composed of two main groups of horizons: 1. Limonitic, mainly composed of iron hydroxides 2. Saprolitic, partly composed of magnesium and iron silicates Shape and mineralogical composition of saprolitic horizons are chiefly affected by the nature of the bedrock: types of peridotite and their degrees of serpentinization. On the other hand, morphology (plateau, terraces, slopes, piedmont) is an important factor. Ore-bodies are inside saprolites; their outlines are determined by the grade of nickel and tonnage economically mineable. Information about geology, morphology, geochemistry, and mineralogy are given in this paper.

PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. Allis Mineral Systems' Grate- Kiln system can economically convert low-grade iron ore into high- grade iron-ore pellets suitable as feed material for blast furnaces for making steel. These pellets can also be fed to a direct reduction process for making sponge iron. The Grate- Car system combines the company's [ ] Grate-Kiln system for iron-ore pelletizing and Accar system for iron- ore reduction. The Grate-Car system consists of a traveling grate, a ported rotary kiln and a rotary cooler that are coupled in series. This system eliminates the pelletizing plant's rotary kiln and annular cooler. It reduces the need for some auxiliary equipment. This results in lower capital cost and lower energy consumption. The traveling grate provides that static bed handling necessary for heat hardening pellets before their discharge into the kiln. The ported kiln provides the reducing atmosphere with a more precise means of controlling the kiln axial temperature profile than conventional rotary kilns.

INTRODUCTION Face haulage in underground mines and pit haulage in surface mines are the principal domains of rubber- tired haulage vehicles. In underground mines, cable- reeled or battery-operated shuttle cars and diesel-powered load-haul-dump vehicles are used; trucks are primarily used in surface mines. Although many concerns go into the selection of rubber-tired haulage vehicles, such as clearance and tire life, the most important factor from a mine-planning standpoint is the production capability of the vehicle in the mine environment. Therefore, this chapter will address this topic. UNDERGROUND FACE-HAULAGE VEHICLES The selection process for underground face-haulage vehicles is, in some respects, much simpler than that of the other haulage systems discussed to this point. It is simpler because these vehicles, which transfer the mined material from the face to the intermediate haul¬age system, are manufactured in various size ranges to cope with the confinement of underground opening widths and heights. However, since these vehicles oper¬ated in an intermittent fashion in conjunction with a constantly advancing face, the system's lack of perma¬nence and overall dynamic nature create a more diffi¬cult situation for predicting productivity. The emphasis in this section will be on prediction of productivity. There are three fundamental steps that must be taken to analyze the productivity potential of any face¬haulage system: l) Recognize the geologic (seam thickness, etc. ) and mining (opening widths, etc.) constraints that affect the velocity/clearance aspects of the haulage equipment, and select equipment from manufacturers' specifications with these con¬straints in mind. 2) Secure the elemental times of the face-haulage system. 3) Incorporate the elemental times into an accepta¬ble mine plan. By recognizing the geologic and mining constraints that affect the system layout, parameters, such as vehi¬cle payload, tonnage to be hauled per cut, and haulage distances, can easily be determined. Elemental times can be developed in two ways: 1) In an existing operation, a time study of the dynamic system can be conducted by placing three time-study engineers at the following static locations; (1) near the loading machine, (2) near the change-out point outby the face, and (3) near the dump. By synchronizing their watches and recording the actions of the haulage vehicles at these three locations, their time studies can be reduced to provide elemental times, such as vehicle tram rates (empty or loaded), vehicle discharge times, and loading rates. 2) In the absence of an existing operation, average values for the elemental times can be provided from other mines operating in similar condi¬tions, or by the manufacturers themselves.

Although most gold production from primary resources is achieved by cyanidation, many research activities have focused on alternative processes using noncyanide lixiviants. Such research has been prompted by environmental concerns and problems associated with the processing of refractory gold ores. Numerous research projects have been conducted to search for a noncyanide hydrometallurgical process for gold extraction. In this paper, a technical review of gold recovery from noncyanide solutions is presented, and new results are reported. Gold recovery techniques that are considered include activated carbon adsorption, cementation, solvent extraction, ion exchange, and reduction-precipitation.

SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

Interest and research in biorecovery of metals has focused mainly on cell-based metal leaching and precipitation. However, production of non-enzymatic metabolic products by microorganisms related to metals bioprocessing also deserves attention. For example, it is well known that biogenic inorganic (e. g. H2S04 ) and organic acids play a role in metal dissolution. There are other metabolic products of microorganisms which can catalyze useful metals transformations. These include methylated metabolites such as alkyl halides which can dissolve metals from ores and also reduce certain metal ions in solution to pure metallic particles. This paper describes some of our research on metal dissolution and precipitation by such metabolites. Examples include the production of high purity elemental metal particles of gold, platinum and palladium by volatile metabolic products.

A mathematical model is presented which allows the free or hindered settling velocity to he calculated for any size or- shape particle in any fluid, and at any percent solids up to the maximum. The validity of the model is supported by comparing calculated velocities (or viscosities) with measured values for 1073 data points contained in 80 sets of data encompassing a range of Reynolds’ numbers, from 0.002 to 770.000. The average error was 0.69%, with an average standard deviation of 6.65%. The derivation of the model is too lengthy to include in this paper, which will specifically present the application of the model to the free settling of minerals and spheres, prediction of the friction factor in wind tunnel tests, the viscosity of suspensions of spheres, the hindered settling of mono-sized spheres and closely sized minerals, and the settling of large spheres in suspensions of small spheres.

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors.

Conductive metal powders are important building blocks for today's micro-electronic circuitry. Formulated into inks, they provide the interconnects needed to complete a complex integrated circuit and the means to enter the world of miniaturization. Traditionally, the inks have been based upon expensive metals such as silver, palladium, platinum and gold because of their excellent electrical conductivity and resistance to corrosion and oxidation. The use of a copper based ink, as an alternative to precious metal inks, recently has received considerable attention. Instability in the prices and limited supply of certain precious metal systems have driven up production costs, making the development of a lower cost copper system more attractive to manufacturers. However, lower production costs are on1 y real ized if performance and reliability can be maintained. While the development has been driven by cost, copper does offer some significant performance advantages over noble metal systems: conductivity as good as silver and 4W better than gold; leach resistance better than silver and equal to gold; stability at high frequencies better than gold or silver; strong film bonding characteristics; and compatibility with most solders. These benefits, however, do not come without cost. The inherently reactive nature of pure copper, while providing unique performance properties, makes it difficult to process. Unl i ke precious metals which can be fired in air, copper would oxidize and so requires special furnaces and atmospheres. Despite these difficulties, the transition from precious metal thick film systems to copper is gaining momentum. Manufacturers of high density, high performance circuitry are exploring the performance advantages of copper over gold and silver and the manufacturers of consumer products are considering the potential cost savings of copper over silver-palladium. Sherritt has developed a fine copper powder for this industry. Through association with the ink manufacturers, it has been found that performance properties of the ink vary with the physical and chemical characteristics of the powder. Production Process The production of very fine copper powders at Sherritt is based upon the disproportionation of cuprous ions as outlined in Equation [1] (1).

The Bureau cf Mines, U.S. Department of the Intericr, is investigating biolcgical and chemical deccntaminaticn of cyanide- containing leachates and residues. Biolcgical cyanide cxidaticn, using bacteria isolated from a precious metals tailings pond, destroyed >85 pct of the cyanide in several prccessing solutions containing up tc 280 ppm CN. Reaction time varied from about 4.5 hr in a trickling reactor using quartz as a bacterial substrate to 2 mo in unagitated, covered flasks. Chemical techniques were used to destroy the remaining complexed cyanide down to 1 ppm. Exploratory tests were also conducted using spent ore from heap leach operations as the bacterial substrate to determine if biological cyanide oxidation could be used to destroy the residual cyanide in spent heaps.

Drummond Co. Inc.'s Shoal Creek Mine slope conveyor is the highest lift, highest horsepower, highest tension conveyor system in North America. The system has a capacity of 4950 t/h (5500 tph), a vertical lift of 360 m (1180 ft) and a total connected power of 6000 kw (8000 hp). The mine will include 2 longwall machines and 5 to 7 development sections. Annual raw production will approach 9 million tly (10 million tpy). This paper describes the early investigation of system capacity, haulage system options, and the final selection of a single flight belt conveyor. It will review the basic system de- sign and equipment selected. Also included will be some highlights of the installation of the conveyor system.

The development of liquid-level control algorithms, based on sets of linguistic rules expressing human operator's "intuitive" control strategies, have been reported. The main objective of the present paper is to illustrate the implementation methodology. The experimental work was done with a 28.3Lflotation cell. The control variable (height of pulp in the cell) was controlled by manipulating the outflow rate. The controller algorithms were programmed and implemented using an Applelle computer and a Keithley das Series 500 measurement and control interface. Calcine is transported from the Reduction Plant at 850°C in insulated hopper cars and charged into three rectangular electric melting furnaces each equipped with three - 18.5 MVA transformers. The electrical energy is applied through six in line prebaked carbon electrodes, and slag and metal are tapped at opposite ends of the furnaces on an intermittent basis. The slag, 5000 tonnes per day, is disposed of by a pot train directly to the dump. The ferronickel, 250 tonnes per day, is tapped into 40 tonne capacity ladles in which it is refined in two ASEA-SKF ladle furnace stations. Casting is done over lip at 1520°C in a pig casting machine with stepless speed control at up to 55 tonnes per hour. The ingots are stacked into self palletizing bundles weighing about 1500 kilograms and are strapped and tagged and transported to the seaport, from which the final shipment is made to the world market. The paper describes constructional details and gives information of both normal operation and start-up and shut-down procedures. Consumption figures for refractory, electrodes, electric energy and refining additions are given and metal chemistry is given before and after refining.

Numerous techniques for treating, controlling, and preventing acid rock drainage have been applied at the Summitville Mine Superfund Site. Challenging aspects of the remote mine site include the wide-spread occurrence of acid-generating soils and rocks, extensive surface and underground mine workings, and a cold and wet climate. Water treatment was an immediate necessity when the Government took control of the abandoned site in December of 1992. Subsequent reclamation activities have emphasized prevention and control of ARD to minimize future water treatment requirements. A combination of conventional, innovative, and experimental methods are being applied to successfully mitigate ARD at Summitville.
