Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

SAG mill throughput is often a bottleneck in increasing metal productivity. Improved size distribution control in the mill feed can be used to increase mill production. This can be accomplished by controlling blast fragmentation as a function of energy input and rock characteristics. Such an approach requires the integration of rock fragmentation and comminution modeling. The optimal mill feed size distribution is determined by adapting a population balance comminution model to a measure of rock hardness or fragility which is also relevant to the rock fragmentation that is achieved by blasting. The relation between the size distribution and fragility of the feed and of the mill's product and the critical size in a SAG mill is examined.

Based on theoretical and experimental researches of phosphate and carbonate minerals flotation in the presence of soluable glass at various pH values and sodium silicate concentrations, it has been established that the presence of soluble glass in solution leads to formation of silicate compounds on the surface of phosphate and carbonate minerals causing change in their floatability for the worse. The harmful influence of soluable salts is done by tying of collector as metallic soaps, forming precipitates on the surface of minerals to be floated and causing their depression of flotation, and breaching of the froth etc. Depressing action of slimes and products of interaction with collector depends on the ratio of values and signs of potentials of the mineral surfaces. The possibility of phosphate and gangue minerals separation can be evaluated by comparing the minimum-necessary concentrations of collector required for their flotation.

"Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 100 ft./min. This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the National Institute for Occupational Safety and Health [NIOSH] is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research [OMSHR] Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities (500, 700, and 900 fpm) and at water pressures of 100, 150, and 200 psi. Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer a spray manifold was fabricated and evaluated at an underground operation. INTRODUCTION In 2012, underground coal mining in the United States produced a total of 342 million short tons, with longwall mining accounting for over 53% of this production [EIA 2013]. The longwall mining industry continues to see remarkable and significant improvements in longwall mining equipment and mining practices. Average shift production during compliance dust sampling has increased from 3,500 tons per shift in 1994 to approximately 6,000 tons per shift in 2012. A dramatic decrease in working longwall faces from 80 to 49 has occurred over the same period [Fiscor 2013]. Factors specific to longwall mines that supported productivity improvement include: higher capacity shearers, improved shield hydraulics and control, higher horsepower for equipment, wider face conveyors, and larger faces. Today, the average face width has increased to 1,188 ft., with one longwall operation reporting a face width of 1,650 ft. compared to an average of 750 ft. in 1994 [Fiscor 2009, 2014]. Panel lengths in 2013 averaged 11,307 ft. compared to 7,000 ft. in 1994. Overall production from U.S. longwalls has increased by nearly four percent from 2007 to 2012 with over 182 million tons mined annually [EIA 2013]. Given the volume and rate of coal produced on longwall faces, the potential to generate large quantities of respirable coal mine dust also exists."

Maintaining satisfactory air quality in electro-winning tankhouses has been problematic and costly, particularly as plant operating current densities have increased. Conventional approaches, including the use of beads, hollow spheres, surfactants and coalescer devices, have not proved completely effective, requiring that powerful ventilation systems be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses. The design, development, installation and cost of the new electrode cap system are described.

This paper describes the importance of mine ventilation and air conditioning in the operation of a nuclear waste repository. It discusses the impact of ventilation on determining the number and size of shafts and access drifts to and within a repository horizon. The paper also describes the need to maintain separate ventilation systems for waste emplacement and construction operations. The requirement to have filtration capabilities for exhaust air from waste emplacement areas is discussed. Because radioactive high level waste will induce high temperatures in the emplacement drifts, the ability to cool an emplacement drift for re-entry requirements is important. The paper discusses strategies to cool an emplacement drift and the possibility of using continuous airflow to control temperatures in these drifts.

The Amtrak East River Tunnels include four tunnels, Line 1 to Line 4, which extend from New York Penn Station in Manhattan, under the East River to Sunnyside Yard in Long Island City. Since fall 2015, Amtrak has initiated a program to repair and reconstruct the century-old tunnels, including structural repairs of all the tunnels and reconstruction of the Line 1 and Line 2 tunnels. The reconstruction includes bench wall demolition and replacing and installing the following elements in the tunnels: direct fixation track, traction power, signal, communication, and tunnel fire/life/safety components. This paper provides design and site investigation challenges and knowledge gained from this program.

Principal component analysis (PCA) is one of the dimension reduction techniques widely used to classify data based on features. Ground vibration is a major hazard arising from rock blasting operations, and accurate prediction of the vibration is necessary for designing controlled blasting parameters. Most of the widely accepted predictors of ground vibration consider the maximum explosive charge weight per delay (MCPD) and distance as the parameters responsible for ground vibration, but mining sites with bigger production targets have varying geometrical parameters to suit the excavator utility. Accordingly, other blast design parameters will also have impacts on ground-vibration intensity. A blast vibration predictor considering all the blast design parameters would be complicated, and some of the parameters will have overlapping contributions to ground-vibration intensity. Data classification using PCA is a feasible solution, and regression analysis may be performed to develop predictors using the classified input data. In this study, PCA was used along with multivariate logarithmic regression to predict ground vibration, and the performance of this technique to predict ground vibration was compared with the performances of various existing empirical predictors. The evaluation suggests that the predictor with logarithmic regression followed by PCA performs better than the existing empirical predictors.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the 'not present value' (NPV) approach and the 'internal rate of return' (IRR) approach respectively. The difference between the two is that the former takes the firm's interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

Refractory sulfide flotation or gravity gold concentrates are coated onto a sized support matrix and placed in a heap configuration for biooxidation. The surface coating is typically less than 0.05 in. thick and the support matrix is preferably composed of 0.375 to 0.75 in. diameter material. The exposed thin coating of sulfides reduces biooxidation rate limitations due to oxygen mass transfer. The large spaces between matrix particles reduce resistance to fluid percolation and aeration in the heap. The capital and operating costs for this biooxidation configuration are significantly less than for concentrate biooxidation in stirred tanks. After 30 to 90 days of biooxidation, sub- sequent gold recoveries exceed those seen in whole ore heap biooxidation and are comparable to recoveries obtained from stirred tank biooxidation processes. Results from laboratory and pilot testing indicate that this technology is a viable alternative for pretreating sulfide refractory gold ores.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

The Upper Silesian Coal Basin is located in the area of the Upper Silesian Syncline and belongs to one of the most complex tectonic units in Europe. It occupies 5,650 km2. In 2020, there were 20 hard coal mines operating in the area. Seismological research in this area consists of observation of precursors/symptoms of shock generation and understanding of their effects. Studies (Teisseyre R. 1972, Mutke G. & Stec K. 1997, Stec K. 2007, Dubiński J. & other 2010, Idziak A. 2010) of complex impacts of rock mass provided a background for determining the conditions for the formation of exploitation and regional seismic shocks. Issues related to tectonic and exploitation stresses, successive extraction of coal seams at higher depths, operation in the vicinity of fault zones, often complex geological and organic conditions result in the activation of a discontinuity surface due to stress caused by deformation of rock layers, which, as a result, causes the emergence of strong shocks above 107 J. The article was based on analyses of extraction value, high-energy shocks, both of mining and tectonic-mining (so-called regional shocks) origin, against the background of changing operating conditions, which, as a result, creates an image of periodically changing seismic activity and location of strong shocks. Observation results show that, with an increase in exploitation depth and declining extraction, the number of strong shocks caused by tectonic stress (107 - 109 J) and exploitation stress (≥105 J) has been steadily increasing over the last 25 years.

Large mining companies use a number of sophisticated analytical techniques for introducing the element of risk into the valuation of mineral reserve sites. These methods include, but are not limited to, sensitivity analysis, computer simulation, conditional probability, and portfolio theory. Such techniques enable the managements of these large companies to have an awareness of the many possible ramifications of their investment decisions. On the other hand, small mining companies and individuals in the mining business, due to limited financial and technical resources, still rely primarily on single point estimates of the value of mineral reserves. These small miners introduce the aspect of risk only through the application of an appropriate "speculative" discount rate. This paper illustrates the application of a technique for the introduction of risk into investment analysis. The method appears to be most suitable for use by small mining companies and individuals contemplating a large investment in a new mineral reserve site.

Rock particle size has a very important significance in the mining industry, starting from blasting till the mineral processing. The present study was carried out to understand the particle size distribution in various sieves after conducting the ball milling process. The time of the grinding process was varied at different intervals. It was observed that 80% of the particles of both granite and marble rock samples passed through the 4800 μm sieve when subjected to grinding time of 40 minutes. Also, it was observed the number of particles that were retained in the smallest sieve of <75 μm was higher in the case of granite sample when compared to a marble sample. INTRODUCTION India is a major exporter of granite and marble stones. The major use of marbles and granites are constructing walls and floors. There are several machining processes that are applied before it is used as floors and walls. During this process, wastes are produced these wastes are used in various ways. These include use of powders for clay products (Segadães, Carvalho, & Acchar, 2005), as an additive in cement production (Aruntaş, Gürü, Dayi, & Tekin, 2010), to enhance the properties of brick ceramics (Saboya, Xavier, & Alexandre, 2007), in constructing bricks (Bilgin et al., 2012) and as an additive in concretes (Aliabdo, Abd Elmoaty, & Auda, 2014). Usually, the powder form of marble and granites are used as an additive in the above-mentioned applications. Powders of marble and granite are obtained through the grinding process. One such process of grinding is the ball milling process. In the ball milling process, a quantity of samples along with the charge quantity consisting of steel ball is subjected to a grinding process within a closed chamber as shown in Fig. 1. An even particle size can be obtained through sieving the material after subjecting it to grinding. The present study is planned to understand the particle size distribution in various sieves due to varying time and charge quantity in the experiment. Only time was varied to understand the amount of particle distribution in the case of granite and marble rock samples and a comparison is drawn. A statistical model was developed for marble rock specimen considering the data obtained by varying time and charge quantity in the ball mill experiment.

Gold mine effluents are often characterized by a high concentration of copper, ammonia and cyanide derivatives (mostly cyanates and thiocyanates). While non-acutely toxic to birds, this water can be acutely toxic to fishes and invertebrates. In many jurisdictions, the effluent requires further treatment in order to pass a mandatory requirement to be non-lethal to species like the rainbow trout (Oncorhynchus mykiss) or Daphnia magna. Using actual mine water, it has been demonstrated that aerated moving bed biofilm reactors will biodegrade the ammonia, cyanides, cyanates and thiocyanates, thereby removing the toxicity associated with these components. By removing copper by precipitation the water can be made to pass acute toxicity tests. Tests have demonstrated that the process is stable between 4 and 25 C, with no significant changes in the treated water composition. Once the biomass is acclimatized, the process is resistant to upsets and requires very little inputs except for phosphorus and air. Furthermore, it has been demonstrated that an anoxic reactor can be added downstream of the aerated reactors to remove nitrates if required.
