The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. The quality of our environment is of great importance to all of us. Today, there is a great public concern about the degradation of our air, land, and water and the resultant slow death of our planet Earth. The miner has always been concerned with his environment. Historically, mining has been a part of the frontier. As a result, the miner has pioneered and developed many parts of the world. In the beginning, he had to hack out a place for his mine, himself, and his family. He was given accolades and praise for his accomplishments. Now, however, he is attacked as a ravager of the landscape. It was and is no different on the Marquette Iron Range in Marquette County, located in the Upper Peninsula of Michigan. Iron ore was discovered in 1845 and mining was begun by 1848. Over nearly 1 ¼ centuries, a total of 379,197,000 tons have been shipped to market. Ports, docks, railroads, and towns all had to be built in order to get that tonnage out to iron and steel makers. In those early days the environment had to be mastered, not pampered.

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Methane gas explosions are a major risk in underground coal mining operations. The severity of such explosions can range from local area damage to massive loss of miners’ lives along with significant damage to mine infrastructure and ventilation controls that may lead to mine closure and loss of the entire operation. This study demonstrates the viability of integrating a computational fluid dynamics (CFD) combustion model into a longwall mine ventilation model to simulate methane gas explosions in the longwall face area. The resulting 3D methane gas explosion simulation can provide better understanding of the fundamental physics and the potential impact of an explosion in an underground longwall coal mine.

The mechanism and kinetics of pretreatment on pyritic gold concentrate with the catalytic oxidation acid leach (COAL) process were studied in the temperature range of 80-100°C and oxygen pressure range of 230-1013 kPa, with sodium lignosulfonate (SL) and mixed medium of sulfuric acid (11 g/[ ]) and nitric acid (5.5 g/ [ ]). The results show that nitric acid acts as a catalyst, the surfactant changes the hydro-phobicity of resulting elemental sulfur to favor the oxidation of pyrite, and the oxidation-determining step would be the chemical reaction between nitric acid and pyrite. When about 80% of pyrite contained in the concentrate is oxidized, the gold cyanidation extraction exceeds 95 % . The nitric acid in solution can be recycled and used again.

A geomechanical rock mass classification or RMR is currently being used for the evaluation of an LHD mechanized mining system versus the conventional block caving method. The successes and failures of a Panel lS-19 LHD test block on the 2315 level can be attributed to the geologic and geomechanical zonation present. Trench blasting, caving procedures, and sequencing are other factors that were also considered. Lessons learned from the P.lS-19 test block have been used to alter the design for future LHD production blocks on the 2615 level. These modifications are designed to maximize the pillar and insure an adequate draw connection.

The concentration of barite by gravity separation generates substantial quantities of fine particle wastes, and it is estimated that =40% of the contained barite is lost to these waste streams. In this study, froth flotation was examined as a potential method for the recovery of fine-barite particles. The study included the use of kinetic equations to estimate the variables affecting flotation, batch-scale rougher flotation tests to study the flotation variables and an examination of alternatives for the cleaning of the rougher concentrate. Results indicated that a concentrate grade of 96.5% could be achieved with a recovery of 77.5%. Although barite flotation from industrial wastes is more difficult than direct barite flotation, the process has considerable economic potential.

Birnin Gwari and Alawa graphite deposits were upgraded by flotation. Using 0.5 kg/t kerosene and 0.25 kg/t sodium silicate, flotation concentrates grading 90.7% and 88% Cg with recoveries of 86.2% and 84% were produced from Birnin Gwari and Alawa graphite samples, respectively. The combination of 0.5 kg/t kerosene, 0.2 kg/t pine oil and 0.25 kg/t sodium silicate yielded high-grade graphite (92.3% Cg) with a recovery of 83.9%. Flotation with refined rubber nut oil and kerosene, at a 1:1 ratio, produced a concentrate grade of 86.3% Cg with a recovery of 90.4%. With acid leaching of the flotation concentrate, a high-grade graphite concentrate containing 98% Cg was produced.

Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

In North America, the paper industry is by far the largest consumer of coating and filler mineral pigments. Present use is at an annual rate of 5.5 million metric tons with a value of $660 million. Current estimates are 65 percent is used in coating and 35 percent in filler applications. During the past decade, the switch to alkaline papermaking has provided the opportunity to substantially increase filler levels while maintaining paper strength. As a result filler consumption has been growing at a late in excess of 15 percent yearly. Unfortunately, within a few years, mandated recycling could slow or even reverse this trend. The critical issue is finding an economically viable method for recycling the mineral pigment and/or minimizing the disposal problem

Most commercial explosives contain 70 to 94% ammonium nitrate, by weight. When portions of these explosives end up in shot rock and ore, through spillage or incomplete detonation, ammonia and nitrates leach out of them and into ground water. In recent years, State and Federal regulators have been applying more stringent water quality standards, particularly at new mines and development projects. Bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice at most mines, when mining conditions allow it. ANFO use is desired because it less costly than other explosives, but when spilled it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. They either control explosive losses, or they treat mine effluents at the end-of-pipe. This paper addresses the former solution --controlling explosive losses. For both packaged and bulk explosives, guidelines designed to limit losses during storage, handling and use, are described in detail.

Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates.

Efficient transport of bulk materials by belt conveyor systems is an important engineering design issue, especially as conveyors become longer and power requirements increase. It is well known within the industry that the parasitic energy loss of a belt conveyor, due to the indentation of the idlers into the belt backing material can be upwards of half the total energy required to drive it on a horizontal flight. Other loss sources includes the rolling resistance of the idlers, belt/roller misalignments, material trampling, frictional and acceleration losses on loading, etc., but energy absorbed by indentation of the belt backing as it passes over each successive idler is the dominant power consuming factor. INDENTATION LOSS MODELS Models to predict the rolling resistance of a cylinder (idler) on a viscoelastic foundation (backing material) have been available for some time. As a contact problem, it is nonlinear (contact length or indentation depth is a dependent on the load and vice versa) in load/deformation response. Rubber backing material is generally assumed to behave as a linear viscoelastic solid, even though it is known that most rubber compounds retain linearity only at very low strains. Because completely general solutions are impossible, practical solutions require simplifying assumptions. Those assumptions relate naturally to two separate pans of any analytical model: I. The deformation model-aspects of the problem relating to the geometry, boundary conditions and kinematics of how the material deforms. 2. The material model-aspects of the problem relating to the material properties, or constitutive relationships, i.e., the stress/strain relationships.

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. Firstly, one must go to the 'Information required" pushbutton. Press this button. The information required page is shown where the cursor can be moved to the block where one can enter the specific mines name. To enter a mines name, put the cursor in the block provided and just insert the mines name with the normal keyboard keys and press the enter button on the computer keyboard. To enter the other information required such as Alpha and Beta instrument efficiency, ALI (Annual limit of intake) and probe area, one can either press the 'Data required" button for a dialog box information or enter it manually by just putting the cursor in the block provided and entering as did above. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. There are 20 spaces to enter 20 different areas surveyed. One must further also provide the amount of days worked in each area (i.8. 250) in the block provided. The de- fault is 250 days. As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

"Conventional tunneling as defined by ITA WG19 is also known as the New Austrian Tunneling Method (NATM) or Sequential Excavation Method (SEM) was transformed in the US to deal with challenging tunneling conditions as an alternative to the more traditional tunneling methods. It is being used more often in urban areas, under difficult ground and ground water conditions, and with limited cover. Often the tunnel is of a large and non-uniform cross section in soft soils or weak rocks. The intent of using this tunneling method is to minimize impact on traffic and utilities and reduce disruption of everyday life of people and businesses. To meet these challenges, the industry developed technical approaches and implementation techniques and established sophisticated contractual relationships and collaboration in the field among various parties for successful implementation. This paper examines the development of conventional tunneling (NATM/SEM) in the US to deal with these challenges using recent examples such as Russia Wharf in Boston, Northern Boulevard Crossing, in New York, and Chinatown Station in San Francisco. INTRODUCTION / HISTORY Conventional tunneling or NATM/SEM is a concept that is based on the understanding of the behavior of the ground as it reacts to the creation of an underground opening. In its classic form the SEM/NATM attempts to mobilize the self-supporting capability of the ground to an optimum thus achieving economy in ground support. Initially formulated for application in rock tunneling in the early 1960’s, NATM has found application in soft ground in urban tunneling in the late 60’s and has since then enjoyed a broad, international utilization in both rural and urban settings. In the US the NATM/SEM tunneling method has been used successfully to address challenging tunneling conditions in urban areas. A large number of tunnels have been built around the world using a construction approach which was loosely termed NATM. During the years of discussions and the application of NATM a variety of terms have been used for the same construction approach. These terms were primarily aimed at describing the construction approach rather than the region of its reported origin."

The planetary mill is very much suited for the ultra-fine grinding of mineral fillers. Ultra-fine grinding here refers to grinding powders to a size range 5-1 0 rnicrons. Such powders enhance the quality of the final product. The operation of a specially built planetary mill is described. It is shown that a target size of 5 rnicrons can be reached in a few hours using the dual drive planetary mill. A centrifugal field of 37G is generated by the gyration arm of the mill. The design allows the desired setting of canister critical speed. The ultra-fine grinding of alumina, titanium dioxide, hematite, magnetite, kaolin and silicon carbide are described. Also, the continuous operation of the mill is shown.

Jerry is the maintenance planning supervisor and is in charge of preventative maintenance and maintenance scheduling. Jerry's group uses predictive tools to monitor and predict the equipment failure throughout the mine, from pumps to shovels to motors, you name it. The title of Jerry's talk is "If You're Not Using Predictive Tools, You're Behind the Curve." I’ll turn it over to Jerry.

The stability of spoil and highwall slopes are important to successful strip mining. This paper discusses soil parameters of importance in stability analysis. The common mechanisms of spoil failure are discussed. Modes of highwall failure are also outlined. The importance of water to stability is presented. Dragline mining methods most suited to creating spoil and highwall profiles that address stability needs are provided. It is concluded that groundwater and surface runoff must be well controlled, and that it will often be necessary to modify spoil and highwall configurations to achieve a stable overall slope angle.
