Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

The Runruno Gold Project is located on the island of Luzon, approximately 200 km north of Manilla in the Philippines. The mine is a surface mine operation and use the proven BIOX® and carbon in leach processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces of gold, and the operation will produce 96,700 ounces of gold per annum over a mine life of 10.4 years. The BIOX® circuit is designed to treat 140,000 tpa of concentrate with a design capacity of 404 tpd of concentrate at a design sulphide sulphur grade of 17% S2-. The Runruno project is the first BIOX® plant to implement the Generation III BIOX® design principles. As part of the Generation III BIOX® program Outotec supplied a turnkey, containerised metallurgical laboratory to facilitate the first four stages of the BIOX® and ASTER™ inoculum build up requirements. BIOX® inoculum build-up was started during early January 2015 with 5 litres of stock cultures shipped from South Africa. The BIOX® culture was successfully adapted to concentrate produced from the mini plant during March 2015. The ASTER™ inoculum build-up commenced during early August 2015 utilising 27 litres of ASTER™ bacterial inoculum already adapted to similar process conditions expected during commercial operation. This paper will detail the various stages of inoculum build-up through to commissioning and ramp-up of the BIOX® and ASTER™ Processes at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX® design principles.

When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. This Bureau of Mines report describes the development of a preliminary design for a novel, protected, cab-shuttle car for use in working seam heights down to 40 in. Because of the severe restrictions imposed by low-coal operation, Mine Safety and Health Administration (MSHA) regulations only require canopy protection on shuttle cars operating in seam heights of 42 in or greater. MSHA routinely grants variances for canopy use in seams 48 in high or less. The design was generated by giving the operator needs equal priority as related to machine performance parameters. Cab-shuttle car concepts that led to the recommended design are described, along with criteria and testing used to evaluate their potential effectiveness.

The investment decision making process in the insurance and finance industries is affected by new advances such as simulation techniques. These advances have improved the discounted cash flow method (DCF). In DCF, a dynamic and flexible model construction is not possible because it does not consider uncertain conditions. Each project should be evaluated taking into account the related uncertainties because the related uncertainties determine the characterization of the project. Related uncertainties can be processed in dynamic DCF, which is applicable to both financial and non-financial industries with different kind of uncertainties, such as power generation and petroleum projects. The dynamic DCF method can estimate net present value (NPV) while managing related project uncertainties with a simulation method like Monte Carlo Simulation. The simulation method is preferred because its output is unbiased. Therefore, a more realistic financial evaluation of the project can be concluded. In spite of the improvement of dynamic DCF, this project evaluation method is not used frequently in mining industry. However, the mining industry is ideally suited to this concept because it is highly dependent on estimations such as orebody size and ore grade. During the project evaluation stage, these uncertainties can be included with the dynamic DCF method. This study aims to contribute to increasing the usage of this method in mining projects. A copper reserve in Turkey is selected as a case study to apply uncertainty assessment for the evaluation of NPV.

A technical and economic study was made of the feasibility of establishing an underground hydraulic coal mine in the Wilkeson-Carbonado coal field approximately 25 miles southeast of Tacoma, Washington. The deposit contains reserves of more than 200 million tons of generally high quality metallurgical coal. It is located in nine seams of minable thickness in a complex, folded and tectonically disturbed set of anticlines and synclines. Typical dip angles are up to 60°, with minable seam thicknesses of 6 to 17 feet. A mine plan was made for a 2 million TPY mine (clean) using two shafts to access the deposit to a depth of 2500 ft. The mining method uses monitor jets to break coal by sublevel retreat mining, fluming to a sump and pumping the minus 0.25 inch coal to the surface and to a preparation plant. The plus 0.25 inch coal is hoisted by skip. Cleaned met coal would be shipped by rail for export. A middlings product would be sold as thermal coal. Assuming a coal price of $48 per short ton (FOB the mine) for the met coal and $35 for the middlings, the return on investment is estimated at 20% after taxes. The many uncertainties about the geological conditions and the specific mine design parameters make the economic analysis and conclusions somewhat tentative. A second mine could also be developed in the eastern section of the reserves to produce 1 million TPY of clean coal and is expected to have similar economics. Recommendations are made for a Test Mine and a Pilot Mine leading to a production mine.

Bioremediation of Acid Mine Water Using Fly Ash and Desulfotomaculum nigrificans One of the major concerns for the mining industry especially after the mine closure is the generation of acid mine drainage (AMD), and its discharge into the environment surrounding the abandoned mines, leading to serious environmental pollution. AMD is usually characterized by high concentration of dissolved metal ions, sulfate and low pH. The efficacy of fly ash was assessed for the removal of metal ions such as iron, zinc and copper as well as sulfate from synthetic acid mine water. Complete removal of ferric and ferrous, 80 per cent of Zn, 83 per cent of Cu and 62 per cent sulfate removal could be achieved, with a concomitant increase in the pH value from 2.3 to 7 using fly ash as an adsorbent under appropriate conditions. The free energy of adsorption of the metal ions onto fly ash was found to be negative, while the adsorption process was endothermic and adhered to the Lagergren pseudo-first order rate equation. Bioremediation studies using a typical sulfate reducing bacterium namely Desulfotomaculum nigrificans, after pre-treatment of the synthetic acid mine water with fly ash, cumulatively resulted in about 94 per cent zinc, 100 per cent copper and 90 per cent sulfate removal. The possible mechanisms of metal ion removal and sulfate reduction from acid mine water utilising Desulfotomaculum nigrificans are discussed.

This paper describes the concept and development of the use of a uni-delay shock tube system in the timing and initiation of the development rounds, specifically in flat development. It was extended from stoping and now constitutes the only initiation system is use at Kopanang mine. The two explosives initiation systems in general use in underground mines are the conventional fuse-igniter cord system, and the more modern Long Period Delay shock tube system, better known as the numbered LP system. Both are well accepted but have many drawbacks which can result in poor breaking and substantial wastage of the blasting material. Both of these deficiencies cause an increase in the cost of a blast. Hitherto, the limited number of delays available has complicated the use of shock tubes in development blasting. Over eighteen month period to the end of 2007, a project team comprising members from Kopanang Mine and AEL developed a method for the use of a uni-delay shock tubes to time any development round. These uni-delay shock tubes are better known as Reef Masters® or EZ-Stopers® depending on the supplier, and the system has particular application in flat development. During the project, two new shock tube system components were designed, tested and manufactured; namely Splitters and Starter Packs. The system has been successfully tested and implemented in both on-reef and off-reef development ends. At Kopanang, it has now been rolled out across the entire mine. Other AnglogoldAshanti mines are conducting trials and implementations into production sections. Initial results indicate improvements in the ground conditions and excavation profiles. The cost of blasting is showing a downward trend. The authors consider that the system is a tool for use in further blast optimization and will contribute to rationalization of the explosives commodities basket on mines.

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

The Gladstone Hill area hosts epithermal veins similar to those at Martha Hill, which is less than one kilometre away. There are several vein types in the Gladstone Hill area including (1) pyrite-marcasite, (2) quartz, (3) base metal sulfide, and (4) calcite. Pyrite veinlets formed first, whereas the quartz and carbonate veins formed later. The base metal sulfide vein occurs at depth and is predominantly comprised of quartz and chlorite intimately intergrown with pyrite, sphalerite, galena, and rare chalcopyrite. Platy calcite and massive calcite veinlets were the last vein types to form. Several vein textures occur in the Gladstone Hill area, including colloform and crustiform banding, lattice-bladed, zonal, comb, massive and feathery textures. Crustiform banded veins are the dominant texture and contain variable gold-silver grades. Colloform banded veins consist of ubiquitous quartz and minor chalcedony with gold grades as high as 60 g/t. The lattice-bladed texture forms from the deposition of calcite, which has been replaced in many samples by quartz, indicating that boiling and later cooling has taken place. Unreplaced platy calcite only occurs at deeper levels (>300 m). Zonal and comb textures are preserved in quartz and late-stage amethyst veins. Feathery textures within quartz are commonly associated with breccias and some colloform banding, and with significant Au-Ag grades.   The homogenisation temperatures (Th) of primary and secondary inclusions in quartz, amethyst and platy calcite range from 166 to 274¦C, with salinities <1.3 wt% NaCI equiv. The presence of vapor-dominated inclusions and primary fluid inclusions in platy calcite suggests that boiling occurred intermittently throughout deposition. The veins formed under a relatively flat lying paleowater table that occurred 280 - 300 m above sea level. The fluids involved in vein formation were alkali chloride in composition and low in CO2.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. "I. INTRODUCTIONA significant development in flotation over the past few years has been the increasing industrial use of flotation columns, primarily in Canada. The column differs dramatically from conventional mechanical flotation machines, both in design end operating philosophy, which has been a principal reason for its slow acceptance by the mineral industry. Boutin, Tremblay and Wheeler (1. 2) developed the concept in the early 1960's and since then plant and laboratory columns have been marketed commercially by Column Flotation Company of Canada Ltd. In 1980-81 at Mines Gaspe, Quebec, three columns replaced 13 conventional cleaners in a molybdenum upgrading circuit, with superior results (3). Since then many of the copper producers in British Columbia have installed columns for copper and molybdenum cleaning, including Gibraltar, Lornex, Highmont and Island Copper. There now appears to be widespread interest in flotation columns.The column is particularly attractive for applications involving multiple cleaning stages and can upgrade In a single stage compared with several stages of mechanical cells. This results in simpler, more controllable circuits. Importantly, the column itself is well suited to computer control. A significant problem, however, has been that of translating laboratory data to plant performance. The purposes of this communication are to address the problem of column scale-up and to describe some of the transport mechanisms of a flotation column, leading to a kinetics based model.A schematic of a flotation column is shown in Figure]. Industrial columns are up to 13 m high and 0.3 to 1.8 m in cross section (either square or circular). Three zones can be identified:a collection zone, with feed entering 2 to 3 m below the top of the column and descending against rising bubbles generated at a gas sparger; a washing zone, where a packed bubble bed is generated by a downward flow of wash water; and a conventional froth (2 - 5 cm thick), the sole purpose of which is particle transport to the launder. The tailings withdrawal at the bottom of the column is controlled at a rate slightly greater than the feed flowrate (called a positive bias).An important element is the washwater, added just below the froth zone. The component of the washwater that flows downward (to make up the bias) is sufficient to prevent coalescence of rising gas bubbles. The packed bubble beg so generated is very efficient at suppressing gangue entrainment to the concentrate."

The efficiency of water sprays in suppressing airborne colliery dust depends on many variable factors. A survey of previous work in this field shows that swirl spray nozzles are the best dust suppressors.Investigations carried out in an experimental dust chamber show that, in spite of limitations to the application of water sprays in underground use, promising dust suppression efficiencies in mechanised mining can be obtained with swirl spray nozzles.INTRODUCTIONA dust hazard has always been associated with coal mining, and the recent growth of mechanisation has resulted in a greater production of fine coal and dust, thus increasing the hazard. A better knowledge and appreciation of the medical aspects and dust explosion factors has led to practices reducing the seriousness of the problem. However, the dust hazard still exists and its control is basically an engineering problem.Dust, as with any atmospheric pollution, may be removed from the, mine by ventilation, which is an indirect method of control. Direct methods, in which the dust is prevented from being produced and from becoming airborne, should be employed where possible. Of these direct methods the most significant is the use of water sprays.THE DUST HAZARDAn appreciation of the physical nature of the more important dust hazards is necessary before considering the removal of the hazard. The main hazards associated with colliery dusts are the health hazard and the explosion hazard. "Dust" comprises solid particles of size minus 20 mesh Tyler (833 microns).

Extensive field studies have been carried out to investigate the pillar fire problems in one coal mine in India. A Thermal IR gun and a Thermovision camera have been employed for thermal scanning to assess the state of heating in selected pillars. Special sampling set-ups have been designed to collect gas samples from the holes drilled into the selected pillars and the multigas detector is used to analyse the composition of samples in situ. In order to predict the spontaneous heating in coal pillars, different gas ratios have been calculated and it has been observed that some of the established gas ratios, viz. Graham?s ratio, Young?s ratio etc. have resulted in negative values in samples containing high amounts of methane. The modified gas ratios have been proposed which will be useful for predicting the pillar fires. These ratios may also be used for assessing the condition of fires in sealed-off areas.

At the Palabora Mine, the transition to caving 400 m below the bottom of the 800 m deep pit resulted in a slope failure of the North wall that began in 2003, and is still mobile. This failure can be explained by the daylighting into the cave zone of a prominent joint set. The failure was modelled by the 3-dimensional code 3DEC, which is capable of modelling the nonlinear behaviour of discontinuum materials with large displacement.

Over the last few years as the coal industry has seen an increase in the price of coal, a renewed interest in the additional mining of pre-law highwall sites has occurred. Much premium coal and property remains behind these pre-law highwalls but access to mining is limited because prior mining used auger machines to remove coal from under the highwall. Older augers seldom reached more than 200 feet and often no more than 100 feet but this zone of auger holes destabilizes the highwall to where additional mining is often unsafe. If the reserve is large enough, the highwall can be stabilized with common flyash and cement grouts to form a face-up for an underground mine but this expensive method is usually not practical for continuous use with a highwall mining machine. It is estimated there are hundreds of miles of highwall riddled with auger holes where the coal reserve available is ill-suited for deep mining for a variety of reasons. However, these same properties are ideal for additional mining with state-of-the-art highwall mining machines that have a reach up to 1200 feet, except to the relatively thin auger mined de-stabilized zone. The renewed interest in highwall mining these properties has driven research into finding an economical way to stabilize the highwall so the highwall mining machine can recover additional coal. This research discovered and fine-tuned a process that is economical and is successfully supporting the highwall at a highwall mining operation. This paper discusses the research involved in determining the strengths need, the methodology used to place any grouts, the effect on mining plans and the increased recoveries. ARMPS-HWM is used extensively in this research. The failure of the highwall, when not grouting, and the success, when grouting using the new materials and equipment utilized, confirmed the ARMPS-HWM method.
