GROUND movement from mining, whether it be for coal, metal, industrial minerals, or .oil, will always present many difficult problems. These are especially serious when valuable surface improvements may be badly damaged. The mine itself, if mining methods are not suitable to the formation, is subject to heavy falls of the main roof in the working places; and with certain structural conditions the movements may cause in coal mines disastrous bumps and outbursts of gas, and in deep metal mines rock bursts. In open-cut work rock and earth slides may result. Absolute prevention of ground movement from mining is impossible unless large pillars are left unmined,

THE publication of the report by Mr. F. L. Ransome was welcomed by many engineers who had mined in the heart of the Sail Juan country, braved its long and snowy winters, climbed its lofty peaks, run the gauntlet of its snow-slides, and studied its problems of geology, while making dividends for their English or American clients. This report helps one to understand why the bonanzas occurred, and why the inevitable borrasca presents itself where least expected. The Red Mountain district of Ouray county, a very productive section from 1884 to 1893, occupies considerable space in the report mentioned.. The character of the ore-occurrence, being distinctive and presenting many features not existing elsewhere, has been deserving of special study. It is to be regretted that Mr. Ransome was .unable to observe the conditions underground, as all the principal properties, many of which I opened and developed, were closed at the time of his investigation: It has been my privilege to have contributed a few brief papers recording my observations in developing these properties ; and it is the object of the present paper to present certain sections of the Yankee Girl mine, which throw additional light on the geology of the section and make the available data more complete. The main Yankee Girl chimney or " stock" was the most productive for the first 500 ft. in depth of any chimney in the district.

In situ mining offers a new and proven method of exploiting sedimentary uranium deposits. The feasibility and economic evaluation of exploiting a uranium reserve by either open pit or underground mining should also include a similar study for in situ mining. This report compares the economics of mining several hypothetical uranium deposits at various depths, grades and reserve sizes by open pit and in situ mining. The evaluation process evolved establishing, where possible, common geological and logistical parameters to both methods of mining. The various assumptions that are unique to either open pit or in situ mining were also drafted, where possible, as equal and common functions to be used in each economic evaluation of the reserve models. After the various parameters were defined, they were programmed to an economic analysis of the various hypothetical uranium deposits by the selected mining method. From the vast array of cost evaluations, total capital and operating cost per pound U308 produced, DCF-ROI, and total net profits before State and Federal taxes were selected as the most meaningful results to compare. From the various geologic parameters used, it was determined that the economic viability of a mining venture is most sensitive to a depth-grade thickness ratio. The three selected evaluation products were plotted against the various depth-grade thickness ratios of the hypothetical uranium deposits. The results of the economic cost analyses show in situ mining generally to be a better method to maximize total net profits and to maximize return on investment.

JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. Equilibrium carbon monoxide pressures were measured over the reaction between chromium oxide and a number of solid ferrochromium alloys in the composition range 0.4 to 4.8 pct C and 0 to 49 pct Fe. Measurements were also made for the carbides Cr23C6 and Cr7C3 which agreed well with previous investigations. Between 1050°and 1400°C the pvessures varied from 0.1 to 56 mm and increased markedly with the iron and carbon contents of the alloys. The data were used to estimate the activity of carbon in the alloys and to calculate the equilibrium conditions for the decarburization of a useful range of ferrochromium alloys. WHEN ferrochromium is produced by the reduction of chromite with carbon in an electric arc furnace it invariably contains up to 10 wt pct C. For many purposes such as the production of stainless steel, it is necessary that the carbon content be as low as from 0.02 to 0.05 pct. Thus an important part of the ferrochromium industry consists of the production of low carbon ferrochromium. The classical Bessemer steelmaking technique cannot be used to oxidize low carbon contents in chromium and ferrochromium alloys without also oxidizing the chromium. Recently a new commercial process2-4 has been introduced for oxidizing carbon from high chromium content alloys which consists of heating the solid alloy with such oxidizing agents as Cr2O3, Fe2O3, or SiO2 in a retort at reduced pressures. By maintaining the carbon monoxide pressure below the equilibrium value for the system, the carbon can be removed as carbon monoxide without oxidizing the chromium. The equilibrium conditions for the decarburization of solid chromium carbon alloys have been determined by Boericke5 who measured the carbon monoxide pressure over the reaction between the various chromium carbides and chromium oxide. A typical reaction is shown below. Cr23C6 + 2Cr2O3 =u 27Cr + 6CO [1] These values are not applicable to the decarburization of commercial ferrochromium alloys which invariably contain major amounts of iron. The present investigation was therefore undertaken to measure the change in the equilibrium carbon monoxide pressure brought about by additions of iron to the Cr-C-0 system, thus extending the work of Boericke into the region of the production of low carbon ferrochromium. The Bertha zinc-mines of the Bertha Zinc and Mineral Company are in that part of the State of Virginia popularly known as Southwest Virginia, and are included in that division of the " Great Valley " named in recent years the " New River-Cripple Creek Mineral-Region of Virginia." The mines lie wholly in the southeast part of Wythe county, two miles from Pulaski county on the east, and three miles from Carroll county on the south. The only other zinc-mines that are opened in the region are those of Manning & Squier, which adjoin the Bertha zinc-mines on the northeast, and the mines of the Wythe Lend and Zinc Company, at Austinville, eight miles to the southwest. A little farther southwest of Austinville, near Ivanhoe, a new company is preparing to mine zinc-ores. The mining properties named are included within a distance of ten miles along a direct line, bearing north 55' east, on the south side of New river, which here flows northeastward in a tortuous course. The greatest distance of any of the mine-openings from the river is a little less than two miles. It is not the magnitude of the operations in zinc-mining in this particular region, as compared with that of other well-known districts, that merits especial notice. Discussions of the paper of Mr. Gayley read by title at the Lake Superior hieeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 746). With the exception of Mr. Pourcel's discussion (p. 1038), these papers are here published under a mutual agreement between the Councils of the two Institutes, and will also be found, with others, in the Journal of the Iron and Steel In-slitute for the pear 1904, Mr. E. Windsor Richards, Past-President,' said that in 1799 Mr. Dawson, of Low Moor, read a paper before a scientific society in York pointing out the great diff'erence in the moisture of the air going into the blast-furnace in the hot months of the year and in the winter months. A cold blast-furnace was a very sensitive instrument, and showed this very clearly, for in June, July and August the furnace did not drive so well; it did not make the quality of iron and required more fuel; so that Mr. Gayley was on the right road to effect an enormous improvement in this direction. He considered that Mr. Gayley was on the way to great success, and hoped that the apparatus would not be a very expensive one. IN this critical period of our history, the coal industry of the nation, faced with many obstacles, performed its work safely during the first ten months of 1943. Thousands of the younger mine workers were inducted into the armed forces of our country and in many instances their jobs have been filled by others without much if any experience and training. This situation alone would seem to be sufficient to interfere with the safe and orderly operation of the industry but the Government's demand for a substantial increase in coal tonnage over that produced in normal times introduced a hazard which always accompanies speed, regardless of the skill of the worker.

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. What are future prospects for U.S. mining? In many quarters the assumption is made that this country has passed its zenith as a mineral producer -- that it is in a period of decline and that it is becoming a have-not nation like Japan and much of Western Europe. These industrial rivals of ours must depend almost entirely on others for their mineral supplies. In trying to answer this question one must of course distinguish between resources and productive capacity. In today's volatile and competitive markets, the definition of what are reserves and what are merely identified resources becomes ever more difficult. Many large deposits have been found that are unlikely to be viable in the marketplace under normal conditions but that can be of significance to the nation's military and industrial security in times of emergency. I should like to draw on personal experience from World War I1 for illustration. 4fter Pearl Harbor great concern developed over the availability of a long 1ist of strategic materials for which this country was largely dependent on imports. Included were a number of minerals of which domestic deposits had been identified. Among these were chromite, manganese ore, mercury, mica and tungsten.

THE prospector's pan was the first implement used for saving gold, and its action is so effective that it has never been equalled for thorough work. Copper plates, blankets, sluices, and amalgamators of several patented designs have thrust it aside, but in spite of all the advances made there is no dispute among experienced men as to the comparative thoroughness of the work done by it and its rivals. When its rivals are doing their best, the pan can take their discarded refuse and prove their inefficiency by producing from it not only gold, but even the mercury which has been lost from the machines themselves. The trouble with the pan has always been that it was only a tool. Man was the machine that moved it. His work was high-priced, the quantity treated small, and it was impossible to use the pan for any but the richest sands. As a consequence the best gold-saving appliance known has been discarded for years and replaced by machines of inferior excellence, but which could more than make up for their limited ability in saving gold by their capacity for treating great quantities of ore. Mr. Peck is one of the old-time amalgamators of the Comstock district, and the first idea of the new machine came to him as he used to pan below the tailrace of his mill. No matter how fine the work of the mill was, the pan invariably proved that better could be done. The tailings always contained gold, silver, and mercury. This state of things is just as true to-day, after all the improvements that have been made, as it was then, and the much-vaunted method of the " Washoe process" consists in extracting 72 per cent. of the gold and silver by one operation, and then repeating this operation half a dozen times to get out about one-third of the remainder. With all the advances of twenty years in milling, there is nothing more crude in metallurgy than the treatment of tailings in many of the large mills of the West.

Between cross currents of economic factors and international expediencies the iron and steel industry in 1948 made an outstanding contribution to the general economic picture. Were it not for an unfortunate episode during the month of April involving a temporary shortage of coal, 1948 would have been an all-time record year in output. Exceeded in no previous peacetime year, the production of iron and steel in 1948 totaled some 88,500,000 tons. That it was a worthwhile effort of no small magnitude is evidenced by the fact that in three and one half years following the war, this nation has produced as much steel as in the five years preceding the war. This figure of 88,500,000 tons is 68 per cent greater than that for 1939.

THE Tuesday afternoon session", H. A. Bedworth chairman and T. S. Fuller, vice-chairman, was opened with D. J. McAdam, Jr.'s paper entitled "The Influence of Cyclic Stress on Corrosion." This paper dealt with the influence of cyclic stress on corrosion of alloy steels, corrosion-resisting steels, monel metal and aluminum alloys. The paper was discussed by T. S. Fuller, who pointed out that steels under stress corroded more than unstressed steels when subjected to steam.

The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.

President Howe : It is not so clear to me that the facts which Dr. Waldo brings forward really argue that the nature of the combination between copper and aluminum differs from that of the combination between copper and zinc or copper and tin. As regards electric conductivity, I suppose that the fact, which he thinks points to a special intimate kind of union between aluminum and copper, is that the line in his Fig. 1 is neither straight nor uniformly curved, but that its curvature varies rapidly, not to say abruptly. But we find just such variation in like curves for the copper-zinc and copper-tin alloys. Thus, a slight addition of zinc or tin to copper causes a change in color wholly out of proportion to the quantity added; and, as we add zinc or tin to copper, the tenacity rises very greatly, only to fall off abruptly with further additions of either of these metals. Experimental evidence was obtained in support of the idea that cleavage fracture can be initiated by dislocation pile-up. The high ductility of MgO crystals when tested in bending comPared to their relative brittleness in tension was explained on the basis that large pile-ups are more likely in a tension specimen. CLEAVAGE fractures have been a problem of major concern for many years. A number of large steel structures have failed in a brittle manner, usually suddenly and without warning; often the failures occurred for no obvious reason and at nominal stress levels well within the generally accepted range. A great deal of data have been collected about factors that contribute to failures,1 but the physics of the fracture process has never been revealed. cottrel12 has recently developed a theory of brittle fracture in ductile materials which was based upon the concept that dislocations moving on two intersecting planes can unite to form a crack nucleus. This theory accounts for the known effect of grain size and for the effect of testing temperature. There has, as yet, been no experimental evidence published that would substantiate this or the earlier theories based on stress concentrations due to piled-up dislocations. (written discussion).-Permit me to endorse the author's conclusions and their form of presentation as ,being, in my judgment, the last word 'on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.

THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.
